The efforts to involve Aboriginal people in the development of a management plan for a newly created World Heritage Area (WHA) in northern Queensland are examined. Although the management agency expended considerable effort to encourage the participation of local Aboriginal people the program was flawed and served to marginalise some Aboriginal groups from the management of their traditional lands. The management agency failed to understand the nature of contemporary and traditional Aboriginal social organisation. Insensitivity to the diverse nature of Aboriginal social organisation, and ignorance of the complexity of Aboriginal representation, rendered the interests of some groups with traditional interests invisible to the management agency. Because the management agency uncritically accepted the claims to a mandate for regional representation by one Aboriginal lobby group, this group was able to assume a dominant position in liaising with the management agency.  相似文献

Traditional Native-American subsistence in the Pacific Northwest and northern Rocky Mountains followed annual cycles of fishing, hunting, and gathering. Camassia was the most widely used vegetable food. Camas bulbs were so highly regarded that native management strategies evolved to maintain their productivity and to prevent overexploitation. Tactics included control of access to tribally-held camas grounds, regulation of individual allocations of camas bulbs, private ownership of camas prairies, and application of quasi-agricultural practices toward increasing camas production.  相似文献

Research on Local Emergency Planning Committees (LEPCs) has suggested that members' perceptions of group processes and participation activities mediate the relationship between organizational context and LEPC effectiveness. Data from 57 LEPCs support the importance of organizational commitment in predicting member participation and the predictive power of some of organizational commitment's previously identified antecedents. However, the data failed to support two hypotheses about the effects of organizational context on group process and of member participation on LEPC effectiveness. These findings suggest ways to increase the effectiveness of voluntary, quasi-public organizations such as LEPCs, citizen advisory panels, and planning boards.  相似文献

Abstract

Environmental ethicists speak fervently about the impact of human activity on the sustainability and survivability of Earth's community. But often these discussions fail to acknowledge one human activity more powerful and with the potential for greater destruction than any other— the United States military and its "empire of bases" encircling the globe. Military operations, both peacetime missions and contingency operations, and military installations stamp a large footprint on the earth's environment. From the atmospheric nuclear tests in the Bikini Atoll to the removal of the coral reef at Diego Garcia, the environment of the Pacific Rim has been shaped by the demands of U.S. national security. This paper examines the environmental footprint of U.S. Pacific Command. Secondly, it suggests that the exigencies of U.S. military presence need to be included in discussions of environmental ethics.  相似文献

This article argues that regional planning is dominated by two conflicting discourses that have different principles of involvement: the discourse of partnerships and the discourse of broad participation. These discourses and principles are not easy to reconcile in practice. On the basis of studies in the literature and a comprehensive case study, this article discusses how these conflicting discourses in regional planning challenge democratic norms, and how this problem is dealt with by the regional political leadership. The article shows that the use of meta-governance strategies and broad arenas of participation might be used in this respect, for example, by constantly having a focus on maintaining democratic anchorage when partnerships are used in regional planning processes.  相似文献

Names can act as daily reminders of a colonial presence. To unsettle Settler origin stories, we strive to reveal the legacy of (dis)possession rooted in naming. As case studies, we consider the attribution of the name Salish Sea, the naming of the Straits of Juan de Fuca and Georgia, and the delineation of national boundaries during the San Juan Water Boundary Dispute. We use these examples to demonstrate the unsettling potential of (re)naming practices. To conclude, we suggest further areas for praxis and research that are situated in a broader context of naming practices.  相似文献

This article draws on a case study of bovine life in the US dairy industry to observe the power relations and violent networks of commodification involved. I use the terms gendered commodification and sexualized violence to understand the lives of animals in the industry and the discourses that are employed to reproduce its practices. Focusing on sex and gender, concepts which have long been classic in feminist geography, this article explores the sexually violent commodification of both female and male animals in dairy production. In addition to the ways in which both are exploited for their productive and reproductive capacities, male animals are also discursively conceptualized as perpetrators of the violence against the females. This article engages with geographies of the body and animal geographies in order to extend geographies of the body to other-than-human bodies and in order to feature the body more prevalently in animal geographies. This attention to the animal body ultimately reveals the pervasiveness of sexual violence and the consequences of gendered commodification for both nonhuman and human others.  相似文献

In the Pacific Northwest of North America, researchers routinely suggest changes in human use of animals explain hunter-gatherer organizational changes and development of cultural complexity. For example, most models developed to explain developing cultural complexity invoke salmon in some fashion. Yet until recently, fish remains were not carefully studied and more generally, zooarchaeological evidence has not been systematically used to test models of culture change. This study reviews the 10,000-year-old faunal record in the Pacific Northwest to test predictions drawn from models of resource intensification, resource depression and hunter-gatherer organizational strategies. The records from two subareas, the South-Central Northwest Coast (Puget Sound/Gulf of Georgia) and the Northern Columbia Plateau, are examined in detail, representing 63 archaeological sites. While minor changes in animal use are evident, the overall record is characterized by stability rather than change.  相似文献

Blue Mountains City is a unique urban area of 75 000 people, located along a narrow mountain ridge and within a world heritage national park, between 60 and 120 kilometres west of Sydney, New South Wales, Australia. The Blue Mountains City Council is currently developing a regional city strategy to guide development over the next 25 years. All sections of a very diverse community have been consulted in the public participation process, including children aged between six and 12 years. This paper deals with the analysis of 269 entries for a children's story-writing competition organised by the council. The children had to imagine that they were adults in 2025 and write a story about what their home and city would be like at that time. The paper discusses the complex problems of consulting with children on strategic regional planning matters, and the results from analysis of these competition entries in the light of those problems. The most important issues for the children as a whole were the impact of traffic, the impact of urban development on residential neighbourhoods, places for children to play, protection of the natural environment, for which the city is famous, and the ability to keep domestic pets. One of the most significant impressions emerging from the analysis is that children were far from optimistic about the future. Thirty-five per cent of entries had a negative tone, whereas only 24% were positive. The remaining 41% were written in a matter-of-fact narrative style that indicated neither enthusiasm nor disappointment with the future of the city. The children were more or less evenly divided on whether the future would be strongly based on advances in technology, much the same as now, or based on simpler technology than at present. The technique of story writing, despite some methodological difficulties in this particular case, was a useful tool for consultation with children of this age group.  相似文献

Chemical analysis of residue extracted from stone pipes and pipe fragments excavated at sites in the southern Pacific Northwest Coast of North America demonstrate that hunter-gatherers smoked the psychostimulant tobacco (Nicotiana sp.) by at least AD 860. Non-farming ethno-historic Native Americans throughout the west gathered and sometimes cultivated tobacco for ritual and religious purposes, but until now the antiquity of the practice on this part of the continent was unknown. Method validation includes chemical characterization of a suite of smoke plants and experimental reproduction of “smoked” pipe chemistry; results indicate biomarkers are traceable for several species commonly smoked by ethnographic native peoples, including tobacco (nicotine, cotinine), tree tobacco (anabasine), and kinnikinnick (arbutin). Developed methods—where residue is extracted directly from the stone or clay matrix of whole and fragmentary archaeological pipes—may be applied in similar studies investigating the spread and use of ritual smoke plants in the ancient Americas and elsewhere.  相似文献

The article contributes to the discussions of the relationships between planners and the local community, with a focus on the intervention of the planner in reaching reflexivity and just decisions. In spite of the commonly acknowledged phenomenon of local communities that protest against “unwanted” risk facilities, the principal contradiction in the problem formulation between their lifeworld and the structure of modern institutions has received little attention. This is the focus of the following case study, which explores the communicative activity of the local community within a planning process of mining in a new EU member state. In the theoretical section, I discuss the theory of Habermas to re-investigate the widely criticized foundations of communicative planning. I approach the statements of Habermas with the help of Luhmann to reveal that their different viewpoints may be complementary rather than oppositional. The empirical analysis focuses on the lifeworld of the affected community members and the decision-making process by institutions. The analysis reveals preconditions embedded deeply in the planning process that prevents community members from the introduction of their vision of the issue.  相似文献

While the Federal and Queensland governments promote self-management and self-determination policies, many Queensland Aboriginal Councils are still unable to participate fully in the development planning processes that affect their land and marine resources. Aboriginal Councils are often over-worked, under-resourced and inappropriately structured, limiting their control over natural resource use planning in their own communities and participation in regional development planning processes. This has serious implications for the long term future of Aboriginal communities. Thus, in line with recent developments in planning theory, this paper outlines the need to assist Aboriginal Councils to bargain effectively and to negotiate with government agencies and resource developers.  相似文献

There is a tendency in policy to reduce the complexity of planning and decision-making by simplifying both the process and the scope of projects. However, by framing a planning project's scope or process in a narrow way at an early stage, the possibility of adapting to changes in the context, and thus dealing with unexpected challenges, is limited. This paper explores the mechanisms that enhance or limit the adaptive capacity within the process of decision-making and planning. We develop the concept of adaptive capacity using organizational learning theory and use empirical data from a mega project in The Netherlands to identify the moments of adaptation and to discern these mechanisms. Mega projects are especially useful objects of analysis as the complexity of their planning and decision-making is extreme, with characteristically very long and controversial processes dotted by recurring deadlocks. In this empirical research we find that incremental adaptations such as mitigation measures are the initial response to deadlocks, but that for deadlocks caused by strong opposition, radical adaptations are needed. A more proactive approach to enhancing adaptive capacity is desirable and might paradoxically even lead to cheaper and more relevant projects and faster planning and decision-making.  相似文献

Shellfish remains excavated from an early agricultural village on the Pacific Coast of Mexico (Guerrero) indicate a dietary shift from locally obtained estuarine shellfish (1400–1100 BC) to a greater diversity of mollusks collected from more distant marine environments (900–500 BC). The timing of this shift suggests that it occurred as human populations increased and impacted the availability of local estuarine resources. We argue that this prompted the incorporation of a more diverse array of shellfish species harvested at greater distances or obtained via trade, possibly with the use of boats to transport shellfish and other resources back to the village.  相似文献

Summer streamflow is a vital water resource for municipal and domestic water supplies, irrigation, salmonid habitat, recreation, and water‐related ecosystem services in the Pacific Northwest (PNW) in the United States. This study detects significant negative trends in September absolute streamflow in a majority of 68 stream‐gauging stations located on unregulated streams in the PNW from 1958 to 2008. The proportion of March streamflow to annual streamflow increases in most stations over 1,000 m elevation, with a baseflow index of less than 50, while absolute March streamflow does not increase in most stations. The declining trends of September absolute streamflow are strongly associated with seven‐day low flow, January–March maximum temperature trends, and the size of the basin (19–7,260 km2), while the increasing trends of the fraction of March streamflow are associated with elevation, April 1 snow water equivalent, March precipitation, center timing of streamflow, and October–December minimum temperature trends. Compared with ordinary least squares (OLS) estimated regression models, spatial error regression and geographically weighted regression (GWR) models effectively remove spatial autocorrelation in residuals. The GWR model results show spatial gradients of local R 2 values with consistently higher local R 2 values in the northern Cascades. This finding illustrates that different hydrologic landscape factors, such as geology and seasonal distribution of precipitation, also influence streamflow trends in the PNW. In addition, our spatial analysis model results show that considering various geographic factors help clarify the dynamics of streamflow trends over a large geographical area, supporting a spatial analysis approach over aspatial OLS‐estimated regression models for predicting streamflow trends. Results indicate that transitional rain–snow surface water‐dominated basins are likely to have reduced summer streamflow under warming scenarios. Consequently, a better understanding of the relationships among summer streamflow, precipitation, snowmelt, elevation, and geology can help water managers predict the response of regional summer streamflow to global warming. Patrones espaciales de las tendencias de los caudales de marzo y septiembre en el Pacífico Noroccidental. Los caudales (streamflows) de verano son recursos hídricos vitales para el abastecimiento de agua municipal y domestico así como para el riego agrícola, el hábitat de los salmónidos, la recreación, y para varios servicios de los ecosistemas en el Pacífico Noroccidental (Pacific Nortwest‐PNW) de los Estados Unidos. Este estudio identifica tendencias negativas considerables en los caudales absolutos de septiembre en la mayoría de las 68 estaciones de medición situadas en ríos y arroyos no regulares del PNW entre 1958 y 2008. La proporción del caudal de marzo con respecto al caudal anual aumenta en la mayoría de las estaciones situadas a más de 1000 metros de altitud, que tienen un índice de caudal base (base flow index‐BFI) de menos de 50, pero se mantiene estable en el resto (la mayoría) de las estaciones. Las tendencias decrecientes de los caudales absolutos de septiembre están fuertemente asociadas con el caudal mínimo para siete días (seven‐day low), con las tendencias de temperatura máxima entre enero y marzo, y con el tamaño de la cuenca (19‐7,260 km2). Las tendencias crecientes de la proporción del caudal total correspondiente a marzo están asociadas con la elevación, con un equivalente a agua de la nieve de abril (one April snow wáter equivalent ‐SWE), con la precipitación de marzo, el center timing (TC) de los caudales, y con las tendencias de temperatura mínima entre octubre y diciembre. En comparación con los estimados de modelos de regresión de tipo mínimos cuadrados ordinarios (ordinary least squares‐OLS), los modelos de regresión de error espacial (spatial error regression‐SER) y de regresión ponderada geográficamente (geographically weighted regression‐GWR) eliminan eficazmente la autocorrelación espacial en los residuos. Los resultados del modelo GWR producen mapas con gradientes espaciales donde los valores de los R2 locales son consistentemente más altos en las cascadas del norte. Este resultado pone de manifiesto que diferentes factores hidrológicos del paisaje, tales como la geología y la distribución estacional de la precipitación, también influyen en las tendencias de los caudales en el PNW. Adicionalmente, los resultados del modelo de análisis espacial muestran que la inclusión de diversos factores geográficos ayuda a aclarar la dinámica de las tendencias de los caudales en un área geográfica grande, corroborando la mayor utilidad de modelos con enfoque de espacial sobre modelos. Los resultados indican también que en cuencas transicionales (entre lluvia y nieve) donde predominan las aguas superficiales existe una probabilidad más alta de reducccion de caudal de verano en el contexto de escenarios de calentamiento.
