This article presents a constructivist-inspired analysis of the Jospin government's European policy, understanding most policy developments during this period as variations on well-established French preferences—rooted in a modified Gaullist paradigm—embedded in French state identity. The variations reflect external political and economic pressures. By June 1997, the potential contradiction between perceptions of European integration as an extension of French state identity and the actual constraints imposed by integration was never greater, due to the reinforced constraints imposed by the operation of the Single European Market (SEM) and Economic and Monetary Union (EMU), in additional to the rise of German unilateralism and the need for European Union (EU) institutional and policy reforms made necessary by the approaching enlargement of the EU eastwards and the increased pressure on the Jospin government to reconceptualise an end-goal to European integration.  相似文献

This article considers the changing nature of France's relationship with the EC/EU. It looks at how France's ability to define the shape and direction of integration for much of the postwar period has been eroded since the implementation of the Single European Act, and how German unification has altered the balance of power within the Franco‐German alliance, so precipitating a crisis in France about ‘Europe’. Though the impact of the EU has often been exaggerated, the consequences of European action have been significant, contributing to the change in French economic policy and the transformation of the capacities of the French state.  相似文献

In May 2004, the European Union acquired not just ten new member states but several new neighbours. At about the same time, it began to flesh out a European Neighbourhood Policy (ENP) to bring some order to the EU's relations with its old and new neighbours and to ensure that the newly enlarged EU would be surrounded by a 'ring of friends'. The ENP is also supposed to stave off further enlargement to eastern Europe. However, several problems with the ENP are evident. It requires much of the neighbours and offers only vague incentives in return, making it unlikely that the ENP can meet its core objectives. Furthermore, the ENP is ambiguous about where the EU's borders will end, and it is already apparent that such ambiguity is not helping to foster reform in eastern Europe. Either the EU should say 'no' to further enlargement, so the ENP becomes the framework for relations with the neighbour for the foreseeable future, or it should say 'yes' to eventually letting in a specified number of neighbours which then move out of the ENP.  相似文献

Policy feedback scholars argue the relationship between policy and politics is dynamic and reciprocal. For instance, policies “make citizens,” teaching the public who deserves positive government treatment and who does not. Furthermore, individual experiences with policy shape participation and beliefs about government, which shapes future policy. But few scholars have examined how experiences with a law shape attitudes toward those targeted by policy. We use a survey of 3000 respondents on MTurk (including an over-sample of people of color) to show how direct and indirect experience with policy shapes social constructions of politically relevant groups. Specifically, we examine how direct (personal) and indirect (via someone they know well) experience with two policy areas (criminal justice and social welfare) shape perceptions of the targets of criminal justice and welfare policy. We find the effect of policy contact is racialized; policy contact has a greater effect on white respondents compared to Black respondents. But despite this contact, whites' attitudes about groups' deservingness remain lower than those of their Black counterparts.  相似文献

Emblematic artifacts, which signify personal or social identity, are potentially valuable sources of information about social organization. To date, however, there has been little comparative study of the social contexts that give rise to use of different kinds of emblems, nor of the ways in which the social significance of emblematic artifacts may change over time. This paper is specifically concerned with the emergence and changing use of hereditary emblems in stratified societies. The histories of lineage devices in western Europe and Japan exhibit a number of similarities which suggest that, in complex societies, hereditary emblems are likely to appear in the presence of unstable systems of social rank. Once introduced, such emblems may acquire additional, nonhereditary, significance without undergoing noticeable iconographic change. The cases examined here suggest a series of general propositions about evolutionary relationships between hereditary emblem use and socioeconomic factors. Although we currently lack a well-developed methodology for identifying hereditary emblems archaeologically, it is clear that the key to their identification lies not in stylistic analysis, but rather in their contexts of use and patterns of association with other items of material culture. Hypotheses derived from consideration of the evolution of lineage emblems in western Europe and Japan are applied to the interpretation of shield decorations of the Archaic and Classical periods in Attic Greece.  相似文献

Islamic law purports to be unchanging and valid throughout the Islamic world. Nevertheless, a close examination of the medieval Islamic law of sate shows that the concept of local knowledge plays a considerable part in it On the one hand, the distinction between legitimate exchange and usury depends on the adequacy of the information available to the purchaser of goods or services; on the other hand, this stress on information leads to insistence that transactions must conform to the local custom of the merchants. Local custom thus comes in, as one might say, through a side door as a source of law, without being explicitly recognised as such.  相似文献

The paper relates the concept of a European political identity to the development of the European Community's foreign policy. After a brief review of the idea of political identity as it developed in Europe over the last five centuries, the paper relates this concept to that of liberal democracy. It then turns to the European Community and the growth of its foreign policy. It addresses two questions: Could the concept of political loyalty to a territorially defined identity be replaced by that of institutional loyalty to not one, but a variety of overlapping institutions? Secondly, can the development of the European Community's foreign policy contribute to the development of a European sense of identity? Two short case studies, one on Yugoslavia, and one on economic aid to Eastern Europe, illustrate recent European Community foreign policy. The paper concludes with some speculations as to the future European political system and its applicability to other parts of the world.  相似文献
