尺度政治理论产生于生产方式的变革与全球化的深入发展、新自由主义的兴起与治理方式的转型以及西方人文地理学的尺度转向等实践和理论背景中。其研究经历了由重点关注尺度的政治建构到重点关注行动者的话语和实践的转变。以此为基础,从结构-行为-行动者视角可以总结出尺度政治研究的三个方向:作为政治过程的尺度结构转变、跨尺度的政治行为与策略以及跨尺度的政治行动者联系网络。随后,本文回顾了当前研究中的三个案例以进一步阐明尺度政治理论的实践应用以及上述三个方向之间的区别与联系。最后,基于国内语境,本文从理论和实证两方面出发初步探讨了国内下一步研究应重点关注的问题。  相似文献

The concept of environmental injustice raises difficult questions about on how best to measure and address environmental inequities across space, and environmental justice politics are permeated by considerable debate over the nature and spatial extent of both problem and possible solutions. This paper theorizes the politics of environmental justice as a politics of scale in order to explore how environmental justice activists respond to the scalar ambiguity inherent in the political concept of environmental justice. With a case study of a controversy over a proposed polyvinylchloride production facility in rural Convent, Louisiana, I develop the concept of scale frames and counter-scale frames as strategic discursive representations of a social grievance that do the work of naming, blaming, and claiming, with meaningful reference to particular geographic scales. The significance of scale is expressed alternatively within these frames as an analytical spatial category, as scales of regulation, as territorial framework(s) for cultural legitimacy, and as a means of inclusion, exclusion and legitimation.  相似文献

In this article, we criticize the bipolar polemic on globalization that tends to be limited to arguing over its desirability or destructiveness, and argue that it is necessary to probe deeper into the power relationships that are produced by the restructuring of relationships in time and space. The theoretical debate on politics of scale opens the way to investigate the reconfiguration of scalar organization in capitalism, which has complex and contradictory effects on power relations. It demonstrates that oppositional politics can ‘jump scale’ by rearticulating issues at larger scales to mobilize leverage. We criticize the debate on ‘politics of scale’ for leaving several central questions relatively unexplored: what is the actual relation between jumping scale and empowerment, and what type of empowerment are we talking about? With reference to a case study of a mining conflict in Tambogrande, Peru, we discuss the way in which local farmers were able to network with organizations at national and international scales and rearticulate their claims at these scales. The case demonstrates that globalization enabled the opposition narrative to be rescaled. Hence, globalization can be seen as a redistribution of potential for empowerment. The case also shows, however, that rescaling necessitated a rearticulation of political claims to accommodate hegemonic discourses at the national and international scales.  相似文献

As heritage research has engaged with a greater plurality of heritage practices, scale has emerged as an important concept in Heritage Studies, albeit relatively narrowly defined as hierarchical levels (household, local, national, etcetera). This paper argues for a definition of scale in heritage research that incorporates size (geographical scale), level (vertical scale) and relation (an understanding that scale is constituted through dynamic relationships in specific contexts). The paper utilises this definition of scale to analyse heritage designation first through consideration of changing World Heritage processes, and then through a case study of the world heritage designation of the Ningaloo Coast region in Western Australia. Three key findings are: both scale and heritage gain appeal because they are abstractions, and gain definition through the spatial politics of interrelationships within specific situations; the spatial politics of heritage designation comes into focus through attention to those configurations of size, level and relation that are invoked and enabled in heritage processes; and researchers choice to analyse or ignore particular scales and scalar politics are political decisions. Utilising scale as size, level and relation enables analyses that move beyond heritage to the spatial politics through which all heritage is constituted.  相似文献

In this comparative study of two water basins in the Middle East, we examine the hydro-political construction of scale as central to state and nation building, and their territorial consolidation. We argue that scalar negotiations and constructions of freshwater became central to the very consolidation of both Turkey and Israel. The examples we offer also illustrate the usefulness of a performative approach to scale, benefiting from but moving beyond a politics of scale approach. The comparative focus on hydro-scalar politics and performativities in relation to state and nation building offered a) lends to an enriched understanding of water politics in these two contested river basins, b) enables fuller understanding of how water becomes central to the processes by which nations, states, and territories are consolidated in this region, and c) contributes to recent debates in political geography by demonstrating the value of scalar and performative approaches. Underscoring these linkages, the analysis differs from many works on water in the Middle East, contributes to studies of state and nation building as contested processes, and avoids the assumption of state or national scales as ontological pre-givens.  相似文献

尺度是地理学的核心概念,但是在近年兴起的关于幸福地理学研究中对尺度问题的讨论仍属空白。本文在借鉴此前地理学尺度研究成果的基础上,结合现有幸福感的理论和实证研究,分别从现实尺度、分析尺度和实践尺度出发,系统反思了幸福感研究中的尺度陷阱。首先,对区域幸福感水平的度量需要选择汇总尺度和方法,影响幸福感的地理因素本身和地理环境对幸福感的影响也有其特定尺度。第二,分析地理环境对幸福感的影响时,既要合理处理研究结论的尺度变异性和不同时空间尺度上研究结论的整合问题,也要防止出现真实尺度与分析尺度之间出现错位。第三,个人会通过家庭内部成员间取舍、社会比较等尺度重构和尺度政治方式提升幸福感,而政府在试图改善居民幸福感时也需要选择合理的空间干预尺度。幸福感研究必须跳出各类尺度陷阱,探究影响幸福感的地理要素的真实尺度及合理的分析尺度,并妥善解决个人和政府在提升幸福感时面临的尺度政治争端。  相似文献

Whilst greatly valuing recent critiques of the vertical imaginary and reified ontology of scale theory, and of the unfettered flows of network theory, this paper argues against a human geography without scale. Rather, four propositions from the theoretical literature are used to provide a tool-kit to analyse the practical negotiation of scalar politics, namely that: scales should be considered as effects, not frames or structures, of practice; networks must be considered in all their complexity and heterogeneity; networks can be interpreted as assemblages, the more re-territorialising and re-scaling of which can be analysed as apparatuses; and that state apparatuses work to create the impression that scales are ahistorical, hierarchical and possess exclusive relationships. These propositions are used to explore a period of history when the scalar constitution of the world was under intense debate. The interwar era saw the imperial scale clash with that of the international, both as ideological worldviews, and as a series of interacting institutions. The assemblages of internationalism and imperialism were embodied by apparatuses such as the League of Nations and the colonial Government of India respectively. Attempts by the League to encourage the abolition of tolerated brothels in an attempt to reduce the trafficking of women and children led to intense debates between the 1920s and 1930s over what constituted the legitimate domains of the international and the 'domestic'. These explicitly scalar debates were the product of League networks that threatened the scalar sovereignty of the Raj, most directly through the travelling Commission of Enquiry into Traffic in Women and Children in the East in 1931.  相似文献

In the now burgeoning scholarship on memory, there is a discernible shift from considering the politics of dominant public memory towards sites of counter-memories where vernacular forms of memory activism take place. This paper contributes to this by focusing its attention on plans to preserve Green Ridge in Kampar, Malaysia, a tract of forested hill that was the location of a fierce battle fought between the Japanese and Allied forces in the Asia-Pacific theatre of the Second World War. Specifically, it details the rescaling strategies of one particular individual to enhance the reach and relevance of the site for Malaysians writ large, primarily aimed at lobbying for Green Ridge to be officially marked as local and national heritage. This paper then interrogates issues that have hindered this process with the potential to ultimately thwart the preservation of the site for posterity. In doing so, the paper exemplifies memory activism as ‘work’, where local actors–through the mobilisation of scale politics–represent proactive agents in effecting change in public memory from below. Second, it highlights the fragmented nature of vernacular remembering and how this can impede memory work as much as champion memory formally obscured.  相似文献

Irrigated agriculture faces significant challenges under climate change, and may not be feasible in parts of the Murray‐Darling Basin beyond 2050. Recent research into the cultural politics of water has paid limited attention to the water cultures and relations of irrigators in Minority World countries. We analyse the water relations of grape farm irrigators in the Sunraysia region of Victoria using interviews and farm tours undertaken between 2014 and 2016. Findings are summarised under five themes: (1) the sociality of irrigation water, (2) temporal and spatial relations, (3) the risk of rain, (4) the micro‐scale of water knowledge, and (5) environment as actor. These themes shed light on the diverse relations that constitute both environmental and irrigation water. Irrigators are embedded in these relations at multiple scales, local and distant, mediated by technology and infrastructure. The scale of our focus makes visible water and other forms of environmental knowledge that often go unnoticed in broader debates over irrigation. The concept of “the environment”, understood as an embodied actor in policy discourse and by irrigators, is an emergent trend that warrants ongoing research attention.  相似文献

In recent debates surrounding childhood nutrition and US school lunch reforms, the child's body serves as a contested battleground in a destructive politics of blame over obesity and diabetes. Scalar discourses of the body play a significant role in constructing food-related problems and their solutions. We illustrate our claims through a critical analysis of Jamie Oliver's Food Revolution; a celebrated national television program centered on chef Oliver's attempts to address childhood nutrition through school lunch reform. Informed by Foucault's biopolitics, our analysis highlights how moralizing scalar discourses of the body frames nutrition as an individual problem of personal choice. Food politics, when played out at the scale of young bodies, masks class divisions, marginalities, and governmental policies that structure access to nutritious food in the US school lunch system. Increased attention to biopower, scalar politics, and the political economy of childhood nutrition in the space of US public schooling challenges naturalized ideologies of food choice that regulate and delimit change to the scale of the body.  相似文献

The growing influence of neoliberal approaches to environmental governance has significantly increased the involvement of industry non-state actors in international and national climate governance. However, the implications of this neoliberalisation and hybridisation of climate governance, and particularly state–industry relations during these processes, remain under-integrated with wider geographical debates on the scalar and network politics of environmental governance. In this paper, we probe these issues by examining the regulatory and territorial logics underpinning the negotiation and implementation of the European Union emissions trading scheme (EU ETS). We argue that overlapping interpretations of the regulatory logic of emissions trading (as a cost-effective means of meeting climate objectives) by EU, state and industry actors provided the driving force for the creation of a Europeanised climate governance space and the consolidation of the EU's governing authority in respect of the formal rule-making elements of the EU ETS. However, alliances between state and industry actors, based around intersecting interpretations of their territorial interests in relation to emissions trading, strongly influenced the scheme's design. Moreover, speculative behaviour within the EU ETS market indicates the continued ability of market networks to disrupt territorially-based climate governance regimes. We argue that critical exploration of the territorial logics and practices of EU emissions trading from regime creation to operation provides new insights into the emerging spatial politics of neoliberal environmental governance and its implications for climate protection.  相似文献

The paper examines the significance of state territoriality and the related multi‐scalar practices of the state in the light of the symptoms of post‐politics exemplified in global environmental governance. The focus rests on the South Korean government's Green Growth (GG) strategy and the efforts to export this strategy as a role model to emerging economies worldwide through the establishment of the Global Green Growth Institute. We begin with the question why the Korean government is going global with a political program that is heavily disputed at home. We then study the practices by which the state manages to maintain its territoriality under the conditions of global climate change. Lastly, we discuss how multi‐scalar practices of environmental governance in the GG strategy are applied by state and non‐state actors both in Korea and abroad.  相似文献

Memory politics continues to define the socio‐political landscape of post‐colonial Namibia. Interpretations of the country's recent political history are used to contest and legitimize current social and political relations. This article examines these issues as they appear in the negotiation of recognition and benefits between ex‐combatants and state and ruling party actors. A dominant narrative of national liberation, associated with the ruling party Swapo, casts Swapo ex‐combatants as heroes. This has propelled recurrent ex‐combatant demands to the forefront and relegated those who fought on the South African side to a secondary category of ex‐combatant ‘reintegration’. At the same time, this frame constrains ex‐combatant remembrance, pushing aside contentious memories that might lead to a more critical historical consciousness. Although telling a story of the emergence of a unified nation, the liberation narrative actually is an example of a far more exclusionary form of nationalism that uses the vocabulary of national belonging to make distinctions between citizens, and thus justifies practices of inclusion and exclusion. Its strength lies in its ability to link current material politics with emotionally compelling narratives of identity.  相似文献

This paper presents results from a study of environmental harm created in the collision of real estate speculation and the political process that governed extension of the urban frontier of New Orleans into its eastern wetlands. Near term concerns of rent‐seeking real estate capital and the contested politics of urban infrastructure expansion challenged a fragmented state charged with regulatory oversight and protection of investments in land and citizens. The paper engages theoretically the relative inattention of urban political ecology theory to rent as a way to theorize how capital flows through land, and argues for increased attention to the problem of land rent and the multiple scales of political engagement that manage ecological crisis immanent in the metabolism of nature and society under capitalism.  相似文献

This paper examines the gendered politics of national and international networking amongst peasant farmers' movements in South Asia. In particular the paper provides an ethnographic account, based upon the author's critical engagement with the Bangladesh Krishok (farmer) Federation and the Bangladesh Kishani Sabha (Women Farmers' Association), of the Climate Change, Gender and Food Sovereignty Caravan that was organised in Bangladesh in 2011. The paper draws upon Antonio Gramsci's theory of the philosophy of praxis and feminist research on social reproduction, dispossession and materiality to interrogate the spaces of encounter and solidarity‐building practices of the Caravan between different communities in the country and between different social movement actors. The paper examines how processes of political organisation and consciousness‐raising within and between social movements are problematised by gendered power relations. The paper concludes with suggestions concerning how the philosophy of praxis in Bangladesh might be “engendered” to incorporate a politics of social reproduction.  相似文献

The review argues that, while Fish's book is undoubtedly a corrective to the most extreme examples of polemical teaching, it oversimplifies the difficulties academics face in trying to create sharp distinctions between politics and scholarship. The radical disconnection he advocates does not address the most difficult situations in which lines cannot be clearly drawn between the substance of academic research and teaching and the politics of the process of knowledge production itself.  相似文献

This contribution makes the case for a shift in boundaries between the (populist) radical right and the extreme right, arguing for the systematic use of the term ‘far right’. The significance of a deliberately generic but fundamentally meaningful concept such as ‘far right’ is motivated by the growing links between illiberal-democratic (‘radical right’) and anti-democratic (‘extreme right’) collective actors. This begs considering the conceptual grounds for differentiation among far-right collective actors, their underlying dynamics, and why it is important to look at what they do to tackle this phenomenon in practice—that is, to extrapolate their ideological essence and their varying allegiances to democracy. The complexity of far-right politics questions the long-standing conceptual distinctions internally defining it. The use of an umbrella concept may thus enhance precision in the discussion of this phenomenon, at the same time highlighting the unfolding of a new phase in nativist politics.  相似文献

This article discusses racialized politics among women in Turin, Italy, utilizing and expanding Neil Smith's concept of the spatial politics of scale specifically in relation to an anti‐racist organization, Alma Mater, that emerged during the early 1990s. International migration is relatively recent in Italy, and popular responses over the past decade have been both supportive and hostile. Overt and implicit expressions of racism and intolerance toward migrants have become apparent throughout the country. Migrant and Italian women have retaliated by engaging in a politics of space and scale to effect local and national labor and cultural practices. Through an examination of every day cultural–ideological practices and their links to broad political and economic processes I examine the relative success of Alma Mater in its ability to challenge scales and add to an understanding of the social production and reproduction of power relations at all scales.  相似文献

Over the last 10 years, scholars in human geography have been paying increasing attention to the social construction of scale. Most of this literature takes its starting point in discourses of globalization and the way in which re-definition of scales operates through global political economics. This article is starting from an acknowledgement of the value of the scale debate for the analysis of urban everyday life and urban politics. Briefly, we reconsider the debate, in particular emphasizing the urban question as a scale question. However, we also identify some shortcomings in the debate so far. Even though many authors forward a conception of scales as relational, it is argued, they are often caught in a ‘hierarchical’ view of ‘scaling from above’. This is the background for an attempt to reverse the debate and consider the construction of urban spaces ‘from below’—from the practices and strategies of ‘ordinary’ people and organizations in the city. The interest in this article is how the diversity of everyday practices and politics interact with other scales in the construction of urban space.  相似文献
