At the end of the eighteenth century, the Orthodox Patriarch of Constantinople was a religious leader of global stature, exercising direct authority over millions of Christians in the Ottoman Empire and a primacy of honor in the wider Orthodox ecumene. By the 1830s, however, the Patriarchate confronted a new international order that was broadly hostile to its claims. Tensions became particularly bad between the Patriarchate and the British government as both sides asserted their right to control religious affairs on the Ionian Islands, a British-administered protectorate lying off the western coast of Greece. A dispute over who had the power to regulate family law in Ionia escalated in the late 1830s into a minor international incident, with the British government demanding that the Ottoman government depose the reigning patriarch, Grigorios VI. These demands sparked a broader discussion among all the Great Powers as to what the legitimate bounds of the Patriarchate's authority might be. One of the more striking aspects of the incident was the determination of the Powers not to recognize any ‘Orthodox Pope’ in international affairs, illustrating the impact of the modern state system on transnational religious organizations beyond the borders of Europe.  相似文献

Abstract

In the post World War II era, the strain in the trilateral relation between the United States, Greece and Turkey is one of the most disquieting and vexatious elements to emerge from American foreign policy. The so-called southeastern flank of the North Atlantic Treaty Organization (NATO) is currently beset with tensions that threaten to impede its contributory role in NATO's overall defense strategy for southeastern Europe (if they have not already done so). In this political drama, the principal antagonists, Greece and Turkey, have a number of outstanding differences which on occasion have brought them to the precipice of war. As a result, the United States has intervened as the protagonist and consequently has become the recipient of the enmity of these two NATO allies for not recognizing their ‘special’ claims or interests. As in the characteristic classical Greek drama, the chorus of NATO partners offer a common chant: they are united in proclaiming that the current state of affairs seems to portend failure to the concerted effort to defend Western Europe.  相似文献

Since 1999, there has been much debate within the international community on what the future status of the autonomous province of Kosovo should be. However, there seems to have been little consideration as to why the Ottoman vilayet of Kosovo and the other majority Albanian-speaking areas (now parts of Montenegro, western Macedonia and north-western Greece) did not become either independent or part of an independent Albanian state, despite the legacy of these decisions. Focussing on British policy and perceptions, this article explores the role of the great powers in the delimitation of Albanian boundaries, particularly in two boundary commissions in 1913 and 1914: one determining the southern Albanian boundary with Greece and the other concerning the northern and north-eastern boundary with Serbia and Montenegro. The first part of the article considers the influences and interactions of two sets of factors in the boundary deliberations: the declared rationale of creating nation-states in south-eastern Europe based upon ethnographic criteria (linguistic boundaries) and the competing role of geopolitical interests in their decision-making, focussing particularly upon British interests. It illustrates that the decisions made to delimit the newly independent Albanian state primarily reflected the resulting great power conflicts and compensations, rather than the professed ethnographic rationale. The second part of the article explores some of the consequences of the decisions made to delimit Albanian boundaries, especially in ‘ethnic’ or national terms.  相似文献

Scholars have investigated the important connections between racial identity, geography, and environment. Frequently these studies have focused on the location of noxious industries, questions of environmental justice, or segregation of racialized groups in areas of deleterious environmental conditions. In this paper, I argue that beneficial environmental conditions can also be closely tied with racial identity and that racial identity in turn can influence perceptions of the environment. These connections are evident in southern Louisiana—specifically St. Tammany Parish, Louisiana—in the late nineteenth and early twentieth centuries. St. Tammany Parish, located in the piney woods of southeastern Louisiana, served as a health resort for New Orleanians seeking refuge from yellow fever and for other Americans attempting to restore their health. Residents and medical specialists understood the healthful qualities of the parish to emanate from the fragrance of the pine trees and the restorative waters. St. Tammany Parish's reputation for health, however, only applied to people with a white racial identity, despite the fact that St. Tammany Parish had a significant black population. White residents within the parish reserved tuberculosis sanitaria, health clinics, and access to natural springs for white patrons only, even amid fears concerning illness among black residents. Additionally, late nineteenth and early twentieth century medical specialists pointed to morality, criminality, and racial characteristics in their determination of the causes of illness.  相似文献

Abstract

Between 1862 and 1878, the view of the United States government towards the nation's money was transformed. Early in the Civil War, the government got into the bank note printing business out of necessity, printing and issuing the first-ever federal currency. Over the following years, debates raged whether the national currency should be printed privately or by the government's bank note printer, the United States Bureau of Engraving and Printing (BEP). Matters came to a head in 1878 when Congress debated the future of the BEP. That year, in a radical departure from the past, Congress gave the Bureau of Engraving and Printing a monopoly on the production of currency, forever changing the role of the government in the nation's economy. Money, be it in the form of coin or currency, was now the exclusive province of the government – not private banks or bank note companies. This change was the result of a rare consensus between Democrats and Republicans and between the forces of the antimonopoly tradition, Greenbackism, and hard money. For various reasons, they were unanimous in believing that the government, especially Congress, should be in control of those matters affecting the monetary affairs of the country.  相似文献

This article makes a contribution to the emerging study of alternative, indigenous and subaltern archaeologies, using the Mediterranean island of Crete as a case study. My focus is on the crucial political developments that took place during the late nineteenth and early twentieth centuries, particularly the establishment of the Cretan State. These developments coincided with and facilitated the consolidation of archaeology as a scientific discipline and a state policy on the island. The Cretan population of the countryside ‘contested’ the new attitudes towards the material past by persevering with embedded practices that questioned the validity of scientific approaches. What kind of indigenous imagination underscored such practices? And how did the peasants interact with the new dogma regarding antiquities? Contrary to other groups involved, such as local and Western archaeologists, the rural Cretans remain among the ‘great unknowns’: accounts of relevant events by their own pen are scarce, highlighting the importance of oral historical sources. I therefore present these people through the voices of the others. Archival material such as administrative documents, correspondence, memoirs and newspaper articles, critically assessed, are used for this purpose. This research is also influenced by autobiographical archaeology, as glimpses of my personal work experience and family background overlap with the archival data discussed here.  相似文献
