Prompted by the recent completion of a study of the economic – and, to a degree, social and political – strategies used by Burma's rice cultivator to mitigate the potentially devastating impact of the economic crisis of the early 1930s on his material circumstances, this article explores some of the major methodological issues faced by the historian seeking an understanding of the economic behaviour of the cultivator in Burma under colonial rule. One set of issues concerns the need to locate that economic behaviour in a distinctive cultural context. A second rises from the fact that since almost the sole source for the Burma research is the surviving records of the colonial administration, the historian is forced to peer into the economic world of the Burmese rice cultivator through the eyes of British officials, whose sight of that world was far from complete and commonly distorted by cultural preconceptions. Here the article pays attention to the historian's use of colonial statistical data and impressionistic reports.  相似文献

The large-scale movement of people between Burma and Bengal in the early twentieth century has been explored recently by authors such as Sugata Bose and Sunil Amrith who locate Burma within the wider migratory culture of the Indian Ocean, the Bay of Bengal and Southeast Asia. This article argues that the long and historical connections between Bengalis and Burmese were transformed by the British colonisation of the region. Through an analysis of selected literary texts in Bengali, some by well-known and others by obscure writers, this article shows that, for Indians, Burma constituted an elsewhere where the fantastic and superhuman were within reach, and caste and religious constraints could be circumvented and radical possibilities enabled by masquerade and disguise.  相似文献

In June of 2014 Angelina Jolie, actress and United Nations High Commissioner for Refugees (UNHCR) Goodwill Ambassador, visited camps—home to 130,000 Burmese exiles—along the Thai-Burma border to draw international attention to one of the most protracted displacement situations in the world. Her fourth trip to the border since 2002, Jolie's day-long visit was widely commended in popular media. I draw on ethnographic research among Burmese exiles in northern Thailand to argue that the popular geopolitics of hope she engendered is constituted through contradictory impulses of, on one hand, her signification of global capital and the concurrent widespread geoeconomic hope around Burma's deepening integration into global capitalism, and on the other, the far-reaching geopolitics of fear that has materialized around the threat of repatriation resulting from rapid political-economic change in Burma. Thus, this paper builds on recent work in popular geopolitics and geographies of emotion and affect to offer a grounded illustration of the micro-macro linkages between popular culture and everyday geopolitical experience, as well as the often politically nuanced role of celebrities in humanitarian interventions. This paper contributes to ongoing conversations around the relationship between celebrity humanitarians from the global North and the political-economic implications of the affective enrollment of their intended benefactors from the global South.  相似文献

With the rising number of sex venues along the Thai–Burmese border and the perceived links between migration and the HIV epidemic, the Thai authorities and NGOs have begun concerning themselves with health problems of immigrant workers and seeking effective social welfare programmes for them. However, this paper argues that formal service programmes targeting specific groups may not be enough and notes a need to call attention to officially invisible migrants, particularly domestic maids from Burma who are more vulnerable precisely because they are ‘invisible’. The ‘maid trade’ from Burma to Thailand is statistically invisible firstly because domestic work is not recognized as a formal occupation either by the employers or the employees and therefore, they fail to be registered in census data. Burmese female domestic workers in Thailand are normally recruited through informal channels facilitated by regional trans-national networks that also engage in human smuggling. Domestic workers remain invisible in Thailand also because most of them are live-in and tend to work for one family for lengthy periods of time. They are normally out of reach of labour unions, religious organizations, non-governmental organizations and public health services. The fear of being caught as ‘illegal workers’ by the authorities further hinders their contact with the public. This paper also attributes the migrants’ invisibility to the tradition of ‘domestic servitude’ in Thai society. Using three detailed case studies, the paper demonstrates how the invisibility has contributed to the health vulnerability of these women in their daily lives.  相似文献

In discussing the challenges of cross-border childcare faced by migrant workers, most research focuses on ‘distance mothering’, assuming that children remain in the place of origin. In contrast, this article focuses on childcare at the place of destination in the context of migrant Burmese factory workers in Thailand. Since many of these workers are ‘undocumented’, they have few rights in their place of destination. This is especially problematic in the areas of reproductive health and childcare rights. Despite such obstacles, Burmese migrant workers strive to manage their childcare responsibilities by mobilizing whatever resources are available, as well as seeking to maximize the possibilities of citizenship and education rights for their children. According to our research, the specific strategies deployed vary according to the particular location in Thailand in which migrants are working. This study analyzes three locations in Thailand – one in the central Thailand, and the other two at the borderlands between Burma and Thailand. Through a feminist analysis of the ‘care diamond’, the study demonstrates how Burmese women migrant workers utilize the different migrant labor governance systems and porous international border as resources and opportunities to develop complex and changing strategies to juggle their childcare arrangements.  相似文献

Can the 2021 Myanmar coup be understood as part of a broader campaign by the Burmese army to commit ‘politicide’? The recent wave of violent raids, detentions and extrajudicial killings taking place across Myanmar is part of a long-standing pattern of systematic violence perpetrated against political groups and social movements that challenge military control and dominance. The author reviews the history of persecution directed at the National League for Democracy (NLD), the 88 Generation, All Burma Federation of Student Unions (ABFSU) and others who took part in the Burmese democracy movement. The author also reports findings from a multi-year ethnography she conducted with a community of activists and former political prisoners. She observes that, like ethnic and religious groups, this political community possesses stable, characteristic features, which are transmitted intergenerationally. She advocates for use of the term ‘politicide’ to understand both the recent coup and the history of violence perpetrated against the NLD, 88 Generation ABSFU and other groups inside Myanmar.  相似文献

Abstract

This article examines the impact of the economic crisis on contemporary Irish theatre. More specifically, I contend that the legal controversy surrounding Bisi Adigun and Roddy Doyle’s second production of Playboy of the Western World: A New Version in 2008 provides a case study of how professional theatre productions that dramatised stories of immigrant empowerment during the Irish economic boom were profoundly inhibited by the bust that followed. Their collaborative version of the new Playboy was widely regarded as Ireland’s most successful intercultural play and a commercial success when it was first staged at the Abbey Theatre in 2007. The subsequent breakdown in their relationship and ensuing legal dispute is more symptomatic of Celtic Tiger Ireland in economic collapse, I suggest, than the content of the play itself, or most other productions mounted in the period. I argue that this dispute did not simply reflect but also reinforced the social effects of the economic crisis, through its prolonged litigation, enormous expense, and especially the missed opportunity that it represented to position the multicultural and migrant themed Playboy within the Irish theatrical mainstream. More broadly, I suggest that the economic crisis has been marked by the disappearance of immigrants from the professional Irish stage, a void which was only partially filled by community theatre productions. A case in point is Adigun and Arambe’s most recent adaptation of Jimmy Murphy’s The Kings of the Kilburn High Road in The Paddies of Parnell Street (2013), a play which I positively appraise as an example of successful “intercultural re-appropriation”.  相似文献

Nondestructive neutron activation analysis is by now a well-established technique for the analysis of ancient silver coins. The high activation cross-section of silver for thermal neutrons makes it possible to also use this method with the low neutron fluxes available from an isotopic neutron source. In this case due consideration must be given to minimize the self-shielding effect which is encountered with coins above a few tenths of a millimetre thickness. A simple method for the determination of the silver, copper and gold content in silver coins based on the self-shielding properties of silver alloys of different fineness is described. The method has been found to be useful for the quick routine assay of silver coins for the purpose of their classification. Seventeen ancient Burmese silver coins from three different cultural periods of Burma, and two British coins for comparison have been analyzed by this method.  相似文献

The codification project initiated in 429 ad that resulted in the Theodosian Code was originally designed to integrate three types of law: one, imperial constitutions since Constantine; two, the legal material collected in the tetrarchic Codices Gregorianus and Hermogenianus; and three, a florilegium of juristic writings and responsa. The ultimate aim was to condense all this in a single comprehensive law book that would govern the entire life of the empire and its subjects. As this paper shows, such a project had no precedent in Roman legal history and in fact ran counter to the traditional multiplicity of legal sources in Rome. This prompts a question: from where did the intellectual fathers of the codification project drew inspiration for such a revolutionary idea? In the paper's second part, I argue that one important model for the codification project of 429 could have been the legal code Plato designed for the ideal state of the Laws.  相似文献

In this paper I reflect on the progressive normalization of a series of geographies of exception within Western democracies and, in particular, the relation of these to the new biopolitical power that is progressively affirming itself in our everyday lives — and that appears to be imposing itself as the new, secret, ontology of the political. I do so by engaging with the work of Giorgio Agamben and, specifically, interrogating the spatial architecture that underpins his theory of sovereign power. Starting from Agamben's spatial conceptualizations, I explore his attempt to trace the contours and the secret coordinates of the contemporary biopolitical nomos, a nomos rooted firmly in the crisis and progressive demolition of that which Carl Schmitt described as the ius publicum Europaeum. I note, moreover, how the definitive dissolution of the geographical nomos that had dominated the two centuries preceding the First World War, and the lack of a new, alternative, geographical nomos in the century which followed, can also be grasped by critically rereading some key episodes in the history of European geography; in particular, the contested legacy of the work of Friedrich Ratzel's grand geographical project and the Geopolitik experiment. What I suggest is that to understand the deep nature of the geographies of exception that arm the global war on terror, it is vital that we think in terms of a theory of space in order to try to unveil the Arcanum, the secret enigma of the empty centre around which turn the wheels of a new, macabre, geo‐biopolitical machine.  相似文献

On 9 February 1947, a detachment of armed police was called into the Insein Central Gaol in the northern suburbs of Rangoon to quell a serious disturbance. The police fired into the rioting prison wards, killing four inmates—a further prisoner died of heart failure—and wounding three others. The inspector-general of prisons, Burma, the superintendent of the Insein Gaol, and the district superintendent of police were subsequently suspended from duty. This paper examines the background to the Insein Gaol shootings, the incident itself, the government-ordered enquiry into the shootings, the government's response to the enquiry's report, and the final fate of the three senior prison and police officials. The paper sets the Insein prison shootings, in all their aspects, in the context of the fierce struggle between the Burmese nationalists and a weakening British administration in the final months of colonial rule.  相似文献

American legal scholar Quincy Wright's 1942 A Study of War was a milestone in the study of warfare, and a monumental text in the history of liberal internationalism and the social sciences. Yet, it was quickly forgotten, and neglected ever since. This paper seeks to recover Study by elucidating its historical significance, and placing it within the intellectual and institutional contexts of its time. Study, I argue, encapsulated both an interwar liberal internationalist conceptualisation of warfare as well as a pre-Realist social scientific approach to war in international relations. Through the 1,500 page Study Wright attempted to take the emergent discipline of international relations in new directions by developing a multidisciplinary and multidimensional historical, theoretical and empirical approach to warfare. He incorporated sociological and anthropological approaches and developed themes found more broadly in existing Anglo-American studies of war. Study's multidimensional approach was framed by liberal internationalist concerns and concepts, and yet also reflected the development of the social sciences in the interwar period. Study points to the more realist direction liberal internationalism may have turned to if it had not succumbed to the power-political realist conceptualisations international relations which would ascend in the 1940s.  相似文献

On the basis of Chinese records and previous academic achievements in and outside China, the author makes a deeper study on the history of Kantu. As an ancient Tibeto-Burmese speaking group, Kantu was likely to have developed from the Qiongdu (Kontu) of Xinan yi (ancient ethnic groups in southwestern China). During the 12th–13th centuries, the Kantu group resided in an extensive area expanding from the border area between present Sichuan and Yunnan provinces of China to Burma. In the late 13th century, the Yuan troops occupied the area of Kantu. Since then, there have been no more record about Kantu in Chinese annals, and they were likely merged into the groups of “Luoluo” (Lolo). In Burma, most of the Kantu people had been merged into the local peoples, with only a few remaining in remote mountain forests of northern Burma and still keeping their own name and customs. Abstract

The development of rule of law is touted as one of the most important considerations in Burma (Myanmar) today, yet its meaning is highly contested after fifty years of military rule. This paper will examine how the rule of law in Burma’s transitional political environment has been influenced by the legacies of military rule and the government’s development policies since 2011. A series of laws introduced by the Thein Sein government under the rubric of rule of law and good governance had a significant impact upon small hold farmers across the country. While some laws specifically related to farmers and their land, others encouraged private investment in the land used by farmers. The combined effect of these laws was to formalise the pattern of land grabbing that had developed under the previous government and to encourage land speculation. Moreover, they show how an expedited procedural rule of law incited conflict and further injustice. Any progress towards substantive justice and a more democratic rule of law must keep pace with improvements in the country’s limited administrative and judicial capacities. Whether, and how far, Burma can develop and move beyond a thin or procedural rule of law will be tested as the country experiences life under the NLD government.  相似文献

This family, however, is diverse in Burmese amber. A new dysagrionid damselfly, Palaeodysagrion youlini Zheng, Chang &; Chang sp. nov., is described here based on a well-preserved specimen (holotype) in Burmese amber. The new damselfly provides wing apex and body characters for Palaeodysagrion. It differs from Palaeodysagrion cretacia in having Arc slightly distal of Ax2, the midfork slightly basal of the nodus, Cr and Sn almost perpendicular to RA and RP and in having a simple wing system. This is the fourth dysagrionid damselfly described from the Burmese amber.

ABSTRACT

This article examines the history of railway development in British Burma between 1870 until 1900. In particular, it focuses on how railways and public works projects became a key site of contestation about Burma’s prospects, value, and future during the late nineteenth century, as well as how a litany of agents – both official and non-official – influenced the path of railway development in the colony. This article not only reveals the difficulties and disputes that impacted railway construction in Burma, but also how these debates led to the eventual privatisation of Burma’s railway system in the 1890s. In doing so, this article demonstrates how myriad agents with often competing aims affected the colony’s social and economic development, as well as how the results of these debates and the subsequent construction of railways produced a new geography of occupation in British Burma.  相似文献
