Abstract

This article investigates military security attitudes toward the enlistment of ‘friendly aliens’ in the Australian armed forces during the Second World War. Employing of?cial correspondence of the period, the study positions contemporary debates regarding the enlistment of Allied nationals from Axis-occupied countries within the context of Australian conceptions of race, British nationality, and national allegiance. It is argued that, while British practice was in?uential and uniformity of Imperial policy was a desired objective, the unique concerns of Australian security, the domestic relationship between citizenship and military service, and the White Australia policy combined to determine the nature and application of Australian security attitudes in this area. In certain cases, these factors exercised severely negative impacts upon ‘friendly aliens’ who volunteered for service in the Australian armed forces.  相似文献

This article illustrates how British perceptions of Sultan Ali Dinar of Darfur, in the context of the First World War, led to the downfall of his sultanate in 1916. It shows how the paranoia of the ‘imperial mind’ amplified the threat of militant Islam, personified by Ali Dinar, through the conviction that he was involved with outside enemy forces. British certainty of Ottoman and German complicity in the sultan's belligerence was presented with great intensity by officials, a conviction which formed a central justification for this extension of British rule in Saharan Africa. British officials actively propagated the idea of outside forces having a pernicious influence on Ali Dinar's bellicosity. Through their dogged insistence on this interpretative trope, the British elided other complex factors that informed the sultan's defiance, and misunderstood the internal divisions and stresses in Darfuri society that limited the effectiveness of his jihad. This article goes beyond existing studies by presenting a close analysis of the colonial record to examine in greater detail these two perceptions of Ali Dinar as ‘Muslim fanatic’ and ‘Turco-German co-conspirator’. In a new departure from existing works, this article analyses British views of Ali Dinar after Darfur was occupied, explores the sultan's motivations for his declaration of jihad against the British, and sheds light on the responses of ordinary Darfuris to their sultan‘s doomed defiance of the region's dominant power.  相似文献

This article concerns Arthur Vogan's novel The Black Police, published in 1890. In his book Vogan drew upon an affective global language of suffering that combined appeals to his experience as an eyewitness of the frontier with popular stereotypes drawn from British and American abolitionist precedents. These sources included Uncle Tom's Cabin and popular newspaper commentary on Queensland frontier violence that had circulated earlier in Australia and Britain. The reception of Vogan's novel was mixed: while it reached a wide audience, it failed to prompt official action, and local and British reviewers charged him with sensationalism and ‘embellishment’. Vogan defended his work vehemently, asserting it was based on fact. Reviewers' scepticism stemmed, however, from Vogan's uneasy blend of realist narrative, grounded in eyewitness testimony, and the popular and sensational fictional and visual conventions he deployed. At the end of a period of intense frontier conflict in Queensland over the preceding three decades, Vogan's novel of protest and its ambivalent reception point to the limits of humanitarian influence within an Australian, intercolonial, and ultimately imperial framework.  相似文献

ABSTRACT

British mechanical engineer Jack Keiser’s postwar career in industrial education was simultaneously a career in justice work and Christian industrial mission. This paper examines the Christian critique of industry Keiser developed early in his career, as he transitioned in 1949–1950 into his life’s work in firm-based industrial education, and asks how historians of technology might interpret a critique that characterized industry in hyperbolic terms as enslaving or demonic. Keiser’s was part of an international critique connected to three important post-war Christian institutions: Student Christian Movement, the Industrial Mission Movement, and the World Council of Churches. He engaged with justice at both an intimate and a cosmic level, intimately through face-to-face relationships with apprentices and trainees under his supervision, and cosmically by engaging with the biblical prophets through whom God called for justice.  相似文献

Sir Edward Bulwer Lytton, an eminently popular novelist, published The Caxtons in 1849. Though sub-titled A Family Picture and mainly concerned with domestic life, it included a lengthy disquisition on colonisation and emigration, its value to British society and its role in extending civilisation by spreading ‘God’s law, improvement’. His colonial example was ‘Australia’. A Radical MP in the 1830s, but opposed to the encroachment of ‘democracy’ and supportive of the Corn Laws, in the early 1850s Lytton turned to the Conservative Party. In 1858–59 he served as secretary of state for the colonies. In the light of his experience, his view of Australia and of self-governing colonies was modified, as A Strange Story (1862) shows. But in 1871, in The Coming Race, an elaborate satire on democracy and egalitarianism, he made a distinct addition to the colonial theme of The Caxtons. He did not doubt that ‘improvement’ and colonisation produced evidence of ‘the triumph of civilization’, but a metaphor embedded in the later novel indicated the inevitability of displacement of aboriginal inhabitants by Anglo-Saxon settlers.  相似文献

This article examines the interactions between the opinions of London financiers and politics in New South Wales and the Commonwealth of Australia at the onset of the twentieth century. It focuses in particular on the appointment and early activities of Timothy Augustine Coghlan, who, with several breaks, held the post of agent-general for New South Wales between 1905 and 1926, although he is better known as a pioneering statistician and economic historian. In particular the article examines the context surrounding his appointment, his attempts to improve his state's image and his reflections on the way debt curtailed Australian independence. Through this the article contributes to the ongoing debate surrounding Cain and Hopkins' writings on structural and relational power and the ‘rules of the game’, arguing that these are useful starting points for the analysis of a pervasive politics of finance within the British World.  相似文献

This article explores the marginalia found in the personal volumes of William Ewart Gladstone in the context of the Great Eastern Crisis (1875–8). Diverging from previous narratives, which have lionised Gladstone for his apparently prophetic support for the independence of Christian subjects within the Ottoman Empire, this article argues that Gladstone read and understood little about modern South-Eastern European history, Bulgaria, or the Bulgarians before the publication of his influential political pamphlet, The Bulgarian Horrors and the Question of the East. Gladstone's powerful interjection, based upon widespread, imagined categories of cultural understanding, directly influenced British foreign policy at a critical juncture with profound international consequences. Britain abandoned its traditional support of the Ottoman Empire - allowing Russia to wage a punitive war against its former ally - and instead supported the independence of the ‘Christian races’ of the Balkans along the budding principle of national self-determination. Gladstone's marginalia provide a unique linkage between studies of cultural languages of understanding, individual decision-making, the mechanisms of political power, and the construction of foreign policy. In certain cases, therefore, marginalia may help reveal the nexus between local histories of cultural production and major events in international history.  相似文献

John Campbell’s Present State of Europe has been viewed, particularly by Guido Abbattista, as a change in Campbell’s view on British intervention on the continent. Campbell certainly alters his position from a conventional ‘Country’ and ‘Tory’ critique of British interventionism to acceptance, but this shift aligns him more closely with the Bolingbrokean political philosophy that undergirds much of his early thought as he accommodates this political philosophy to the dominant theory of foreign policy of his day, ‘balance of power’. Campbell articulates a moderate, Tory view of balance of power by drawing upon Samuel Pufendorf’s idea of states-system, which allows Campbell to extend his ‘Country’-Bolingbrokean philosophy from inside to outside the state. By extending his views outside the state, Campbell indicates how continental intervention not only may be required based upon a nation’s fluctuating, indeterminate circumstances but also may be needed to protect far-flung subjects within an expanding British Empire.  相似文献

This article addresses how the Royal Navy intended to defend the British Isles from invasion before the First World War. Revisionist historians have recently suggested that during his first tenure as First Sea Lord, 1904–10, Sir John Fisher conceived and implemented a radical new home-defence strategy. Fisher's ‘flotilla defence’ system assigned a hitherto unprecedented importance to flotilla craft. This was apparently a marked departure from previous practice, which had been to rely upon armoured warships to deter invasion. These claims are not supported by the evidence and have failed to appreciate that flotilla craft had historically formed the foundation of the naval defence of the British Isles. War Plans drafted in early 1909 confirm that before leaving office Fisher remained committed to the blockade of enemy naval forces and that he identified blockade as key to the security of the British Isles.  相似文献

This paper examines the World Heritage listing process for the Beijing-Hangzhou Grand Canal to understand the sociopolitical meanings of heritage in contemporary China. Over the past four decades, the efforts of the Chinese government have been clearly geared towards improving governance over heritage sites by designating them as state properties, which requires the selection and evaluation of cultural heritage sites on the specific political meaning based on historical, aesthetic, or scientific value. In the process of World Heritage listing of Chinese heritage sties, the model of ‘state properties’ had to be compatible with UNESCO’s understanding of ‘heritage’, as well as economic benefits of heritage. Drawing on the data collected from the process of World Heritage listing of the Beijing-Hangzhou Grand Canal, this paper explores the integration of the social meanings of heritage into the ‘authorized’ values criteria, facilitating multiple uses of ‘heritage’ through collaboration among UNESCO, Chinese heritage officials, and local communities. It argues that practices of heritage that consider social meanings will integrate local communities’ understandings into political meanings of heritage on basis of central government’s interests. This paper shows how the social meanings of heritage create a dialectical relationship to enable a ‘living’ cultural process in the preservation of ‘state properties’. In addition, the social meanings of heritage allow all potential stakeholder groups to negotiate with the heritage bureaucracy, as well as strengthening the role of local interests in heritage policy.  相似文献

Abstract

Edward Snowden’s revelations laid bare an unprecedented scale of state influence on communications technology. But government elites have frequently shaped technological development through their beliefs about potentially nefarious uses of communications. This article argues that beliefs about how other states or groups might use a technology can shape innovation. In particular, German visions about the British use of cables spurred German investment in developing wireless telegraphy. Germans imagined that the British were using cable technology to damage Germany’s reputation, spy on Germany and ‘poison’ neutral countries against the Central Powers. The German government and military at first created a colonial wireless network to bypass British cables. In World War I, however, they sought to establish a world wireless network. In the end, innovation was significantly shaped by how Germans imagined their enemies’ uses of communications technology.  相似文献

This article examines the influence of the Biafran humanitarian crisis on British and Irish conceptions of the Third World. Drawing on evidence from non-government organizations (NGOs) in both countries, it argues that the explosion of non-governmental activity in this period, combined with the unprecedented attention afforded to the relief effort, crystallized a popular vision of the Third World that was rooted in western internationalism and the legacies of the imperial world. The model of humanitarian action pursued by Oxfam, Save the Children, Africa Concern and others transformed non-governmental actors into key mediators between the west and the Third World. Yet, this article argues, the image they presented and the tactics they pursued can only be understood as part of a broader adjustment to a decolonized world. From very different beginnings (British postcolonial responsibilities versus a strong anticolonial narrative in Ireland) considerable similarities emerged between British and Irish NGOs. The response to Biafra was an extension of the missionary and colonial service ethos, and generated a model of relief that privileged humanitarian action over local political and human agency. That paternalistic approach further reinforced traditional attitudes to the Third World through renewed emphases on donation, dependency, expatriate volunteers and western concepts of ‘needs’ and ‘development’. This article concludes, therefore, by arguing that Biafra played a vital role in the shift from imperial humanitarianism to neo-humanitarianism and the rise of liberal humanitarian governance. The vision of an inclusive ‘common humanity’ the NGOs espoused was in practice rooted in a very western understanding of humanitarian responsibilities and a very western image of the Third World.  相似文献

When Snow wrote delivered his lecture on ‘The Two Cultures’ in 1959, he considered this to be a phenomenon that had British, Western and global significance. This article looks at how Snow's ideas play out in the setting of Hawai'i from the early contact with Western navigators through to current disputes over the building of the Thirty Meter Telescope (TMT) atop Mauna Kea. ‘Mutual incomprehension’, identified by Snow as the chief characteristics of his two cultures are clearly seen to be at play in Western-Hawai'ian encounters.

This article places the TMT disputes in the setting of the Hawai'ian Renaissance, a movement that has gathered pace since the 1960s. It looks Gieryn's notions of ‘boundary work’ and that of Star and Griesemer on ‘boundary objects’ as ways of framing the discussion. The final focus of the article is the 'Imiloa Astronomy Center in Hilo as a ‘place of safe disagreement’.  相似文献

The many bodies administering Australian arts activity were incorporated within the Australia Council, established in 1973 by the Whitlam Labor Government to oversee Commonwealth arts policy under the direction of H.C. ‘Nugget’ Coombs. This article takes the establishment of the Australia Council as a starting point in tracing changing attitudes towards the practices and funding of popular music in Australia and accompanying policy discourses. This includes consideration of how funding models reinforce understandings of ‘high’ and ‘low’ art forms, the ‘cultural’/‘creative’ industries debates, and their effects upon local popular music policy. This article discusses the history of local music content debates as a central instrument of popular music policy and examines the implications for cultural nationalism in light of a recent series of media and cultural reports into industries and funding bodies. In documenting a broad shift from cultural to industrial policy narratives, the article examines a central question: What does the ‘national’ now mean in contemporary music and the rapid evolution of digital media technologies?  相似文献

This article considers some of the late-Victorian and Edwardian influences on the popular historian, Sir Arthur Bryant (1899–1985) in the 20th century. It emphasises Bryant's role in strengthening patriotism and English national identity in the unpropitious circumstances of interwar and postwar Britain. The article examines his conservative cast of mind, one he communicated through best-selling histories and prolific journalism. It emphasises his increasing distance from organised Conservatism after the Second World War and the sympathy he attracted in some quarters of the Labour movement at the end of his life, as well as earlier on. However, it concludes that Bryant is a vital link between the late-19th century ‘moment’ of Englishness and its recent revival among Conservative thinkers, publicists and politicians.  相似文献

Summary

This article examines the international debate over the most appropriate name for what became known as ‘existentialism’. It starts by detailing the diverse strands of the Kierkegaard reception in Germany in the early inter-war period, which were given a variety of labels—Existentialismus, Existenzphilosophie, Existentialphilosophie and existentielle Philosophie—and shows how, as these words were translated into other languages, the differences between them were effaced. This process helps explain how over the 1930s a remarkably heterogeneous group of thinkers came to be included under the same label. The article then shows how the word ‘existentialism’ and its cognates in other languages gained prominence because they were considered to represent best the diversity and richness of the movement. In detailing this process the article helps elucidate how existentialism emerged as an international philosophy in the period immediately following World War II, and sheds light on the ambivalence with which many have viewed both the term and the philosophy it represents.  相似文献

This article brings to light Lord Mountbatten's continuing links with India after 1948 - a neglected aspect of his life and career. It probes his involvement and influence in Indian affairs through his personal relationships and professional experience. In doing so, it presents Mountbatten as the personification of the change in Indo-British ties from those of empire to dominion and beyond. On the three key issues of Hyderabad, arms sales, and Kashmir, this article evaluates his role as a ‘friend of India’ in the West as well as a conduit for the British government(s) of the day to reach out to Nehru. Considering the scope and limits of ‘influence of friendship, it shows that Mountbatten remained characteristically involved in India after his departure and this was appreciated by both Nehru and his British counterparts. Mountbatten epitomised the old ties, which continued to bind India to Britain, after the empire and through the Commonwealth. His views were offered and sought; how much they influenced remains a matter of emphasis, but that he was involved cannot be denied. The weakening of Mountbatten's involvement and influence after Jawaharlal Nehru's death in 1964 represented the wider, generational weakening of Indo-British association.  相似文献

In December 1893 the Conservative candidate for Flintshire addressed an audience at Mold Constitutional Club. After he had finished attacking Gladstone and the local Liberal incumbent, he ended his speech with a joke. He advised the Conservative party to adopt, with regard to the government, the sign of an American undertaker: ‘You kick the bucket; we do the rest’. How did a sign belonging to a Nevadan undertaker become the subject of a joke told at a political meeting in North Wales? This unlikely question forms the basis of this article. Using new digital archives, it tracks the journey of the gag from its origins in New York, its travels around America, its trip across the Atlantic, its circulation throughout Britain and its eventual leap into political discourse. The article uses the joke to illuminate the workings of a broader culture of transatlantic reprinting. During the final quarter of the nineteenth century miscellaneous ‘snippets’ cut from the pages of the American press became a staple feature of Britain's bestselling newspapers and magazines. This article explores how these texts were imported, circulated and continually rewritten in dynamic partnership between authors, editors and their readers.  相似文献

ABSTRACT

This article offers an examination of the British Council’s early stages of expansion in Cyprus under British rule, from 1935 to 1955, before the start of the Greek Cypriot anti-colonial struggle (1955–59). It argues that the British Council’s development and quality of activities in the British colony were affected by various factors such as the peculiar political difficulties encountered in the island due to the rise of Greek nationalism and the growing influence of the Church of Cyprus over the local public; the mismanagement of the local British Institutes by some of the Council’s representatives; and the financial stringencies hindering the Council’s ambitions. Through the investigation of primary material, accessed at the Cyprus State Archive in Nicosia (Cyprus) and at the National Archives in London (UK), the article traces and critically analyses for the first time the Council’s early steps in colonial cultural policy-making, using Cyprus as a case study. During the 20-year period under examination, British experiments in culture attempted to attract the Cypriots’ interest and convince them of the importance of the British connection. The British and colonial governments envisaged that through cultural influence they could safeguard the consent of the governed. In this way, British presence in Cyprus could be retained and Britain would be able to protect its strategic, political and economic interests in the region. However, research reveals that the Council’s efforts in the colony were more often than not misguided, its activities proving ineffective, its hopes misplaced. Although the aspiration was that the British Council should be a powerful instrument of Britain’s foreign policy in the colonies, this article shows that in Cyprus it had a tumultuous childhood. Caught up in the realities of the Second World War, the rise of nationalism, the thread of communism, and amid the climate of Cold War, the British Empire was coming at an end, while the British Council was fighting to survive.  相似文献
