Abstract

One of the basic areas of interaction between water as natural resource and human societies as agents of cultural transformation is the technology of irrigation. In Africa at least 66 per cent of the available water is used for purposes of irrigation. For more than 4 000 years irrigation has secured food supplies for humans on a continent that is noted for its relative shortage of sufficient natural water supplies.

There is a remarkable hidden power of water in the history of southern Africa. This is particularly the case when we consider the development of early irrigation technologies of Iron Age farmers. The small irrigation furrow of the subsistence farmer was just as important to an insular community of Bantu-speaking people in pre-colonial times, as is the sophisticated irrigation technology in present-day South Africa. Currently there is a paucity of information about pre-colonial indigenous irrigation technology. This can be ascribed to a number of factors of which the invasion of modern Western traditions in the nineteenth century is perhaps the most important. A number of other factors for the apparent blind-spot is also presented in this study.

In southern Africa there are traces of indigenous pre-colonial irrigation works at sites such as Nyanga in Zimbabwe; the Limpopo River Valley; Mpumalanga; and South Africa's eastern Highveld. Reference is also made in this article to specific strategies of irrigation used by Iron Age communities, prior to the advent of a colonial presence. Finally, attention is also drawn to pre-colonial land tenure and state formation against the backdrop of Wittfogel's theories on hydraulic society.  相似文献

Drawing together insights from neo‐Innisian geography and environmental history, this paper explores the landscape and environmental changes engendered by ‘cyclonic’ patterns of development associated with uranium production at Uranium City, Saskatchewan. Strong postwar demand for uranium led to the establishment and rapid expansion of Uranium City on the north shore of Lake Athabasca as a ‘yellowcake town’, dedicated to producing uranium oxide concentrate to supply federal government contracts with the US military. In spite of optimistic assessments for the region's industrial future, the new settlement remained inherently unstable, tied to shifting institutional arrangements and external markets, and haunted by the spectre of resource depletion. The planning and development of the townsite at Uranium City reflected both neocolonial desires to open the north to Euro‐Canadian settlement and efforts by the state to buffer the stormy effects of resource dependency. Ultimately, however, quixotic government efforts to implant an outpost of industrial modernity in the Athabasca Region failed to forestall the inevitable winds of change, which left in their wake destructive legacies of social dislocation and environmental degradation, already evident with the near‐collapse of the uranium export market by the early 1960s.  相似文献

The great land rush of the eighteenth and nineteenth centuries saw vast swathes of temperate grazing land around the world pass into private hands. Commons and common lands, however, provided a vital interim mechanism in this shift from state control to private property ownership. Commons ensured continued and widespread access to natural resources, including water, minerals, soil, grass, and timber, that was integral to the colonial settler project. The gold rush in nineteenth‐century Victoria sheds important light on this process, where almost 250,000 ha of Crown land were set aside as goldfields commons. These reserves maintained auriferous or gold‐bearing land in public hands and provided access to extensive tracts of grazing for the sheep and cattle of gold miners. In this paper, we examine how the traditional English notion of common lands was transferred to a New World environment and draw on the work of economist Elinor Ostrom to evaluate the use and function of Victoria's goldfields commons in terms of management, regulation, and sustainability.  相似文献

What is the relationship between changes in interest group resources and the proposal and adoption of state policy? Using a dataset of proposed and enacted teacher policies across five legislative cycles in all 50 states and measures of interest group relative and absolute resource strength, I estimate a series of within-state fixed effects models that gain identification from changes in interest group resources and teacher policy over time. I find that legislatures propose more unfavorable and fewer favorable policies toward teachers' unions in states where teachers' union opposition interest groups are expending more election (but not lobbying) resources over time. Further, I find that more unfavorable and fewer favorable policies are adopted in states where teachers' union opposition groups are growing in election resource strength. Expanding on prior empirical work, this study suggests that interest group resources matter for policy change and highlights the importance of capturing interest group resource dynamics over time.  相似文献

Abstract

Coastal zones are specific areas which usually have natural resources of particular interest from ecological and heritage points of view. They are nevertheless subject to considerable pressure because of their attractiveness. Integrated coastal zone management is supposed to take into account these multiple factors in order to preserve natural resources and to allow for coastal development. In this context, land-use conflicts may emerge. This study aims to identify such conflicts and to explain them in terms of heritage conventions. An interesting methodology is implemented, using both focus groups' representations and daily press articles concerning the specific coastal zone of Arcachon Bay in the south west of France. The results raise questions on the link between water and land in coastal land-use management.  相似文献

The existence of gendered knowledge has been identified as a significant feature of Indigenous Australian culture, and the importance of considering the implications of gendered environmental knowledge in collaborative cross-cultural natural resource management has been highlighted. There is a lack of case studies that demonstrate how Indigenous women's knowledge and laws can be provided for in resource management contexts. From collaborative research with Anmatyerr women in central Australia, we discuss the implications of gender bias in relation to gendered knowledge in natural and cultural resource management, with a specific focus on Anmatyerr women's involvement in providing inputs about the cultural values of water within water allocation planning processes. This research highlights Anmatyerr women's own perspectives of their roles in contemporary contexts and identifies the existence of cultural change and continuity in relation to rights and responsibilities around water.  相似文献

Recent resource protests in Bolivia have crystallized broad sets of claims involving livelihood rights, political participation, regional autonomy, and the meanings of citizenship and the nation. In both the 2000 “Water War”, and the 2003 “Gas War”, protestors objected to the restructuring and re‐scaling of resource governance that has taken place under recent waves of neoliberal reforms in Bolivia. In both cases, protestors demanded greater participation in decision‐making regarding resource management, more equitable distribution of the economic benefits derived from resource exploitation, and a more socially oriented alternative to Bolivia's neoliberal model of economic development. In spite of these similarities, however, these struggles were characterized by markedly uneven geographies of popular protest. The water and gas wars had different spatial dynamics, stemming in part from the biophysical differences between water and natural gas, and the ways these resources enter into social life. Moreover, the protests had very uneven social effects, and in some respects excluded the most marginalized sectors of Bolivia's poor.  相似文献

The water requirements of the Moscow region, now estimated at 6 cubic kilometers a year, are expected to increase by a factor of 2.5 to 3 over the long term in connection with higher water use rates for households and municipal uses, industrial expansion and the proposed development of perennial pasture lands for livestock. Over the short term, Moscow's additional needs are to be met from two major sources: (a) additional transfer of water from the Ivan'kovo Reservoir on the Volga River north of Moscow; (b) development of a water-transfer system from the Ugra River (a left tributary of the Oka River), southwest of Moscow. Over the long term, the region's water resources may have to be replenished from Lake Ladoga or from the Volga River's Rybinsk Reservoir, which may by then also be receiving additional water from northern streams.  相似文献

Despite rapid industrialization since World War II, Central Asia is still far from exhausting its potential for industrial development based on abundant mineral resources, fuels and energy, and on the most favorable manpower supply of any of the Eastern regions of the USSR. The only limiting factor in economic development is water. In light of the region's resource situation, future development should focus on a diversified industrial expansion involving activities with limited water and metal needs (in the absence of a major regional iron and steel plant) or medium or high energy and labor requirements. This would include nonferrous metals, chemicals (except for those posing a water pollution problem) and expansion of the region's cotton-based production complex, ranging from irrigated cotton culture to finished fabrics.  相似文献

In order to understand the role of water resources in the establishment and long-term evolution of settlements investigated by the French Archaeological Mission in the UAE in the oasis of Masāfī, wells and springs of all periods, identified at the surface and in stratified contexts, were mapped and studied thanks to a multidisciplinary approach combining archaeology, geomorphology, geoarchaeology and ethnography. Our study demonstrates that:
  • – The Masāfī oasis was located in a specific geological setting entailing the accumulation of groundwater resources at reachable depth.
  • – The groundwater resources remained rather stable from the mid-second millennium BC to the second half of the twentieth century AD. In this respect, the apparent abandonment of the oasis during some periods cannot be explained by water depletion.
  • – The groundwater resources have decreased sharply since the second half of the twentieth century AD, due to the introduction of new water extraction technologies, motor pumps and then drillings, as a result of the modernisation and industrialisation of UAE economy.
Our study also stresses the importance of well and spring irrigation in the development of the sedentary settlements in south-eastern Arabia, technologies that have often been neglected in the regional archaeological literature in favour of the qanāt.  相似文献

Multiple definitions of resources as property lead to competition over legitimate authority between state and non‐state organizational and institutional arrangements. This article focuses on the overlapping and competing domains of the water users’ association, WUA, and the ‘traditional’ Balinese irrigators’ institution, subak. While the former is backed up by the power of state regulation and administration, the latter derives legitimacy from Balinese irrigators. The author presents a case study of the establishment and transformation of property rights in an irrigation‐based Balinese migrant society in Indonesia; he concludes that, in the ongoing process of competition for authority and mutual adjustment, both institutions undergo important transformations.  相似文献

International air linkages are one of the important features differentiating the development of metropolitan areas, as the location of many activities now requires frequent and diverse international contacts. This paper explores the consequences of this for Australia by tracing the changes in international airline linkages over the past decade. In that time, the geography of the nation's air linkages have shifted in favour of the Asian nations to our north, reflecting the shifts in trade and immigration. Some cities have felt more of that change, with Cairns and Brisbane especially prominent due to their roles as gateways for the tourist industry. However, these shifts have yet to weaken the diversity of contacts in Melbourne and Sydney, indicating that the underlying geography of business still has a strong influence on the international contacts made from each city.  相似文献

Wittfogel's hydraulic theory of the origin of the state has provided the subject of irrigation and society with a privileged place in archaeology; contemporary literature concerning the social consequences of irrigation development has been neglected by archaeologists. The literature suggests that irrigation technology has as much to do with bureaucratic power as with water. Bureaucratic managementand mismanagement of irrigation technology mediate the outcome of such development projects on the affected populations. This observation challenges theories that posit a linear relationship between population growth and technology. Archaeologists would benefit from applying the insights from the development literature to archaeological analyses of irrigation.  相似文献

In this intervention, four geographers, all of whom have used Jason Dittmer's book, Popular Culture, Geopolitics, and Identity, in their classes, assess its status as a teaching resource. All have had considerable success using Dittmer's book, alongside other resources, to cultivate critical thinking and critical knowledge production in a wide range of classes.  相似文献

Under the right conditions, compounding socio‐political and economic change can dramatically alter government policy. From 2000, Western Australia, a resource‐rich jurisdiction, experienced significant change owing to a once‐in‐a‐generation resources boom, which forced a break with earlier development approaches. In 2008, regional interventionism returned to the State via the State Government's Royalties for Regions program. Departing from the neo‐liberal tradition, the program allocated 25 per cent of the State's royalty income to non‐metropolitan regions, over and above existing regional allocations, and its success remains disputed. While it is easy to question the program retrospectively, the socio‐economic and political circumstances from 2000 to 2008 reveal a “perfect storm” of conditions enabling the transition from neo‐liberalism to interventionism in regional development. This paper sets out to understand the multi‐faceted conditions that enabled the dramatic paradigm shift embodied by the program. To this end, it examines the State's rural–urban settlement dichotomy, its staples economy, and the policy context leading up to the program. Following that, the paper proposes a causal framework mapping out the factors driving and rationalising the program. These factors are then examined in detail and include perceived rural voter disenchantment, ineffectual regional development policy, the State's mining boom, inadequate regional development funding, the contrasting fortunes of two regions (illustrative of the impact of growth, and the lack thereof), and the political manoeuvring during the 2008 election. Finally, the paper concludes by considering how the conversion of these conditions resulted in the State's most significant regional policy redirection in decades.  相似文献

California's state constitution prohibits the “wasteful” use of water; however, waste is subjective and context dependent. This paper considers political, biopolitical, and material dimensions of waste, focusing on the role of legal processes and institutions. The paper examines a case involving legal accusations of “waste and unreasonable use” of water by the Imperial Irrigation District in Imperial County, California. The determination that water was being “wasted” justified the transfer of water from agricultural to urban areas. However, defining these flows of water as a waste neglected water's complexity and relationality, and the enclosure of a “paracommons” threatens to bring about negative environmental and public health consequences. The paper shows that the project of discursively labeling certain material resource flows as waste and re‐allocating these resources to correct this moral and economic failure relies upon legal processes, and carries political and biopolitical implications.  相似文献

This article examines the vibrant cultural milieu inhabited by one of Victorian Britain's most famous cartoonists, Matthew Somerville Morgan. Morgan is well-known as the cartoonist who attacked Queen Victoria's withdrawal from public life (and her associations with John Brown), and the lifestyle of Albert, Prince of Wales, in the short-lived rival to Punch: the Tomahawk. Likewise, his post-1870 career in New York as cartoonist of the ‘Caricature War’ over the 1872 Presidential elections, and involvement with ‘Buffalo’ Bill Cody have been well-studied. However, his involvement with the world of the 1860s Victorian stage – and the social circles in which he moved – have not been given close attention. This broader social, cultural, and economic context is essential to understanding Morgan's role as a cartoonist-critic of politics, class, gender and art in Victorian Britain. Special attention is given to the ways in which Morgan's work as a theatrical scene-painter informed his other pursuits, including his political cartoons for Fun, the Comic News and the Tomahawk. So central was the theatre to Morgan's life story that he may be appropriately described as an ‘epitheatrical’ figure. Indeed he is one of the most spectacular exemplars of the interconnected worlds of journalism, high art and theatre in Victorian London. The theatre provided him with the artistic and journalistic connections needed to raise himself above his lower-class origins; to move in ‘clubland’ and fashionable bohemian society; and to win an influential place in the key political and cultural debates of his age.  相似文献

This essay explores the post-World War Two anti-colonial Maasina Rule in north Malaita, Solomon Islands, to show how a church leader Shem Irofa'alu decided to establish a religious movement independent of the state and the traditional evangelical church. Irofa'alu's movement indexes an important moment of culture change towards increasing enthusiasm for the often-overlooked Christianity-based forms of sovereignty in the region. It highlights that Maasina Rule was not only a powerful rupture in social processes, but also sharpened the growing division between state and church. Irofa'alu's role in Maasina Rule shows that his influence peaked between 1948 and 1950 and then went into rapid decline. This change in fortune coincided with a critical turning point in the colonial government's attempts to end the movement through appeasement. No longer the head of the evangelical church in Malu'u sub-district and frustrated about the mother church's governance, Irofa'alu retreated to his home area and set about establishing a new church, Boboa (‘Foundation’), his first attempt at organizing a self-governing assembly before introducing Jehovah's Witnesses in north Malaita. In later years, Irofa'alu became a prophet-exemplar for new generations of religious leaders trying to establish Malaitan sovereignties based on their own power to move the truth of prophecies away from foreign state and church organizations.  相似文献
