The issue of gender and development has been an important part of the development discourse since the Mexico City Women Conference in 1973. This concern has been very slow to transform itself into policy. For development agencies including AusAID it has been a subsidiary policy area or an add-on, as a recipe might say'add women and stir'. The White Paper of 2007 brought gender to the centre of policy as an overarching principle. The question that arises is the extent to which these policies fit into or are driven by the neo-liberal paradigm underpinning the aid program, or if these policies can challenge it by positing a rights agenda. The 2007 Gender policy tries to sit between the two in that it focuses on the economic role that women can play in fostering growth on the one hand, and the denial of human rights that marginalisation and disempowerment represents. This paper will explore the development of gender policy in AusAID, and compare it with the development of policy of other agencies that follow the neo-liberal framework in particular the World Bank and ADB. Finally the paper will make some suggestions for the new Labor government to strengthen the Policy.  相似文献

This article evaluates the usefulness of cost-benefit analysis (CBA) in the field of gender and development planning. While the incorporation of distributional considerations into CBA would appear to have made it more sensitive to gender differentials, the article argues that it is limited by a number of factors. These include both its own methodological biases, such as the bias towards marketed activities and quantifiable indicators, as well as the political economy of gender at different stages of the project cycle. Empirical examples from both First and Third World contexts are drawn on to demonstrate how these biases work in practice. The article concludes that CBA is best suited to interventionist, rather than participatory projects; to efficiency, rather than equity goals; and, where equity is the goal, to women's practical needs rather than their strategic gender interests.  相似文献

Much of the recent academic literature on spatial planning in Europe focuses on either cross-national comparison of planning frameworks and planning practices or on transnational and transregional initiatives and their impact on planning in European countries. From those publications, it can be gleaned how similar themes are translated differentially in different national contexts. Although it is also a great source of European integration and harmonization, the phenomenon of the knowledge exchange within transnational expert networks of European planners at the level of cities has received less attention. In this paper, the knowledge exchange among planners in such a network is studied, highlighting the role of “transfer agents” (academic and/or policy experts operating in communities in different policy arenas) in the exchange process. It builds on the insights from existing literature on policy transfer and policy learning, and tries to add a new perspective on this body of literature from an insiders' perspective, i.e. participatory observation. The idea is that policy transfer can be fruitfully approached as a process of knowledge and information transfer between producers, senders, facilitators and recipients. Often this exchange is to a very large extent a process of absorbing appealing labels for policy solutions from the international or national policy levels, and then adopting an interpretation of it suitable to one's own context. The authors try to give meaning to this exchange process by using two mechanisms, i.e. social interaction and conceptual replication. By combining these two mechanisms the authors try to uncover which policy lessons are being transferred among seven European cities that joined the expert network on European sustainable urban development (Pegasus).  相似文献

Foreign financial assistance for economic development and the discipline of development economics have traditionally been associated with US Cold War policy toward the Third World. This article, however, suggests that these practices were also shaped by the experiences of foreign aid for European reconstruction after the Second World War. The article traces loan negotiations between the World Bank and the Italian government, and argues that this process played a substantial role in shaping not only the World Bank's lending policies, but also the way its staff understood the institution's mission. The article emphasises Europe's significance as a site in the early history of development, suggesting new ways of understanding the evolution of development ideas, practices, and institutions after 1951.  相似文献

After World War II, the Middle East stage attracted Beijing's attention. While Israel and China proved at that time to be too diverse, through the 1950s China made inroads with Arab countries. Egypt became the first to recognize the P.R.C., which, however, suffered rebuffs as anti-Communist forces generally prevailed in the Middle East. Beijing supported the people of Palestine. After the Soviet Union had become China's enemy, China tried to unite the Third World against the two superpowers. With Deng in 1978, China's Middle Eastern policy became more pragmatic, tilting toward the developed countries and economic cooperation rather than ideology (e.g., with Yemen). China enhanced relations with Gulf states; cooperated with the United States in supporting the Afghan mujahedin; and declared neutrality in the Iran-Iraq War, although economic alliance with Iran grew. The Gulf War affected Beijing's attitudes toward weapons technology and toward the United Nations and China's role in it. Israel is currently viewed as a channel for possible influence with the West. Overall, China's basic policy now is to watch and wait.  相似文献

Policy makers and advocates of joint forest management (JFM) agree that women should be full participants and that their involvement is especially important because of the nature of women's work. This article examines how JFM policy has addressed gender in India. It argues that policy has been informed by instrumentalist positions in the debate over women's relationship to the environment. Consequently, gender planning in JFM has focused on two issues: formal representation for women in local institutions, and identifying women's ‘special’ values, knowledge and uses of forest resources. The scant evidence suggests that the impact of JFM on women has generally been negative. Finally, the article suggests that gender policy in JFM needs to be based on a more sophisticated understanding of gender relations and a wider examination of the gendered context of JFM processes.  相似文献

This article examines Soviet thinking about authoritarian modernization through the life and thought of Georgii Mirskii, a noted expert on Arab politics. Mirskii was a regular adviser and speechwriter for the Soviet Central Committee, and was also followed by the KGB for his criticism of Stalin. In the late 1950s and early 1960s, Mirskii looked to the example of Egyptian leader Gamal Abdul Nasser to develop a theory of military-led modernization. This article examines how Mirskii's faith in the ability of Third World militaries to function as modernizing forces changed over time. The course of military politics in the Third World during the 1970s and 1980s, when military coups proliferated, bringing to power violent and self-interested regimes, disabused Mirskii of any faith in military modernization. Examining Mirskii's thought not only sheds light on the ideas that motivated Khrushchev-era Soviet foreign and development policy, it also provides an illuminating comparison for better-studied theories of authoritarian modernization in the United States.  相似文献

The feelings of young people towards their surroundings have often been neglected in studies of Third World cities. In this paper, I examine these views in Kingston, Jamaica: a large, poor city with high socio‐economic inequality. The young people surveyed have generally positive feelings towards their surroundings, yet are frequently excluded from making decisions about the ways in which these are managed. Their responses shed light on some of the main problems facing the city, and provide a strong case for young people's inclusion in local sustainable development planning.  相似文献

The failure of top-down development policies in the Third World has given rise to a variety of grass-roots, or bottom-up, development strategies to combat the severe poverty that continues to plague developing countries. Among these grass-roots approaches, microcredit has grown rapidly in popularity, scope, and impact over the last two decades. Microcredit provides financial capital for poor entrepreneurs who toil in the informal, poverty sectors in developing country economies. In addition to the thousands of predominantly nongovernmental organizations that offer microcredit programs, many national governments in the Third World are now seeking to integrate microcredit strategies into their development policy and planning. Accordingly, this article examines the microcredit movement, including its rationale and underlying premises, its impact on the poor, and its role in development policy.  相似文献

This article offers a critical assessment of Fred Halliday's theorization of the Cold War and, in particular, his attempt to offer a more global perspective on it through a greater focus on the role of developments emanating from the Third World as constitutive of the Cold War. The author argues that although Halliday's theorization of the Cold War as ‘inter‐systemic conflict’ is a major advance in our understanding of the Cold War—through the attention it pays to the causal linkages between capitalist development and imperialism, revolutionary transformations and superpower geopolitical confrontations—it fails, ultimately, to fulfil its potential as a theory of global Cold War. Halliday's temporalization of the Cold War and his insistence on the autonomy of the superpower arms race and strategic competition end up detaching developments in the Third World from the axis of superpower conflict and, consequently, suggests a residual Eurocentrism within his theory. The article begins by contextualizing the wider theorization of the Cold War and the (absence) place of the Third World in it. It then proceeds to assess critically Halliday's conceptualization of the Third World in the Cold War. The final section outlines an alternative theoretical framework for a theory of global Cold War that builds on elements of inter‐systemic conflict focused on how geopolitical confrontations involving the superpowers derived from the revolutionary consequences of uneven capitalist development.  相似文献

Economic transition has been defined by neo-liberal restructuring policies and understandings. Using ethnographic data from Omsk, Russia, I examine structural adjustment policy implementation in the context of socially constructed gender norms. These policies have complicated implications for women and men's economic survival. The ethnographic understandings gained from interviews with women provide vital information that would improve planning processes in Omsk. For example, using an economic gardening approach to support women's small business development and workforce development targeting survivors of violence would advance women's economic self-sufficiency. I suggest that if planners use ethnographic understandings they will be able to more effectively respond to planning challenges such as poverty, education and health care issues.  相似文献

The measurement of socio‐economic gender inequality has not received much attention from the development literature despite its great relevance and important policy implications. In this article we present two new indices to measure gender inequalities that overcome some of the limitations inherent in the UNDP gender‐related indices and other indices presented in the literature. The proposed new indices are conducive to exploring the extent to which gender gaps favour women and/or men, and to showing the contribution of the different subcomponents to the overall levels of gender inequality. Using UNDP data, our calculations suggest that the levels of gender inequality are mostly explained by differences in the earned‐income subcomponent and that the average difference between women's and men's achievement levels has been reduced by 12 per cent during the period 1995–2005.  相似文献

Although it is generally accepted that the Soviet Union did not play a significant role in the events leading to the overthrow of Mohammed Mosaddeq in 1953, little has been written about how the Soviets perceived the Iranian leader and the movement he inspired. This article argues that Soviet leaders generally saw Mosaddeq as weak and ill-disposed towards the Soviet Union. The Soviet failure to secure an oil concession in Iran in 1946 and general conservatism about anti-colonial movements during the late Stalin period conditioned their assessment of Mosaddeq's premiership. After Soviet policy towards the Third World changed in the mid-1950s, Mosaddeq's movement was reinterpreted as a genuine “struggle of national liberation.”  相似文献

More than two decades after the Fourth World Conference on Women was held in Beijing, gender equality policies have not delivered in the ways envisaged. This special cluster of articles seeks to understand why. Women's mobilization and feminist activism was central to the Beijing process and the advocacy that followed, yet their influence on policy processes seems constrained in the current context of global political and economic changes. The articles in this cluster explore the negotiations between different actors, institutions and discourses — and the tensions and contradictions therein — as explanations for why certain domains of women's rights remain at the margins of political agendas and others receive more attention. Specifically, why have women's labour rights and the demands of the unpaid care economy failed to gain policy traction? The articles point to the importance of political practice, which includes the ‘framing’ of policy demands as compelling narratives, engagement with state entities and the forming and managing of alliances. There are trade‐offs inherent in each of these elements, for example, between transformative gender equality objectives and the pragmatic impulse to frame claims in less politically and socially threatening ways. Further, in a context of increasing globalization, mobilization is required at multiple levels — from the local to the transnational. The articles thus seek to deepen our understanding of how policy change for women's rights occurs.  相似文献

This article excavates one of the stranger episodes that took place in the transnational microcosm of the German expatriate world in Ankara and Istanbul during the Second World War. ‘Professor’ Herbert Melzig's story, the ‘Melzig affair’, illustrates how this microcosm, with its very different constituent members - Jewish and non-Jewish refugees from Nazism, German pro-Nazi expatriates, and an extensive embassy and Nazi Party network - acted as a conduit in German–Turkish relations, albeit one that produced unexpected results. This ‘Melzig affair’ sheds new light on the German presence in Second World War Turkey as well as the so-called German ‘exile on the Bosporus’ as it has been (re-)constructed and used in recent years; it also contributes to our understanding of Turkish foreign policy during the Second World War, especially regarding Turkey's reluctance to join the war on Hitler's side. At the end of the Melzig affair stood the ‘leaking’ of an internal Ministry of Propaganda memorandum. It prepared the ground for further leaks of this nature and was one of the turning points of public opinion in Turkey against the Third Reich.  相似文献

This paper examines the manner and extent to which the International Financial Services Centre (IFSC) in Dublin contributes to regional development in Ireland. Since its 1987 launch, the IFSC created over 10,000 jobs and promoted urban renewal in a previously derelict section of Dublin. Although it stands as one of Ireland's most prominent development projects, empirical examination of the IFSC remains limited. This study looks specifically at issues such as the kinds of activities and employment created at the IFSC, as well as local linkage formation. Based on published data and research interviews, this paper shows that the IFSC contributed to Ireland's economic development at a time when industrial policy focused primarily on employment creation. To date the IFSC has proven to be a successful policy intervention, the routine nature of many IFSC-related activities raises questions about the IFSC's ability to become something more than a centre for back-office financial services.  相似文献

Baltic societies have been transformed rapidly since the beginning of the 1990s, whereas planning institutions and organizational cultures in the Baltic States have only changed rather incrementally despite various national and European pressures for reform. As a consequence, the extent of Europeanization of spatial planning has been limited in the Baltic region, and the effects of cohesion and structural policy measures have been quite modest. This paper focuses on these changes in spatial planning in the Baltic States and is divided into three main parts. The paper begins by describing the historical and cultural context of spatial development in the Baltic States. Second, it discusses processes of Europeanization of spatial planning in the specific context of the Baltic States, and third, it considers whether these processes may be leading to policy convergence in the region.  相似文献

Cities in the Western world have been subjected to a spatial process that essentially reflects rules of the market economy. People with ‘might’, defined in terms of money, have priority access to better residential locations. This allows a larger measure of personal preference to sway on residential location, and has ushered in the secondary factors of family or life–cycle effects as well as individual perception and choice regarding what is an acceptable neighbourhood and acceptable distance for commuting. Some parallel work has been done in socialist and Third World cities in the 1970s and 1980s which provides evidence of divergence from the original construct. Yet due to lack of good quality and sufficient data and general lack of interest in the social geography of cities there was little work done in China. Up to 1990, Chinese cities had combined the characteristics of socialist central planning, and characteristics of Third World cities of low level of economic development and limited ability of city governments in improving urban housing. Based on the latest 1990 Census, we study the social areas of Beijing of 1990 and the dynamics behind their formation. In particular, we shall highlight the impacts of the housing supply situation and allocation under central planning and the interrelationship between these and the conventional social areas dynamics. The Opening and Reform after 1978 has introduced new dynamics in China's urban social space. The 1990 census netted out some evidence of these new factors. However, their real impact may only be more adequately measured by the coming census in 2000. Limited by the census data, our examination has excluded the latest situation (after 1990). In spite of the use of the Shevky and Bell construct the purpose of the present study focuses on understanding the social geography of contemporary Chinese cities, and provides a useful historic and ideological dimension for comparative studies for related key concepts in urban and social geography.  相似文献
