布什的单边主义深深地植根于美国文化传统之中,它根源于美国的个人主义传统,发展于美国的"天赋使命"的观念,强化于美国的"清教传统和白人优越论"的观念,成就于美国的"善恶二元论"。单边主义是美国历代统治者孜孜以求的目标之一,也是美国历史文化中最深厚的积淀之一。从这个意义上说,无论谁成为美国的总统,在美国霸权衰落以前,单边主义都将是美国外交最明显的风格。  相似文献

This paper explores the various and sometimes contradictory meanings of the metaphor of A City on a Hill, with an emphasis on how such an investigation can contribute to an understanding of the foreign policy of George W. Bush, especially in terms of the War on Terrorism in general and the war in Iraq in particular. The strands within the metaphor include religious, political, economic, and technological dimensions which too often exacerbate the confusions about national self-image many Americans have about our role in the world and about what has been called the right-wing Wilsonianism of the Bush White House. Greater clarity about the role of this metaphor in our history might help in minimizing what can fittingly be called the law of unintended consequences.  相似文献

This paper is an empirical case study of the institutional design process of the Green Climate Fund (GCF) of the United Nations Framework Convention on Climate Change from December 2011 to May 2014. Powerful countries, corporations and banks have favoured a deepening of neoliberal environmental governance, while civil society actors have argued over retaining movement concepts, won small representational victories, while participating in a process that has subjected them to a deepened practise of advanced liberal governance. The process has thus far produced “non‐outcomes” that fail to meet hopes that the GCF could provide a significant scaling up and paradigm shift in global climate finance. However, civil society engagement appears to be, somewhat inadvertently, exposing the “overflows”, limits and contradictions inherent in advanced liberal governance. The impasse created has prompted alternative governmentalities to emerge, not least of spectacle and (non‐)performativity, which may be generating an anti‐politics in environmental governance.  相似文献

Abstract

In George W. Bush's inaugural address, informed by ‘compassionate conservatism’, there was a tension between two familiar goals in US political discourse: conserving the status quo and changing the world for the better by cleansing it of sin. In Bush's discursive construction of the war on terrorism, ‘compassionate conservatism’ and the construction of sin were folded into a unified discourse, with the emphasis on preventing dangerous change rather than creating positive change. A static state of safety, constantly protected by ‘compassionate conservatism’ and war, is now offered by American conservatives as the most viable and most patriotic way to stave off the forces of sin.  相似文献

This paper advances the concept of disruption, drawing upon Butler's (1993) work on performativity, her engagement with Goffman's (1974) frame analysis and recent work on performativity within critical geopolitics. It argues this approach provides a useful tool with which to elucidate gaps in the iterative processes of geopolitical discourse production that offer opportunities for momentary distortions to these dominant articulations of power. It analyses the utility of this approach through discussion of three artworks by the acclaimed British artist Fiona Banner. In June 2010 she unveiled her prestigious Duveens commission project at Tate Britain. The work, entitled ‘Harrier and Jaguar’, was the most ambitious of a series of engagements with military aircraft which have spanned over a decade of creative work. Banner's work has become synonymous with challenging dominant discourses on power and war especially through textual representations of war films and innovative uses of military aircraft. Beginning with her book project, ‘All the world's fighter planes’ (2004) and moving through her Duveens project to the military aircraft-related work ‘Tornado’ (2010), this paper argues that Banner's work illustrates the utility of the concept of disruption; going beyond simply raising questions about our engagements with military aircraft, to actively disrupting our encounters with and understandings of these objects and thus popular representations of air power.  相似文献

One often‐highlighted contemporary phenomenon in the pharmaceuticals industry is the use of “tiered pricing”, where essential medicines are sold more cheaply in low‐income than high‐income countries to widen access. With economists having for decades championed the applicability of such pricing to pharmaceuticals, this could be interpreted as a textbook case of “economic performativity”—the economic world increasingly conforming to economic models. In reality, however, tiered pharmaceutical pricing remains rare. Yet this article nonetheless urges retention of the performativity concept, albeit suitably reworked. For, insofar as the industry demonstrates nominal commitment to the model and to the social principles associated with it, it performs valuable political work. Moreover, it does help perform the pharmaceutical economy, by reproducing it in its existing form: repeatedly questioning the model's workability, Western manufacturers are able to continue to avoid putting it widely into practice and, in the process, jeopardizing the profits generated by conventional pricing.  相似文献

Discussion of George W. Bush's rhetoric typically focuses on his spoken address, yet his use of cowboy visuals also qualifies as public communication. By visually identifying himself as a cowboy Bush associated his presidency with the story of the mythic cowboy, a powerful concept in American culture. While visual images are typically not considered a substantive and rational form of political communication, Bush's cowboy persona, emphasized visually, prompted widespread debate about his leadership style and approach to national problems, particularly terrorism. While many did not agree with his policies, the simplicity of the visual message and the foundational nature of the cowboy story provided a narrative that prompted a national debate on substantive issues of the day. Language is still considered the critical element of political debate, but as Bush's experience demonstrates, rhetoric includes visual communication as well.  相似文献

Personal coverage of President Bush during 2001 on network television and in six U.S. newspapers became far more positive after September 11, 2001, with the largest gains found in network television coverage. Coverage of the rest of the Bush administration, in contrast, became distinctly more negative after the terrorist attacks. The vast majority of the executive branch coverage both before and after the terrorist attacks in all media outlets focused on job performance, not the questions of character, ethics and political conduct that often dominate presidential campaign coverage.  相似文献

Abstract

The speech met the moment. The moment was like none experienced before. The speech transformed a presidency and rallied a nation. But what was this pivotal response to a critical moment in American history? Was it a call to a just and holy war? Is God really on the president's ‘side’? This article analyzes the speech delivered by President George W. Bush on 20 September 2001, to a joint session of Congress and to a troubled nation. It was a speech that depended on intimations of righteous indignation, a clear demarcation of good and evil, and a God who is not neutral. The article looks at the religious themes overtly and subtly stated in this speech, to discern what was actually a religious response to a global crisis that took the form of a presidential address.  相似文献

If maps are conceived as representations of reality or as spatially referenced data assemblages, a dilemma is raised by the nature of Indigenous knowledge traditions and multiple ontologies. How can differing knowledge traditions, differing ways of mapping be enabled to work together without subsumption into one common or universal ontology? The paper explores one way of handling this dilemma by reconceiving mapping and knowing performatively and hodologically. It is argued that one way in which differing knowledge traditions can interact and be mutually interrogated is by creating a database structured as distributed knowledge and emulating a complex adaptive system. Through focusing on the encounters, tensions and cooperations between traditions and utilising the concept of cognitive trails‐ the creation of knowledge by movement through the natural and intellectual environment – the socially distributed performative dimensions of differing modes of spatially organised knowledges can then be held in a dialogical tension that enables emergent mapping.  相似文献
