ABSTRACT

For historians interested in the settler colonial world, one of Professor John Darwin’s most important interventions has been to argue for the reintegration of the dominions into the wider history of the British empire. In re-engaging with the history of Britain’s white settler colonies in North America, Australasia, and South Africa, Darwin’s work has sought to emphasize the place of the dominions in relation to the rise and fall of the British world system, as well as their value as vantage points from which to consider imperial and global history more generally. In this regard, Darwin’s systemic approach has encouraged a more dynamic conception of ‘British world’ history – one deeply embedded in a series of overlapping imperial, regional, and international contexts. This article focuses on a particular moment in imperial history where some of the internal dynamics of the late-Victorian British world system, and the changing place of the settler colonies within it, were brought into sharp relief: the 1887 Colonial Conference. It argues that we might look to the conference as a valuable window onto the impact of Anglo-Australian relations upon the wider struggle for imperial unity in the 1880s.  相似文献

This article examines how one group of actors actively infused education, citizenship and Canada’s international relationships with a sense of empire in the first third of the twentieth century. Making use of archival and published sources from collections in Canada and Britain, it focuses in particular on imperial citizenship teaching in Canadian schools, a number of education conferences held in the United Kingdom and the exchanges of elementary and high school teachers and school inspectors between commonwealth countries. In this period, politicians and bureaucrats in Canada and other dominions actively connected their education systems to an imperial network at the very moment that others were striving to attain more economic and political autonomy from the British government. Education came to occupy a significant cultural space alongside the trade agreements and constitutional changes that slowly recalibrated the nature of the British imperial system in the interwar period. Imperial education projects were an important feature of the cultural politics of a fading empire, but they were driven by actors in both the imperial centre and the self-governing dominions. This article argues that between 1910 and 1940 teachers and politicians in Canada drew on an international support network, actively fostered new ideas of citizenship, and strove to assert the country’s belonging in the British Empire.  相似文献

During the first half of the twentieth century, despatches about the coldest corner of the British Empire were circulated to three, sometimes four, of its southern neighbours under the British crown: Australia, New Zealand, South Africa and the Falklands. Of these four, South Africa seemed the least interested in Antarctica, despite the keen interest of some influential individuals and a strategy of bringing Antarctica into the imperial fold through British dominions that were proximate to Antarctica. In this context, we ask how South Africa viewed itself in relation to the Antarctic to the south and the British metropole to the north. We discuss the key activities that connected South Africa to Antarctica—whaling and weather forecasting. Moreover, we consider some of the enterprising plans for a South African National Antarctic expedition, and what these plans reveal of South Africa's perception of itself as a southern country. This article interlinks with a growing scholarship that is critical of treating Antarctic history as politically and culturally isolated, including showing how the relatively simple natural and political ecology of the Antarctic can throw into relief multiple national and international concerns.  相似文献

The focus of this article is two significant episodes in British labour politics. The first is the Grunwick strike between 1976 and 1978; the second a dispute at Gate Gourmet that began in 2005. In both disputes, women of South Asian origin were the key actors and their legacy has been constructed through striking imagery as one in which against the odds exotic or passive Others became unexpected heroines of industrial struggle. These representations retained their power, despite significant social, economic and political changes in ‘post-Fordist’ Britain, including in the political rights of strikers, and in the participation and position of both women and minority workers in the labour force. Drawing on interviews with South Asian women involved in each dispute, this article challenges these representations and their significance in accounts of the action, documenting the complex, multiple motives of South Asian women involved in labour politics in the UK.  相似文献

This article explores the British Commonwealth Air Training Plan (BCATP), the RAF's major scheme for training airmen during the Second World War. Through this training programme, the dominions of Canada, Australia and New Zealand provided an indispensable contribution to the generation of British air power, a necessary condition for eventual victory. The article first considers the precise ways in which the BCATP extended British air strength, through an analysis of the output of graduates in the UK and the dominions. This is followed by an examination of how the governments of Australia and Canada attempted to ensure the continued national identification of their personnel once these airmen were serving within the RAF, reflecting the increasing political independent-mindedness of the dominions. Although Canada pursued a bolder and more successful policy of ‘Canadianization’, the mixed reception that this initiative received from airmen demonstrated the fact that the importance of national identification to Canadian airmen in Europe varied widely depending on individual experiences; indeed, national political currents were moving ahead of any broad consensus among servicemen.  相似文献

The Italo-Ethiopian War led to an extensive debate in the Union of South Africa about the future of the League of Nations’ system of collective security. The different political and social groupings in the dominion interpreted the meaning of the war for the Union from a diversity of perspectives. The Italian aggression in East Africa reverberated in the context of concurrent debates about the Union's position in relation to the British Empire. These debates were influenced by the tensions between Afrikaners and English-speaking South Africans but also by disagreement within the Afrikaner community about South African policies vis-à-vis the British Empire. The Afrikaner-dominated Union Government had to navigate between its commitments to the League on the one hand and criticism from the extreme nationalist Afrikaner opposition on the other, which claimed that South Africa's sovereignty was diminished by Britain's leading role in the League. As a mandatory power in South West Africa, the Union was also concerned to sustain League principles in order to safeguard its sub-imperialist aspirations on the continent. The public debates were strongly influenced by a discourse on ‘civilisation’, which not only reflected ambiguous views of the status of Ethiopia as a member of the League of Nations, but also raised questions about the stability of white hegemony in a segregationist state.  相似文献

During the course of the Anglo-Boer War of 1899–1902, over 9,000 captured Boers were sent abroad to India as prisoners of war. Using hitherto unexamined sources, this article explores how, during their internment and repatriation, British officials and administrators across the empire collaborated in a concerted attempt to transform the imperial enemy into colonial collaborator. This involved a necessarily intercolonial effort to conduct a successful programme of ‘re-education’ capable of cultivating ‘white’ British virtues in preparing Boer POWs for their future rights and duties in reconstructing Southern Africa upon their repatriation. In so doing, the government of India and other colonial officials across the empire thus recapitulated their ideal of Britain’s imperial project in the Boer POW camps. Highlighting the intercoloniality of this process, India’s viceroy, Lord George Curzon, played as prominent a role as did the War Office, or South Africa’s soon-to-be pro-consul, Lord Alfred Milner. The microcosmic imperialism of Boer internment thus reveals a great deal about the nature and structure of power within the British Empire, and emphasises the value of an intercolonial or transcolonial perspective in examining the complex, global consequences of the Anglo-Boer War.  相似文献

This article traces the responses of Afrikaners to the symbolism and political purposes of the 1947 royal visit to Southern Africa, the first post-war royal tour and the first visit of a reigning sovereign to the Union of South Africa. Taking place in the aftermath of a war that had caused bitter political divisions within Afrikaner ranks and stimulated radical populist nationalism, a royal tour intended to express the crown's gratitude for South Africa's participation in that war was bound to be contentious. Drawing on press accounts, biographies, autobiographies and archival sources, this article argues that the layered reactions of Afrikaners demonstrate that, even on the eve of the National Party's electoral victory on a republican and apartheid platform, attitudes towards monarchy and the British connection were more fluid and ambiguous than either contemporary propaganda or recent accounts have allowed. The diverse meanings attributed to this iconic royal tour reveal a process of intense contestation and reflection about South Africa's place in an empire that was in the throes of post-war redefinition and transformation, and confirm recent characterisations of the 1940s as one of manifold possibilities such that outcomes, like the electoral victory of the National Party in the following year, was far from predetermined.  相似文献

In 1926, the Empire Marketing Board (EMB) was established to foster empire trade without the use of tariffs. It was to simulate imperial preference by redirecting consumer choice away from ‘foreign’ goods and towards the produce of ‘home and empire’. Using newspapers, pamphlets, film, exhibitions and poster displays, the EMB aimed to ‘bring the empire alive’ to British consumers. This paper analyses the presentation of three settler dominions—Australia, New Zealand and Canada—in the EMB's advertising campaigns. The EMB's large visual archive has been the subject of only limited study, most of which has focused on a homogeneous reading of empire. This article argues that the work of the EMB reveals the presence of a separate discourse of empire—a ‘dominion discourse’—that has not been recognised in cultural histories of empire, which, with the recent exception of ‘British world’ studies, have been more interested in mapping and conceptualising the formation of identities in other colonial settings. The ‘dominion discourse’ emphasised the familiar, white and ‘British’ nature of the former colonies of settlement, attributes that are clearly displayed in the campaigns of the EMB, but can also be found in settler culture much more widely. In doing so, the white dominions stressed not only their difference from the dependent colonies, but their similarity to Britain. Though the inter-war period is often associated with the rise of distinctive national identities and the loosening of imperial bonds, the production of these attributes in an imperial and metropolitan context draws attention to both the transnational nature of identity formation and the continuing importance of Britain and empire in the construction of settler culture in this period.  相似文献

ABSTRACT

This article discusses political liberalism at the end of empire in British Africa through analysis of British ideas about institution building below the level of parliamentary democracies. It suggests that while processes of institution-building have largely been discussed through the prism of development, they also constitute fruitful sites for the exploration of British ideas about the nature of politically-liberal systems. I argue that new articulations of an imperial liberalism during decolonisation had an energising effect on some Britons within domestic institutions whose expertise was called upon to assist with the development of successor institutions in emergent states. As they engaged in a process of institution-building, these individuals acted in ways that were not only determined by Western liberalism, but also by distinctive British ideas of the appropriate relationship of institutions to the state. I suggest, however, that while their approach to institution building in emergent states reflected deep rooted convictions about the kind of institutions that were essential to the operation of politically liberal systems, these ideals were in tension with more self-interested concerns which could in practice compromise efforts to replicate British institutions.  相似文献

This paper builds on the growing body of literature on the British World, which has shown that people in the dominions had a strong British identity and their claims to Britishness were recognised by people in the British Isles. It attempts to gauge the extent to which this British World identity influenced the global allocation of British capital. Much of the existing literature on British investment in the dominions dismisses the possibility that the pattern in Britain's capital exports was significantly affected by imperial patriotism. This article will suggest that imperial sentiment did indeed influence the destination of British capital exports. Imperialist sentiment influenced the legal and political institutions of the dominions in ways that encouraged British investment. Moreover, imperial ideology may have influenced investors' decisions in ways that the existing historiography does not adequately explore: at least some British investors may have been willing to accept a lower anticipated rate of return because they valued the psychological satisfaction of investing in territories that happened to be part of the British Empire. This article compares the experience of British investment in the United States, which has an ambiguous relationship with the British World, with that of investment in Canada with a view to understanding the impact of the British World identity on investment patterns.  相似文献

Scholarship on the French Atlantic empire traditionally and uniquely focuses upon Africa as a source of slave labour for the American colonies. However, this article explores how, in the second half of the eighteenth century, Africa emerged as a viable alternative for colonial expansion. Uncertainties about a colonial future in the New World directed French expansionist attention away from the Americas and towards the African continent, expanding its role beyond a source of labour. The intellectual underpinnings for a transfer of empire first surfaced within the Physiocratic School of political economy. The article examines the emergence of such ideas and their reception within the colonial administration of the Ancien Régime. It also shows how expansion into Africa became central to the imperial agenda of the first French Republic. Exploring Africa as a substitute to colonial America helps expand the lens through which Africa is examined as part of the Atlantic World. It also reveals continuities between Ancien Régime colonialism and later French republican imperialism.  相似文献

The British administrative elite in Sudan represented the Khartoum Police Strike of 1951 as a ‘mutiny’, the result of a combination of both outside provocation and of the character failings of both Sudanese policemen and their British officers. This article will demonstrate that these convenient interpretations concealed a series of wider tensions within the colonial state itself, between modernising legal professionals and colonial administrators who cherished their personal control over the police. These tensions dictated debates about the status of the police in the build up to the strike, and the manner in which the heavily politicised enquiry into it was conducted. The Sudan Political Service employed an ‘otherisation’ of Sudanese culture to argue that the country was unsuited for a modern system of policing. Meanwhile, Sudanese policemen and other nationalists attempted to seize from the British the values of ‘civil’ policing that the colonisers preached but rarely practised. Nevertheless, in spite of the identification of the police strikers with other branches of the nationalist and labour movement, their own association with the government ensured that support for the strike was only limited.  相似文献

ABSTRACT. The British empire set off an explosion of poetry, in English and native languages, particularly in India, Africa and the Middle East. This poetry – largely neglected in the scholarship on nationalism – was often revolutionary both aesthetically and politically, expressing a spirit of cultural independence. Attacks on England and the empire are common not just in native colonial poetry but also in poetry of the British isles. This article discusses some of the most influential poets, including: Shawqi of Egypt, Tagore of India, Rusafi of Iraq, Yeats of Ireland, Iqbal of Pakistan, Greenberg of pre‐State Israel, and Kipling, the ‘poet of empire’. In contrast with other empires, many poets were inspired by British culture to create revolutionary art and seek political independence. Most strikingly, British rule was instrumental in the revival of vernacular Hebrew poetry after 1917 as the centre of Hebrew literature shifted from Odessa to Tel Aviv.  相似文献

Was British confidence that the Commonwealth could bolster its international status and extend its global reach after the Second World War a product of self-delusion or nostalgia? This paper examines three crucial aspects of relations between Britain and Canada, Australia, New Zealand and South Africa in the 1940s – diplomacy, economics and defence – to show the extensive and tangible support that the ‘old dominions’ extended to Britain. They opted to back Britain because it served their individual national interests well. British hopes that the post-war Commonwealth would be an effective association were founded on ample evidence, although the British desire to lead and dominate was confounded by the fact that Ottawa, Canberra, Wellington and Pretoria were national centres in their own right.  相似文献

At the end of the Seven Years' War, Jamaican planters were in an extremely strong position within the British Empire. Immensely wealthy, geopolitically important and constitutionally assertive, Jamaican planters used their strong position to win a series of political battles against colonial governors in the 1750s and 1760s. In doing so, they justified their self-asserted claims to being entitled to British rights and privileges. Nevertheless, contemporaneous developments in metropolitan thinking about empire and white people's place in empire undermined planters' fond estimation of their position within empire. British thinkers came to see British West Indians, especially during and after the American Revolution, not as fellow citizens but as imperial subjects. The result was a cultural and ideological crisis for Jamaican planters as abolitionism emerged as a powerful political force, in which their insistence that they were British and entitled to the rights and privileges of Britons was not accepted. Thus, white Jamaicans became the first in a long line of settler peoples of British descent to have their claims to Britishness denied by metropolitan opinion. This article thus contributes to a developing discussion about settler constitutional rights within the eighteenth- and nineteenth-century British Empire.  相似文献

Abstract. This article seeks to explore the evolution of the ethnic consciousness of the Afrikaners in the Cape Colony at an initial and crucial stage. The colonial Cape Afrikaners are treated as a core community, distinguished from Afrikaner communities in other states in South Africa. It is argued that their collective consciousness was shaped primarily by their core colonial experience rather than by their ethnocultural commonality with the other diaspora Afrikaner communities. Having been socialised into the British colonial state, they have evolved a collective consciousness premised on neither ethnic self-determination nor ethnic exclusiveness. Correspondingly, their political outlook incorporated both British imperialism and Cape white multi-culturalism. They were mobilised ethnically to secure their share in the spoils of the British colonial state rather than to attain ethno-nationalist goals.  相似文献

This article takes a global historical approach to American protectionism and the British imperial federation movement of the late nineteenth century, showing how US tariff policy was intimately intertwined with the political and economic policies of the British empire of free trade. This article argues that the 1890 McKinley Tariff's policies helped call into question Britain's liberal, free trade, global empire by drumming up support for an imperial, protectionist, preferential Greater Britain. The tariff also speeded up the demand and development of more efficient transportation and communications—technological developments that made imperial federation all the more viable—within the British Empire. This article is thus a global history of the McKinley Tariff's impact upon the British Empire, as well as a study of the tariff's effect upon the history of modern globalisation.  相似文献

ABSTRACT

This article examines three connected campaigns for Indian imperial citizenship which spanned the period 1890 to 1919, and their impact on the emergence of radical South Asian anticolonialism. It shifts our focus from individuals and ideologues who sought the status of British imperial citizens, to address the agitations which commenced to attain such a status within a reconstructed British Empire. Specific attention is paid to the conditions which encouraged South Asian patriots to imagine that the ideal of equal imperial citizenship within an imperial federation was a feasible political objective, to the illiberal official retreat from such an ideal, and to the political ramifications of this retreat. In conclusion, this article argues that the quest for Indian imperial citizenship, which spanned the Empire from South Africa to Canada, has been a much-neglected chapter in the evolution of anti-colonial nationalism in South Asia which deserves to be reinserted in the grand meta-narrative of the region’s twentieth century history.  相似文献

This article will challenge the currently accepted notions of weak British consular presence, influence and activity in the southern Mediterranean during the period 1795–1832 through a case study of the careers of three successive consuls in the Regency of Tripoli: Simon Lucas, William Wass Langford and Hanmer Warrington. Utilising the official correspondence of these agents, the extent of the consular bridgehead in the capital, Tripoli, will be investigated, and how, through these consular and diplomatic agents, it served to define imperial interests and activity at the frontiers of empire. Moreover, the overlapping personal and professional networks within which the consuls embedded themselves, the role of enterprising missions and the development of an intelligence-gathering network will be of central significance in understanding the consequent ruptures in the social and political fabric of the Regency of Tripoli. British imperial interest in North Africa during and immediately post the Napoleonic era remains under-studied and misunderstood within both British diplomatic and imperial history. This article challenges the existing literature that underestimates the diplomatic as well as consular power exercised by the British consuls to Algiers, Tunis and Tripoli, as well as the importance of these three Barbary regencies to wider strategic interests in the Mediterranean.  相似文献
