This paper asks what makes the periphery or the frontier a prime locus of the “inclusionary exclusion” that is, according to Giorgio Agamben, so constitutive of the state of exception. By applying Agamben’s analytics to the Ogaden – a frontier province of the Ethiopian state – we propose an interpretation of the political history of the Ethiopian Ogaden as a recurrent government by exception that spans the Imperial rule (c. 1890–1974), the socialist dictatorship of the Derg (1974–1991), and the current revolutionary democratic regime led by the Ethiopian Peoples’ Revolutionary Democratic Front (EPRDF) (1991–today). Drawing attention to the historical continuities in the exercise of (Ethiopian) state sovereignty in its (Somali) frontier, we offer a genealogy of the violent incorporation of the Ogaden into the Ethiopian body politic. We identify recurring practices of sovereign power by successive Ethiopian regimes that are constitutive of the state of exception, namely a conflation between law and lawlessness, the politics of bare life and an encampment strategy. By doing so, this paper insists on the constitutive importance of land appropriation – Carl Schmitt’s Landnahme – in performances of sovereignty and territorialization at the margins of the postcolonial state.  相似文献

Abstract

WIDE-RANGING, STIMULATING, AND debatable interpretations of the enforced black diaspora from Africa to the New World are the hallmarks of all of these books, even though they differ in focus and are written by historians at various stages of their careers. Two books contain reflections on slavery and abolitionism by renowned historians of slavery, Gary B. Nash and David Brion Davis. Nash, in an elegant, slim volume (originally the Nathan I. Huggins lectures at Harvard University in 2oo4), returns to a theme he has addressed before, namely the reasons why the founding fathers did not eradicate the blot of slavery from the United States. He argues that action could, and should, have been taken. Davis offers a set of essays - some previously published, some appearing for the first time - that examine the inhumanity of slavery in North America, primarily in the eighteenth and nineteenth centuries, but with a broader contextual and chronological canvas. Tlle three other books are revisions of doctoral dissertations. Eric Robert Taylor and Stephanie E. Smallwood are both concerned primarily with the Middle Passage as a crucial phase of the Adantic slave trade. In Taylor's case, the emphasis falls upon shipboard revolts by slaves during the crossing from Africa to America. Smallwood focuses on the process by which people from the Gold Coast were captured, transported, and fashioned into slaves in the English slave trade of the late seventeenth century. Robert Pierce Forbes's book brings the focus back to the United States and the significance of the Missouri Compromise (a set of congressional acts passed in 182o and 1821) for the political history of American slavery.  相似文献

Historians have long recognized the role of military uniforms in marking the transformation of civilians into servicemen. However, this was not a simple transition, completed the moment individuals put on service dress shortly after enlistment. Rather, the process of transformation continued throughout servicemen’s lives in the military, reflecting changed circumstances that might include a move to a different war theatre, promotion, or illness and injury. Focusing on the experiences of British soldiers during the First World War, this article explores the meanings of uniforms as servicemen were transformed from raw recruits into experienced combatants. It questions the extent to which the stained and worn uniforms that seemed the inevitable outcome of front line duty were seen as consistent with the manly heroism expected of soldiers, paying attention not only to the army authorities’ insistence on ‘spit and polish’, but especially to combatants’ perceptions of the effect of dirt on their own identities and sense of self. Thus, this article argues, the transformation into combatants involved potentially dangerous and degrading encounters with dirt and vermin, but also the development of strategies — centred on bodies and on uniforms — that sought to counter the threat of long-term harm and pollution.  相似文献

In this article, the author draws on women's personal accounts to explore the repatriation processes of white, British, middle-class wives of army officers and civil servants who returned to Britain from India between 1940 and 1947. Conventional images overwhelmingly constructed departure from the subcontinent and arrival in Britain as a time for celebration. However, women's personal sources suggest that both their expectations and experiences of repatriation were often, at best, equivocal. Feelings of uncertainty and unease about their return were coupled with a more positive anticipation connected to the idea that Britain was home. Once in Britain, women were shocked by the unfamiliarity of life there—at both national and household scales—and they struggled to construct a sense of belonging or self. Considering memoirs and oral histories, the author focuses on imperial domesticity and explores the influences of gender on expectations and experiences of repatriation. In so doing, she reflects on the ambiguous position that repatriates can occupy between forced and voluntary movement and highlights the problems in attempting to define either a beginning or an ending to journeys home.  相似文献

In the immediate post-World War II period, the Chinese Nationalist regime was eager to consolidate its position and formulate a proactive policy toward China's traditional Central Asian peripheries. Postwar Nationalist China's momentary confidence in extending central influence into the Pamir and Kashmir regions can be understood in such a geopolitical context. The withdrawal of British colonial rule in India further increased Nanjing's optimism about bringing Hunza, a Muslim tribal state in northwest Kashmir, under its territorial and administrative sway. To prevent possible infiltration of Soviet influence in Central Asia, the Nationalists at one point even considered resorting to the restoration of imperial “tributary ties” as a political expedient in their dealings with postwar China's frontier territorial issues. A careful examination of the Nationalists' previously unknown abortive attempt to reclaim Hunza enables us to fill an important scholarly lacuna in the history of modern China's external relations with its South and Central Asian neighbors. This reevaluation, moreover, may also lead us to further reconsider modern China's intriguing and complicated frontier diplomatic and territorial scenario, as well as how that scenario could have been manipulated by a certain group of ambitious distant Nationalist border officials during the course of postwar China's problematic frontier undertakings.  相似文献

In recent decades historians have devoted considerable attention to the historical treatment of indigenous title in Anglophone settler colonies. These scholarly accounts have tended to emphasise the role metropolitan legal and intellectual discourses played in the dispossession of indigenous peoples. In this article I present a critical analysis of an influential example of such work in respect to the British denial of Aboriginal rights in land in the colony of New South Wales before providing an alternative account of the manner in which Aboriginal title was treated, which focuses on the nature of the relations on the ground between sojourners, settlers and Aboriginal people, the ways in which these encounters were represented by the British and the local practices regarding the transfer of land.  相似文献

This article examines the ‘war culture’ that developed within the British Army with regard to death and burial on the Western Front. Soldiers on the battle?elds responded to the presence of death and the bodies of the dead through a speci?c framework that was used to understand this perverse and violent landscape. This drew upon pre-war practices and emphasized the physicality of the corpse in the desire to ensure a ‘decent’ burial for a ‘pal’.  相似文献

This paper builds on the growing body of literature on the British World, which has shown that people in the dominions had a strong British identity and their claims to Britishness were recognised by people in the British Isles. It attempts to gauge the extent to which this British World identity influenced the global allocation of British capital. Much of the existing literature on British investment in the dominions dismisses the possibility that the pattern in Britain's capital exports was significantly affected by imperial patriotism. This article will suggest that imperial sentiment did indeed influence the destination of British capital exports. Imperialist sentiment influenced the legal and political institutions of the dominions in ways that encouraged British investment. Moreover, imperial ideology may have influenced investors' decisions in ways that the existing historiography does not adequately explore: at least some British investors may have been willing to accept a lower anticipated rate of return because they valued the psychological satisfaction of investing in territories that happened to be part of the British Empire. This article compares the experience of British investment in the United States, which has an ambiguous relationship with the British World, with that of investment in Canada with a view to understanding the impact of the British World identity on investment patterns.  相似文献
