Geopolitical contests over oceanic space and resources commonly manifest in inter-state resource management bodies. That ocean spaces and resources defy a territorial conception of the nation-state means that the environmental geopolitics that emerge are shaped by the nature of oceans and oceans resources. In this context, allocation is among the most pressing and contentious tasks that inter-state bodies managing transboundary resources face as they carve up and distribute access to valuable, shared resources. This paper examines the allocation of highly migratory, and highly valuable, Eastern Atlantic bluefin tuna to contribute to understanding of state power and institutional stability in transboundary resource management. Drawing on observation of an allocation negotiation and historical allocation patterns, the analysis animates and extends critical property scholarship to develop an environmental geopolitics of allocation. Findings reveal that states form, contest and maintain power by making claims based not only on rights, but also on duties that they perform to the benefit of other states in collective management. Powerful states also make concessions in the allocation process, giving up some historical rights in order to stabilize the multilateral body that enables their dominance in the fishery. Given new and renewed interest in managing shared species, spaces and resources in the oceans and beyond, viewing allocation through the lens of property reveals state power as expressed through a combination of rights and duties between states bound together in management by the materiality of transboundary and mobile natures.  相似文献

The existence of gendered knowledge has been identified as a significant feature of Indigenous Australian culture, and the importance of considering the implications of gendered environmental knowledge in collaborative cross-cultural natural resource management has been highlighted. There is a lack of case studies that demonstrate how Indigenous women's knowledge and laws can be provided for in resource management contexts. From collaborative research with Anmatyerr women in central Australia, we discuss the implications of gender bias in relation to gendered knowledge in natural and cultural resource management, with a specific focus on Anmatyerr women's involvement in providing inputs about the cultural values of water within water allocation planning processes. This research highlights Anmatyerr women's own perspectives of their roles in contemporary contexts and identifies the existence of cultural change and continuity in relation to rights and responsibilities around water.  相似文献

This paper presents a new theme in Pacific historiography by examining a case study in the development of public infrastructure in the Hawaiian Islands. The history of Haleakalā Highway on Maui illustrates how a scenic road was planned and built as a commercial enterprise to help develop tourism as a new industry in Hawai‘i. It demonstrates how Maui's haole elite (white businessmen and landholders) persistently advocated the road over the course of nearly three decades. To facilitate construction, these leaders forged successful partnerships with the Territory of Hawaii and the US government, taking advantage of funding, but also the technical expertise of federal agencies. Building Haleakalā Highway also prompts questions about the attitudes of indigenous Hawaiians towards the project, their involvement, and its impact on their lives. The English-language archive, however, appears to be silent on this issue. Completed in 1935, Haleakalā Highway today is a cultural resource that exhibits the landscape ideals of the US National Park Service and engineering standards of the US Bureau of Public Roads.  相似文献

The world's meat market has had tremendous growth in the past decades. Global meat producers, particularly in developed economies, have grown bigger through expansion, mergers and acquisitions. The livestock markets in less developed countries are particularly the prime targets for investments by these producers. This article looks at foreign direct investment in a transitional economy, using Poland's pig industry as the empirical case study. It argues that such investments not only bring significant changes in the method of producing meat in the host country; they also have particular socio‐political impacts and have thus been met with some level of resistance by local communities. Our study suggests that the relations of foreign firms to the local community are crucial for their long term presence; and these relations are in turn dependent on a gamut of place specific features and the firms' broader corporate philosophy and strategy. In general, foreign firms need to find ways to replicate the kinds of deep social‐economic links between the livestock industry and places that existed in the socialist era. The case studies of American‐owned Agri Plus and Danish‐owned Poldanor illustrate some of the difficulties involved in the foreign investment in the meat industries while demonstrating the viability and possibility of such companies becoming more accepted and welcomed in the local communities.  相似文献

This article focuses on how common property resource (CPR) institutions managing forest resources in Latin America have responded to change, a subject relatively ignored in the English-language literature. It examines in particular the evidence surrounding the popular view that CPR institutions must inevitably break down in the face of economic and demographic pressures—an extension of the `tragedy of the commons' thesis. The evidence shows that there have been a number of both positive and negative experiences. The negative experiences include the obvious vulnerability of Amerindian informal institutions to the individualistic incentive structures of market forces. The apparent incompatibility between the market and `gift' economy leads to a questioning of the current donor emphasis on market-orientated natural forest management among indigenous groups that have received little exposure to market forces, and alternative approaches are suggested. However, many indigenous and other groups have responded positively to market pressures and there is ample evidence that, given an appropriate policy environment, community-based natural forest management can still be regarded as a `great white hope' for forest conservation, especially considering the largely negative environmental and equity impacts of individualized resource privatization, as in the Brazilian Amazon. However, CPR institutions have generally faced an unsupportive policy environment; it is therefore over-simplistic for those in favour of privatization of property rights to ascribe their erosion to commercial or demographic pressures per se.  相似文献

The early 21st century witnessed a boom in green building in San Francisco and similar cities. Major downtown property owners and investors retrofitted office towers, commissioned green certification, and critically, explored how greening might pay. Greening initiatives transcend corporate social responsibility: they represent a new attempt to enclose and speculate upon “green” value within the second nature of cities. However, this unconventional resource discovery requires a highly partial view of buildings’ socio‐natural entanglements in and beyond the city. I illuminate these efforts and their obscurities by exploring the experience of an exemplary green building in San Francisco, an office tower that has successively served as a headquarters organizing a vast resource periphery in the American West, a symbol and driver in the transformation of the city's own second nature, a financial “resource” in its own right, and most recently, an asset in an emerging global market for green property.  相似文献

This article contrasts the resource policy performance of Norway and Australia. Australia has not established a long-term sovereign wealth fund or a medium-term stabilisation fund to save windfall revenue during boom times and its resource sector is characterised by relatively modest rates of taxation. In contrast, Norway has established the largest sovereign wealth fund in the world and imposed very high rates of taxation shortly after discovering its resource wealth. This article argues that Norway's consensual approach to industry development and regulation are the primary causes of its success in capitalising on its resource wealth. The difference between the two countries’ approaches is exacerbated by Australia's federal system, which has created less effective governance of resource industries.  相似文献

The organization of political scale has served to facilitate the power of the dominant society to control, exclude and marginalize indigenous populations. This paper examines how geographical scale has shaped the historical and contemporary geography of indigenous peoples in the United States. More specifically, discussion will center upon the importance of scale in shaping natural resource conflicts between American Indians and state governments. Using the case of the Wisconsin Ojibwe treaty rights conflict, this study shows how scale informed the historical development of an exclusionary state natural resource policy and the state's legal effort to protect its monopoly over policy making during a 17 year court case over off-reservation hunting and fishing treaty rights. At the same time, Ojibwe Indians sought to use the dominant society's legal system to gain recognition of their hunting and fishing treaty rights and to alter the existing scale organization of power by decentralizing natural resource decision-making and creating a resource co-management regime. This paper shows how both the state and the tribes were active producers of space and scale and how attempts to restructure geographical scale represent attempts to restructure existing power relations. Although geographical scale and power relations are never fixed and are subject to contestation, this paper shows that the ability of marginalized populations to reshape scales of power is limited by the persistence of assimilationist attitudes and normative assumptions about the scalar organization of political life.  相似文献

Many of the world's most valuable biodiverse areas are successfully managed by indigenous communities, often under peculiar property rights structures. In many cases, these communities are economically disadvantaged, even by local standards. But can particular local property rights regimes which are ecologically successful also allow communities to compete productively in market economies? The extractive reserves of the Brazilian Amazon offer an opportunity for investigating the connections between property rights, conservation and development in the context of tropical forests. This article aims to analyse whether the existing property rights in these reserves — an idiosyncratic mixture of public, collective and private property rights — can support the explicit development aim of a competitive, yet sustainable, exploitation of the area's natural resources. The analysis identifies three promising development paths open to extractive reserves, but points to a fundamental contradiction between the static structure of the property rights system and the dynamic nature of two of these paths. The current design of internal property rights fails to take into account the broader economic context in which reserves must generate a viable revenue stream. If extractive reserves are expected to develop without reliance on external aid, then changes to the property rights structure both inside and outside the extractive reserves have to be explicitly considered.  相似文献

This article examines how customary tenure provides a basis for reciprocal access arrangements and facilitates access to grazing resources in order to adapt to changing conditions. A critical review of the literature on the range ecology and institutions of resource governance guides the overall analysis, while empirical results from three case studies show that internal social relationships and kinship structures still remain important determining factors in facilitating access to the grazing commons. Many forms of institutional arrangements exist, providing different kinds of incentives. For instance, trading of grazing rights at household level provides an important safety‐net for poor pastoral and agropastoral herders, in spite of fears regarding negative externalities for de facto co‐owners of the commons. Evidence from the three studied districts reveals that the influence of resource attributes on institutional choice favours flexibility rather than supporting the axiom of the conventional property rights theory, which considers greater exclusivity to be a natural response to scarcity. Institutions supporting reciprocal grazing relations are characterized by negotiability and by an ambiguity of rights: clan rules facilitating reciprocal grazing are not based on maximization of benefits from own grazing commons, but rather on maximization of security of use rights through investing in relations with others.  相似文献

The relationship between the development industry and the problems it claims to address is problematic. Development studies have often found development practice systematically misrepresenting its context with the result that interventions are out of kilter with reality and fail. In a series of articles in the early 2000s Antony Bebbington suggested development geographers attend to the spatial distribution of development interventions by mapping and explaining immanent development, mapping and explaining intentional development and studying the relationships between them. This article uses the case of property rights interventions in Cambodia to examine the extent that Bebbington's approach might explain development interventions and their relationship to the contexts into which they are inserted. Primary data consist of interviews with key actors involved in decisions over the locations of these interventions. Secondary data consist of reports and databases showing their geographical spread, and political and social science literature explaining the main transitions in recent Cambodian history. The main empirical finding is that the interventions, land titling and community forestry, have not been implemented in the places where the problems they are claimed to address are located. The methodological reflection is that Bebbington's approach valuably challenges policy narratives that tend to smooth space and conceal unevenness. However, it provides only a broad theoretical framework rather than any theoretical content. The approach may only realize its potential when Bebbington and others begin to apply it to generate hypotheses and theory. A new hypothesis emerging from the Cambodian case is briefly introduced in this regard.  相似文献

An American resource geographer examines current production in one of the world's major copper industries, with special emphasis on the Noril'sk Nickel Joint-Stock Company—the world's most important producer of platinum-group metals, a leader in nickel and cobalt output, and the leading Russian producer of copper as well. The author documents and analyzes changes in operating procedures and raw material supplies in the industry during the 1990s, focusing on adjustments (such as tolling arrangements and imports of concentrate in the raw-material-deficient Urals and efforts to introduce cost economies in resource-rich Noril'sk) prompted by the severing of industry production linkages of the Soviet period and their partial reintegration under new corporate structures. In addition to restructuring, likened to similar adjustments in the American copper industry, the investigation covers exploration and new mine development at various Russian locations as well as the economics of producing copper and other exportable metals at Arctic production centers. 1 figure, 4 tables, 103 references. State science policy is industrial policy, shaped by local research and industrial strengths or, conversely, lack of same. States with research strengths relevant to local declining industries attempt to link them in an effort to revive the latter; states lacking research strengths attempt to develop them, especially in areas relevant to local natural resources that have the potential to be the basis of new high-tech industries. Such knowledge-based industrial policies supplement, even if they do not replace, traditional strategies focused upon: (a) creating economic activity based upon natural resources such as harbors or mineral deposits, (b) improving the business climate by lowering taxes, or (c) attracting industry to relocate by offering subsidies. The role of the federal government in science-based industrial policy is still controversial even as it is widely accepted in the states as part of traditional responsibilities for their citizen's economic welfare.  相似文献

A noted Hong Kong-based specialist on China's energy industries presents a comment on three papers comprising a symposium on that country's rapidly expanding oil, natural gas, and nuclear power sectors. He frames his observations around five overarching themes that have shaped China's energy sector development over recent decades and will continue to do so in the future. These include observations to the effect that: (a) China's energy policy seeks broadly similar objectives to those of other countries; (b) the country's energy resource endowment is not particularly rich when viewed in relation to the size of its population; (c) its energy mix continues to be dominated by coal, with important implications for the environment and domestic freight transportation; (d) the country's economy is confronting a pronounced spatial mismatch between the location of energy resources and the markets where they are consumed; and (e) strategies for energy developments in China are closely tied to overriding political and economic concerns at any given point in time.  相似文献

A case study of the lumbering and forest-products industry seeks to establish the effectiveness of the territorial structure of primary processing under the impact of the resource base and of various economic nonphysical factors. A set of variables, including the magnitude of timber reserves, volume of output and the regional conditions of production, is analyzed on an oblast-by-oblast basis to establish their impact on the structure of the industry. Economic effectiveness is measured in terms of the level of labor productivity resulting from various combinations of factors. In general, labor productivity tends to be high in timber-rich regions with large volumes of production. But high levels of performance can also be achieved with low volumes of production if the industrial structure reflects the magnitude of the local timber supply (timber-intensive industries in timber-rich regions and nonintensive industries in timber-poor regions) or if the structure is adapted to local market needs. In 2002 the Colorado Supreme Court reversed decades of precedent in Lobato v. Taylor by awarding Hispano heirs to the Mexican-era Sangre de Cristo Land Grant renewed access rights to that grant's former communal land for grazing, timber, and firewood. Placing Lobato in historical context, this paper examines the contingent emergence of sovereignty and private property in the San Luis Valley of Southern Colorado through acts of violence, land loss, and dispossession. The paper argues that sovereignty and property, as forms of boundary drawing, are unfinished and contested projects rather than abstract, achieved universals. U.S. sovereignty in the San Luis Valley has emerged contingently through the iteration of private property, as struggles over resource access have produced sovereign effects. Such a perspective makes visible how Lobato has reiterated private property rights and U.S. sovereignty in ways that create new exclusions, even as the case returns access rights to the commons.  相似文献

Since the demise of socialism, countries of Central and Eastern Europe have experienced intense negotiations over access and property. This article uses four case studies on struggles over forest in Albania and Romania to examine how these negotiations intersect with processes constituting authority. The cases demonstrate significant variations in the configurations of property and authority regarding forest, but they also reflect the influence of national politics in the two countries. In Albania, custom not only competes with the state as an institution sanctioning rights to forest but actually emerges as an alternative politico‐legal institution contesting state authority more broadly. In Romania, local struggles over forests play out the contestations between personalized and law‐based exercises of state authority at the national level. These insights suggest that due to their radical nature and simultaneous occurrence, negotiations over property and authority have challenged the position of post‐socialist states as primary politico‐legal institutions and have generated different exercises of state authority.  相似文献
