As in most areas of Israeli historiography, studies in the history of the educational system rely mostly on sources concerning the leaders of the system, and above all, the political arena. However, quite surprisingly, the Israeli government had almost no part in the formation of the secondary education system. With no legal or budgetary sanctions, the Ministry of Education had no authority over the multitude of institutions. High schools were founded according to the parents’ demand for education, and maintained by their tuition fees, without any governmental intervention. Thus, any historical account of the system and its ramifications should take into consideration that it was shaped not by politics and ideology, but by an “Invisible Hand.”  相似文献

This article considers recent changes in France's assistance programme to black Africa. It looks at the historic logic underpinning France's aid policies and structures; examines the latest reforms; and attributes these to the election of a reformist socialist government, a favourable political climate, globalisation and the constraints of EMU. The main obstacle to reform is said to be President Chirac who remains attached to the old logic of French African relations. Ultimately, however, it is not the struggle between modernisers and traditionalists but pressures from France's African and European partners which will determine the future of French aid policy.  相似文献

Abstract

This paper explores the conceptualization and interpretation of ‘European solidarity’ by the French President François Mitterrand. It discusses the relevance of former concepts of foreign and European policy. It differentiates between a European idea and European institutions, also taking into account personal experiences. Finally, it analyses the correlation between different concepts such as ‘European solidarity’, ‘transatlantic solidarity’, ‘West European solidarity’ and ‘pan-European solidarity’.  相似文献

This paper discusses the cultural attraction, ‘soft power’, and importance of cultural proximity to the popularity of the Japanese language in Hong Kong over the last three decades. Exploration of both primary and secondary sources constitutes the main research methodology employed. Email surveys and face-to-face interviews were undertaken to ascertain the nature and degree of the cultural attraction that stimulates local people's interest in learning Japanese language and culture. The paper concludes that Japan's ‘soft power’, i.e., popular culture and cultural products, are the most influential driving forces behind the popularity of Japanese language in Hong Kong. Also, the Japanese cultural proximity to the Chinese is another factor that excites local people's interest in learning Japanese as a foreign language. In the Hong Kong context, geopolitical and national identity factors do not seem to detract from the popularity of the Japanese language.  相似文献
