In recent years a discursive voice-based form of children's participation has become a global standard. This has rendered more material children's practices particularly in less-affluent regions as deviant forms of participation. Drawing on the case of child labour, I critically examine the dominance of a discursive model of participation in terms of international policy statements. I argue for a more inclusive notion of children's participation incorporating children's economic as well as discursive contributions within their families, communities and schools. At the same time a more nuanced view potentially shifts the policy focus towards the legitimation of child labour rather than its condemnation.  相似文献

Matters of community, performativity, bodies, space, belonging, oppression, resistance and their relationship to culture are explored in this paper within the context of Sydney's 2002 Gay Games. I begin the paper considering how the everyday meaning and practices of sports produce spaces that are oppressive to many gay men. I then introduce the Gay Games as a site of gay, lesbian, bisexual, transsexual, and intersex resistance, established to rupture stereotypes of heteronormativity in sports. Drawing upon my own research of Sydney's Gay Games I next explore how willingness to participate amongst self-identifying gay men depends upon how they understood their performance within the context of the event. I conclude the paper by arguing that willingness to participate in Sydney's Gay Games illustrates fundamental issues about the connectedness of bodies and space through the discursive body as space and the material body in space.  相似文献

This article explores the insights and limitations within geography of Judith Butler's concept of 'performativity'. As a processual, non-foundational approach to identity, many feminist and post-structuralist geographers have incorporated performativity into their work on the intersections between gender, sexuality, ethnicity, space and place. Yet few have explicitly undertaken a close and critical reading of Butler's theory. The author argues that performativity ontologically assumes an abstracted subject (i.e. abstracted as a subject position in a given discourse) and thus provides no space for theorizing conscious reflexivity, negotiation or agency in the doing of identity. Butler posits a subject abstracted from personal, lived experience as well as from its historical and geographical embeddedness. Uncritically transcribing this abstracted subject into geography limits how we can conceptualize the linkages between emerging identities, social change and spatially-embedded, intentional human practice. A more thoughtful and nuanced use of performativity would allow geographers to map how concrete subjects (individual or collective) do identity in relation to various discursive processes (e.g. those that constitute race, class, sexuality and gender), to other subjects, and to layers of institutions and practices.  相似文献

On July 1, 2014, Prime Minister Shinzō Abe's cabinet commenced a historic transformation of post-war Japan's security policy by overturning previous interpretations of the constitution's pacifist clause, Article 9. The Cabinet Decision on the Development of Seamless Security Legislation to Ensure Japan's Survival and Protect Its People stated that collective self-defence was consistent with the constitution and, consequently, Japan would immediately develop a more proactive and less constrained security policy. But while this outcome may seem sensible and overdue from a realist perspective of Japan's standing as a mature democratic nation in an increasingly difficult geopolitical situation, the manner in which it is being enacted may seriously undermine the normative legitimacy of Japan's new security identity. In this article, the author examines how Shinzō Abe's administration has attempted to shape the norms surrounding security policy revision in Japan, and how these norms, in turn, have affected or constrained Abe's agency. This is done with specific reference to the external contexts of the USA's ‘rebalance’ policy and the deepening of Japan's security relationship with Australia, with a view to anticipating how normative turmoil might impact on the potential of this relationship.  相似文献

Interpretive discourse analysis commonly claims to address the interrelation between actors and discourses. However, the analytical focus of most approaches is on structures (discourses) while much less attention is paid to agency. This paper explicitly addresses discursive agency in two steps. First, we systematically review theoretical and analytical dimensions of agency in existing interpretive discourse analysis approaches. This review reveals a set of shared assumptions; most notably a concept of “trialectic” agency emphasizing the constitution of agency among the individual, the (discursive) structures, and the researcher's interpretation. Second, we propose an analytical heuristic, the Discursive Agency Approach, which is developed on the basis of the review and own empirical data. The proposed approach consists of four elements: (1) policy discourses, (2) political institutions, (3) agents defined via a set of characteristics, and (4) strategic practices. This approach is meant to facilitate a systematic exploration of agency under a discourse perspective, tackling the question of how a policy is constituted through the agency ascribed to its proponents in dynamic discursive processes, and how actors acquire political relevance through discursive means. To enable this goal, we propose distinct research steps and associated methods that link the approach to existing means of analysis.  相似文献

This paper attempts to map how creative city policy emerged as a new form of urban politics in East Asia. It locates the emergence of creative city policy within the East Asian context, where the current political economic movement of neoliberalism intersects with the developmental state’s historical legacy. By investigating institutional and economic practices and consequences of creative city policy in Seoul and Yokohama, this study focuses on how the urban place become carefully rearranged settings through certain procedural, institutional, and technical mechanisms implemented by various discursive and material practices of policy actors. Through this analysis, this research critically reexamines the key rationales of creative economy driven-development and considers the social costs and tensions between the state, capital and citizens that are embedded within the new creative city policy discourse.  相似文献

In an analysis of the 200‐year history of flood management in Hungary, I use the advocacy coalition framework and the focusing event literature to examine what policy change occurs and what is learned as a result of experiencing extreme and damaging flood events. By analyzing the policy response to a series of extreme floods (1998–2001) in this newly democratizing nation, I attempt to identify the factors that influenced the occurrence of policy change and policy‐oriented learning. In 2003, Hungary enacted a comprehensive flood management program that included economic development and environmental protection goals, a distinct departure from Hungary's historical structural approach to flood management. However, it is less clear that long‐lasting changes in belief systems about how floods should be managed have occurred. In this analysis, I argue that processes external to the flood policy subsystem (e.g., process of democratization and Hungary's accession to the European Union), along with the occurrence of the extreme flood events, enabled a coalition of individuals and organizations to press for policy change.  相似文献

Intensive transnational cooperation and manifestations of the NATO-Russia security rivalry have endured for over 30 years in the post-Cold War Arctic. Drawing upon the concept of repertoires from the social movement literature, this article seeks to make a conceptual contribution as to how we might better analyse and articulate the simultaneity of these practices and narratives of cooperation and rivalry in the circumpolar region. Repertoires are typically defined as bundles of semi-structured/semi-improvisational practices making up a context-contingent performance (for example, by civil society towards the ‘state’). These repertoires are argued to be created and performed in ‘contentious episodes’, rather than structured by long-term trends or evidenced in single events. Translated to global politics, a repertoires-inspired approach holds promise for privileging an analysis of the tools and performance (and audience) of statecraft in ‘contentious episodes’ above considerations of how different forms of global order or geopolitical narratives structure options for state actors. The emphasis on the performance of statecraft in key episodes, in turn, allows us to consider whether the interplay between the practices of cooperation and rivalry is usefully understood as a collective repertoire of statecraft, as opposed to a messy output of disparate long-term trends ultimately directing actors in the region towards a more cooperative or more competitive form of Arctic regional order. The article opens with two key moments in Arctic politics – the breakup of the Soviet Union and the 2007 Arctic sea ice low. The strong scholarly baseline that these complex moments have garnered illustrates how scholars of Arctic regional politics are already employing an episodic perspective that can be usefully expanded upon and anchored with insights and methods loaned from social movement literature on repertoires. The 18-month period following Russia's annexation of Crimea is then examined in detail as a ‘contentious episode’ with an attending effort to operationalize a repertoires-inspired approach to global politics. The article concludes that a repertoire-inspired approach facilitates systematic consideration of the mixed practices of amity and enmity in circumpolar statecraft over time and comparison to other regions, as well as offers one promising answer to the growing interest in translating the insights of constructivist scholarship into foreign policy strategy.  相似文献

Throughout Kenya, new governance regimes that are designed to sustain habitat connectivity for wildlife populations outside of national parks have gained increasing prominence. Though these new regimes often center a discursive emphasis on the synergies between wildlife conservation and pastoralist land use, it often remains unclear how they have interacted with colonial and post-colonial legacies that influenced pastoralists' relationships with land. As an effort to gain an improved understanding of the practices that conservation governance regimes deploy, and their underlying rationales, I present an empirically-driven account drawn from ethnographic field work in Kenyan Ilkisongo Maasai land surrounding Amboseli National Park. I argue that to understand recent configurations of land, it is essential to consider the multiple types of interlocking practices deployed by international wildlife conservation NGOs and the Kenyan state. Under a range of pressures to subdivide collectively titled land, a new territorial and governance configuration is emerging where land tenure will retain characteristics of being both private and collective. I argue that a discursive emphasis that frames conservation interventions as producing welfare for populations of wildlife and pastoralists alike has created new potentials to center the concerns of politically marginalized pastoralists, but has also raised risks of an ‘anti-politics’ that can reproduce and reinforce multiple dimensions of power asymmetries.  相似文献

This paper explores how territorial economic governance is discursively constituted in a globalising and neoliberalising world. It acknowledges both the increasingly recognised formative role of spatial imaginaries in economic interventions and the workings of co‐constitutive political projects that link particular imaginaries with political ambitions and policy strategies. Embracing recent calls for comparative ethnographic urban research at the local‐global interface, it explores currently dominant spatial imaginaries across the four Australasian cities of Auckland, Sydney, Melbourne, and Perth. Based on multiple qualitative methods, this study claims that a considerable number of actor's spatial associations and reference points can be related to particular city‐specific governmental projects; Auckland's Super‐City, Sydney's Global and Green City, Melbourne's Liveable City, and Perth's Vibrant City. It is demonstrated how discursive governance techniques such as ‘story‐telling’, benchmarking, and policy transfer have been pivotal in the activation, circulation, and performance of those spatial imaginaries and their transformation into temporarily dominant visions for strategic urban interventions aimed at repositioning urban actors, spaces, and activities. While spatial imaginaries can be related to differently framed global aspirations, the effects of spatial political projects on urban governance and investment trajectories differ significantly across space. Theoretically, the paper stresses the importance of particular conceptions of territorial relations and time‐ and place‐specific institutional mediation in shaping context‐dependent discursive material governance alignments.  相似文献

Compared to its relations with the People's Republic of China (PRC), Australia's relations with Taiwan are often underrated. As a substantial trading partner and as a polity that has transformed into a robust ‘Asian democracy’, Taiwan constitutes a significant if highly complex dimension of evolving Australian foreign policy. A workshop was convened at the Australian National University in early May 2007 to consider the evolving geopolitical, economic and socio-cultural dimensions of bilateral relations between these two regional actors. Among the basic themes emerging from workshop deliberations were how the growth of Chinese power would effect stability in the Taiwan Straits and throughout maritime Asia; how Chinese power would shape future order-building in the region and any role that Australia and/or Taiwan might play in that process; how Taiwanese democracy would factor into any future regional order and what Australia's future Taiwan posture should be given that that country is committed to a ‘one China policy’ acknowledging the PRC as China. Among the conclusions reached were that Australia must intensify its diplomatic efforts toward both Beijing and Washington to ensure that potential Sino–American differences over Taiwan do not escalate into military conflict and that time and generational change may work to facilitate a peaceful solution to this protracted security dilemma? ? Cities today are typically framed as sites of capitalist development, while the urban park is theorized as an indirect response to the emerging hegemony of industrial production in the nineteenth century. Yet, this historical framing tells us little about the process through which our notions of ‘the city’ and of ‘nature’ are produced, or how this knowledge affects the formation of urban people's identities. The discursive formation of the capitalist city can be traced to specific historical moments, one of which is the construction of urban parks during the mid- to late-nineteenth century, which I argue was instrumental in producing a new knowledge of the capitalist city by creating a boundary between the social space of the city and the natural space of the park. Using Philadelphia's Fairmount Park as a case study, I draw on archival photographs and annual park commission reports to explore the formation of park subjects during this period and shed light on diverse economic practices that were once widespread in and around the city but whose erasure was ultimately a prerequisite for the successful formation of an urban discourse organized around the construction of the city/nature boundary.  相似文献

The current UK policy concern with children's health has led to primary school practices of sport, exercise and active play aimed, in particular, at constructing children's bodies as ‘healthy’. Qualitative explorations of children's own values and experiences however, reveal that their understandings of sport in school differ considerably from its potential to be healthy, instead emphasising emotional geographies of pleasure and enjoyment. This article aims to develop a better understanding of children's ability to modify and reconstitute discursive corporeal regimes through their own agency, thus highlighting the fluid nature of the primary school as an institution. Adult discourses and children's bodily challenges to these mingle and intersect, creating spaces of competing values and discourses that work to transform and renegotiate the primary school. Although this article focuses particularly on the UK context, the findings will be relevant for any country in which child obesity is of current concern for social and education policy.  相似文献

This article maps the racializing, classing and gendering cartographies of cross-spatial marginalization and social control experienced by women who were formerly federally incarcerated in Canada. By investigating women's criminalization, prison and post-prison experiences, this article traces practices of racialization, gendering and classing that underwrite liberal to neo-liberal forms of social control. Results from 68 interviews with women released from federal prisons in Canada show that women's criminalization cannot solely be traced to shifts from liberal to neo-liberal governance, but rather to the ways in which structures of oppression have influenced women's criminalization across liberal to neo-liberal rationalities. This analysis shows how liberal ‘welfarist’ ideas and ideals are embedded in neo-liberal reforms and provide the discursive platforms of an extended and widened network of social control of criminalized women beyond prison walls, across institutions, including a variety of (non-)government actors and the women themselves. This widened web of (neo-)liberal social control constitutes practices that have formed carceral spaces beyond prison walls and have perpetuated and exacerbated women's marginality after their release from federal prisons in Canada.  相似文献

Children's everyday mobility and freedom of movement have been closely linked to parental practices, or what has been referred to as parental ‘mobility permits’ or ‘mobility licences’. Most research tends to focus on parental restrictions, while this article explores the affective practices Swedish middle-class parents use in order to enhance their children's mobility, i.e. how emotions are perceived as enabling parents’ and children's spatial experiences and thus their feelings of safety and security; as well as how emotions are talked of as disabling or disrupting the potential for children's mobility. These affective practices are analysed in relation to the parents’ self-reflexive positioning on a continuum between ‘the helicopter parent’ and ‘the engaged and enabling parent’. The material for the article is comprised of 33 interviews with the children's parents, carried out within a larger ethnographic research project on children's everyday mobility in Sweden.  相似文献

How can we find ways of training PhD students in academic practices, while reflexively analysing how academic practices are performed? The paper's answer to this question is based on evaluations from a British–Nordic master class. The paper discusses how master classes can be used to train the discursive skills required for academic discussion, commenting and reporting. Methods used in the master class are: performing and creative arts pedagogical exercises, the use of written provocations to elicit short papers, discussion group exercises, and training in reporting and in panel discussion facilitated by a meta-panel discussion. The authors argue that master classes have the potential to further develop advanced-level PhD training, especially through their emphasis on reflexive engagement in the performance of key academic skills.  相似文献

This article examines critically the systemic 'professionalism' which has overtaken Australia's defence and security community in the 1990s. It focuses on the unhealthy convergence of academic security studies at the Australian National University with an overriding foreign policy priority of the Australian Government: the formation of a new regional identity based on themes of 'engagement' and 'enmeshment' with Asia. It argues that the main consequence of this 'professionalist' trend is a mode of inquiry that expunges politics, ethics and responsibility from academic discourse on security. The article also addresses briefly an emerging postmodern politics of dissidence in the disciplines of security studies and political geography which has transformed our understanding of the role and social responsibility of security intellectuals.  相似文献

This article explores experiential and emotional dimensions of veiling practices, the ‘emotional geographies of veiling,’ in relation to Muslim women's community activism. By approaching the hijab as a symbol with both discursive effects and personal meaning – a psycho-social space – this article offers important insights into the intertwined, complex processes of internal embodiments and public manifestations of Muslim female identities. Based on the analysis of life narratives of five Palestinian American Muslim women in Milwaukee, a medium-sized city in the American Midwest, this article comes to the conclusion that public visibility through veiling entails both socio-spatial and emotional/internal processes. The analysis of these women's narratives explores how veiling practices can guide personal piety and self-transformation, and contributes to the solidification of a politically and religiously identifiable community.  相似文献

This article examines the discursive practices that enable the construction of Turkish “exceptionalism.” It argues that in an attempt to play the mediator/peacemaker role as an emerging power, the Turkish elite construct an “exceptionalist” identity that portrays Turkey in a liminal state. This liminality and thus the “exceptionalist” identity it creates, is rooted in the hybridization of Turkey’s geographical and historical characteristics. The Turkish foreign policy elite make every effort to underscore Turkey’s geography as a meeting place of different continents. Historically, there has also been an ongoing campaign to depict Turkey’s past as “multicultural” and multi-civilizational. These constructions of identity however, run counter to the Kemalist nation-building project, which is based on “purity” in contrast to “hybridity” both in terms of historiography and practice.  相似文献
