The first part gives a chronological overview of the Swedish ‘1968’, in this article defined as a phenomenon with its roots in the late 1950s and it's end around 1980. Three phases are identified: a ‘liberal’ until 1965, a ‘red’ in the late 1960s and the ‘diversified’ 1970s. Underlying this time schedule are two characteristics of the Swedish ‘1968’ in its extended form: the role of the social movements and the interaction between old and new movements; and the unique role of the intellectuals. The second part discusses the (late and limited) research so far on this topic in Sweden. The academic works are still few and the critical debate little developed. One of the topics discussed is to what extent ‘1968’ was something fundamentally new and to what extent it was influenced by older social movements.  相似文献

Since Indian Administered Kashmir's (IAK) ‘summer of unrest’ of 2010, greater attention towards the contemporary Kashmir azadi, or freedom, movement has led to more active transnational organising by Kashmiris studying abroad as well as other young people who sympathise with this movement. Indian political elites have predominately framed the azadi movement as a separatist movement. However, this perception had not been shared by many Kashmiris who argue the territory has never legally been a part of India. The perception of being a separatist movement from outside of Kashmir has also shifted with a growing body of literature documenting human rights abuses alongside raising awareness to an international community of activists, which has led to an evolution of the azadi movement into a movement for social justice and human rights. This has been facilitated by social media spaces and heterogeneous activist groups framing their movement as aligned with other social justice movements and anti-discrimination campaigns. Framing the Kashmir self-determination movement as a human rights issue appeals to a wider spectrum of non-Kashmiri activists, especially those already involved in campaigns against the marginalisation of certain groups.  相似文献

The article responds to four commentaries on the concept of semi-parliamentary government and its application to Australian bicameralism. It highlights four main points: (1) Our preferred typology is not more ‘normative’ than existing approaches, but applies the criterion of ‘direct election’ equally to executive and legislature; (2) While the evolution of semi-parliamentary government had contingent elements, it plausibly also reflects the ‘equilibrium’ nature of certain institutional configurations; (3) The idea that a pure parliamentary system with pure proportional representation has absolute normative priority over ‘instrumentalist’ concerns about cabinet stability, identifiability and responsibility is questionable; and (4) The reforms we discuss may be unlikely to occur in Australia, but deserve consideration by scholars and institutional reformers in other democratic systems.  相似文献

In 1957, the United States government provided funding for Pan American World Airways to purchase a 49% share in Afghanistan’s national airline, Ariana Afghan Airlines. While unusual in its scope, the arrangement was part of a broader program of US technical assistance, administered jointly by government agencies and private corporations, to newly formed airlines in Asia, the Middle East, and Africa. Between 1955 and 1965, technical assistance for commercial aviation was critical to the USA’s Cold War strategy to win ‘hearts and minds,’ and to contain Soviet influence, in the developing world. Using Ariana as a case study, this article examines what was at stake for the USA – politically, economically, and culturally – in aviation technical assistance projects. However, the article also argues that such projects should be seen as instances of ‘co‐production,’ in which recipients of technical assistance exploited superpower rivalries and actively shaped the airplane’s uses and meanings.  相似文献

Planning systems developed through the period of ‘normative’, ‘third way’ neoliberalism were critiqued as being ‘post-political’. Planning systems were developed that bypassed political conflicts through technocratic and consensus-seeking approaches following a so-called ‘end of history’ in which left/right ideological conflicts were deemed settled. Following the North Atlantic financial crisis of 2007/8 though, scholars have begun to question whether this is a suitable critique of planning, and state institutions more generally, as political and economic conditions shift. This paper examines a case of an exemplar post-political planning system: England. The paper identifies three key logics of a ‘post-political regime’ for planning: techno-managerialism, consensus and participation. Through an analysis of texts and interviews of contested planning decisions made over shale gas fracking sites, this paper shows a ‘post-political regime’ for planning facing a crisis of legitimacy as it is challenged by an anti-fracking movement and reactionary interventions from central government. The paper provides an institutional level analysis of the crisis of post-political planning, which has lost legitimacy amidst the slow collapse of normative neoliberalism.  相似文献

From the late nineteenth century, both Argentina and Chile were integral parts of Britain’s ‘informal’ empire in Latin America. It has been suggested by historians that this ‘informal empire’ came to an end around the mid-twentieth century. By analysing contemporary sources from within the British government and the findings of later economic historians, it is the purpose of this article to contest this viewpoint. It will instead argue that the end of ‘informal’ empire in these countries was a direct consequence of the First World War, and that the decline in British influence in the region was registered by British policy-makers much earlier than has previously been argued.  相似文献

This article examines how a regional NGO and a local‐issue GRO in Puerto Rico have approached health and environmental concerns over water pollution from pharmaceutical production, and the consequences this has had for corporate–community–government relations. Through the analysis of historical material, public meetings and interviews, the processes through which micropolitical patterns have developed, and through which residents least conciliatory towards the drug companies are silenced, are discussed. The article questions whether persistent conflict between the corporate–government alliance and grassroots environmentalists is attributable to a ‘gap in understanding’ and suggests that the relationship is better understood through the complementary theories of ‘coercive harmony’ and ‘deep capture’. In conclusion it points out that researchers should be wary of assisting or supporting negotiations, and rather should focus on critically examining the dynamics of ‘stakeholder dialogue’ as a negotiation between relative equals.  相似文献

ABSTRACT

The Turnbull government presented Australia’s fifth national multicultural policy statement in March 2017. This article analyses the policy statement and argues that it represents the most significant change to Australian multicultural policy in four decades. Among other things, it abandons the language of government responsiveness to cultural diversity that previously defined Australian multiculturalism. The 2017 policy amounts to a new form of post-multiculturalism—different from earlier conservative, neoliberal and centre-left versions—in that it seeks to ‘mainstream’ multicultural policy on the grounds that Australian multiculturalism has succeeded in its intended task. While a mainstreaming strategy of this sort is, I argue, theoretically consistent with Australia’s liberal nationalist approach to cultural diversity, the institutional and attitudinal conditions that it presupposes are yet to be fully realised in Australia. More multicultural work needs to be done before this kind of post-multiculturalist approach is practicable.  相似文献

From early April to late June 2018, the nearly 2,600 immigrant children – mostly refugees fleeing violence and poverty in Central America – were forcibly taken from their parents at the United States’ southern border following implementation of the Trump administration's ‘zero tolerance’ policy. The policy took effect when the US Justice Department began aggressively prosecuting undocumented immigrants crossing the US‐Mexico border. Following a public outcry and growing protests, President Trump issued an executive order declaring an end to family separations on 20 June. Several days later, a federal court mandated that the government reunite those immigrant families affected by the ‘zero tolerance’ policy. In mid‐August, more than 550 children who had been detained following the implementation of the policy remained in federal custody. Thousands more ‘unaccompanied minors’ – typically teenagers who were caught crossing the border without adults –remain in indefinite detention. This editorial analyzes this situation from an anthropological perspective by reviewing relevant ethnographic literature on undocumented Latin American immigrants in the US.  相似文献

At the beginning of 1964 there were around 20,000 US military ‘advisers’ in South Vietnam, working alongside the South Vietnamese army in the latter's campaign against the communist guerrillas, led and supplied by the government of North Vietnam. By the summer of 1965 there were 125,000 American troops in the country, with more pledged for future deployment. Most of these were not ‘advisers’, but combat forces openly engaged in fighting the communists. In addition, since March 1965, a sustained American bombing campaign had been waged against targets in North Vietnam. This transformation in the nature of the American commitment to South Vietnam had been brought about by two factors: the continued weakness of South Vietnamese governments as military and civilians struggled for control; and the growing strength and success of the communist guerrillas. South Vietnam was regarded as a vital American interest for two reasons: it was perceived as a test of US resolution throughout the rest of the world; and, following the famous ‘domino theory’, it was believed that the loss of South Vietnam to communism would precipitate the weakening and eventual collapse of other non‐communist states in the region. Although there was opposition to the escalation of the war, both in Congress and the administration, there were also voices notably in the military, who wished to press on further and faster. The administration adopted a middle course, gradually increasing its commitment and continually planning for the next step. Although political motives undoubtedly played a part in this more measured approach—there was a presidential election in November 1964—it is clear that President Johnson was not at all convinced that any policy he chose would save South Vietnam. At the same time, he feared the consequences of withdrawal, both at home and abroad. A deeply insecure man, he allowed himself to be persuaded by his principal advisers, to whom he felt indebted for personal as well as political reasons.  相似文献

Now that the fifteenth legislature has come to an end, it is appropriate to assess the performance of the government whose fall was responsible for this event, as well as the coalition's significance for the trajectory of Italian politics generally. The four articles that follow this one together initiate the task, exploring performance from an institutional and policy-making point of view. This article suggests four criteria for evaluating the performance of any government and offers a brief initial ‘summary report’ in terms of them –?paying special attention to implementation of the programme and to communications. Bearing in mind the structural conditions in which it had to work, the government had some notable achievements to its credit, but these same conditions undermined it by opening up an unbridgeable gap between performance and popular perceptions of performance.  相似文献

ABSTRACT

This article compares the development of specialty food in Denmark, Norway and Sweden using a number of quantitative indicators as well as a qualitative analysis of government policy. The analysis shows that specialty food has increased in importance in all three countries over the last twenty years, but there are important differences in the kind of specialty food that has developed and the nature of government intervention and governance structures. Overall, Sweden appears to have the largest production of specialty food and drink and is particularly strong in organic production and consumption, farm processing and farm shops. Norway has a large number of products with protected origin and also leads in the number of farmers’ markets. Denmark lags behind the other countries on most indicators, but has witnessed the fastest growth in microbreweries over the last five years. Theoretically, the article challenges the ‘negative’ definition of specialty food as ‘non-industrial’ or ‘alternative’, and suggests a more nuanced approach. Empirically, it points towards the possible existence of a ‘Scandinavian model’ of specialty food governance with extensive interaction between central government, local government and private firms to stimulate the growth of specialty food.  相似文献

This article examines the UK Film Council’s objective to reorganise and reallocate public funding for film from 2000 onwards. I argue that the model adopted by the UKFC was innovative on two levels. First, it separated public funds available for film production into three separate streams and then hired industry professionals to head each individual fund. I also examine how the funds developed over the lifetime of the organisation, with each appointed head shaping the principles of their respective funds in accordance with the wider objectives of the UKFC. Drawing on strategy documents, internal papers and interviews with key personnel, I argue that the UKFC worked to position itself as a ‘vanguard organisation’ seeking to shake up an independent sector seemingly reliant on state handouts and introduce a commercial perspective to the industry. This mission met an abrupt end, however, when the incoming Coalition government closed down the organisation in 2010.  相似文献

The August 1947 transfer of power in India brought to the fore questions regarding the future of the areas which had long been leased by the government of India from certain princely states. Focusing on the Gilgit Agency, parts of which were leased from the state of Jammu and Kashmir, this article traces the nature of the agency and the manner in which it ultimately became a de facto part of Pakistan while Kashmir acceded to India. Conflicting accounts exist as to who was actually responsible for the revolution in Gilgit which led it towards Pakistan. This article uses all available sources to relate clearly and analyse the actual course of events during the tumultuous months of October and November 1947. The article also assesses the status and then formal accession of the two small states of Hunza and Nagar, adjacent to Gilgit, which had been erroneously treated as being under the complete suzerainty of Kashmir.  相似文献

This article discusses the creation of assault as a crime against health and life as this discursive process is expressed through Swedish laws, legislative discussions, and legal practice from 1945 to 1965. Inspired by Michel Foucault’s theoretical reflections on biopolitics and sociologist Thomas Lemke’s outline to a analytics of biopolitics, the article argues that a most central component in the genealogy of assault as a crime against health and life was a shift in the first post-war decades, from a predominant legal idealistic paradigm within Swedish jurisprudence, by which assault was defined as a crime against bodily integrity, to a legal realistic epistemology, imbued with the scientific knowledge and empirical ‘truth’-producing practices of modern medicine. As an effect, new discourses around the victimized body emerged, through which prevailing knowledges and ‘truths’ around violent crime and its effects were challenged and marginalized. In this discursive process, the 19th-century legal-moral category of violent crimes finally collapsed into the overarching legal category prescribed by Brottsbalken (1965) as ‘crimes against health and life’. Consequently, the victimized body was deprived of all meaning but ‘life’ and thus created as a biopolitical space, available to series of life-governing interventions and regulatory practices.  相似文献

Recently, the UN Special Rapporteur in the field of cultural rights has stated that the intentional destruction of cultural heritage is a violation of cultural rights. The Rapporteur examines a timely issue but bases her statement on narrow understandings ‘heritage’ as irreplaceable and ‘destruction’ as ideologically motivated and aggressive. This reinforces hegemonic ideas about heritage and what constitutes its destruction. In this article, I discuss the case of Bagan in Myanmar to illustrate the limitations of the Rapporteur’s statement. In Bagan, whether and how ‘heritage’ should be protected has been the topic of controversy. By implication what is – or is not – considered intentional destruction is contested. Ambiguity about the meaning of cultural rights, the dissonant nature of heritage, the subjectivity of destruction, and complex multi-layered motivations behind ‘destructive’ practices make overarching statement about the destruction of cultural heritage and cultural rights violations too bold and call for more nuance and contextualised research.  相似文献

After the 7 July and 21 July 2005 attacks on London the government‐sponsored effort to ‘prevent extremism together’ has repeatedly acknowledged the central role of anger at UK foreign policy in the radicalization of some British Muslims. This acknowledgement has been incorporated into a ‘comprehensive framework for action’ centring upon the need for increased ‘integration’ and an effort, critically, to re‐work British multiculturalism as a means to combat terrorism. Examining the history of multiculturalism in Britain and the tradition of living and acting ‘together’ that it suggests, however, raises a set of questions about the society into which integration is supposed to occur, what integration might involve and its real efficacy for combating terrorists. In addressing these issues, this article suggests that the debate over contemporary multiculturalism should be situated within a much wider social and political crisis over the meaning of ‘community’ in the UK, to which questions of global order and foreign policy are central. Comparing the ‘ethical’ basis of Al‐Qaeda's attacks with Tony Blair's invocation of ‘values’ as the foundation for military intervention reveals that both seek to realize models of community through violence and a shared process of ‘radicalization’ which in both cases precedes 9/11 and which might be traced back to the Gulf War of 1991. The article concludes that debate over the future of multiculturalism in the UK is being conducted alongside and is implicated within a second, violent global conflict over community: one which is central to, but essentially unarticulated within the domestic context.  相似文献

At the end of the eighteenth century, the Orthodox Patriarch of Constantinople was a religious leader of global stature, exercising direct authority over millions of Christians in the Ottoman Empire and a primacy of honor in the wider Orthodox ecumene. By the 1830s, however, the Patriarchate confronted a new international order that was broadly hostile to its claims. Tensions became particularly bad between the Patriarchate and the British government as both sides asserted their right to control religious affairs on the Ionian Islands, a British-administered protectorate lying off the western coast of Greece. A dispute over who had the power to regulate family law in Ionia escalated in the late 1830s into a minor international incident, with the British government demanding that the Ottoman government depose the reigning patriarch, Grigorios VI. These demands sparked a broader discussion among all the Great Powers as to what the legitimate bounds of the Patriarchate's authority might be. One of the more striking aspects of the incident was the determination of the Powers not to recognize any ‘Orthodox Pope’ in international affairs, illustrating the impact of the modern state system on transnational religious organizations beyond the borders of Europe.  相似文献

ABSTRACT

Based on insights gained from two decades of research on South African heritage and monuments, this paper critically reflects on the status quo of heritage transformation in South Africa 25 years after the end of apartheid. It assesses new directions in national heritage policy and government strategy in relation to recent developments around post-apartheid heritage and the popular demand for a removal of ‘colonial statues’, which gained impetus from the #Rhodes Must Fall campaign. It is argued that the government’s approach to heritage transformation and most notably its treatment of white minority heritage, dominated by the ‘juxtaposition model’, has had limited success. The paper illustrates how heritage and the memory of the past are entangled with socio-political and economic realities in the present, which in turn is overshadowed by the long-term effects of apartheid and impacted by global or transnational considerations, such as foreign investment and tourism.  相似文献

In 1956, the British Ministry of Health instituted a vaccination programme against poliomyelitis, but run into myriad supply and administrative issues. When Coventry experienced an epidemic in 1957, it came to symbolise these problems. Throughout, it was claimed that the government lacked ‘common sense’. This article explores how and why ‘common sense’ was used as a rhetorical weapon in the debates over policy at the local and national level. While those claiming ‘common sense’ were often at odds with medical and administrative authorities, the arguments were often informed by deeply held beliefs about vaccination and disease.  相似文献
