The article evaluates the widely held view that the Attlee governments lacked a distinctive approach to colonial affairs by examining the Labour movement's post-war, institution building activities in Kenya. In Labour's colonial policy deliberations, Kenya was the focus of particular attention and is used as a case study to shed light on the Labour leadership's wider imperial concerns and objectives. From the 1920s, the Labour party advocated that the colonies be encouraged to develop trade unions, co-operatives and local government. Some tentative moves in this direction were made in 1930 by Ramsay MacDonald's administration but it was not until Labour came to power in 1945 that, in response to international pressure and the nationalist challenge, significant steps were taken to promote institutions which would organise the African masses. The argument advanced is that Labour leaders drew on their movement's historical traditions to encourage forms of African economic and political activism which were likely to stabilise colonial rule.  相似文献

Publicity given in 2011 to the existence of a Foreign and Commonwealth Office ‘migrated archive’, now known also as the ‘Hanslope disclosure’, following a High Court demand for release of records relative to a case brought by former Mau Mau detainees, led me to explore files already in the public domain which might throw light on British policy towards the ‘disposal’ of locally created records of colonial administrations at independence. This article examines Colonial Office and Commonwealth Relations Office files concerned primarily with Kenya, Tanganyika, Nigeria and the Central African Federation, but which reveal much about policy and practice not only in sub-Saharan Africa, but also in Southeast Asia. Reasons for refusals to pass material to successor independent governments, and the underlying security concerns, are spelled out in the records; some indication of the volume of records destroyed or sent to London is given; methods of destruction and transmission are discussed; deliberate misinformation given to local politicians and officials is admitted; and tensions between the Foreign and Commonwealth Office and the Public Record Office, and between political expediency and archival practice, are revealed. The article continues with a discussion of ultimately inconclusive deliberations led by UNESCO in the 1970s and 1980s which sought the return of, or access to, ‘migrated’ records ‘in the search of historical truth and continuity’.  相似文献

This article examines the strategic initiatives that Sir Philip Mitchell, governor of Kenya, brought to Great Britain’s Indian Ocean imperial and diplomatic policy in the years following the Second World War. Seeking to give strategic shape to his own coastal Islamic sympathies, Mitchell encroached on high-level policy debates with a proposal to reorganise Britain’s Western Indian Ocean around a political directorate to administer the coastal zones from Aden to Tanganyika. Such a cadre, Mitchell argued, would provide a valuable defensive bulwark against nationalist agitation and a ‘civilised’ foundation for local government initiatives. This paper brings together biography, strategic policy and area studies to demonstrate how Africa’s decolonisation shaped and limited the strategic options for Britain’s post-war Indian Ocean policy. Mitchell’s proposal broached a fascinating debate concerning the Indian Ocean as a realm of historical experience and future political construction.  相似文献

This article examines African female education reform between the wars as a conjuncture of transnational philanthropic initiatives and state and missionary objectives on the ground. Through a comparative treatment of four schools in West, East and South-Central Africa, it shows that the search to recover and re-create the authentic African subject was a gendered process that aimed to critique one brand of colonialism (settler and industrial capitalism) by bolstering another (indirect rule). The schools at Achimota (Gold Coast), Kabete (Kenya), Hope Fountain (Southern Rhodesia) and Mbereshi (Northern Rhodesia) all idealised women’s traditional education as the key to offsetting the dangers of modernisation and preserving the integrity of the social body, and ‘adapted’ their curricula accordingly to their perception of women’s normative economic and social roles. However, the internal contradictions of this project stymied any possibility of implementing it in a cohesive way, and even its advocates and architects were often forced to admit the limits of tradition as a coherent logic or redemptive force. The gendered contours of adaptation, therefore, showed the potential of education to destabilise as much as to reinforce the shifting paradigms of the colonial project.  相似文献

Advancing the settler colonial paradigm through a temporal perspective on territoriality, this article argues that the Jewish messianic idea is a distinctive feature of Israeli settler colonialism and an important element of Zionist territorial production. Specifically, the article contends that messianic time constitutes a specific settler colonial technology of domination which finds place-based expression in the ‘historic basin’ of occupied East Jerusalem. This is illustrated through two sites: the City of David archaeological park in the Palestinian village of Silwan and the Temple Mount/Haram al-Shariff, current home of the Dome of the Rock and prophesised location of the Third Jewish Temple. Both are at the frontier of settlement in the historic basin and the messianic conception of a mythical past and redemptive future aids claims to territorial exclusivity by ‘disappearing’ Palestinians in the present. The article concludes by reflecting on the value of an analytical focus on time for settler colonial scholarship on Israel-Palestine and in political geography more broadly.  相似文献

Labour’s Strategic Defence Review claims to be ‘radical’, leading ‘to a fundamental reshaping of British forces’ while being ‘firmly ground in foreign policy’. Five questions are discussed: 1) Is labour’s defence policy different from that of its Conservative predecessors? 2) Has foreign policy ‘led’ defence policy? 3) How open was the review process and to what extent has Labour succeeded in creating a new consensus on defence policy? 4) Has the SDR successfully addressed the problem of overstretch? 5) Does it provide the ‘modern, effective and affordable armed forces which meet today’s challenges but are also flexible enough to adapt to change’, as it claims? This article argues that on the first two questions the answer is a qualified ‘yes’; that on the third, the process was more open than ever before but that it is difficult to identify specific decisions influence by more open debate; that on the fourth, Labour has attempted a balancing act which may be vulnerable, not least to changes in the economy; and that on the last question, Labour has succeeded in shifting the focus of the armed services towards power projection capabilities as required by their foreign policy baseline.  相似文献

This article examines efforts by a range of British visitors to produce ‘home movies’ or amateur film of Kenya from 1928 to 1972, and attempts by both the British film-makers and Kenyans to navigate and influence this production. By bringing cine-cameras to Kenya to record images to be consumed back in the metropole by family and friends as ‘holiday films’, these British visitors laid bare what a number of historians have identified as the ‘imperial gaze’ that defined both colonial and post-colonial conceptions of Africa. Colonialism’s obsession with ordering and positioning bodies within a projected image of power and control made cinema the perfect vessel for such an exercise, while amateur film, with its often clumsy framing and highly personal interaction between the film-maker and the film subject, grants us unique insight into the sometimes coercive, transactional and forced efforts involved in projecting such an image. The amateur films that sit at the centre of this article, which were produced by British visitors to Kenya both before and after independence, offers us the opportunity to examine the wide range of behaviours of both the film-maker and the filmed which underpinned the production of repetitive imperial image-making in colonial and post-colonial Kenya.  相似文献

Focusing on the striking instance of colonial New Zealand, this article examines constitutional design for colonies of European settlement, arguing about such design in two key respects. First, this article examines the proposals of so-called ‘colonial reformers’ endeavouring to influence constitutional framing, including how their notions on ‘local self-government’ or ‘municipal government’ were reflected or not, while also illuminating their concepts of how to accommodate indigenous territorial governance and indirect administration of indigenous territories in the late 1840s and early 1850s. Second, recovering traces of these disputes and ways of thought from the archives, and how they were operationalised in grounded constitutional drafting or design, rather than resorting to analysing abstract canonical, high-level texts, such as those of Henry Maine and John Stuart Mill, is ultimately more rewarding for evaluating constitutional emergence and design. It reveals tensions within ‘colonial liberalism’, as characterised by Edward Gibbon Wakefield. How putative settler interests informed these metropolitan-Westminster constitutional enactments or not, assessed through cabinet-level discussions, in Colonial Office deliberations on settler agitation, illustrates missteps and failures as well as the particular ways in which diverse features of imperial constitutional design emerged. Examining these points is timely given Linda Colley’s focus on a ‘contagion of constitutions’ in the late eighteenth and early to mid-nineteenth centuries.  相似文献

This article examines the process by which British-born migrants to Australia and South Africa were deported from mental hospitals in the 1920s and 1930s. It shows how men and women who arrived as permanent settlers could be re-classified as immigrants subject to expulsion. Debates over who was responsible for those who through mental illness or alcoholism were deemed ‘undesirable’ were conducted at the levels of both high diplomacy and petty bureaucracy. Tracing the history of deportation as a means of social engineering within the empire, this article highlights the tension between the transnational ideology of white supremacy and its expression in national terms. Using the case files of those deported from two settler colonial mental hospitals, Callan Park in Sydney and Valkenberg in Cape Town, as well as official deportation paperwork, it also traces how such diplomatic decisions were refracted through the process of attempted implementation. These files show firsthand both the social history of deportation and the mechanisms through which the settler colonial state aimed to shape its population by excluding not only those perceived to be racially other, but also those judged to be racially unfit. The process of determining domicile and of deportation itself reveals much about the frequently precarious circumstances and life histories of these migrants and their often far-flung networks, as well as the ways in which migrants and their families were able to negotiate the regulatory mechanisms of both the state and the asylum.  相似文献

Agnes Hill, the unmarried daughter of a British landowner and farmer and his mixed-race wife, was living a ‘white’ farmer’s life in the colony German South West Africa. In 1908, she was suddenly classified as ‘native’, due to the enforcement of radical racial legislation in the German colony degrading the offspring of mixed-race people as ‘bastards’. The new classification would have had dire consequences for the whole family, especially in respect to their landownership. However, Agnes fought for her family, with the support of solicitors and – as a daughter of a British father coming from the Cape Colony – with the help of the British consul residing in the German colony. She finally succeeded in securing the estate for the family, even if she was an unmarried woman in a predominantly patriarchal settler society. Using mainly material from the court cases, the article traces Agnes Hill’s fight for the Hill inheritance, thereby investigating various crucial issues of colonial societies. It points at the changing boundaries between ‘white’ and ‘non-white’ and the ambiguity of racial classifications. The article argues that women such as Agnes Hill could play a significant role in colonial settler societies and were able to transcend gender-role boundaries.  相似文献

This article examines how the British government has responded to Zimbabwe’s ongoing crisis. This case raises several wider issues for British foreign policy, most notably the question of how much leverage London can exercise on the international scene in general, and over relatively small and weak states like Zimbabwe in particular. Zimbabwe’s crisis also raises profound questions about the appropriate balance between bilateral and multilateral policies, and between engaging in public criticism and conducting so–called ‘quiet diplomacy’. While bilateralism clearly has not worked, multilateralism has revealed its own frustrations, especially given the reluctance of many African elites within a number of organizations to criticize President Mugabe’s policies. This reluctance threatens to unravel the British Labour government’s stated objectives in Africa while at the same time raising important doubts over the credibility of the New Partnership for Africa’s Development (NEPAD), and whether an ‘Africa moment’ can be discerned in the manner articulated by prime minister Tony Blair.  相似文献

Contemporary Australian Indigenous policy changes rapidly and regularly fails to deliver its stated aims. Additionally, political and social relationships between Aboriginal and Torres Strait Islander peoples and the Australian state remain complex and contested. This article draws on critical Indigenous theory, alongside the increasingly influential scholarly paradigm of settler colonialism, to draw these two elements together. It highlights the ongoing nature of colonial conflict, and the partisan nature of state institutions and processes. While policy is usually framed as a depoliticised, technical practice of public management for Indigenous wellbeing, I suggest that it also seeks to ‘domesticate’ Aboriginal and Torres Strait Islander peoples, perform their dysfunction and demonstrate state legitimacy. This is especially the case in Australia, which has a long tradition of framing domestic welfare policy – rather than legal agreements – as the ‘solution’ to settler colonial conflict.  相似文献

In a necessarily selective way, this paper explores the historiographical evolution of ‘settler colonialism’ as a category of analysis during the second half of the twentieth century. It identifies three main passages in its development. At first (until the 1960s), ‘settlers’, ‘settlement’ and ‘colonisation’ are understood as entirely unrelated to colonialism. The two do not occupy the same analytical field, pioneering endeavours are located in ‘empty’ settings and the presence and persistence of indigenous ‘Others’ is comprehensively disavowed. In a second stage (until the late 1970s), ‘settler colonialism’ as a compound identifies one specific type of diehard colonialism, an ongoing and uncompromising form of hyper-colonialism characterised by enhanced aggressiveness and exploitation (a form that had by then been challenged by a number of anti-colonial insurgencies). During a third phase (from the late 1970s and throughout the first half of the 1980s), settler colonialism is identified by a capacity to bring into being high standards of living and economic development. As such, settler colonialism is understood as the opposite of colonialism and associated underdevelopment and political fragmentation. It is only at the conclusion of a number of successive interpretative moments that ‘settler colonial’ phenomena could be theorised as related to, and yet distinct from, colonial ones. On the basis of this transformations, beginning from approximately the mid-1990s, ‘settler colonial studies’ as an autonomous scholarly field could then consolidate.  相似文献

ABSTRACT

This article investigates the treatment of Aboriginal Australians as politically entitled subjects within New South Wales during that colony's first elections under ‘universal’ male suffrage. Using the case of Yellow Jimmy, a ‘half-caste’ resident prosecuted for impersonating a white settler at an election in 1859, it examines the uncertainties that surrounded Aboriginal Australians’ position as British subjects within the colony's first constitutions. By contrast to the early colonial franchises of New Zealand and the Cape – where questions of indigenous residents’ access to enfranchisement dominated discussions of the colonies’ early constitutions – in the rare instances in which indigenous men claimed their right to vote in New South Wales, local officials used their own discretion in determining whether they held the political entitlements of British subjects. This formed a continuity with the earlier treatment of Aboriginal Australians under settler law, where British authority and imperial jurisdiction was often advanced ‘on-the-ground’ via jurists and administrators rather than via the statutes or orders of Parliament or the Colonial Office.  相似文献

One way of understanding the Pistorius case is through the powerful writings of white South African authors such as Nobel Prize laureate Nadine Gordimer's anticipatory post‐apartheid novel, The house gun, in which she imagined a scenario similar to the one played out in the Pistorius trial where white fears and black justice met in the courtroom. South Africa is not unique. The mobilization of white peoples' fear of black or brown ‘intruders’ has infected other divided nations, like the United States and Israel. Here the social and architectural construction of ‘white’ settler or settler‐like special enclosures fortified by the legal right to self‐defence with private weapons has reproduced a colonial ‘paranoid ethos’ and a dangerous denial of the violence that is nested like a coiled rattlesnake from within their own segregated and hypervigilant enclosures.  相似文献

Although the literature on settler colonialism intends to identify what is specific about the settler colonial experience, it can also homogenize diverse settler colonial narratives and contexts. In particular, in Canada, discussion of the ‘logic of elimination’ must contend with the discrete experiences of multiple Indigenous groups, including the Métis. This article examines relationships between Métis people and settler colonialism in Canada to distinguish how Métis histories contribute to a broader narrative of settler colonial genocide in Canada. Cast as ‘halfbreeds’ and considered rebels by the newly forming Canadian nation-state, Métis peoples were discouraged from ‘illegitimate breeding’. Moreover, their unique experiences of the residential school system and forced sterilization have heretofore been underexplored in historiographies of genocide and settler colonial elimination in Canada. These social, political and racial divisions in Canada are magnified through genocidal structures and they reach a critical juncture between colonialism and mixed ethnicities. At that juncture, groups like the Métis in Canada are within a metaphorical gap or, more accurately, a jurisdictional gap. Colonial treatment of the Métis demonstrates, in part, the broad reach of colonial control and how uneven it is, often to the detriment of the Métis and Indigenous groups in Canada.  相似文献

What happens to labour when major redistributive land reform restructures a system of settler colonial agriculture? This article examines the livelihoods of former farmworkers on large‐scale commercial farms who still live in farm compounds after Zimbabwe's land reform. Through a mix of surveys and in‐depth biographical interviews, four different types of livelihood are identified, centred on differences in land access. These show how diverse, but often precarious, livelihoods are being carved out, representing the ‘fragmented classes of labour’ in a restructured agrarian economy. The analysis highlights the tensions between gaining new freedoms, notably through access to land, and being subject to new livelihood vulnerabilities. The findings are discussed in relation to wider questions about the informalization of the economy and the role of labour and employment in a post‐settler agrarian economy, where the old ‘farmworker’ label no longer applies.  相似文献

Eric Dutton's Kenya Mountain, (1929) tells the story of an unsuccessful attempt to climb Mount Kenya in the 1920s. In this article, the author concentrates on a close, contextualized reading of the book as a contribution to critical feminist geographical understanding of colonial discourse at a later point in the colonial timeline than has been commonly analyzed in studies of British colonial geographies and travel literature. Dutton's discursive tactics in the text reveal the inextricable relations between a gendered and enframed sense of landscape and colonial rule. The book also is a window onto the ambivalences and contradictions within British colonial ideology in Africa in the interwar years. In particular, Dutton's struggle with hegemonic masculinity and his complex relationships with the African men on the climb are interrogated as manifestations of broader ambiguities in Britain's African empire. These points of emphasis in this reading of the book emerge from recent feminist and progressive analyses of gender, colonial geography and adventure writing.  相似文献

ABSTRACT

Britain first exerted considerable civil and military aerial authority in Africa in the 1920s and 1930s. The occasional but striking presence of British pioneer pilots and aircraft was soon followed by formal agreements about Empire airbases, and operation of imperial airline service. During the Second World War, all British aviation resources in Africa were tailored to mobilising and executing military action. At the end of the War, Britain’s nationalised airline resumed scheduled commercial services to and from Africa. In the post-War Commonwealth there was demand for air services at lower prices than Britain’s flag-carrying airline offered. Private charter airlines provided long-haul but low-cost ‘trooping’ flights, ‘colonial coach’ passenger flights, and ‘tramp’ cargo flights, and consolidated and extended British aerial presence and influence in Africa. Mostly, London set and managed the regulatory regime under which they operated. Coloniality provided a key licensing element. In the 1950s, before widespread decolonisation, the authority for the least expensive long-haul flying across Africa vested in layers of complex regulation in Britain.  相似文献
