The term ‘post–nationalism’ has been proposed to designate the emergence of political bodies in the wake of economic globalisation. However, not only is the ‘post–national landscape’ strongly redolent of nationalism, but nations themselves continue to correlate with the political subject in ways that cannot be dismissed. In Spanish political debates the notion of ‘post–nationalism’ has been deployed along with the concept of ‘patriotism of the constitution’, vulgarising their original philosophical use. In this context both terms do ideological duty against the peripheral nationalities in an effort to relegitimise the centralised control of the state. In this article I ‘deconstruct’ the self–serving duality between ‘constitutionalists’ and ‘nationalists’ by showing that traditional state nationalism overlaps with the ‘constitutionalist’ position. Subsequently, I consider whether some form of Habermasian detachment of nation from state can be contemplated for Spain.  相似文献

The flow of business money to political parties is a vital issue for Australian democracy. Nonetheless, there has been no systematic study of why Australian businesses contribute to political parties and why they contribute more to one party than to others. I exploit Australian Electoral Commission data on payments to parties by 450 large businesses over 7 years at the Commonwealth and State levels. Economic characteristics (income and sector) are important to understanding which businesses make political contributions. However, they are little help in understanding how businesses distribute their cash. This is best interpreted as an interaction of ideological bias and political pragmatism. If Labor has the political advantage businesses tend to split contributions evenly between the ALP and the Coalition. If the Coalition has the political advantage businesses overwhelmingly target their contributions on the Liberal and National parties.  相似文献

The Arab Spring has reshaped the Islamist landscape in the Middle East drastically. After decades of repression and exclusion, Islamist parties have taken power in Egypt, Tunis, and Morocco. However, the startling rise of Salafism (Salafiyya) remains the most visible feature of the new Islamist scene in the region. After decades of eschewing politics for theological and political reasons, Salafi movements and groups have rushed into electoral politics enthusiastically. They became keen to form political parties, contest elections, and vie for power. In Egypt, the Salafi parties fared well in the post‐revolution parliamentary elections and are a key player in drafting Egypt's new constitution. This article explores the rise of Salafism after Mubarak and examines its effects on the democratic transition in Egypt. It investigates the ideological and theological stance of Salafi movements and parties on politics and democracy in particular. The argument put forward is that the extraordinary political openness in Egypt after the revolution has pushed Salafis into everyday politics. Subsequently, Salafis have become more inclined to adopt a pragmatic and practical discourse. Based on field research, this article provides a thematic analysis of Egyptian Salafism and assesses its political future.  相似文献

Abstract. The formation of nation‐states from the ruins of the Ottoman Empire in the Middle East after World War I, under colonial auspices, proceeded with negotiations in some instances and hostilities in others from previously autonomous communities, some of them formally designated as millets. Iraq comprised a diversity of religious and ethnic communities. The Assyrians, Christian mountain tribes, mostly refugees from Turkish Kurdistan under British protection, were one community which actively resisted integration into the new nation‐state and, as a result, were subject to violent attacks by the nascent Iraqi army in 1933. This episode and the way it was perceived and interpreted by the different parties is an interesting illustration of the political psychology of communitarianism in interaction with nationalism, complicated by religious identifications, all in a colonial context. Subsequent histories and commentaries on the episode are also interesting in illuminating ideological readings.  相似文献

Pauline Hanson is well known for claiming that Australia's major political parties are out of touch with 'mainstream' Australia on issues related to race. Parallel surveys of the electorate and candidates in the 1996 federal election allow this claim to be tested, with items tapping general ideological dispositions, but including questions about Aboriginal Australians, immigration, and links with Asia. I make three critical findings: the electorate holds quite conservative opinions on these issues relative to the candidates, and is quite distant from ALP candidates in particular; attitudes on racial issues are a powerful component of the electorate's political ideology, so much so that any categorisation of Australian political ideology ignoring race must be considered incomplete; racial attitudes cut across other components of the electorate's ideology, placing all the parties under internal ideological strains, but the ALP appears particularly vulnerable on this score. The data show the coalition parties to be the net beneficiaries of the ideological tensions posed by race. Racial issues thus resemble a realigning ideological dimension, with possibly far-reaching consequences for the conduct of Australian electoral politics. Racism is as Australian as lamingtons and sausage rolls but the real political leader is the man or woman who can appeal to what Abraham Lincoln called 'the better angels of our nature'. With the 2011 ceasefire declaration the Basque patriotic left (IA) has committed itself more firmly to constitutional politics. Concurrently, Spain has experienced an upsurge in the popularity of new political parties in the historically two party dominant general elections. The emergence of a political challenger on the left of the political spectrum (Podemos) may pose an opportunity or a threat to the IA's unilateral strategy, as the parties have numerous points of ideological concurrence. This paper analyses how the IA seeks to translate its strategies into mainstream constitutional politics, by exploring how it responds to the question posed by Podemos – ally, competitor, or both? Using an historical institutionalist approach, the conditions at two critical junctures – those surrounding the formation of new political parties during the democratic transition period and the more recent change in the electoral landscape – are compared to assess the initial impact of Podemos on IA cohesion.  相似文献

A paradox exists in relation to contemporary European Christian democracy. Its ideological influence has increased as Christian democratic parties have declined. This is particularly evident in Italy since the demise of the Democrazia Cristiana (DC). By investigating the ideological development of Italian parties and some key policy reforms that they introduced after the fall of the DC, this article explains this ‘Christian democratization of politics’, a process by which Catholic ideals and symbols acquire a decisive impact on the Italian party system. Three types of Christian democratization are individuated and analyzed: the gradual replacement of liberal values with Catholic political ideas in the positions taken by liberal-oriented parties; the novel synthesis between social Catholicism and social democracy by moderate left-wing coalitions; and the Lega Nord’s use of Catholic values to stress populist positions and identity issues.  相似文献

The relationship between globalisation and national identity is puzzling. While some observers have found that globalisation reduces people's identification with their nation, others have reached the opposite conclusion. This article explores this conundrum by examining the relationship between globalisation and people's feelings towards national identity. Using data from the International Social Survey Program National Identity II ( 2003 ) and the World Values Survey ( 2005 ), it analyses these relations across sixty‐three countries. Employing a multilevel approach, it investigates how a country's level of globalisation is related to its public perceptions towards different dimensions of national identity. The results suggest that a country's level of globalisation is not related to national identification or nationalism but it is related negatively to patriotism, the willingness to fight for the country and ethnic conceptions of membership in the nation. An examination of alternative explanations indicates that globalisation has a distinct impact on national identity.  相似文献

Scholarship on political party development in nineteenth-century America has focused on the relationship between elites and voters on the influence of policy proposals. The question is how elite perception of voter demands influenced parties’ ideological development. This study addresses this question by assessing the dynamic between cultural and socioeconomic concerns in party ideological formation and policy articulation. A content analysis of national and state party platforms from 1840 through 1896 sheds light on this dynamic. Ultimately, party leaders set the political agenda by referencing economic concerns to a greater degree than cultural concerns in their platforms.  相似文献

ABSTRACT. Discussions of globalisation and identity have focused on the renewed relevance of various post‐national frameworks of belonging, including the Muslim umma. This article argues against the idea that the umma has come to constitute a primary referent in contemporary Muslim debates about identity or a form of globalised political consciousness. Furthermore, the advent of ‘post‐Islamism’ means that Islamic political mobilisation rarely seeks to establish alternative political orders within the container of the nation‐state. However, this does not mean that we are seeing a reaffirmation of the nation in Muslim contexts today. Rather, transnational Muslim solidarities represent an intermediate space of affiliation and socio‐political mobilisation that exists alongside and in an ambivalent relationship with the nation‐state. I point to two different socio‐religious movements that, without positing the primacy or exclusivity of the umma/Islamic identity, express discrepant visions of the relationship between Islam and the nation: (1) the Fethullah Gülen movement, which serves simultaneously as the vehicle for a particular vision of neo‐Ottoman Turkish nationalism and a critique of the Kemalist national order; and (2) the neo‐Salafist movement, read here as an effort to embed conceptions of public morality and accountability within the discursive tradition of orthodox Islam rather than the institutional framework of modern polity.  相似文献

The left's triumphant appropriation of the nation in discourse and commemoration has become an important focus for studies of the Popular Front period. Yet the response of the leagues and parties of the right to this rhetorical and symbolic challenge has received very little attention, and a significant facet of the political rivalry of these years has thus remained unexplored. This article proposes a comparative study of the concepts of the nation developed by left and right in the period 1934–1938. After analysing the conflicting images of the nation that they espoused, rooted in fundamentally incompatible visions of the First World War, the article then illuminates areas of tension and ambiguity emerging from 1935 onwards, as both the Popular Front and their opponents identified the nation as a territory to be defended and as a community offering reconciliation above geographical and social divisions. In so doing, the article suggests that the concept of the nation became one of the most important centres of contention between left and right in this tumultuous period.  相似文献

This article argues that the rise of parties as ‘public utilities’, that is, semi-state organs crucial in the functioning of democracy, which is currently observed by political scientists, has long historical roots. It looks from an institutionalist perspective to the development of party–state relations in Germany and Italy since the Second World War, paying specific attention to how institutional reform corresponded to changing normative assumptions about the position of political parties in twentieth-century democracy. The first notions on the ‘statist’ dimension of parties were put forward as an answer to the challenges of mass politics in the interwar era. After 1945, politicians and constitutional judges drew upon this tradition in their efforts to stabilize mass democracy. They deliberately constructed ‘party-state democracies’, in which parties influenced the state and the state managed individual parties and the party system. This became visible in the constitutionalization of political parties, as well as in the enactment and normative justification of party (finance) laws in the 1960s and 1970s. The advent of parties as public utilities, even though fiercely criticized today, was therefore embedded in an ideological tradition that sanctioned the ‘party-state’ as crucial for the stability of modern democracy.  相似文献

This article argues that the geographies of taxation offer an important but neglected insight into changes taking place in the nature of the contemporary state in the context of globalisation. Following Schumpeter's analysis of the “tax state”, the paper argues that, historically, the theory and practice of fiscal space are fundamental both to state form and to the possibility of political and social institutions. Despite this, the complexity and fluidity inherent in fiscal space has been obscured by the dominant normative conception of “the” fiscal state. As the concept of “fiscal sovereignty” becomes less and less salient in practice in the context of economic globalisation, it remains a powerful ideological concept for state governance. This paper reviews the primary contemporary accounts of fiscal space across a range of disciplinary contexts and scales of governance. Despite the expectation and or desire for some form of “fiscal globalisation” on the part of commentators, in practice what we see is an increased centralisation of state fiscal control coupled with a creeping individuation and privatisation of fiscal responsibility. This radical respatialisation of fiscal space has profound implications both for the state itself and for any prospect of the creation of a global “public domain” founded on a global fisc.  相似文献

Abstract. In postcommunist politics many of the ‘new national right’ political formations in Eastern Europe and the former Soviet Union have joined forces with the communist successor parties. Such a combination is, on the surface, a baffling mixture; how is it possible that two fundamentally different ideological approaches (nationalism and internationalist socialism) can coexist and actively cooperate to form such a potent political force? What are the conditions under which such political cooperation emerges? This article attempts to answer the above questions by, first, empirically testing the effects of several factors which might explain postcommunist–nationalist political cooperation. Second, the quantitative analysis is buttressed with a comparison of the Hungarian and Russian cases. The analysis indicates that the most important variable associated with the emergence of postcommunist–nationalist political cooperation is the effect of previous regime type.  相似文献

This article examines how to evaluate claims about the extent and impact of globalisation. A focus on the significance of earlier phases of globalisation is essential, but underestimating the importance and scope of recent developments is the wrong lesson to learn from a more historically informed analysis. While it is necessary to maintain a healthy scepticism towards endings, inevitability and irreversibility, it is important to remain open to the possibility that the world political economy has indeed undergone substantial transformation. This article argues that quantitative measures of globalisation need to be supplemented with an analysis of the pivotal role of the state in spurring and sponsoring the process of global economic interaction. State constructions of the imperatives of globalisation have aimed to bolster the acceptance of policy changes that support globalisation and transform domestic political economies. There is continuing potential for state activity to have effects--both positive and negative--on the progress of economic globalisation.  相似文献

The idea of an economy taking a geographical journey highlights the importance of changing spatialities and how these shape and result from economic change. It also focuses on the geographical scaling of key processes. Using these insights, this paper explores three decades of economic change in Australia in which the nation State has played a central role in the operation of markets and accumulation processes, albeit with dramatic shifts in the qualitative nature of that role. Such shifts have been crucial during the emergence of Australia's particular variety of neoliberalism. The paper explores the liberalisation of Australia's financial and corporate environment, trade policies and the industrial relations environment. The three cases suggest contradictions inherent in the State's adherence to a neoliberal reform agenda, in the name of globalisation, while facing: first, political needs to retain sovereignty over national security and tighten border protection; and second, multi‐scaled political processes including clashes with State governments grappling with regional and local impacts of change. There has been no simple roll‐out of neoliberalism in Australia since the mid 1990s. Geographical scales, constructed contingently by social and political agents, have contributed in fundamental ways to the power and direction of economic reform. Despite powerful re‐scalings to both global and local levels over the past three decades, there is no evidence of a diminished role for the nation State.  相似文献

This article introduces our themed section on The Left(s) and Nationalism(s), which provides a comparative analysis of the relationship between nationalism and different left-wing parties in Western Europe. It highlights the innovative comparative perspectives offered by this themed section, which not only concerns a series of different geographical cases studies but also involves the ideological plurality of the Left. The larger research question that our contributors address is how different left-wing parties have dealt with the inherent ideological tension between the universality claimed by the Left and the particularism inherent in nationalism, as a doctrine and a principle of political legitimacy. The article stresses three main contributions of our themed section: (1) Western European left-wing parties do engage with the themes of nationalism and nationhood, but they often rely on convenient silence to solve some of the contradictions with their progressive ideology. (2) None of these parties have formulated thick versions of the respective national identities. (3) State-wide left-wing parties have used instrumental conceptions of nationhood to address the challenge of separatist parties, but only with mixed results.  相似文献

ABSTRACT. Sub‐state nationalist parties of the industrialised West occupy different positions along the left–right political spectrum. Despite the similarities of their political agendas, these parties adopt different ideological identities. This paper seeks to explain the choice of party position and the long‐term consistency of these positions by employing a path‐dependent perspective. The focus is first, on the critical junctures during which such choices are made; and second, on the mechanisms of continuity ensuring the persistence of the left–right identities. Although there are numerous contributions on ethnic electoral politics, relatively little research has been devoted to explain the scope of success of ethnic minority parties. This article addresses the issue within the bounds of post‐communist Europe, paying particular attention to the effect of cultural legacies. It was confirmed, first of all, that ethnic parties are likely to emerge only if their titular minority has a number of voters larger than what is necessary to obtain parliamentary representation. Otherwise, the most successful were the ethnic parties representing the minorities characterised by legacy of regional domination, that is, those whose members had once enjoyed a dominant position as a ruling nation on a given territory (e.g. Hungarians in Slovakia). The second‐successful were the parties representing homeland minorities, that is, those which have resided on a given area for more than two centuries, but have never been members of a ruling nation. The parties representing diaspora or immigrant minorities were the least successful. Further research could assess the importance of these factors in other regions of the world.  相似文献
