‘Layered Networks’: Imperial Philanthropy in Birmingham and Sydney, 1860–1914

Traditionally, histories of philanthropy have adopted a nationalist focus. Influenced by new imperial history, this article seeks to move beyond national borders by placing metropolitan and colonial philanthropic practices in a single frame of analysis. This approach facilitates not only a comparison of philanthropic activities in two specific sites, Birmingham and Sydney, but a broader analysis of how philanthropic practices in both sites were shaped by ideas in constant flow between Britain, its colonies and the wider world. Evidence from various charities in Birmingham and Sydney reveal the existence of ‘layered networks’ spanning the local, national, imperial and global. As such, this article aims to extend the work of transnational/cross-border histories and geographical networks, by retaining a sense of the local.     

‘Martial Races’ and ‘Imperial Subjects’: Violence and Governance in Colonial India, 1857–1914

This essay explores the specificity of colonial violence in India. Although imperial and military historians are familiar with several instances of such violence—notably the rebellion in 1857 and the 1919 massacre at the Jallianwalla Bagh in Amritsar—there is a broader, and arguably more significant, history that has largely escaped attention. In contrast to metropolitan European states, where sovereignty derived, at least in principle, from a covenant between subjects and government, the sovereign power of the colonial state was always predicated on the violent subjugation of ‘the natives’. However, while violence was integral to colonialism, such violence was never a purely metropolitan agency: most of those recruited to serve in the colonial military were, themselves, Indian. Exploring the history of the imperial military in South Asia after 1857, the paper outlines the complex and rather ambiguous relationship between the colonial state and its ‘native armies’.

Contrairement aux états européens ou la souveraineté dérivait en principe du moins d'un contrat social entre les acteurs sociaux, le pouvoir souverain de l'état colonial restait fondé sur la subjugation violente des indigènes.     

‘More Hateful because of its Hypocrisy’: Indians,Britain and Canadian Law in the Komagata Maru Incident of 1914

Recent remembrance and memorialisation of the Komagata Maru incident of 1914 has neglected the global and imperial implications of the incident, as well as the role that direct actions by the Indian passengers and Indians in Vancouver took against Canada’s discriminatory law. While the legal loss the passengers suffered could be regarded as simply tragic, the implications for the British Empire behind the Komagata Maru incident are more complex. More than just a legal battle between would-be Indian migrants and the Vancouver immigration authorities, the incident is a highly visible clash of two different understandings of the British imperial legal system. In contrast to any view that imperial harmony and the rights of all its subjects should supersede local concerns within the empire, Canadian immigration and legal officials instead viewed their rights as a self-governing dominion to make and pass their own laws (particularly around areas of racial desirability) as more important than issues of imperial membership, loyalty or harmony. The British government’s decision, in turn, not to contradict Canada’s eventual ruling against the Komagata Maru passengers and the decision to deport them, exposed the legal hierarchies of supposed imperial belonging, citizenship and ‘British liberty’ in the empire at a critical moment in the early twentieth century. What the incident highlighted, then, was an increasing legal distinction between settler colonies and colonies of exploitation within the empire.     

The husbandry,perception and ‘improvement’ of turkeys in Britain, 1500–1900

The introduction of the turkey (Meleagris gallopavo) to Britain is documented during the first half of the 16th century. These birds initially featured on the tables of the powerful and served as living garden ornaments or pets. Shifting human perceptions, driven in part by the ‘ethic of improvement’, affected turkey husbandry methods and animal-human relationships as well as the bird’s symbolic role. This transition was complicated; the turkey remained a palimpsest of attributes throughout 1500–1900, with different associations assuming prominence over time.     

The future of Poland, 1914–1917: France and Great Britain in the Triple Entente

Abstract

THE POLISH QUESTION — whether, and if so how and in what form, to recreate an independent Polish state — was one of the most vexing problems that faced European diplomats during the First World War. Believing that aroused Polish patriotism could be a powerful weapon against the Central Powers, yet fearing that support for Polish national aspirations would alienate their Russian ally and fracture the Triple Entente, British and French statesmen had to decide whether they could include the recreation of Poland among their war aims without jeopardizing the Entente, and hence the chances of victory. Given their different strategic priorities, the French and the British gave different answers.     

‘England Failed to do her Duty towards Them’: The India Office and Pauper Indians in the Metropole, 1857–1914

This article examines how the India Office handled cases of destitute Indians, such as sailors and servants, who were stranded in Britain. The empire provided opportunities for work and travel, yet there were no securities for those who were taken advantage of by the system. This article highlights how the India Office was the institution expected to help distressed Indians and yet the secretary of state for India consistently refused to accept official responsibility for them. Nor did the British government try to prevent the problem from occurring in the first place. Instead, the official position taken by the secretary of state for India was to let social institutions intervene, arguing that, as British subjects, Indians could receive relief through the Poor Laws. Workhouses, however, were ill suited to Indians striving to return to their homes. This article addresses these issues through examining three key periods: the early to mid-nineteenth century; a shift in the 1880s when the India Office acknowledged a better policy was needed for the treatment of destitute Indians; and, the turn of the century when a Committee on Distressed Colonial and Indian Subjects was established in 1909. Through a focused study of India Office discourses, this article addresses the ambiguity of imperial policy and assesses how it contributed to competing understandings of British responsibility over imperial subjects.     

The history of ‘Social Technology’, 1898–1930

Since the term was first coined, in the late nineteenth century, ‘social technology’ has had a mixed fate. Whereas ‘technology’ has become one of the keywords of the twentieth century, ‘social technology’ never quite seemed to settle in the vocabulary of social theory. In this article, we focus on the early history of ‘social technology’, tracing its spread from its origin in the sociology department at the University of Chicago, and describing the increasing competition from the term ‘social engineering’ starting in the 1920s. We argue that this shift in terminology is significant, because it is an index of changing ideas about the demarcation of sociology, about the application of science in the betterment of society and about the nature of technology.
