Though not officially considered a ‘policy’ by the Lao government, resettlement of ethnic minorities has become a central feature of the rural development strategy in Laos. Over the past ten years, a majority of highland villages have been resettled downhill, and the local administrations are planning to move the remaining villages in the coming years. This article draws on a national survey about resettlement in Laos, commissioned by UNESCO and financed by UNDP, that was undertaken by the authors. It focuses on the consequences of these huge shifts of population and on the social and cultural dynamics that underlie them. It shows that the planned resettlements, which are intended to promote the ‘settling’ of the highland populations by enforcing the ban on slash‐and‐burn agriculture and opium growing, actually cause increased and diversified rural mobility. This in turn complicates the implementation of the rural development policy and the political management of interethnic relationships. In other words, the ‘settling’ process promoted by the State, because of its broad and often tragic social consequences, can paradoxically generate unplanned or unexpected further migrations, which could be called ‘resettlement‐induced forms of mobility’  相似文献

‘Consumption’ is a central concept in the global environmental sustainability agenda. However, one important argument from Agenda 21 — that all social actors must now practise ‘sustainable consumption’— has been publicly and politically marginalised in high‐income countries such as Australia. Geographers potentially have a role in bringing consumption back onto the agenda by constructing a critical geography of consumption. Such research can help understand how the contextual use of natural resources is perceived and practised, and how consumption helps to shape contemporary social relations. This body of knowledge is vital for building sustainable development into everyday lives. Yet a focus on urban consumption perceptions and practices appears somewhat lacking in Australian geography. Ways forward can be drawn from international geography, such as in the United Kingdom where a substantial body of work has drawn a complex picture of contemporary consumption and environmental understanding. It has also challenged prevailing ‘ecological modernisation’ policy approaches, which ignore consumption's cultural facets. In sum, considering consumption in Australia can offer insights into cultural practices expressed through consumption; can challenge and add to European geographical literatures, and can also contribute to sustainability debates by offering alternatives to currently ineffective policy discourses.  相似文献

Nowadays, wildlife has no chance to be conserved and maintained without the helping hand of man. Ambitious plans to adopt an offensive rather than defensive approach to conservation by creating ‘new nature’ led to initiatives to build ecological networks, from the local, through the regional and the national to the European level. Nature policy in the Netherlands aims to realize a National Ecological Network that is linked up with a projected Pan‐European Ecological Network. This article also discusses the social conflicts engendered by this policy and the ambivalent cultural reactions to which the deliberate ‘production’ of nature gives rise.  相似文献

ABSTRACT. This article examines the relationship between sub‐state nationalism and the welfare state through the case of Québec in Canada. It argues that social policy presents mobilisation and identity‐building potential for sub‐state nationalism, and that nationalist movements affect the structure of welfare states. Nationalism and the welfare state revolve around the notion of solidarity. Because they often involve transfers of money between citizens, social programmes raise the issue of the specific community whose members should exhibit social and economic solidarity. From this perspective, nationalist movements are likely to seek the congruence between the ‘national community’ (as conceptualised by their leaders) and the ‘social community’ (the community where redistributive mechanisms should operate). Moreover, the political discourse of social policy lends itself well to national identity‐building because it is typically underpinned by collective values and principles. Finally, pressures stemming from sub‐state nationalism tend to reshape the policy agenda at both the state and the sub‐state level while favouring the asymmetrical decentralisation of the welfare state.  相似文献

This article examines the marginal position of artisanal miners in sub‐Saharan Africa, and considers how they are incorporated into mineral sector change in the context of institutional and legal integration. Taking the case of diamond and gold mining in Tanzania, the concept of social exclusion is used to explore the consequences of marginalization on people's access to mineral resources and ability to make a living from artisanal mining. Because existing inequalities and forms of discrimination are ignored by the Tanzanian state, the institutionalization of mineral titles conceals social and power relations that perpetuate highly unequal access to resources. The article highlights the complexity of these processes, and shows that while legal integration can benefit certain wealthier categories of people, who fit into the model of an ‘entrepreneurial small‐scale miner’, for others adverse incorporation contributes to socio‐economic dependence, exploitation and insecurity. For the issue of marginality to be addressed within integration processes, the existence of local forms of organization, institutions and relationships, which underpin inequalities and discrimination, need to be recognized.  相似文献

Donor‐funded development NGOs are sometimes portrayed as co‐opting, privatizing or depoliticizing citizen action or social movements. This much is implied by the term ‘NGOization’. Alternatively, NGOs can be seen as bearers of rights‐based work increasingly threatened by tighter regulation or substitution by corporate social responsibility models of development. This article engages critically with both perspectives. It traces the role of NGOs and their funders in agenda setting, specifically in bringing the previously excluded issue of caste discrimination into development policy discourse in the form of a Dalit‐rights approach in Tamil Nadu, south India. The authors explore the institutional processes of policy making and NGO networking involved, the alliances, entanglements of NGOs and social movements, and the performativity of NGO Dalit rights. But at the same time, the article illustrates how NGO institutional systems have constrained or failed to sustain such identity‐based claims to entitlement. In Nancy Fraser's terms, the article explores success and failure in addressing ‘first‐order’ issues of justice, that is rights to resources (in this case, land), and in tackling ‘second‐order’ injustices concerning the framing of who counts (who can make a claim as a rights holder) and how (by what procedures are claims and contests staged and resolved). This draws attention to the important but fragile achievements of NGOs’ discursive framings that give Dalits the ‘right to have rights’.  相似文献

This article assesses some of the major premises of neo‐institutionalist explanations of decentralization policy and practices, but focuses especially on the relationship between decentralization and democracy, in the context of the recent and ongoing Indonesian experience with decentralization. In the last two decades ‘decentralization’ has become, along with ‘civil society’, ‘social capital’ and ‘good governance’, an integral part of the contemporary neo‐institutionalist lexicon, especially that part which is intended to draw greater attention to ‘social’ development. The concern of this article is to demystify how, as a policy objective, decentralization has come to embody a barely acknowledged political, not just theoretical, agenda. It also suggests alternative ways of understanding why decentralization has often failed to achieve its stated aims in terms of promoting democracy, ‘good governance’, and the like. What is offered is an understanding of decentralization processes that more fully incorporates the factors of power, struggle and interests, which tend to be overlooked by neo‐institutionalist perspectives. The current Indonesian experience clearly illustrates the way in which institutions can be hijacked by a wide range of interests that may sideline those that champion the worldview of ‘technocratic rationality’.  相似文献

There has been growing research interest in processes of selective ‘ecological gentrification’ and ‘environmental enclosure’ in cities where environmental controls are used to attract and retain more affluent residents and attract higher value economic development. This dimension of urban policy might be increasingly relevant to major Chinese cities, which are facing increasing competitive pressures to reorient modes of growth and development around ecological security and quality of life in social and environmental domains. In that context, we examine the development and implementation of the ‘basic ecological control line’ policy (BECL) in the fast-growing city of Shenzhen. In essence the BECL marks a rezoning of the city to enhance ecology and reverse previous environmental degradation, but in doing so it also does political work in reordering space in line with changing economic and social priorities. The question we ask is how the BECL might be read in the context of ecological gentrification and the wider political context of Chinese urban policy. Through detailed empirical investigation, we trace the political economy of the BECL and draw out the insights it offers on transitional urban economy-ecology relations in China and theories of urban environmentalism more generally.  相似文献

ABSTRACT This article provides some reflections on borderwork derived from social anthropological research with Indigenous people in south‐eastern Australia (S.E. Australia). In post‐settler states, borderwork traverses a range of fields—employment, health, education and politics. It engages both Indigenous and the non‐Indigenous who grapple with the issues associated with socially and culturally liminal spaces. Borderwork provides a focus on the way boundaries are continually constructed as well as dismantled and reconstructed as a result of historical, political and social change. The article draws upon the work of Bourdieu (2000) to interrogate the ‘naturalisation’ of conditions that give rise to particular interpretive frameworks and the specific relations of power that legitimate one interpretive framework over others. ‘First Nations people are border workers by the nature of their aboriginal claims and their persisting marginalization…’ (Celia Haig‐Brown, 1992:230)  相似文献

There has been an increasing body of critical research in modern literary geography claiming that forms of social oppression and injustice can become established through the institution of literature. It has also been stated that literature can equally well act as an emancipatory ‘tool’ through which subjugated histories are rewritten. This article is concerned with the colonialist history of Finnish northern literature, Lapland romanticism, the exoticism of nature and the interrelations of these with masculinism and sexist oppression. It discusses how northern nature is romanticized through literary stereotypes based on masculinist values and a multidimensional social process of sexism, and how the regional marginalization of northern Finland has been justified at the same time. The primary focus is on the emancipatory potential of untraditional northern literature, on a northern female author, Rosa Liksom, who through her unconventional literary irony has functioned as an emancipatory ‘project’ against the masculinist stereotypes of the northern wilderness. Liksom's literary irony serves as a metafictive ‘method’ working in pursuit of revealing its own discursive structure, as a strategy through which literary conventions and their wider social context become deconstructed.  相似文献

A lack of empirical data and sufficient conceptual frameworks precluded the 1994 national population inquiry from proposing demographic targets for the future ‘carrying capacity’ of Australia. A speculative model is proposed here of population impacts in the ecological, economic, social and relational domains. The model is ‘run’ under scenarios of growing and stable population so that key interactions can be explored and thereby advance debate about broader population policy in Australia.  相似文献

This article is about associational life among French-North Africans in the Paris suburbs. Associational life has been seen as an important means for excluded groups to exercise agency, especially in the two following bodies of theory: new citizenship and transnational studies literature. This article contrasts these influential theoretical perspectives with empirical research on youth engagement in associations. I argue that both the literature on new citizenship and transnational studies tends to focus our attention too much on heroic notions of a) new participative democracy and b) first-generation global networks of immigrants. As a result, other processes of locally embedded marginalization of ‘second-’ and ‘third-generation’ immigrant populations, such as in Paris’ banlieues and local association networks, can be overlooked. This article therefore takes as its empirical focus, research carried out on the relationship between young people of North African origin and local associations in Aubervilliers. Rather than a patchwork of participative local democracy or a ‘breeding ground’ for transnational immigrant agency, my fieldwork reveals that associations can often be half-hearted antidotes to social disenfranchisement and, sometimes, actual mechanisms which maintain exclusion.  相似文献

The article seeks to identify a neglected dimension of the ‘crisis’ and schism of British social democracy in the 1970s from within the ranks of the parliamentary Labour ‘right’ itself. Accounts of the so‐called ‘Labour right’ and its influential revisionist social democratic tradition have emphasized its generic cohesion and uniformity over contextual analysis of its inherent intellectual, ideological and political range and diversity. The article seeks to evaluate differential responses of Labour's ‘right‐wing’ and revisionist tendency as its loosely cohesive framework of Keynesian social democracy imploded in the 1970s, as a means of demonstrating its relative incoherence and fragmentation. The ‘crisis of social democracy’ revealed much more starkly its complex, heterogeneous character, irremediably ‘divided within itself’ over a range of critical political and policy themes and the basis of social democratic political philosophy itself. The article argues that it was its own wider political fragmentation and ideological introspection in the face of the ‘crisis’ of its historic ‘belief system’ which led to the fracture of Labour's ‘dominant coalition’ and the rupture of British social democracy.  相似文献

In scholarly debates, ‘French neo-colonialism’ is defined as the social history of relations between Francophile African elites and French decision-makers in African policy, and it is frequently interpreted as a sinister manipulation of rather passive African populations. Exploring the newly accessible French archival documents, it is now possible to understand better how French officials became neo-colonial players, from the frustration of the last days of colonialism, to a new model of friend and foe in sub-Saharan Africa. A complex and highly emotional interplay of relations with African leaders accounted for the seemingly rational ‘neo-colonialist’ behaviour of French civil servants from 1955 at least to the decade after decolonisation.  相似文献

Strategic spatial planning which takes an integrated approach to the development of a territory seemed to go out of fashion, but now there are signs that it is being re‐established. This paper explores these developments using case studies from 10 European countries. The analysis uses an ‘institutionalist’ approach, which examines how the ‘agency’ of spatial planning practices responds to the ‘structure’ of contextual forces, at the same time influencing that structure. The ‘driving forces’ which are influencing strategic spatial planning are investigated, as are two aspects of the changes in spatial planning: institutional relations and policy agendas. The conclusions are thatat least in the case studiesthere is a movement in the institutional relations towards horizontal articulation, territorial logic, and negotiative forms. Policy agendas too are changing, becoming more selective and using new conceptions of space and place. Those institutional developments, however, are not necessarily being translated into territorially‐integrated policy (as distinct from functional/sectoral policy). That translation appears to require simultaneous re‐framing of relational resources (trust, social capital), knowledge resources (intellectual capital), linked to strong mobilization efforts (political capital). The cases considered varied significantly in how far that had been done. Where it had, strategic spatial plan‐making practices were playing a key role in developing institutional territorial integration and re‐invigorating territorial identities.  相似文献

Over the past decade notions of social capital have become embedded in the social development lexicon, often presented as the ‘missing link’ within development theory. Much social capital‐based research takes Robert Putnam's theorization of the subject as its starting point. Putnam's work argues that social capital can be measured by a region's levels of trust and civic engagement. While its use, and conceptualization, has undergone much academic debate, often formal institutions still employ this very narrow, and arguably Western‐centric, reading of the subject. This paper argues that while at the micro‐level social capital has little to do with the civic engagement and trust theories posited by Putnam, it still has relevance to the lives of marginalized individuals and is an important factor in their continued survival. To explore this, drawing on extensive qualitative research conducted in Magadan, Moscow and St Petersburg, I critically examine the construction of everyday survival strategies among Gulag survivors living in Russia's far northeast city of Magadan. Denied a return to their ‘homeland’ upon their release, this group experienced considerable marginalization in the post‐Stalin period. This was exacerbated when the collapse of the Soviet Union saw pensions in the far northeast of Russia fall to below 50% of the state‐set subsistence minimum. The paper demonstrates the importance of social capital to this group by showing how their survival is based on far more than interactions with formal and informal organizations.  相似文献

This paper explores the increasingly important role of ‘social mix’ in the management practices of the NSW Department of Housing. Social mix is a policy response to the many perceived social, cultural and economic problems related to the concentration of public tenants within larger housing estates. Social mix involves the integration and assimilation of public housing tenants into areas dominated by private home ownership and private rental. Such policies are based upon the belief that social mix has the ability to alter many of these problems simply through the presence of a ‘community’. However, this paper questions the normative construction of homeowners as possessing a ‘community’ which, by implication, will be passed on to public tenants. Through an in‐depth case‐study, it is shown that ‘community’, as constructed by social mix policy rhetoric, may in fact further disadvantage public tenants through processes of othering, stigmatisation and oppression, which operate outside these traditional understandings of community. In addition, this research shows that, rather than increased community integration, it is the physical function of neighbourhood and its direct role in service provision which is the most advantageous constituent of social mix for public housing tenants.  相似文献

The failure of orthodox economic policies to generate growth and eradicate poverty has led to renewed interest in social policies. The return to ‘the social’ has seen contending conceptualizations of social policy, premised on different values, priorities and understandings of state responsibility, vying for influence. This article argues that the currently dominant agenda of social sector restructuring is likely to entrench gender inequalities in access to social services and income supports because of its failure to recognize the structures that underpin those inequalities, which are pervasive across labour markets and the unpaid care economy. Despite the ‘pro‐poor’ and occasionally ‘pro‐women’ rhetoric, the design of social policies remains largely blind to these gender structures. Addressing them would require a major rethinking of dominant approaches, placing redistribution more firmly at the heart of policy design, valuing and supporting unpaid care, and providing incentives for it to be shared more equally between women and men, and between families/households and society more broadly.  相似文献

Environmental Impact Assessments (EIAs) are the pre‐project standard for outlining potential environmental and social risks related to large‐scale mining. Incomplete or disingenuous EIAs mask the potential social, environmental and economic impacts of large projects. To examine the possible misrepresentation of project risks, this article analyses a set of EIAs for the proposed Niyamgiri mine and related Lanjigarh refinery and refinery expansion in Orissa, India. In contrast to their promises of development benefits, it is argued that the project assessments fail to acknowledge the substantial social impacts for project‐affected persons as some face displacement, livelihood change, marginalization and a loss of natural resources. The issues raised here are not unique to these cases, but are representative of a flawed system in which environmental clearance is granted for projects with misleading or mis‐assessed EIAs. This article questions the validation of ‘development’ projects via EIAs which do not thoroughly estimate the social risks and costs of projects.  相似文献

This article engages with the feminist concept of ‘social reproduction’ to arrive at a richer understanding of the gendered processes and outcomes of contemporary large‐scale land acquisitions, or the ‘new enclosures’. It focuses on the case of a recent land deal for industrial sugarcane production in the Coast Region of Tanzania and the resultant process of involuntary resettlement. It critically analyses people's struggles for land in the face of imminent displacement, and the gendered ways they experience the erosion of their pre‐existing modes of social reproduction. It argues that enclosure of rural landscapes does more than immediately strip peasants and pastoralists of their means of production and turn them into wage labourers. It gradually uproots them from their socio‐ecological knowledges, cultural practices and historical memories, which are rooted on the land and articulated through gender. The highly uncertain processes of enclosure and displacement also force rural women and men to renegotiate their livelihood strategies and intra‐household gender relations.  相似文献
