This article argues for the importance of the Royal Indian Navy mutiny of 1946 in two key aspects of the transition towards Indian independence: civilian control over the Indian military, and a competition for power between Congress and communists that undermined Indian workers and their student allies. The article begins with an investigation of the mutiny drawing on three sources: a first-person account from a lead mutineer, a communist history of the mutiny, and the papers published in the Towards Freedom collection. In 1946 a handful of low-ranking sailors sparked a naval mutiny that ultimately involved upwards of 20,000 sailors, and then crashed into the streets of Bombay with revolutionary fervour. The Communist Party in Bombay seized upon the mutiny as an opportunity to rally the working class against the British raj, with the hope of ending British rule through revolution rather than negotiation. Yet the mutiny proved less of a harbinger of what was ending and more of a bellwether for what was to come. Congress, sensing the danger of the moment, snuffed out support for the mutiny, and insisted on a negotiated transfer of power. Congress’s action thereby set a precedent for civilian dominance over the military in post-independence India. At the same time, however, Congress betrayed the effectiveness of some of organised labour’s strongest advocates, namely the Communist Party, Bombay students and Bombay labour, thereby undermining their costly mass protest, and hobbling them in future conflicts against Indian capitalists.  相似文献

This paper seeks to explain the underlying causes of a mutiny that the Canadian artist A.Y. Jackson took part in while stationed in the English village of Shoreham-by-Sea and serving with the 23rd Reserve Battalion. The battalion was filled with convalescents who, having been wounded at the front, were on their way back to France after a stay in ‘blighty.’ The men of the battalion lived in a world of harsh discipline, rigorous physical training and poor-quality rations. Moreover, those who commanded them tended to be ‘shirkers’ –– at least in the eyes of the men of the battalion –– who had avoided going to France, choosing instead to remain in England. A sense of the unfairness of it all pervades the reminiscences of Jackson and other members of the battalion. Officially, the ‘mutiny’ never took place, and the whole incident was swept under the rug after a few high ranking Generals and dignitaries were called in to tour the mess facilities.  相似文献

The relationship between Indigenous peoples and the settler state remains fraught due to ongoing violence and mistrust. Numerous attempts have been made to ‘reconcile’ this beleaguered relationship over the past three decades. Indigenous peoples have advocated for the decolonization of the settler state and a suitable land base using the language of public investment. In response, settler governments reframe these requests as opportunities for economic investment that is guaranteed to produce self-esteem and social inclusion for Indigenous peoples. This article documents and problematizes an ideological shift whereby holistic decolonial approaches to reconciliation give way to an investment rationale that is used to bypass demands for Indigenous peoples’ jurisdiction and self-determination. The ramifications of this shift are examined in three ‘eras of reconciliation' (Section 37 Constitutional Talks, Royal Commission on Aboriginal Peoples, reparations for Indian residential school [IRS] Survivors) that also coincide with three types of investment: a) national; b) social; and c) therapeutic.  相似文献

Since Indian Administered Kashmir's (IAK) ‘summer of unrest’ of 2010, greater attention towards the contemporary Kashmir azadi, or freedom, movement has led to more active transnational organising by Kashmiris studying abroad as well as other young people who sympathise with this movement. Indian political elites have predominately framed the azadi movement as a separatist movement. However, this perception had not been shared by many Kashmiris who argue the territory has never legally been a part of India. The perception of being a separatist movement from outside of Kashmir has also shifted with a growing body of literature documenting human rights abuses alongside raising awareness to an international community of activists, which has led to an evolution of the azadi movement into a movement for social justice and human rights. This has been facilitated by social media spaces and heterogeneous activist groups framing their movement as aligned with other social justice movements and anti-discrimination campaigns. Framing the Kashmir self-determination movement as a human rights issue appeals to a wider spectrum of non-Kashmiri activists, especially those already involved in campaigns against the marginalisation of certain groups.  相似文献

ABSTRACT This paper explores the measures known as ‘Operation Restore Public Hope,’ which were authorized during the State of Emergency in January 1998 in Port Vila, Vanuatu, after rioting and looting erupted over the alleged government mismanagement of the mandatory workers' savings fund. The excessive police violence associated with these ‘clean‐up measures’, I argue, undermined the state's claim ‘to restore public hope’ and illuminated the changing relationship between kastomary leaders and the state as well as their competing strategies to define and maintain social order. The extraordinary events of the State of Emergency point to the confluence of sorcery practices and police violence; underline the contested nature of everyday life, and draw attention to the disciplining of young bodies in new urban spaces. Exploring the deployment of a sorcery technique to counter police violence highlights the landscapes of modern power in Vanuatu where magical and state practices coexist with regimes of violence.  相似文献

In the recent efflorescence of studies on ‘global’ textile trades, eastern Africa has been mostly conspicuous for its absence. This special volume of Textile History seeks to redress this situation by mapping many of the major historic textile trades of this vast area, and demonstrating their importance to the global story. The introduction provides the rationale for the volume, positions the textile trades of eastern Africa over the longue durée and connects them to wider geographical and conceptual frameworks, and presents its five essays, contextualising them within the unfolding history of the western Indian Ocean and its several ‘cloth zones’, while elucidating their potential contributions to the field.  相似文献

Abstract

This article reviews the singularities of Indian doctrine and practice of cultural diplomacy, beginning with the observation that this term and the notions of ‘soft power’ and ‘public diplomacy’ commonly associated with cultural diplomacy elsewhere do not have much purchase in India, where the spirit and letter of ‘international cultural relations’ are the preferred currency. The essay explores the historical grounding for this preference, as well as the attitudes and practice that flow from it. Another singularity is the role and importance of the Indian diaspora: overseas populations of Indian origin have been both a significant segment of the target audience for international cultural relations – as if a certain idea of India had to be projected abroad to a part of itself – and a significant ‘co-producer’ in projecting that image. A third is the emergence of a new avatar of the diasporic Indian, now identified with capitalist entrepreneurship.  相似文献

Following a series of aggressive military campaigns across India, by the early nineteenth century, the East India Company had secured a more definitive political space for itself in India. However, in taking over the administration of the diwani, or administration and revenue collection duties in Bengal, the Company gained responsibility for the taxes that governed the production and sale of alcohol and drugs—the abkari system. The abkari duties represented an opportunity and challenge for the colonial state. What followed changed the social landscape of India as the Company developed a series of regulations to govern alcohol in both military and civil space. These laws quickly moved beyond earlier Mughal dictates on alcohol, revealing the state’s intent to mould society through taxation.

This article frames these colonial taxes on alcohol as a tool of governmentality. It argues that the state utilised the abkari department not simply as a means of generating revenue, but as a means of managing social relations and economic life in nineteenth-century India. It explores the path that the colonial state sought to forge between arguing for the ‘moral uplift’ of drinking populations and securing reliable revenue for Company (and later Crown) coffers. The laws themselves were often race- (and class-) specific, suggesting, for example, the pre-disposition of certain peoples to particular drinks. Moreover, the drinks themselves, whether toddy or ‘European’-style distilled spirits, were assigned a racial identity. While European observers viewed toddy as ‘natural’ and even beneficial when drunk by poor Indian labourers, in the throats of European soldiers it was labelled ‘dangerous’ or even lethal. Conversely, later Indian campaigners warned that ‘alien’ distilled spirits, such as whisky or rum, were completely foreign to India and that their introduction suggested a darker, less benevolent, side to India’s colonial rule. As such, these colonial controls on alcohol, and the debates that swirled around them, illuminate the ways in which the colonial state both understood and attempted to shape its subjects and servants.  相似文献

In 1909, a Criminal Intelligence Department official in Delhi warned of Russian-born anarchist Emma Goldman's trip to India scheduled for the following year. The ‘arch priestess of anarchy’, as she was called in the file was planning to arrive from the US for a lecture series across India. Because she posed a definite threat to the British Raj, officials moved quickly to bar her entrance at either Bombay or Madras. This essay, nevertheless, reframes Goldman's stalled South Asian lecture tour to focus on the ways in which the anarchist still appeared in Delhi and Lahore over the next twenty years, especially in the writings of Bhagat Singh.

Though Goldman and Singh never formally met – Singh never left India and Goldman, in spite of her plans, technically never arrived – the two share a common vocabulary. Attention to this adds not only greater texture to the two thinkers’ sensitive and ambivalent view of revolutionary action, but also illuminates the broad network of thought in which the two writers located themselves.

This paper moves examines, in turn, four central metaphors of Goldman and Singh's texts: the mass and violence; humanity and love. In my analysis here, I suggest that we see two metonymic pairs of concerns. In this sense, the mass is metonymic to humanity and, subsequently, mass violence is metonymic to a love for humanity. Metonymy, in contradistinction to metaphor, renders in starker relief the textual gymnastics of revolutionary thought. Consequently, ‘humanity’ stands not only as an extension of ‘the masses’, but moreover humanity retains its central proximity to the crowds which form it. Similarly, and written with equal vigour in the texts under analysis here, is that ‘love’ is both ‘violence’ extended to humanity, and ‘love’ is in intimate proximity to ‘violence’. The sustained interest in the masses, violence, humanity, and love turns our attention, in the final instance, towards a commitment to cosmopolitanism as an aggressively affiliative textual stance.  相似文献

ABSTRACT

In 2011, ICOMOS published its Guidance on Heritage Impact Assessment for Cultural World Heritage Properties. By 2016, over 100 Heritage Impact Assessments (HIAs) had been requested by UNESCO. This paper provides an analytical critique of the HIA Guidelines focusing on their implicit assumptions. We argue that the assumptions in the HIA Guidelines derive from the ‘preservation’ discourse in heritage management, rather than from the ‘conservation’ or ‘heritage planning’ discourses. This is important because the discourse affects the way impacts and their severity are assessed within HIAs, thereby potentially affecting the conclusions reached. We also argue that this framing results in miscommunication and misunderstanding amongst the different stakeholders, about: (1) their perceptions of the nature of heritage value; (2) the perceived purpose of HIA; (3) the way impacts are assessed; and (4) the differing agendas of stakeholders. We recommend that HIA practitioners acknowledge the existence of the various discourses. This could make HIA a more effective heritage management tool. We also consider that for HIAs to be more robust that they be conducted by a multidisciplinary group and with a peer-review mechanism.  相似文献

Visual and cultural modes of expression and intercultural engagement have broad implications for recognition politics. Recognition-based strategies for the governance of Indigenous difference in settler colonies engage in an economy of perception that capitalises on the currency of inclusion and diversity. This paper explores the visual and cultural fields of recognition politics in the Canadian settler state through the examples of the 2008 Apology from the federal government for Indian Residential Schools and the stained-glass window – Giniigaaniimenaaning (Looking Ahead) by Métis artist Christi Belcourt – commissioned to commemorate the Apology. The paper uses Judith Butler’s concepts of recognisability and framing to make sense of these events as legitimations of settler colonialism. It goes on to explore the possibility of rupture in the inherent instability of ‘frames of recognition’, in Butler’s terms, and uses Jolene Rickard’s conceptualisation of visual sovereignty to also make sense of the simultaneous subversion and self-recognition that takes place in Belcourt’s artwork. In doing so, this paper furthers a critical dialogue surrounding the normativity of recognition policies and practices in Canada as well as the intersubjective or interpellative orientation of visual-cultural expressions of recognition.  相似文献

Postcolonial Indian women novelists writing in English have been deeply concerned with addressing the ways in which ‘home’ in patriarchal societies is an ambiguous space, characterized by unequal gender relationships that make it a terrain rife with violence, and feelings of alienation and discontent for women. Through the lens of two contemporary Anglophone novels by Indian women writers, Arundhati Roy’s (1997) The God of Small Things and Manju Kapur’s (2006) Home, this article evaluates the significance of the relationship between male identities, politics and domestic spaces in India. Focusing primarily on two bourgeois male characters, Estha and Vicky, the article examines, in depth, their painful coming-of-age in terms of the complex intersection of gender, class and age hierarchies in the domestic arena and demonstrates the centrality of the concept of home to their sense of self and space.  相似文献

Abstract

Tourism Geographies is a prominently ranked journal that emerged from activities of the Tourism Commission of the International Geographical Union. It is indexed in the ‘Tourism, Leisure and Hospitality Management’ and ‘Geography, Planning and Development’ fields in the Scopus database and published its 20th volume in 2018. A bibliometric assessment of the articles and authors who have contributed to Tourism Geographies over its first two decades highlights major trends and dominant issues covered by the journal’s content. Key indicators include the most published and most cited authors and articles, the institutions and countries that those authors are affiliated with, other academic journals that are closely linked to the journal through citations, and the most used keywords in the journal. The Scopus database provides access to these basic bibliometric data, while the VOSviewer software enables graphical analyses and displays of co-citations, co-occurrences of keywords, and bibliographic couplings (shared references) across papers and authors. Overall, Tourism Geographies is closely linked to other leading journals indexed by Scopus in the ‘Tourism’ and ‘Geography’ fields and publishes papers from around the world. Research topics that have been most prominent in the journal include tourism development, tourist destinations, tourist attractions, heritage tourism, tourism perceptions, sustainable tourism, and travel behavior. Among the most viewed individual papers have been those addressing issues related to sustainability, poverty issues (related to tourism in poor areas, volunteering, sustainable tourism, and the environment), and community planning (sustainable tourism planning, tourist routes and movement, and new locations for tourism development).  相似文献

This article examines research on embodiment published in Gender, Place and Culture (GPC) over the past two decades. We searched using the keywords ‘body’, ‘bodies’, ‘embodiment’, ‘embody’, ‘flesh’, ‘fleshy’, ‘corporeality’ and ‘corporeal’, the titles and abstracts of all the articles that have appeared in GPC since it first began publication in 1994. Articles containing these keywords were listed in a searchable bibliography. What we found was a growing volume of research inspired by ‘body politics’ produced over a 21-year period that compares favourably to cognate geography journals. We also found that various themes have emerged including maternal and geopolitical bodies. In other areas, we identified gaps. Throughout the article, we engage with the question: has the upsurge of interest in embodiment, as expressed in the pages of GPC since 1994, led to an upheaval of masculinist ways of thinking in the discipline? We conclude by expressing our feelings of ambivalence.  相似文献

Abstract

The deployment of wind power induces deep changes in landscapes and territories. The politicization of wind power generates new ad hoc collectives. In the French case, because of the institutional framing resulting from landscape and wind power policies (centralization, feed-in tariffs, private developers), collectives of emerging wind power landscapes are regularly set apart from wind power planning processes. This paper explores the extent to which these recompositions and new collectives could be part of emerging wind power potentials. The empirical evidence stemming from our case studies shows that wind power technology, like any other technology, is not endowed with a potential per se. Wind power potentials differ – ‘capitalistic’, ‘controversial’, ‘negotiated’, ‘conditional’ – depending on planning processes and inherited configurations. The notions of striated space and smooth space enable us to adopt a relational perspective on these emerging collectives and to account for the role of inherited socio-geographical configurations and planning processes.  相似文献

From ancient times, the traditional architectural practice ‘Vastusastra’ is rigidly followed and practised in many parts of the Indian sub-continent and has a unique position in Indian architecture. In Indian traditional domestic architecture, a hand calculator table and an index number system are used for finding the proportion and orientation of the building. The mathematical and logical background of this traditional practice, which is not known at present, is investigated in this paper. The study reveals that there is a strong and complex mathematical background behind this traditional architectural practice.  相似文献

This article focuses on the 2014 Hokkolorob (‘Let there be noise’) movement at Jadavpur University, Kolkata, in the state of West Bengal, a student agitation that ultimately led to the forced resignation of a vice-chancellor after intervention by the Chief Minister of the state. This movement has passed into campus folklore, with a Wikipedia entry devoted to it signposting its distinctive cultural features, including public art and hashtag activism. However, in many ways Hokkolorob did not entirely fit the pattern of student protests at other Indian universities, not only because it achieved short-term success, drawing the wider public into openly expressed sympathy with the agitating students, but also because it eschewed party politics and opened the way for new expressions of dissent. Moreover, it drew attention to the problem of providing safe spaces on campuses to students across genders and orientations. Unique among the many upheavals in the Indian higher education landscape over the past few years, Hokkolorob needs to be understood in the context of a crisis that affects both the public university and the Indian polity.  相似文献

ABSTRACT

In 2002, following an interview with the magazine Lire where he described Islam as ‘la religion la plus con’, Michel Houellebecq was prosecuted, and eventually acquitted, for ‘injure raciale et incitation à la haine religieuse’. In discussions of Houellebecq’s case, supporters were quick to invoke the ‘special value’ of the literary space for the free discussion of ideas, however provocative or unpalatable. Houellebecq’s acquittal, and support from figures such as Salman Rushdie, have afforded the writer an unprecedented degree of literary freedom. Subsequent novels such as La Possibilité d’une île (2005) and Soumission (2015) show the author fully inhabiting this freedom in order to undertake a provocative critique of Islam. This article explores how both literary technique and authorial presence endorses the controversial ideas of his texts within Houellebecq’s writing and demonstrates how a movement from ambiguously undermining towards reinforcing those ideas can be observed. In particular, the framing of provocative ideas and assertions expounded in his fiction has become less robust throughout his career. This leads to, I suggest, a greater porosity between Houellebecq’s fiction and that of contemporary right-wing essayists such as Alain Finkielkraut and Renaud Camus.  相似文献

This article focuses on the relations between the two geo-temporal categories – Central and Eastern Europe (CEE) and West/Europe – in discussions about sexual politics, homophobia, tolerance, and nationhood. It contributes to the existing literature about homonationalism and sexual nationalisms by introducing CEE to the debate's geographical loci, so far mostly invested in West/Europe and its relations to Islam. It argues that it is important to consider CEE in sexual nationalism debates because of its framing as the European (homophobic) Other in the emerging discourses of ‘homoinclusive Europe’. This article introduces the concept of leveragedpedagogy, which captures the specificity of the West/Europe – CEE discourses of sexual liberation, advancement, and backwardness. Leveraged pedagogy is a hegemonic didactical relation where the CEE figures as an object of the West/European ‘pedagogy’, and is framed as permanently ‘post-communist’, ‘in transition’ (i.e. not liberal, not yet, not enough), and homophobic. Such ‘taking care of’ CEE, it is argued, is a form of cultural hegemony of the Western EUropean liberal model of rights as the universal.  相似文献

Strategic spatial planning which takes an integrated approach to the development of a territory seemed to go out of fashion, but now there are signs that it is being re‐established. This paper explores these developments using case studies from 10 European countries. The analysis uses an ‘institutionalist’ approach, which examines how the ‘agency’ of spatial planning practices responds to the ‘structure’ of contextual forces, at the same time influencing that structure. The ‘driving forces’ which are influencing strategic spatial planning are investigated, as are two aspects of the changes in spatial planning: institutional relations and policy agendas. The conclusions are thatat least in the case studiesthere is a movement in the institutional relations towards horizontal articulation, territorial logic, and negotiative forms. Policy agendas too are changing, becoming more selective and using new conceptions of space and place. Those institutional developments, however, are not necessarily being translated into territorially‐integrated policy (as distinct from functional/sectoral policy). That translation appears to require simultaneous re‐framing of relational resources (trust, social capital), knowledge resources (intellectual capital), linked to strong mobilization efforts (political capital). The cases considered varied significantly in how far that had been done. Where it had, strategic spatial plan‐making practices were playing a key role in developing institutional territorial integration and re‐invigorating territorial identities.  相似文献
