In the present study the author examines the migratory practices of movement between France and Portugal of young French of Portuguese ancestry, as well as of young Portuguese living in France. The study of these practices from an ethnological point of view sheds light on the interaction of material resources and the multifaceted symbolic resources associated with them. Besides the economic and political dimension in which these practices are grounded, the identity — forming process of which they are a part raises a number of questions — especially in the context of the European Union. The author shows how, by using elements drawn from the family migratory history, natural history and Portuguese culture, the descendents of Europeans who migrated for economic reasons are now trying to go beyond the dilemma of an identity posed by their «double culture», as well as the social and cultural constraints imposed on them by their elders.  相似文献

ABSTRACT. This article explores the concept of European Union identity and its significance for European integration by drawing upon insights from theories of nationalism and national identity. European Union identity is viewed as an ongoing process which is banal, contingent and contextual. The central hypothesis is that: European integration facilitates the flourishing of diverse national identities rather than convergence around a single homogeneous European Union identity. The role of the EU as facilitator for diverse understandings of collective identities encourages the enhabitation of the EU at an everyday level and the reinforcement of a sense of banal Europeanism which is a crucial aspect of the European integration process. Facilitating diversity may thus provide a vital source of dynamism for the integration process.  相似文献

Between 1 July and 31 December 2000, France chaired the Council machinery of the European Union (EU). This presidency was the 11th occasion since 1957 that France fulfilled the function, but was the first time that the French authorities attracted such sustained criticism for their performance. Indeed, in the aftermath of the Nice summit which concluded the presidency, France effectively found itself on trial for its handling of the presidency in particular, and for its political leaders' stance towards European integration in general. A tone of defensiveness on the part of the French leadership also characterised the presidency from start to finish, and beyond. This article reviews the French and EU agendas and examines the charges brought against France. It analyses the main arguments forw arded in its defence, and considers the possible mitigating circumstances—domestic and EU-wide—which may have toughened the challenge that the rotating presidency poses to any EU member state. It delivers its verdict on the presidency, and assesses the sentence it imposes henceforth on French political leaders seeking to redefine France's role in the EU.  相似文献

The fundamental aim of the cultural policy of the European Union (EU) is to emphasize the obvious cultural diversity of Europe, while looking for some underlying common elements which unify the various cultures in Europe. Through these common elements, the EU policy produces ‘an imagined cultural community’ of Europe which is ‘united in diversity’, as one of the slogans of the Union states. This discourse characterizes various documents which are essential to the EU cultural policy, such as the Treaty of Lisbon, the European Agenda for Culture and the EU’s decision on the European Capital of Culture program. In addition, the discourse is applied to the production of cultural events in European Capitals of Culture in practice. On all levels of the EU’s cultural policy, the rhetoric of European cultural identity and its ‘unitedness in diversity’ is related with the ideas and practices of fostering common cultural heritage.  相似文献

The cultural policy of the European Union (EU) has become more important than before as economic crisis threatens to undermine the EU’s nascent political identity. This paper offers graphic narrative (or comics) as a medium particularly suited to the task. This suitability results from several features: (1) the text/image hybridity of comics, which eases translation into multiple languages; (2) the topological aspect of graphic narrative, in which panels compose a spatial network of relations of various intensities that is isomorphic with the theorization of European space offered by a key EU think tank; and (3) the potential for comics of the ‘everyday’ to narrate a plural, non-didactic identity with which both Europeans and others can identify. It is hoped that a policy such as this could have a more positive influence on the more territorial, exclusive notions of the EU.  相似文献

The territorial expansion of the European Union (EU) to the new central and eastern European member states raises difficult challenges for European spatial planning. In almost the same manner as structural policy, the conceptual side of European spatial planning has to acknowledge that with enlargement a quantum leap regarding its politics and policy is about to occur. While reflecting on discussions about EU's regional policy and spatial planning on the European level, and sketching a theoretical background, this paper proposes a new way of conceptualizing European spatial planning, taking central and eastern European spatial planning—perhaps as a new epistemic community—into consideration.  相似文献

Internationalizing the Spatial Identity of Cross-Border Cooperation   总被引:1,自引:0,他引:1  
The adoption of Schengen Agreement and acceleration of cross-border region building among European Union (EU) member states have considerably diversified the character of identity policies in European border areas. One important outcome is the formation of different spatial identities for improving the policies of cross-border cooperation. Using the formation of internationalized spatial identity of North European twin cities Haparanda (Sweden) and Tornio (Finland) as study example, this article argues that the promoters of cross-border cooperation still pay little attention to the strategic planning and coordination of identity policies. As a result, the promotion of an international spatial identity of cross-border cooperation remains unbalanced failing adequately to support the aims of cooperation policies. The ineffective integration between cooperation policies and international identity of cooperation complicates the building of competitive and dynamic cross-border regions in the EU peripheral areas as well as responding to challenges of EU's territorial cohesion.  相似文献

Over the last 10 years, European Union interest in planning has increased significantly. Although land use planning remains a function of each member state, the legal obligations imposed by the EU in the fields of environmental law, structural funds, the Common Agricultural Policy, and Trans-European Transport Networks, have all impacted upon the context of the operation of the British planning process. Many of the EU initiatives have had to be transposed into domestic legislation, while others form an important-if oft-times uncertain-framework for British policy-makers. This paper examines the relationship between the European Union's policies and initiatives as they have potentially impacted upon the British planning system and the contents of Britain's national and regional planning policy guidance to local planning authorities in the assessment period 1988-1997. But the Conservative governments adopted a 'Eurosceptic' approach to their relations with Europe and, as demonstrated within this paper, also towards spatial planning issues that caused uncertainty in practice. The research indicates that although the EU has impacted upon British planning, particularly at the local level of government, this has not been reflected at the national and regional levels in planning policy documentation, mainly because of the 'Eurosceptic' attitude of the government. Policy-makers at both the national and regional levels in England, Scotland and Wales are now recognizing the need, however, to keep apace with changes occurring simultaneously with regard to enhanced European integration, and the approach of the Blair government since 1997 has re-focused the relationship between the EU and UK over spatial planning.  相似文献

In this article I discuss the history of Italian Jews from the Emancipation to the racial laws of 1938 and their present-day attitudes to Judaism and the State of Israel. My aim is to suggest how the policy of social integration enabled Italian Jews to construct a new identity without losing their ancestral heritage. The example of Italian Jewry is relevant to understanding the growing need in today‘s European Union—now comprising 27 countries with different languages, cultures, and values—of revising the concept of national identity and of exploring ways of constructing a new European identity.  相似文献

This article examines the potential political influences on European Union (EU) external trade policymaking. Given the EU's volume of international trade and its extensive involvement in bilateral and multilateral trade arrangements, a better understanding of how the EU makes external trade policy is increasingly important. It is an extremely complex process—involving the EU public, the 25 member states' parliaments and governments, and the institutions of the EU, including the Council of Ministers, the European Parliament, and the European Commission. It is a system of multilevel governance with overlapping jurisdictions with numerous potential access points for societal interests to influence European external trade policy. In this article, we evaluate the probable political channels that societal interests could use to influence EU external trade policy. We employ the principal–agent (P–A) framework to examine five of the more important P–A relationships that are likely to influence EU external trade policymaking. We conclude that EU policymaking as it pertains to external trade is quite insulated from general public pressures. The primary institutions involved in external trade policymaking are the EU Council of Ministers and the Commission—both of which are largely insulated from the public. Future empirical work should focus on this relationship between the Council of Ministers and the Commission.  相似文献

Germany has traditionally played a key role in promoting European Union solutions to domestic policy problems. In doing so it gained a reputation as a ‘tamed power’ (Katzenstein). This article reviews Germany's diplomacy two decades after unification. It explores the ‘tamed power’ hypothesis with reference to three policy areas: constitutional reform in the EU; Justice and Home Affairs policy; and an issue that has made German European policy very salient of late, the management of the Eurozone. The article argues that Germany has become a much less inclusive actor in European policy, pursuing policy solutions through ‘pioneer groups’ where these offer greater promise than the EU itself and becoming increasingly attentive to domestic political constraints. The article argues that Germany has become a normalized power, with significant implications for the EU.  相似文献

ABSTRACT. In this study the authors analyse Czech national identity after the break‐up of Czechoslovakia and before accession to the European Union. National identity is understood here as a construct consisting of several elements, four of which the authors analyse: territorial identity (localism, regionalism, patriotism, and Europeanism), the image of the nation – the cultural nation (ethno‐nation) and the political nation (state‐nation), national pride (in general, and in cultural performance and in the performance of the state), and love for the nation – nationalism (or more precisely, chauvinism) and patriotism. To create a more complex picture of Czech national identity the authors compare it with national identities in eleven other European countries. To conclude, the authors analyse the attitudes of Czechs toward the European Union, and national identity is used as an important explanatory element of the support for EU governance.  相似文献

The formerly socialist East European countries have undergone extensive political and territorial changes since the collapse of the Soviet Union in 1989. This transformation has largely been associated with two simultaneous developments in the post–socialist states: nationalisation and European integration. The concept of post–socialist borderland underlines the scope and effect of post–socialist identity politics in the countries applying for EU membership, and also points at the dramatically changing political map of Europe.
In discussions about the ongoing European integration, stability is expected to emerge through inclusive arrangements. It has generally been thought that political accommodation is not at issue at the future internal or external borders of the EU. However, the European enlargement project faces severe problems as nationalization and European integration represent contradictory tendencies in post–socialist democratisation and European stabilisation.
This article discusses the role that borderlands play in balancing between national and European goals. The evolving European integration is examined from the vantage point of the states applying for membership. Particular attention is paid to the contextual basis of political argumentation, the structural politics of the European Union, and the nationally sensitive elements of the nation–state. The example of the Estonian/Russian borderlands represents a 'post–socialist' condition, within which old loyalties of the past meet contemporary socio–economic and political realities, threats and future expectations. These issues seem to influence considerably the formation of 'common European goals' in the enlarged European Union.  相似文献

This article considers the changing nature of France's relationship with the EC/EU. It looks at how France's ability to define the shape and direction of integration for much of the postwar period has been eroded since the implementation of the Single European Act, and how German unification has altered the balance of power within the Franco‐German alliance, so precipitating a crisis in France about ‘Europe’. Though the impact of the EU has often been exaggerated, the consequences of European action have been significant, contributing to the change in French economic policy and the transformation of the capacities of the French state.  相似文献

In this special issue, we seek to explore experiences, performances and effects of both “unfamiliarity” and “familiarity” across a diversity of inner and outer borders of the European Union. In EU integration discourse, cross-border unfamiliarity is usually considered to obstruct international mobility and diminish opportunities for cross-border cohesion and communities to develop. European development policy, therefore, often focuses on creating mutual understanding in border regions, especially through diminishing the barrier effect of borders. One of the consequences is that more cross-border familiarity is created. However, too much familiarity may also have undermining implications for cross-border mobility, integration and community-building. This special issue, therefore, scrutinizes what “being” and “feeling” (un)familiar imply in cross-border contexts and what consequences both have for spatial practices in and representations of borderlanders in several Euroregions—as well as for European regional development policies aiming for cross-border mobility, integration and community-building.  相似文献

The European Union (EU) has in recent years propagated an approach to ‘culture’ that pulls together support for the creative and cultural industries with diversity-sensitive immigration and integration strategies, drawing on popular policy visions of the ‘creative’ and ‘intercultural’ city. This approach emphasizes the role that the diversity of culture, as personal resource, can play in enhancing economic competitiveness. The article examines its logic and possible effects through an analysis of EU documents and policy in Berlin. Berlin intersects with the EU’s agenda, using EU structural funds and participating in the European program ‘Intercultural Cities’. It is shown that the attempt to use ‘culture for competitiveness’ equates support-worthy ‘diversity’ with forms of culture that conform to (neo)liberal values and priorities. The attempt to shape a cosmopolitan place attractive for investment and the high-skilled feeds into gentrification processes that create ‘diverse’ neighborhoods where ‘difference’ has no place.  相似文献

Mirroring Jacques Delors’ much quoted ‘No one falls in love with a common market,’ there has been an increased emphasis on ‘culture’ as a vital tool in the European Union (EU) integration process. Yet, how these programs for ‘cultural exchange and dialogue’ affect artistic production, and reception, is rarely discussed. Drawing on interviews with actors in Berlin and Istanbul who engage with cultural policy in the European arena (2005–2008), this paper aims to illuminate the tensions that this nascent European cultural policy has engendered, not least with regard to the EU stipulations on national cultural sovereignty. I argue that while EU cultural initiatives indeed produce a kind of ‘Europeanization,’ they do so mainly through thematic and institutional incorporation. However, this type of integration tends to recast power differentials within the EU and beyond, despite proclaimed goals to the contrary, as cultural exchange programs tend to reinforce distinctions between ‘art proper’ and ‘ethnic cultural production.’  相似文献

This study focuses on integration processes in European Research and Development (R&D) by analyzing the spatiotemporal dimension of three different R&D collaboration networks across Europe. The studied networks cover different types of knowledge creation, namely project‐based R&D networks within the European Union (EU) Framework Programmes (FPs), co‐patent networks, and co‐publication networks. Integration in European R&D—one of the main pillars of the EU Science Technology and Innovation policy—refers to the harmonization of fragmented national research systems across Europe and to the free movement of knowledge and researchers. The objective is to describe and compare spatiotemporal patterns at a regional level and to estimate the evolution of separation effects over the time period 1999–2006 that influence the probability of cross‐region collaborations in the distinct networks under consideration. The study adopts a spatial interaction modeling perspective, econometrically specifying a panel generalized linear model relationship, taking into account spatial autocorrelation among flows using eigenfunction spatial filtering methods. The results show that geographical factors are a lower hurdle for R&D collaborations in the FP networks than in co‐patent networks and co‐publication networks. Furthermore, it is shown that the geographical integration is higher in the FP network.  相似文献

Convergence of national planning systems in Europe has become an important issue in the context of transnational and cross-border planning, which in turn plays a key role in the policy of creating a cohesive European space. Converging trends concerning planning styles and structures may undoubtedly be detected and also include new European Union (EU) member countries. Yet, by a minute's inspection of the (long-established) German and of the (created in the run-up to EU membership) Polish planning system from a cross-border planning perspective, it becomes obvious that similar structures may not coincide with a similar idea of what spatial planning is about. As highlighted by two chosen examples—cross-border twin-city and metropolitan planning—this results in significant hindrances for planning cooperation in its own right. The article concludes that any convergence of planning systems—if it was to have a constructive impact on cross-border planning—needs to be based on the acceptance of joint planning standards, objectives and values.  相似文献
