The period of the Beijing government of Republican China (1912–1928) occurred after the 1911 Revolution that toppled the imperial system and before the rule of the Nanjing Nationalist government. For modern China, it was an era of frequent trial and error in implementing political systems, as well as a significant phase of institutional transition following the New Policy reforms of the late Qing. Many twists and turns during this period of historical evolution stemmed from problems of the late Qing political reform. The three major issues occurring during the 1912–1928 era, namely the legitimacy of the government, the relationship between its legislative and executive branches, and the relationship between the central government and the provinces, were all dominated by the profound influence of traditional Chinese political and cultural frameworks. All of this made the 1912–1928 era more complicated than the late Qing period, increased the difference between one stage of institutional change and another, and accelerated the change in political systems while also broadening the choices available. Therefore, we should not only focus on the complex contention among all parties, but also acquire a deeper understanding of the limits imposed upon institutional renovation by tradition and circumstances through examination of the institutional adaptations behind the chaotic partisan politics.  相似文献

French research policy has been of interest to historians for quite some time. However, the very notion has become so evident for us that its history is told as an heroic one of the state's progressive awareness of the importance of the scientific field.

Nevertheless, this historiographical tradition appears misleading. The stress put on the search for ancestors obscures many issues. This paper accordingly tries to reconstruct a quite different picture underlining the heterogeneity of the meaning of research policy.

The aim is to give a different status to the notion in the context of post‐war France. Science policy should cease to be considered as an evident entity and be seen as an object which organizes and stimulates reflection around the development of science.

After suggesting important themes needed to tackle anew research policy, this study of the major characteristics of the French case ends with a brief account of the progressive definition of the object “research policy”. Focusing on a kind of historical geography of the use and practices of this object, it stresses discontinuities, oppositions and compromises, and also the important work needed to achieve political legitimacy.  相似文献

While the majority of high-profile imperialists were excluded from Britain's National Government during the 1930s, at least one leading imperialist of the era, Douglas Hogg, first Viscount Hailsham (1872–1950), was at the heart of British policy-making. Although historians have largely overlooked the multifaceted contribution of this leading Conservative to inter-imperial affairs, as a senior cabinet minister he made significant interventions in Britain's policy towards both India and Ireland. He was, both publicly and privately, at the forefront of attempts to resist Irish violations of the 1921 Anglo-Irish Treaty and, at the same time, became one of the government's leading advocates of a progressive solution to India's constitutional development. The article demonstrates that the simplistic image of Hailsham as a diehard reactionary requires significant modification. His approach was characteristically underpinned by a belief in the sanctity of existing agreements and pledges—whether or not he intrinsically approved of them.  相似文献

This article illustrates the development of Italian politics on emigration up to the end of the First World War (and even later), focusing on the operation and activity of the Commissariato generale dell’emigrazione (Commissioner-General of Emigration, 1901–27), a government agency that enjoyed considerable autonomy. The research is based on archival materials and the study of publications of the time, and proposes an unconventional view on the phenomenon of migration, as seen through the relationship between the evolution of the regulatory system and the political orientations of the ruling classes. Indeed, Italy progressively increased the freedom of expatriation, to the point of creating social legislation for the protection of emigrants, with the ambition of extending Italy’s influence over the countries of destination. This policy of migration interfered with foreign policy, and was at times influenced by the nationalism emerging in Italy at the time, even to the extent of provoking diplomatic disputes. For these reasons, the activity of the Commissariato generale dell’emigrazione created friction with the traditional consular network; these conflicts and the insufficient margin of autonomy given to the Commission in practice prevented the concrete completion of its more advanced projects.  相似文献

The trans-Saharan railway scheme was the dominant, if intermittent, theme of French African expansion in the last 20?years of the nineteenth century. Behind political and economic arguments for the scheme lay a hidden agenda—the promotion of Algerian railway interests. Its revival in 1890, after a ten-year interval, was driven by a need to safeguard returns on railway investments, threatened by the growing political influence of the Radicals. Success in a campaign on its behalf was dependent on reinvigorating empire-building in tropical Africa, a function performed by the Chad plan, which also provided the required territorial configuration for a trans-Saharan railway. Subsequently, interest shifted from West Africa to the Sahara where efforts to promote railway construction through exploitation of the Tuat question stood greater chances of success. Saharan expansion was delayed for almost a decade by the obstinacy of the Algerian generals and the timidity of governments in France, before finally being resolved by a fait accompli. However, political circumstances at home, and the emergence of new railway competition in the Sahara, prevented the railway companies from reaping the full reward for their efforts. On the map, if not in any practical sense, a territorially unified French African empire had been completed by 1900, whose origins can be traced directly to the activities of the railway lobby.  相似文献

This article deals with the work of the European Commission of the Danube (ECD) during the first two decades of its activity in the aftermath of the Crimean War. It focuses on the early stage formation of international organizations in the mid-nineteenth century when river commissions were the first organizations that issued supranational regulations and had their own bureaucracies. In this context, I argue that the ECD became a testing ground for new types of inter-imperial cooperation. First, the ECD became a site where hydraulic expertise from all over Europe was gathered and analysed. As a consequence, this exchange among the representatives of different empires and of different sub-fields of expertise generated new technical knowledge and made the ECD a space for cross-imperial knowledge production. Second, in 1865, the ECD adopted a Public Act that codified navigation rules in the Danube Delta. These regulations were among the first upholding a supranational settlement. Furthermore, the document exemplifies how such a supranational agreement was implemented through a joint imperial intervention against the authority of the Ottoman Empire, the only territorial power.  相似文献

As contemporaries frequently pointed out, and often in disparaging terms, the governing institutions of the British East India Company contained an almost unprecedented ‘democratical’ element. By this, they were referring to the Company's General Court of Proprietors, its sovereign deliberative body, composed of all East India stockholders. Ownership of certain proportions of stock conferred the rights to participate in debate, to vote on policy, and to elect on an annual basis the directors who governed the day-to-day affairs of the Company. These electoral rights were granted solely by virtue of stock-ownership and made no distinctions based on sex, social status, nationality or religion. This article examines the ways in which women, non-Britons and religious minorities, in particular, took advantage of the opportunities for political participation opened up by the politicisation of the East India Company's general court in the 1760s, as well as the ways in which this was discussed and debated by contemporaries both in parliament and the press. Tracing the political activities of Mary Barwell, William Bolts and Joseph Salvador provides a unique window into a variety of ways in which the Company offered an alternative venue for political activity for groups often otherwise excluded from the formal politics at Westminster. In doing so, it also shows how the democratic elements of the Company's general court played a significant role in shaping the reform of the East India Company between 1767 and 1784, a process which ultimately led to their curtailment.  相似文献

ABSTRACT

This article examines three connected campaigns for Indian imperial citizenship which spanned the period 1890 to 1919, and their impact on the emergence of radical South Asian anticolonialism. It shifts our focus from individuals and ideologues who sought the status of British imperial citizens, to address the agitations which commenced to attain such a status within a reconstructed British Empire. Specific attention is paid to the conditions which encouraged South Asian patriots to imagine that the ideal of equal imperial citizenship within an imperial federation was a feasible political objective, to the illiberal official retreat from such an ideal, and to the political ramifications of this retreat. In conclusion, this article argues that the quest for Indian imperial citizenship, which spanned the Empire from South Africa to Canada, has been a much-neglected chapter in the evolution of anti-colonial nationalism in South Asia which deserves to be reinserted in the grand meta-narrative of the region’s twentieth century history.  相似文献
