Politicians and businesspeople in Hong Kong paid close attention to British efforts to join the European Economic Community (EEC). The British colony was exempted from most tariffs in Britain, an arrangement that could not survive EEC enlargement. EEC members were unwilling to extend to Hong Kong, a significant exporter of manufactured goods, the same trade preferences offered to other dependent territories. Instead, the unique provision the EEC made for the colony was limited inclusion into their Generalised System of Preferences scheme, which granted tariff concessions to developing countries. Historians of Hong Kong have shown how the colony experienced British imperial withdrawal in a number of ways, despite remaining under British rule until 1997. This article demonstrates that an important element is missing from this account: how global economic shifts led to an erosion of imperial ties. EEC enlargement from 1973 entailed the end of Hong Kong's privileged access to the British market, but for the colony, the importance of imperial economic links had already faded. At the same time, an assessment of Hong Kong's capacity to pursue favourable terms of trade in global markets independently from Britain offers a more tentative conclusion of the extent of the colony's autonomy.  相似文献

Abstract

This paper probes the underlying motives behind the adoption of the ‘creative city’ policies in Shanghai, Hong Kong and Taipei. It argues that while the global appeal of the creative city is commonly attributed to urban entrepreneurialism, this reason alone is insufficient in explaining the so-called ‘cultural turn’ in these three cities, because none of them ascribe to the conventional format of the post-industrial ‘entrepreneurial’ city. In order to identify other major forces driving the adoption of creative city initiatives in Shanghai, Hong Kong and Taipei, this work delves into the ways in which the idea of the creative city is reworked within the context of global city making. The study found that in addition to urban entrepreneurialism, the inherited cultural policy agenda, which largely stems from national interests, also plays a significant role in directing (and changing) the ‘global cultural city’ making process. By looking into different roles attached to the ‘imported’ policy discourse of the creative city in Shanghai, Hong Kong and Taipei, this study not only contributes to the understanding of urban cultural policies within the Chinese-speaking world and East Asia more generally, but also lends some insights to the developing field of cultural policy mobility.  相似文献

This article takes a global historical approach to American protectionism and the British imperial federation movement of the late nineteenth century, showing how US tariff policy was intimately intertwined with the political and economic policies of the British empire of free trade. This article argues that the 1890 McKinley Tariff's policies helped call into question Britain's liberal, free trade, global empire by drumming up support for an imperial, protectionist, preferential Greater Britain. The tariff also speeded up the demand and development of more efficient transportation and communications—technological developments that made imperial federation all the more viable—within the British Empire. This article is thus a global history of the McKinley Tariff's impact upon the British Empire, as well as a study of the tariff's effect upon the history of modern globalisation.  相似文献

This paper analyses the evolution of Singapore and Calcutta from colonial port cities to a post-colonial city-state and a city within a state, respectively. It will examine how the historical trajectories of these cities were determined and complicated by their maritime character and evolving relations with their respective hinterlands. Singapore had a fluid (literally and metaphorically) hinterland and its economic, social and cultural orientations were defined by the maritime trade that it conducted and the networks that were developed as a result of its commercial activities. The modern state of Singapore, which embraces the world as its ‘hinterland’, remains in essence a port city – subjected to global flows, multi-cultural influences and fully integrated with and dependent on regional and global commercial networks. Calcutta's position as port city, too, grew out of empire and imperial trade, but unlike Singapore, it had a clearly defined and dominant hinterland – Bengal. Its identity as a Bengali city is therefore unmistakable and it clearly shares in the strengths and weaknesses of its immediate social, economic and political hinterland, especially in its post-colonial incarnation, when it shifted from being an imperial city to a regional city.  相似文献

This article examines the dialogue between British tariff reformers and Indian nationalists over the application of imperial trade preference in India from Joseph Chamberlain's 1903 Birmingham address to the 1932 Imperial Economic Conference. For both groups, this issue was a focal point to assess India's constitutional status and national participation within an emerging British Commonwealth and international system after the First World War. Specifically, it marked a comprehensive challenge to the orthodoxy of free trade and liberal empire seen increasingly as a determent to reconciling national prosperity and imperial unity. It is argued that prominent tariff reformers’ well-studied criticism of an ‘unpatriotic’ cosmopolitan free trade made them also sympathetic to longstanding Indian grievances that this fiscal policy exacerbated economic exploitation and racial discrimination. After 1919, Indian nationalists, including ‘historical economists’, utilized metropolitan advocacy for imperial preference to demand fiscal and political autonomy from Britain and national, as well as racial, equality in collective imperial decision. At the 1932 conference in Ottawa, India's voluntary and negotiated acceptance of preferential trade with Britain, beside the white self-governing Dominions, helped transform the British Commonwealth into an egalitarian organization recognizable after 1947.  相似文献

In March 1957 Harold Macmillan expressed to Dwight Eisenhower that the British government was ‘considering abandoning Hong Kong’. The hitherto unknown Hong Kong Question in 1957 grew primarily out of Britain's imperial decline, and particularly the difficulties of defending Hong Kong. During the Cold War Hong Kong was a colony too valuable for Britain to abandon in peace, and yet too peripheral to be worth committing scarce resources to for its survival at war. The British dilemmas were exacerbated by the 1956 riots in Hong Kong and the general defence review undertaken by the Macmillan government in 1957, both of which raised serious questions about the adequacy of a reduced garrison to maintain internal security. The United States also showed concern about the future of the British colony in the light of Anglo-American differences over the Suez crisis and China policy. As a result of the Bermuda and Washington conferences in 1957, the Anglo-American relationship was restored by Eisenhower and Macmillan, a restoration which, as the latter saw it, made Hong Kong ‘a joint defence problem’ between the two allies. Together with the Chinese communist policy of leaving the colony alone, the Hong Kong Question was thus resolved inadvertently.  相似文献

This paper explores the role of the nineteenth-century sinologist-cum-diplomat, John Francis Davis, in Sino-British relations after the ratification of the Treaty of Nanjing in 1843. It examines his time as governor of Hong Kong and as Britain's effective minister to China from 1844 until 1848, in which he attempted to have the city of Canton opened to foreign trade. Arguing that Davis's view of Sino-British relations was as cultural in character as it was political, this paper suggests that Davis fundamentally sought to establish strict equality between the two empires. He attempted to use his knowledge of Chinese civilization to build an equal international relationship between two sovereign nations rather than an imperial relationship between a conqueror and the conquered people. While this conviction laid the groundwork for Hong Kong to become a bilingual Anglo-Chinese colony, it fractured diplomacy with Qing officials. Davis's insistence on political equality would amount to an aggressive imposition of European diplomatic norms on his dealings with the Qing representative Qiying. More precisely, the paper explains how the policies of this archetypal British ‘China Hand’ bifurcated in the directions of both progressive cultural policy but also gunboat diplomacy.  相似文献

This paper examines colonial discourses on race, environment and global identity that arose during an outbreak of bubonic plague in the French Pacific settler colony of New Caledonia between December 1899 and April 1900. The outbreak of plague brought to the forefront colonial anxieties over living on the periphery of empire, definitions of what it meant to be white, the health menace posed by peoples the dominant colonial society categorised as non- white, and the danger the plague posed to the salubrious island environment that had just begun to attract free settlement after the end of the penal colony four years previously. These discourses were linked by the threat, real and imagined, posed by the bubonic plague, intersecting with the ambiguous place held by the outlying colony within the webs of a modern global commercial community and the Pacific world.  相似文献

A variety of politics are waged through recourse to the language of ‘citizenship’ and ‘democracy’: from George W. Bush's selling of free trade for the Americas by invoking freedom and democracy, to the calls for citizenship and equality by popular movements throughout Latin America and other regions. This article links these paradoxical and transnational constructions of ‘citizenship’ to the daily economic and political struggles of indigenous women in rural Mexico. A transnational and what Cindi Katz calls a ‘topographical’ analysis of local processes deepens and complicates our understanding of local changes as they articulate with global dynamics, and it transforms how we conceptualize the global. Drawing on an ethnography of local gendered political transformation in Cherán, Mexico, I map processes visible locally onto spatialities of power and meaning across scales, weaving together various symbolic and material processes—the intentional actions and negotiations of individual women; the history of Cherán as a place and community; neoliberal economic globalization; and the effects of profoundly gendered and racialized nationalisms—in order to produce a situated knowledge of global citizenship politics. This approach highlights how women in Cherán, situated within global political economic relations and the symbolic horizons of ‘modernity’, transform the meaning and practice of citizenship and political subjectivity.  相似文献

In September 2015, Australia, along with 193 member states of the United Nations, signed the United Nations Sustainable Development Goals. The facilitation of international trade and increasing foreign aid for developing countries were emphasised as crucial means for achieving the Sustainable Development Goals. An important role was assigned to the international Aid for Trade initiative, which is about stimulating economic growth in developing countries through removing constraints to trade. Australia has been a strong supporter of the Aid for Trade initiative since it was launched at the World Trade Organization’s Ministerial Conference in Hong Kong in 2005. Aid for trade has become a central plank of the ‘new development paradigm’ of Australia’s international aid program. This article analyses the conceptualisation and practice of aid for trade in Australia’s aid, with a focus on how it links to ecologically sustainable development. It argues that Australia’s aid for trade is reinforcing the neo-liberal development paradigm in which environmental dimensions are overall neglected and private sector development and free trade are prioritised. In order to achieve international and national development goals of poverty reduction and sustainable development, environmental sustainability needs to be fully integrated into the growing aid for trade portfolio of Australia’s international aid.  相似文献

Economic globalization in the past two decades has led to a fast pace of growth of many economies in Asia Pacific, and impacted on the region's growth in air cargo. This paper discusses the future of airport infrastructure and its effect on regional competitiveness in the form of a new type of airport — Global TransPark (GTP). It identifies China's need to forge such a critical infrastructure in the New Economy, and that South China is its best location. The Hong Kong Extended Metropolitan Region (EMR) in South China stands out among competitive regions in Asia in terms of geopolitical and institutional setting under ‘One Country, Two Systems’ as the best general location for Asia's first and potentially largest GTP. Forging a GTP will promote the EMR's overall competitiveness and hastens its economic restructuring. The paper then discusses the advantages of Zhuhai Airport as the site of the potential GTP which will also incorporate the other four nearby airports within the EMR. The GTP is also a new challenge for intra-EMR cooperation in terms of customs and tariff, air rights, ground handling, and land and water transport coordination between its airports and respective local governments.  相似文献

A Hong Kong—based economic geographer presents an array of statistical data through 2007 that place Hong Kong among the world's leading financial, foreign trade, and air cargo handling centers. The paper's main focus is the economic relationship with Mainland China, which has grown and expanded since the change of the city's sovereignty in 1997. Included in the presentation is a review of economic integration before and after the handover by the UK to China, the pattern of cross-border investments and foreign trade, the growth of the logistics and tourism industries, and the challenges posed by changing economic relations, partly due to the rapid development of Hong Kong's hinterland. This paper begins to explore the changing political geographies of alternative development as practiced and envisioned in the global South. Looking specifically at the growing movement and market for fair trade foods, this form of alternative development has become the moral business of latte drinkers and other reflexive consumers in Europe and the US. Fair trade attempts to re-connect producers and consumers economically, politically, and psychologically through the creation of a transnational moral economy. This re-connection is accomplished through material and semiotic commoditization processes that produce fair trade commodities. The semiotic production of these commodities and their traffic in particular ‘political ecological imaginaries’ is essential to the formation of ethical production-consumption links, acting to also politicize consumption and fair trade eaters. Fair trade's moral economy rides the tension between the ethical relationships it fosters and the need for the wily characteristics of enterprise in the construction of transnational trade networks. Bringing recent work on moral geography to bear, constructing this moral economy is an attempt to facilitate a sense of ‘solidarity in difference’ in the experiences of global economic inequalities between North and South and growers and eaters. At the same time, fair trade networks look to produce an expansive ‘spatial dynamics of concern’ in the fashioning of ethical places of production and consumption. The paper concludes with a brief discussion of the continuing dilemmas critical for fair trade and suggestions for further empirical study of fair trade provisioning and alternative development networks.  相似文献

Sierra Leone's ‘New Christian Evangelists’ have sometimes been seen as a ‘bridgehead’ of imperial expansion in Nigeria, tying into the literature that sees missionaries as natural agents of empire. However, the expansion of a similar group into the Cameroons did not result in the expansion of the British Empire. This article argues that the ability to tie missionary and commercial interests to a perceived humanitarian cause—ending the slave trade—was crucial in creating the differences between Liberated African experiences of expansion in Nigeria and Cameroon.  相似文献

In recent years, there have been many political and economic debates in Hong Kong, and heritage conservation has been used as a political and economic weapon by some members of the community. Based on participant observation and in-depth interviews, this paper analyses how buildings of a small street built in the 1950s were constructed as ‘heritage’, and how a community heritage discourse was used by a group of local residents (Kiefang), university students and professionals to object to the urban renewal project led by the Hong Kong government. In this context, heritage was used to obtain political rights and to express anger against the increasing gap between the rich and poor of Hong Kong. Though the immediate objectives of this group were not achieved, the protest process empowered a group of local residents, and has marked the commencement of a politicalized heritage conservation movement in post-colonial Hong Kong.  相似文献

The present article aims to contribute to the global history of the First World War and the history of ‘imperial humanitarianism’ by taking stock of the Indian Young Men's Christian Association's Army Work schemes in South Asia, Europe and the Middle East. The outbreak of the war was hailed by some American secretaries of the Y.M.C.A. working in India as presenting overwhelming opportunities for their proselytising agenda. Indeed, the global conflict massively enlarged the organisation's range of activities among European soldiers stationed in South Asia and for the first time extended it to the ‘Sepoys’, i.e. Indian and Nepalese soldiers serving in the imperial army. Financially supported by the Indian public as well as by the governments of Britain and British India, the US-dominated Indian Y.M.C.A. embarked on large-scale ‘army work’ programmes in the Indian subcontinent as well as in several theatres of war almost from the outset, a fact that clearly boosted its general popularity. This article addresses the question of the effects the Y.M.C.A.'s army work schemes had for the imperial war effort and tries to assess their deeper societal and political impact as a means of educating better citizens, both British and Indian. In doing so, the article places particular emphasis on the activities of American Y-workers, scrutinising to what extent pre-existing imperial racial and cultural stereotypes influenced their perception of and engagement with the European and South Asian soldiers they wanted to transform into ‘better civilians’.  相似文献

Abstract

Since signing and implementing the North American Free Trade Agreement (FTA) in the early 1990s, the United States has pursued other free trade agreements with nations in Latin America and Asia. The premise undergirding FTAs is that trade liberalization within the neo-liberal global economy produces economic growth and development among all parties, and reduces poverty in poor nations. We examine arguments of proponents of free trade and the neo-liberal economy— particularly those of Martin Wolf, author of Why Globalization Works— to test these claims. We explore alternatives that center on norms of ecological sustainability and social justice, holding these two as inseparable. The central moral question of how to achieve needed socioeconomic development in the Global South in ways that are both ecologically sustainable and socially just frames our analysis. We conclude by proposing five principles for an alternative, more sustainable and equitable economic paradigm.  相似文献

While a great deal is known about the international politics of refugee policy in Europe since the appointment of the first international commissioner for refugees by the League of Nations in 1921, relatively little attention has so far been paid to similar questions involving the plight of refugees in Asia. This article examines one of the first attempts by the newly established UNHCR to extend its mandate beyond the European context for which it was originally conceived. During the early 1950s the British colony of Hong Kong briefly became the focus of intense UN and international attention over the issue of how to treat the hundreds of thousands of Chinese refugees who fled China's communist revolution for the colony. The influx of refugees, many of whom were destitute, threatened to overwhelm Hong Kong's infrastructure and prompted urgent calls for their resettlement abroad. The ensuing UNHCR investigation into the legal status of the Hong Kong ‘refugees’ offers an instructive example of the politicisation of the UNHCR in the context of the unfolding Cold War in Asia and reveals the deep divisions that emerged within the Anglo-American alliance over how to deal with Hong Kong's refugee population. The paper argues that the UNHCR Survey Mission in Hong Kong was doomed to fail given the mutual suspicions and incompatible agendas of the various players involved.  相似文献

Cross-border flows of people, goods and capital are fundamental forces triggering spatial and economic transformations in any cross-border regional production system. This study focuses on such cross-border links between Hong Kong and mainland China in the context of cross-border regional production systems. The paper examines first the close demographic ties and investment and trading relations between Hong Kong and mainland China before 1997. In terms of total direct and indirect trading, and outward investment, Hong Kong was the largest partner of mainland China and vice versa. The recent development in the cross-border development between Hong Kong and the mainland after 1997 is also analyzed. The political change, the return of Hong Kong to China in 1997, did not alter the demographic-economic linkages significantly as such connections had been well established during the period 1978 to 1997 after China's opening to the outside world. Hong Kong and mainland China are two independent economic entities practicing ‘two systems’ of capitalism and socialism respectively. Contrary to common expectation, the new government in Hong Kong only played a limited role after 1997. However, a bottom-up approach has been working spontaneously and the local people and businessmen in Hong Kong have been the primary force in establishing strong relations with the mainland facilitated by the close demographic-cultural ties both before and after 1997.  相似文献

In 1926, the Empire Marketing Board (EMB) was established to foster empire trade without the use of tariffs. It was to simulate imperial preference by redirecting consumer choice away from ‘foreign’ goods and towards the produce of ‘home and empire’. Using newspapers, pamphlets, film, exhibitions and poster displays, the EMB aimed to ‘bring the empire alive’ to British consumers. This paper analyses the presentation of three settler dominions—Australia, New Zealand and Canada—in the EMB's advertising campaigns. The EMB's large visual archive has been the subject of only limited study, most of which has focused on a homogeneous reading of empire. This article argues that the work of the EMB reveals the presence of a separate discourse of empire—a ‘dominion discourse’—that has not been recognised in cultural histories of empire, which, with the recent exception of ‘British world’ studies, have been more interested in mapping and conceptualising the formation of identities in other colonial settings. The ‘dominion discourse’ emphasised the familiar, white and ‘British’ nature of the former colonies of settlement, attributes that are clearly displayed in the campaigns of the EMB, but can also be found in settler culture much more widely. In doing so, the white dominions stressed not only their difference from the dependent colonies, but their similarity to Britain. Though the inter-war period is often associated with the rise of distinctive national identities and the loosening of imperial bonds, the production of these attributes in an imperial and metropolitan context draws attention to both the transnational nature of identity formation and the continuing importance of Britain and empire in the construction of settler culture in this period.  相似文献
