我国城市发展自本世纪以来呈现出加快发展的趋势。然而,这一进程尚不均衡和协调。本文通过城市企业主义这一视角,分析中国城市实现空间与经济迅速增长的机制及其所面临的问题。文章首先考察了2001-2009年间的公共财政结构,揭示出中国地方政府治理模式,并对其背后的制度原因进行了分析,以体现出城市企业主义是如何受到高度集中的行政考评体系和分税制这一转型期财政体制的影响。文章接着对地方政府为实现其城市企业主义战略而采用的土地驱动型发展模式进行了研究,最后提出了中国城市发展亟待转型的呼吁。  相似文献

Abstract

In 1955, northern Nigerian government officials, working together with the British textile firm, David Whitehead &; Sons, successfully began arrangements to build the first large textile manufacturing mill in Nigeria, Kaduna Textiles Ltd (KTL), which began production in 1957. In the following decade, several textile mills opened in Kaduna, northern Nigeria, including Arewa Textiles, United Nigerian Textiles Ltd (UNTL) and Nortex among others. Textile production, spinning and dyeing operations expanded in Kaduna during the oil boom years of the 1970s. Yet by 1997, KTL, Arewa Textiles and UNTL were barely functioning, operating with obsolete equipment, without capital to obtain spare parts and without a regular source of electricity. By 2007, all three mills had closed. In this paper, we examine the growth and the reasons for the subsequent decline of textile manufacturing in Kaduna. We argue that the industry’s decline reflected both internal problems — such as frequent changes in political leadership, which contributed to abrupt shifts in industrial policy and a failure to maintain power infrastructure — and external factors — such as the implementation of a structural adjustment programme in 1986 that deregulated the currency and made imports of spare parts and modern weaving equipment prohibitively expensive. In addition, changes in international textile trade agreements and the liberalisation of Nigerian-Chinese trade after 2010 have undermined present efforts at revitalising local textile manufacturing. The paper concludes with an assessment of efforts in the first decade of the twenty-first century to reopen these Kaduna textile firms.  相似文献

In this paper, the regional economic growth process of Turkey during the period 1990–2000 is analysed within the context of Kaldor's laws. The validity of Kaldor's three growth laws is empirically tested by spatial econometric methods as well as traditional econometric method. The empirical results reported in this paper demonstrate the validity of the laws for Turkey over the period under discussion. In testing the first law, spatial dependence is detected. The presence of spatial dependence indicates that the growth of neighbouring regions (and indirectly, the growth of their manufacturing sectors) has an effect on the growth of a region. All the empirical findings suggest that manufacturing has a key role in regional economic growth.  相似文献

Abstract

This paper examines the problem of continuing inflation in Russia in the period from 2000 to 2015. Although factors causing high inflation changed during this period, such factors as money supply, wages, gas and electricity prices, and ruble exchange rate have been essential factors when analyzing inflation in Russia. This paper focuses on gas and electricity prices that represent state-regulated prices in natural monopoly sectors and that have been factors of price increases specific to Russia. They have been raised by the state in order to narrow the gap between their domestic and international prices. It is suggested that there was a turnaround in 2008 when the role of each inflation factor changed significantly. Concerning the rebound of inflation rate since 2014, the overwhelming influence of depreciation of the ruble is indicated. Institutional factors such as the monopolistic structure of the economy that have kept the inflation rate high in Russia are also suggested.  相似文献

This paper reviews recent literature to show how foreign aid and labour remittances have transformed Central America's macroeconomy, state apparatus and class structure over the last ten years. They have lifted real exchange rates, changed the composition of investment, lowered food prices, and directly supported large numbers of people. Control over these resources is now a major focus of political activity and donors play a greater role in economic policy. Project administration has become a major function of the state. Planning and public sector personnel management have become more difficult. Foreign funds have favoured decentralization and increased participation, but they have also weakened the core capacity of the state to execute policies. Transfers have fomented new social groups including sectors supported by remittances, foreign-financed soldiers, public employees, non-traditional export producers, financial intermediaries who channel remittances and refugees.  相似文献

This article aims to demonstrate how the industry characteristics of manufacturing sectors affect the patterns of their spatial agglomeration. It also addresses several intricate issues concerning the measurement of localization economies and estimation of their main determinants in manufacturing industries. The original empirical analysis employs annual industrial data from the Hellenic Statistical Authority (ELSTAT) during the period 1993–2006 in Greece at the prefecture level, i.e. for 51 prefectures. The data processing reveals three important findings. The first is the temporal persistence of localization economies in the Greek manufacturing. The second refers to the high level of agglomeration associated with the high-technology industries as well as the resource- and scale-intensive industries. Lastly, there are significant effects of industry characteristics related to knowledge externalities, labour skills and productivity, scale economies and own-transport expenditure on spatial agglomeration, as resulted from the use of alternative geographic concentration indices and panel data models. Results obtained have implications for policy-makers, who can enhance the regional manufacturing activity by affecting these industry-specific factors. Amongst others, planning measures and policies which aim at promoting the local development and regional convergence should focus on reducing transport costs for firms or sectors, by improving the infrastructure capacity, interconnectivity and quality of services.  相似文献

This article explores the history of oil exploration in colonial Nigerian between c.1903 and 1958 when the first shipment of Nigerian crude oil arrived in Rotterdam. It debunks the two most persistent myths in Nigerian oil historiography, namely that oil exploration dates back to 1908 when the German oil company, the Nigeria Bitumen Corporation, started operations. An examination of contemporary sources shows that oil exploration activities date back to at least 1903, and that Nigeria Bitumen was indeed a British oil company with a listing on the West African Market of the stock exchange in London. The paper argues that the challenging Nigerian environment, which required sophisticated technology, and the limited support from the British government ensured the failure of early oil exploration activities by small British oil concerns. Consequently, over time, the exploration of the oil possibilities of colonial Nigeria became the domain of large, integrated oil companies, in particular Royal Dutch/Shell and British Petroleum, who had the financial resources to fund the expensive search for oil in the colony and the technological expertise and equipment to achieve success over the long term. This dominance by the majors remained a characteristic of the Nigerian oil industry well into the 1990s. The colonial roots of two additional characteristics of the modern oil industry in Nigeria are further traced, namely the enclave nature of the industry within the broader Nigerian economy and the establishment of oil as a national concern, which concern in general overruled the oil-related problems and concerns of local oil producing communities until the emergence of oil-related minority struggles in the 1990s.  相似文献

We estimate the impact of manufacturer business taxes on value added during the 1990s for 15 manufacturing sectors in 20 U.S. states. When the tax climate is properly measured as the potential liability arising from new investment in a state, we estimate that a 10 percent reduction in the effective tax liability is associated with a 3.5 to 5.3 percent increase in value added for the state's targeted manufacturing industry. When we isolate the value of industrial incentives from the basic tax system in our theoretically preferred marginal tax measure, we find that a 10 percent reduction in liability achieved by way of lowering taxes is associated with a 4.5 percent increase in value added while an equivalent reduction achieved by way of increasing incentives is associated with only 1.2 percent industrial growth, the latter elasticity not statistically different from zero.  相似文献

The paper measures the rate of profit and its components in Canadian manufacturing for 1950 - 1981. The rate of profit has been reduced by rises in the real wage and the technical composition of capital, partially offset by a devaluation in the means of production and a reduction in turnover times. The value of labour power and therefore the rate of exploitation have not changed. The rate of profit has consistently fallen throughout the period. These results are consistent with a theory that the falling rate of profit is endogenous to capitalism.  相似文献

工业化和城市化之间的互动关系体现在都市区尺度上的工业区位上。本文在新经济地理学和城市地理学所揭示的产品差异化和城市集聚效应相互关系的基础上,通过区位熵分析、赫芬达尔-赫希曼指数,对美国工业区位与大都市区间的耦合关系进行实证研究。结果显示:集聚于大都市区核心区的往往是产品个性化和定制化程度较高的行业;位于大都市区外围区的大都是产品依赖于城市市场,但标准化程度较高的行业;传统制造业则往往位于非大都市区。多数都市工业的市场集中度较低,而大部分传统工业的市场集中度较高。这不仅印证了新经济地理学的理论推演和城市地理学的行业分析,而且对包括中国在内的转型国家城市及其产业发展具有重要的参考意义。  相似文献

Abstract

Today many regions in the industrialized world have to deal with a transformation from traditional industry such as agriculture or manufacturing to service-oriented production such as tourism. Nevertheless, few studies highlight the possibilities and limitations of inter-sectoral knowledge sharing among stakeholders representing these sectors and hence there seem to be missed opportunities for mutual collaboration in the era of experience production. Using an evolutionary perspective, this article aims to analyse how the leisure boat manufacturing and the tourism sectors in the municipality of Orust on the Swedish west coast, combine knowledge from these two sectors as a way to spur innovation in experience production. The article shows how there are a number of limitations to sectoral knowledge interaction. Some of them can be linked to the conservative nature of the traditional industry, and to the immature nature of the tourism sector, others to the role of policy. However, at the same time as there being a number of obstacles for collaboration, the article reveals some interesting possibilities to form inter-sectoral knowledge sharing.  相似文献

ABSTRACT.  It is common in empirical regional economics to use total employment as an explanatory variable while investigating issues such as the level and distribution of income and migration. This paper argues that sector-specific changes in employment and labor market performance can have different effects on economic growth, the collection of tax revenue, migration, and the level and distribution of household income. As such, it is important to model sectors separately. We find that expansions in employment opportunities for a high-wage sector such as computer manufacturing or bioengineering, a medium-wage sector manufacturing, and the lower-wage sector of retailing have differing economic consequences for a small city. We use a data intensive computable general equilibrium model to obtain these results.  相似文献

A Malmquist-Luenberger productivity index is employed to account for both marketed output and the output of pollution abatement activities of U.S. state manufacturing sectors for –1986. The index allows us to decompose the change in productivity into measures of change in efficiency and technical change. By accounting for the change in emissions, average annual productivity growth is 3.6 percent, whereas it is 1.7 percent when emissions are ignored. We also find adjusted productivity growth improved after 1977, and "Frost Belt" states with rapidly growing manufacturing sectors have significantly higher rates of productivity growth than "Sun Belt" states with slow growing manufacturing sectors.  相似文献

本文基于2001年基本单位普查和2004年经济普查数据,探讨深圳市就业空间结构的特征及演化趋势。研究表明,深圳市的就业空间结构存在就业密度下降、集聚程度不强、制造业占绝对地位、服务业郊区化等现象,而规划和市场是推动其演变的主要力量,在二者的共同作用下,深圳市就业空间结构将呈现以下的演变趋势:(1)从"带状组团式"向"网状组团式"转变;(2)制造业转型导致就业规模缩减;(3)服务业郊区化促进中心外围组团发展;(4)高端服务业集聚进一步增强。  相似文献

ABSTRACT This research analyzes manufacturing growth and decline across metropolitan and nonmetropolitan regions during the 1972–2002 period. We decompose real value added growth across local labor market areas in the lower 48 U.S. states into contributions from labor, capital, and total factor productivity. We then estimate a model describing the long‐run growth of labor, capital, and productivity and find that increased productivity increases the growth of labor and capital, as well as a positive correlation between labor and capital stock growth. We also find evidence that human capital investment and agglomeration economies encourage productivity growth, while unionization discourages it.  相似文献

本文利用产业间空间集聚度方法,计算京津冀都市圈制造业的空间集聚度,并通过时间趋势分析和区际对比,分析京津冀都市圈制造业的空间集聚水平。研究结论为:①2004年,京津冀都市圈制造业产业链的空间集聚度平均值为0.0151,属于低度空间集聚。②京津冀都市圈制造业产业链的空间集聚度呈逐年上升趋势。其中,资源密集型产业和资金技术密集型产业的空间集聚度上升趋势明显;劳动力密集型产业变化趋势不显著。③京津冀都市圈制造业产业链的空间集聚度低于长江三角洲地区,且产业链空间集聚与产业属性的关系不明确;技术密集型产业链的空间集聚度较低,而资源密集型产业的空间集聚度较高。  相似文献

Previous studies on geographical distribution of economic activity in Turkey demonstrate that firms are localized in major metropolitan areas as well as a set of emerging regions. The aim of the paper is to complement the findings of the studies on regional and industrial concentration in Turkey's manufacturing industry by exploring whether regional specialization and industrial concentration patterns changed during the 1980–2000 period. The paper further aims to explore the driving forces of industrial concentration in Turkey's manufacturing industry, particularly during Turkey's economic integration process that started with trade liberalization after 1980 and further developed with the Customs Union in 1996. Regional specialization and industrial concentration are measured by GINI indices Turkey's NUTS-2 regions at the four-digit level for the years between 1980 and 2000. To investigate which variables determine industry concentration, systematic relation between the characteristics of the industry and industrial concentration is tested. Following the method proposed by Paluzie, Pons and Tirado, a panel regression equation is estimated, where the dependent variable is the Gini concentration index and the independent variables are the variables that represent the characteristics of the sectors that follow the predictions of classical trade theory, new trade theory and new economic geography. The major finding of the study is that during 1980–2000, Turkey's regions became more specialized and industry became more concentrated. Increases in the average values of regional specialization and industrial concentration support the prediction developed by Krugman hypothesis that regions become more specialized and industries become more concentrated with economic integration. In exploring the driving forces of industrial concentration, the findings demonstrate that firms tend to cluster in regions where there are economies of scale.  相似文献

Since the second half of the 1990s the Italian economy has experienced a significant slowdown in the rate of economic growth. The “dwarfism” of its manufacturing firms, their specialization in traditional sectors and their organization in industrial districts have been identified by many scholars as major structural weaknesses in the Italian industrial system. Nevertheless, there is a vast and flourishing empirical literature showing that many industrial districts are actually changing in terms of sector specialization, international and innovation strategies and emergence of new forms of enterprise organization. In this paper, we provide a critical survey of the new and different patterns of industrial organization emerging in industrial districts.  相似文献

The Rwandan government — widely lauded for its political commitment to development — has refocused its efforts on reviving growth in the manufacturing sector. This article examines how pressures from different levels — international, regional and domestic — have shaped the evolving political economy of two priority sectors (apparel and cement). To achieve its goals of manufacturing sector growth, the Rwandan government aims to access foreign markets (on preferential terms) and larger regional markets while developing effective state–business relationships with locally based firms. Despite the government's political commitment to reviving its manufacturing sector, its strategy has been both shaped and impeded by shifting pressures at the international level (through Rwanda's recent suspension from the African Growth and Opportunity Act), the regional level (through competition from regional firms) and the domestic level (through over‐reliance on single firms). Within the current industrial policy literature, there is limited reflection on how developing countries are dealing with the multi‐scalar challenges of enacting industrial policy in a much‐changed global trading environment. This article contributes to the industrial policy literature by addressing this lacuna.  相似文献

Small enterprise clusters are viewed as an important means of promoting competitive small‐firm development even in contexts of unstable markets and weak states. Yet the emergence of successful enterprise clusters in developing regions of Southern Europe, Asia and Latin America contrasts with their conspicuous absence in Africa. This article challenges ahistorical and culturalist explanations regarding the lack of successful enterprise clusters in Africa through a comparative analysis of three dynamic and increasingly globalized informal manufacturing clusters in two different regions of Nigeria. Focusing on a Muslim Yoruba weaving cluster in the town of Ilorin in south‐western Nigeria, and two Christian Igbo shoe and garment clusters in the town of Aba in south‐eastern Nigeria, this article explores the role of culture, religion and the state in shaping informal economic governance in an African context. An account of the varied and complex history of these Nigerian enterprise networks reveals both their capacity for institutional innovation and economic linkages across ethnic, religious and gender boundaries, as well as their vulnerability to fragmentation and involution in the context of liberalization, state neglect and political opportunism. Far from demonstrating the inadequacies of African cultural institutions, the slide of African entrepreneurial networks into social disorder and economic ‘ungovernance’1 is traced to the destructive impact of neoliberal reforms in a context of poverty and formal institutional exclusion.  相似文献
