In this study I focus on the impact of aggregate labor turnover and regional labor market conditions on gross in- and out-migration within the framework of a neoclassical flexible-wage (equilibrium) model and a fixed-wage (labor-market disequilibrium) model. Using annual panel data on internal gross migration flows in Sweden from 1970 to 1989, I find that regional differences in employment opportunities have the expected effects on migration. The empirical relationship between real wages and gross migration flows is found to be less congruent with theory implications, indicating that compensated regional income prospects are equalized primarily via the interaction between employment opportunities and gross migration flows. Cyclical changes in hirings are shown to have a robust and strongly significant positive scale effect on migration.  相似文献

In recent articles Evans (1990) and Harrigan and McGregor (1993) (hereafter HM) scrutinized the equilibrium model of migration presented in a 1989 paper by Schachter and Althaus. This model used standard microeconomics to analyze gross interregional migration flows based on the assumption that gross flows are in approximate equilibrium. HM criticized the model as theoretically untenable, while Evans summoned empirical as well as theoretical objections. HM claimed that equilibrium of gross migration flows could be ruled out on theoretical grounds. They argued that the absence of net migration requires that either all regions have equal populations or that unsustainable regional migration propensities must obtain. In fact some moves are inter- and other are intraregional. It does not follow, however, that the number of interregional migrants will be larger for the more populous region. Alternatively, a country could be divided into a large number of small regions that have equal populations. With uniform propensities to move, each of these analytical regions would experience in equilibrium zero net migration. Hence, the condition that net migration equal zero is entirely consistent with unequal distributions of population across regions. The criticisms of Evans were based both on flawed reasoning and on misinterpretation of the results of a number of econometric studies. His reasoning assumed that the existence of demand shifts as found by Goldfarb and Yezer (1987) and Topel (1986) invalidated the equilibrium model. The equilibrium never really obtains exactly, but economic modeling of migration properly begins with a simple equilibrium model of the system. A careful reading of the papers Evans cited in support of his position showed that in fact they affirmed rather than denied the appropriateness of equilibrium modeling. Zero net migration together with nonzero gross migration are not theoretically incompatible with regional heterogeneity of population, wages, or amenities.  相似文献

The authors investigate an agriculturally based policy for improving rural incomes and for retarding the rural-urban migration flow. The production of agricultural goods is characterized by a production function in which output increases with increases in agricultural labor inputs, capital, public infrastructure, land, and technology. Differences among regions in agricultural technology will reflect regional differences in education, the institutionalized form of productive organization, and differences in access to technological information channeled through more technically advanced cities. To pick up the effect of out-migration changes in state agricultural labor supply and upon agricultural output, the state's agricultural out-migration rate is included together with the agricultural labor force. The gross migrant flow between 2 locations is hypothesized to depend upon a set of variables influencing the individual's perception of the economic rate of return to be gained by moving, a set of variables reflecting the individual's propensity to relocate, the labor displacement effects of investments, and the at risk population at 1 location available to migrate. It is also taken into account that individuals differ in their response to information about origin and destination wage differentials and that individuals may or may not perceive a new ecnomic gain from migration but may base the decision on other considerations. Results of a statistical analysis using data from the Mexican census of population for 1960 and 1970 are: 1) size of the rural labor force was negatively associated with agricultural wages, contrary to expectations; 2) small farmers have benefited from the expansion of irrigation in Mexico; and 3) higher urban wages attract migration, and higher growth rate of agricultural income retards rural-urban migration. With respect to the 1950-60 decade both agricultural income and rural out-migration impacts could have been substantial but both the impact on local urban growth and on the rate of in-migration to the primate city would have been slight.  相似文献

Analysis of Interregional Labor Migration in Spain Using Gross Flows   总被引:1,自引:0,他引:1  
In this paper we study the economic determinants of Spanish interregional labor force flows from an aggregate perspective. The study is based on a matching model of the labor market applied to migration, and uses gross rather than net flows as other studies do. Among the main results, we find that unemployment increases out-migration because unemployed people search more actively, but when the unemployment rate is above a certain level this effect is reduced. We also find that the rate of change of relative wages is a significant determinant of migration in Spain.  相似文献

Poverty rates in high-poverty and low-poverty rural counties, and, thus, the spatial concentration of poverty, are affected by poverty-specific differences in in-migration and out-migration patterns. These patterns are investigated using 1985–90 county-to-county migration data from the decennial census. Effects on poverty rates of four migration flows (in- and out-migration of poor, in- and out-migration of nonpoor) are quantified, and their impacts on spatial concentration of poverty are assessed. The effect of selected county characteristics on the migration of the poor and nonpoor in nonmetro counties are estimated. The poor are as mobile as the nonpoor, and the migration patterns of both poor and nonpoor generally maintain and reinforce the pre-existing spatial concentration of poverty.  相似文献

本文关注我国边境人口变动和人口流动状况,着重分析了人口流动对边境人口安全的影响机制,并探讨了边境人口流动的影响因素。研究发现,①边境县域人口总体规模稳中略降,人口增速和增量持续减少;②人口净流出已逐步成为边境人口变动主要因素;③边境人口变动与流动影响程度有明显区域差异。外流风险型地区已出现明显的人口负增长和外流,人口安全缺乏数量和质量保障;相对稳定型地区人口保持低速增长,但其人口净流出水平正不断提高,有向外流风险型转变的趋势;相对封闭增长型地区人口增长较快,但流动性较弱。各类边境地区人口流出流入呈现不同特征,并受到经济、教育、城镇化、民族、政策等不同因素影响。  相似文献

This article investigates economic region net migration patterns in the USSR during the 1979-89 intercensal period. Net in-migration and net migration rate increases (compared to 1970-79) occurred in both the western and eastern portions of the Northern USSR region, while net out-migration and rate declines occurred throughout the Southern USSR. Net in-migration again occurred to Siberia, especially Tyumen' Oblast, and there was a reduced rate of net out-migration from the Nonchernozem Zone and Central Chernozem Region of European RSFSR.  相似文献

"This study attempts to trace the determinants of rural out-migration for a typical portion of the Canadian Prairies, namely agricultural Manitoba. In concentrating on the 'push' factors responsible for gross out-migration over the period 1966-71, the study considers aspects of several dimensions: spatial, economic, social, ethnic and demographic. "This paper questions the plausibility of the assumption of interregional equilibrium in recent research into migration and the valuation of amenities in the United States. It is shown that it is difficult to develop a satisfactory explanation for continuing net migration which is compatible with the equilibrium assumption, and that recent relevant research generally fails to support the idea that the U.S. economy is in equilibrium. The association of higher rent levels with in-migration is explained as a short-run phenomenon. If the spatial economy is in disequilibrium, then the valuations of amenities assuming equilibrium will be biased, being probably too low in areas of net in-migration and too high in areas of net out-migration."  相似文献

A prominent American Sovietologist examines a range of issues surrounding the involuntary migration of Russian populations from the non-Russian republics of the former USSR. Among the questions addressed are possible magnitudes of in-migration into Russia (with special attention paid to conditions in one of the major source regions, Central Asia), attitudes in Russia regarding appropriate policy with respect to treatment of co-nationals in the near abroad and whether their return to Russia would have a positive or negative impact, and conditions in areas of Russia that presently are absorbing the greatest numbers of migrants. The assertion that Russian policy should seek aggressively to prevent the out-migration of Russian populations in the near abroad is assessed critically. 1 table, 1 figure, 10 references.  相似文献

High population mobility, mainly in the form of out-migration, is a characteristic feature of the post-Soviet Russian North. As subsidies from the centre were significantly cut, living standards and the number of inhabitants in many Russian peripheries declined considerably. Nevertheless, there are also prospering regions and industry sectors in these parts of Russia, which are often related to and dependent on the exploitation of natural resources. After introducing general Soviet and post-Soviet mobility and migration patterns in the north of Russia, this article examines the mobility behaviour of oil workers. The analyses are based on a case study of an oil company (SeverTEK) from the Komi Republic and incorporate different statistical approaches. The purpose of the study is to assess past, present and future mobility behaviour of those in northern regions who are benefitting from post-Soviet transition and will most likely contribute most to a positive development of the Russian North. The results show that the surveyed employees of SeverTEK have migrated in the past mainly from Siberia, the Far East, and the now independent countries of the former Soviet Union to northern and central parts of European Russia. The present mobility behaviour is strongly characteristic of shift work employment with long-distance commuting. An analysis of intended migration indentifies strong potentials for future migrations among the oil workers of the case study. It appears that many employees are ready to leave northern regions as soon as their job situation allows it. Therefore, unlike in other resource peripheries such as Western Australia, long-distance commuting is in Russia not used as a decentralization measure; instead it offers opportunities for reducing the problematically high population density of the post-Soviet North.  相似文献

Rural out-migration from southern Manitoba over the period 1971–76 is subjected to a path-analytic model which claims that the exodus is due to unsatisfactory economic and social conditions. In particular, the model is structured so that migration and community satisfaction both depend upon the economic standing of a community. Results indicate that while economic conditions are key factors in rural out-migration, other variables, especially those representative of rural isolation, are also of great importance. These conclusions remain tenable even after allowing for feedback effects from the rural out-migration. L'émigration rural de Manitoba du sud au cours de l'époque 1971–76 est éxposé dans un modèle « path-analytic » qui réclame que cette émigration est attendu que la situation économique et sociale inadéquate. En particular, cette modèle énonce que l'émigration et la satisfaction de la société dépendent sur la condition économique de cette société. Les résultats indiquent qu'autres facteurs, comme l'éloignement rural, sont importants aussi que la situation économique. Abstract

In the mid-19th century, the migration of people into London was at its height. Studies of gross and net migration patterns from other regions demonstrate the importance of London as a goal destination, but until now the underlying structure of migration movements was difficult to access due to the volume of material involved. This paper exploits the recent indexing of the currently available censuses to identify the individual migration behaviour of young men from Devon, Norfolk and Sussex to London. Findings relating to the size and locality of source places, occupational backgrounds, kinship and to residential and occupational choice upon reaching London are presented for each county. The importance of information as a spur to migration is underlined and differing responses in terms of occupation are attributed to distance depreciation of such information.  相似文献

ABSTRACT. Countries of immigration are generally faced with a dilemma: they wish to accept immigrants for economic purposes, but also to restrict immigration for ethnonational reasons. This is especially true in ethnic nation‐states, where immigration is seen as a threat to ethnonational unity more than in civic nation‐states. However, in recent decades, various ethnic nation‐states have adopted immigration policies that have encouraged their diasporic descendants born and raised abroad to return to their ethnic homeland. Ethnic return migration apparently solves the immigration dilemma by providing ethnic nation‐states with a much‐needed unskilled labour force without causing ethnonational disruption because the immigrants are co‐ethnic descendants. After comparing ethnic return migration policies in European and East Asian countries, this article analyses the development of such policies in Japan and their eventual failure to solve the country's immigration dilemma. As a result, Japan (and other ethnic nation‐states) have imposed restrictions on ethnic return migration.  相似文献

Researchers are increasingly aware that nonlinear perspectives of the transition into adulthood and non-economic motives, such as family and friends, may help to improve our understanding of young adults' migration decisions. This paper combines these new insights with the traditional economic success–failure arguments in order to explain young adults' return migration to their rural home region. We present four orientations in return motives: the social, family, functional and partner orientation. They consist of different combinations of the stereotypical success–failure arguments with non-serial transitional stages, and with different attachments to the home region. They also show that in some cases, return migration should actually be interpreted as staying in the home region, because the young adult returnees had not mentally left the region. We therefore state that our results provide a solid argument for reinterpreting the out-migration of young people from rural areas.  相似文献

The relationship of gross migration to net migration is continuously undergoing reevaluation in the literature. However, one major finding by Beale (1969) that produced the famous u‐shaped curve has received little attention, a surprising situation considering the significant changes that have taken place in rural America since 1969. In this paper I use gross migration data from IRS returns for 1995–1998, and differentiate the rates using a number of classification schemes developed by the USDA and the Census Bureau. The results show that rural America is a diverse place, and that migration rates vary tremendously depending on the geographic, economic, and social characteristics of the county. Furthermore, the relationship between gross and net migration varies much more than previously suggested, especially in negative net migration counties, a finding with implications for migration theory and public policy.  相似文献

"By ignoring individual unemployment compensation benefits and conditions of job termination, past migration research has concluded that personal unemployment doubles the likelihood of interstate labor-force migration. Findings from the present study indicate that aggregating the unemployed, without adjusting for these two factors, overstates the probability of migration for the involuntarily unemployed benefit recipient and understates the likelihood of migration for the voluntarily unemployed benefit recipient. The results suggest that federal discretionary unemployment-compensation programs, which are implemented during recessionary periods, likely serve to retard out-migration of those who are involuntarily unemployed." The author argues against the widespread view (stated in several articles in Soviet Geography) that labor-intensive industries should be kept out of Siberia because of the shortage of labor resources in that region. Taking the specific example of labor-intensive machinery industry such as instrument-making, as opposed to steel-intensive industry, he points out that labor-intensive plants, by virtue of their smaller size, usually have smaller labor requirements than large heavy-machinery manufacturing plants. Moreover, he argues, location must not be based on total population or total labor resources of a region, but on the availability of so-called free (nonemployed) labor resources, which consist largely of women and of young people just entering upon a career. This category of labor resources happens to be greater in the eastern regions than in the western regions of the Soviet Union. In fact, one reason for the net out-migration from Siberia, according to the author, is that second and third members of households find it difficult to obtain jobs in a regional economy that is largely oriented toward male employment (in extractive industry, timber felling, etc.). The introduction of labor-intensive industries into existing Siberian industrial complexes would thus help provide employment to other household members and eliminate one reason for out-migration.  相似文献

This paper discusses broad population movements within and between metropolitan and nonmetropolitan regions in Canada during the recent past. It is based on an annual series of aggregate migration at the metropolitan level. Three complementary approaches are used in order to distill information from this vast array of interregional flows. The first is based on net migration. The second, disequilibrium analysis, is based on the difference between the observed population shares of regions and a set of calculated steady-state population shares which would result if the currently observed set of interregional migration rates remained constant. Both approaches indicate short-term effects of migration on the evolving pattern of regional growth and decline. The third approach, based on aggregate interregional flows, allows one to observe some changes in migration behaviour which are not made evident by the first two approaches.  相似文献
