Abstract

In recent years there have been significant advances in our understanding of the Byzantine rural economy. While work on such problems as the legal status of the peasantry, the fiscal procedures by which the state extracted revenues from the peasantry and the nature of the fiscal concessions which the state made to landowners remains central to our understanding of the Byzantine social structure, greater attention has been paid recently to the history of settlements, agricultural production and the influence of the climate and environment on the rural economy. Recent work has been greatly facilitated by two developments, the publication of more material from the archives of Mount Athos and the upsurge in intensive surveys and other archaeological work which is already providing us with information about regions for which our documentary material is either inadequate or non-existant. This paper will not attempt a comprehensive discussion of all recent work on the subject, but will focus on some of the most significant problems affecting our understanding of the Byzantine rural economy.  相似文献

Abstract

The Republic and Kingdom of Italy (1802‐14) served as an important source of revenues for Napoleonic France. Most importantly, the authorities had to pay for a growing Italian army and for the French troops in northern Italy. To satisfy the Emperor's increasing financial pressure, Prina, the Finance Minister, increased the tax burden and reorganized the financial administration and tax collection. Prina kept a moderate property tax to secure the support of the landowners and raised indirect taxes, thereby increasing the burden on the poor. His reforms in the financial administration made it more orderly, uniform and efficient, thus strengthening the central state. While Prina modernized the financial machinery and expanded the state's resources, the fiscal pressure contributed to growing hostility from the population to the Napoleonic state. Following the fall of the Kingdom of Italy, the Austrians left the Napoleonic financial system intact, a demonstration of Prina's effective reforms and long‐term impact.  相似文献

This abstract examines the degree to which individuals vote with their feet when considering metropolitan fiscal structure. Local (and state) fiscal policies are considered in detail by investigating migration impacts of expenditures and revenues, as well as by examining effects of distribution of expenditures by type and revenues by source. These impacts are considered across 3 dimensions of the migration decision: the decision of a metropolitan resident to move (relocate), the decision to depart the metropolitan area, and the decision to enter such an area. Empirical results indicate that fiscal structure plays an important role within these decisions, and particularly that to depart the metropolitan area.  相似文献

An American specialist on the economy of China examines whether gradual and partial privatization remains a viable option for the future, or whether rapid privatization of remaining state-owned enterprises is now necessary. The paper presents estimates indicating that rising expenditures stemming from changes in the country's economy, demographics, and technology will increase fiscal pressure on government revenues, resulting in fiscal shortfalls and exposing other vulnerabilities. Privatization is then assessed in terms of its potential to generate additional resources to support the next round of economic growth in China. Two specialists on the Polish economy examine the process whereby the fiscal system of Poland's centrally planned economy was replaced during the 1990s by a system designed for a market economy. Changes in the structure of both revenues and expenditures are described. The authors demonstrate that fiscal authorities in Poland heretofore have maintained budget control despite radical changes in fiscal systems and institutions. However, they identify and assess emerging concerns regarding the ability of fiscal authorities to manage the economy in the face of external shocks, potential mismanagement of extra-budget expenditures such as social security, and increased debt-financing requirements. Abstract

The history of Byzantine fiscal administration, as is well-known, is still an area in which many problems remain to be resolved. In 1880 the Russian Byzantinist V. G. Vassilievsky, one of the first historians to address them seriously, described Byzantine fiscal structures as labyrinthine; other scholars have not disagreed. But as a result of the work of successive generations, we are in a much better position today to understand the fundamental lines of development of late Roman and Byzantine fiscal arrangements, and in particular to follow the evolution of middle and later Byzantine fiscal administrative structures out of the situation that prevailed in the later Roman period, especially from the fifth and sixth centuries. Many problems remain, of course, and in the present contribution I would like to re-examine the term synônê, which has a technical significance in late Roman and Byzantine texts. The exact meaning of the word remains disputed and this has led to conflicting opinions among those who have attempted to interpret its application in the sources. The resolution of some of these questions has important consequences for our understanding of how the state's fiscal structures operated over the period in question.  相似文献

The combination of progressive income tax structures and inflation has led to significant increases in state income tax revenues. While the federal government has de facto indexed the federal personal income tax, states have generated large relative and absolute increases in their income tax revenues. This paper shows that the ratio of income tax revenues to personal income has grown significantly more in states with progressive income tax structures than those with proportional tax structures. Almost half of such increases may be attributed to inflation. The increase in the relative share of income tax as a source of state revenues has recently run into resistance in some states which have installed income tax indexation measures. This may suggest that the marginal cost of raising revenue through inflation, relative to other means (taxes), is reaching its limits.  相似文献

ABSTRACT

This paper takes an interdisciplinary perspective to focus on the role played by the rural-urban dual system in China’s urbanization and migration. We explain its establishment in China in the 1950s and its genealogy in the industrialization strategy adopted in the USSR in the late 1920s and early 1930s. In the reform era, the system has been refashioned to suit a new set of demands of the state industrialization strategy to cater for the global economy. We analyze the mechanisms of the dual system, and how it has helped generate low-cost migrant labor for urban employers and siphon off revenues for urban governments by expropriating rural land. We also argue that there are fundamental differences between the dual system and the common “dualism,” based on the Lewis dual-sector model, as observed in many developing countries. The plight of children of migrants is used to illustrate the main points made in the paper. Our research challenges the prevailing perspectives in Chinese geography and urban studies, many of which are based on market-driven neoclassical economics or global neoliberalism, often ignoring China’s historical and institutional contexts.  相似文献

Abstract

Post-apartheid housing struggles urgently need to be addressed in order to consolidate the inclusivist democracy in South Africa. Former white minority governments restricted housing in order to control the movement of Africans and their labour. This paper analyses aspects of post-apartheid housing protest. The argument is that such protests are rooted in a problematic rights discourse of the anti-apartheid struggle, and in the new constitution's recognition of the right of access to adequate housing, which is nonetheless, subjected to fiscal constraints. The article's second focus is on a legacy of land dispossession, which also hinders housing delivery. Failure to realise the right to housing fuels some of the most important conflict that will shape future organisation of state institutions and relations between the state and society.  相似文献

ABSTRACT

Normally the discussion about Philistine identity vis-à-vis Isra-elite identity moves on a macro basis: On one side the Philistines, and on the other the Israelites. Little attention has been paid to the related concept of “scale and social organization.” If we try to find a background for the macro definitions: Israelites, Philistines, we move on an imaginary level. It is a kind of literary concept nourished among the elite—never more than a few percent of any ancient society. The realities of ancient Palestine in the Iron Age were different. First of all nationality was an unknown concept, and any idea of ethnicity related to the issue of nationality (as in Avraham Faust's recent book on Israelite origins) is irrelevant. Second, there were, as argued by, among others Mario Liverani, no national borders in Antiquity. Borders were fiscal delimitations: Who paid tax to whom? Third, ethnicity follows the group, and a certain person may change identity as he moves through differ-ent groups. In a society of such small extent as ancient Palestine, each villager would have an identity defined by his village as against the members of the neighboring community—ethnicity cannot be separated from identity—and villagers living in one area will have a distinct consciousness of being differ-ent from those who live “on the other side of the river.” “National” identity, when the idea of ethnicity includes all people living within the fiscal borders of an ancient state, would hardly ever be called upon, except when the elite wanted to defend its privileges—its right to obtain taxes—against intruders. Thus the concept of a Philistine—Israelite controversy based on different ide-as about ethnicity is no more than a projection of modern ideas about the na-tional state which came into being two hundred years ago.  相似文献

Since federation, regional economic development in Australia has been shaped by fiscal competition among state and Commonwealth governments. Variations in the fiscal capacity of the different governments to provide goods and services, together with the Commonwealth's increased revenue collection powers since 1942, has led to vigorous political competition between the states over their share of the general purpose funds through a process known as fiscal equalisation. The state premiers themselves have been at the forefront of the debates over fiscal equalisation and, as events surrounding the 1992 June Premiers’ Conference have indicated, competition over an equitable share of the fiscal resources highlights the strong federal orientation of economic development. The aim of this paper is first, to explain the significance of the Commonwealth Grants Commission's equalisation process in the wider economic and political context of competitive state federalism and, second, to explain the historical importance of regional political values that contribute to the shape of state economic developments.  相似文献

Abstract

The historian who is engaged in the study of Byzantine social history is faced with a problem common to pre-industrial societies, or societies in which the majority of the population is both exploited and illiterate. The sources, written as they are by an upper class and largely for an upper class, give relatively abundant information about a small segment of the population, leaving us in darkness about the rest of society. In Byzantine history this is particularly true about the peasantry, which has left us only a very few sources of its own, and rather uninspiring ones at that. The Byzantine upper class wrote its own history, but the Byzantine peasants did not, thus making the task of the modern historian more difficult. Despite these problems, work has been done on both the urban and the rural population of the Empire, and more will probably be done as monastic archives become available. The study of the Byzantine peasantry is of primary importance. For if we are to understand Byzantine society, we must study and understand what happened in the countryside. After all, the Byzantine economy rested on agriculture, and the social relations which determined the fate of the state were, primarily, the social relations prevalent in the countryside.  相似文献

This article examines the impact of trade liberalization on the level and structure of government expenditures across countries, with particular emphasis on low income countries. It develops the argument that the policies employed during trade liberalization have resulted in a fiscal squeeze as a result of declining tax revenues and rising interest expenditures. To surmount this fiscal hurdle, expenditures on physical capital, which have negligible political ramifications, have been reduced. Other more politically sensitive expenditures, such as spending on social capital, have been financed by incurring additional debt. However, additional debt has exerted upward pressure on interest payments, further exacerbating the fiscal situation. The statistical analysis carried out to examine the evidence uses panel data for eighty developing and industrialized countries over the period 1970–98 and employs a fixed–effects regression framework to account for country–specific characteristics. The results indicate that trade liberalization has indeed resulted in declining revenues and higher interest expenditures and that these factors have contributed to the observed decline in infrastructure spending.  相似文献

Under fiscal pressure and grappling with technological transformations, more and more universities are attempting to re-invent themselves as technologically facilitated educational institutions, fast and flexible enough for networking times. The adoption of new instructional technologies poses challenges to universities and education as we know it. This paper considers the educational challenges and opportunities offered by sociotechnical networks such as the Internet. Using the case of a second-year undergraduate course on globalisation, it outlines some practical educational possibilities for using the Internet that might facilitate, instead of compromise, critical thinking. It suggests that geography educators need to begin developing a critical technoliteracy that will respond to our informationally mediated world, a literacy not merely of technical competence but one which contextualises the Internet within a political economy of globalisation and continuously deconstructs, destablises and displaces its presentation as a spectacle and cyber-utopia.  相似文献

This article explores the dynamic relationship between war finance and economic and political developments in Scandinavia during the period 1800–1830. By comparing the organization of government debt in Denmark-Norway and Sweden, it is shown that the Danish system relied on revenues from trade and consumption, while the Swedish system was heavily influenced by internal political factors such as a divided fiscal authority. The leadership in Copenhagen was committed to maintaining existing relationships with creditors even when faced with severe fiscal constraints, while the Swedish government chose partial defaults as the politically expedient option when faced with fiscal difficulties.  相似文献

Abstract

The rise of the Druze emir, Fakhr al-Din II Ma’n, is best treated as a case study in political dynamics. A tax farmer in the Shuf in 1590, who received his first administrative appointment three years later, he became the most powerful provincial leader along the Levantine coast by the late 1620s, when he controlled three districts (sanjaks) in the Ottoman province of Damascus, and also the province of Tripoli. This article argues that the geographies of taxation offer an important but neglected insight into changes taking place in the nature of the contemporary state in the context of globalisation. Following Schumpeter's analysis of the “tax state”, the paper argues that, historically, the theory and practice of fiscal space are fundamental both to state form and to the possibility of political and social institutions. Despite this, the complexity and fluidity inherent in fiscal space has been obscured by the dominant normative conception of “the” fiscal state. As the concept of “fiscal sovereignty” becomes less and less salient in practice in the context of economic globalisation, it remains a powerful ideological concept for state governance. This paper reviews the primary contemporary accounts of fiscal space across a range of disciplinary contexts and scales of governance. Despite the expectation and or desire for some form of “fiscal globalisation” on the part of commentators, in practice what we see is an increased centralisation of state fiscal control coupled with a creeping individuation and privatisation of fiscal responsibility. This radical respatialisation of fiscal space has profound implications both for the state itself and for any prospect of the creation of a global “public domain” founded on a global fisc.  相似文献

For more than 50 years, rural municipalities across the developed world have struggled to redefine themselves in the face of declining primary sector employment. In some places, this struggle has led to the creation of landscapes that provide heritage‐seekers with tangible commodities and intangible experiences reflecting a by‐gone past. Recent research suggests that these post‐productivist heritage‐scapes may evolve into leisure‐scapes of mass consumption, if profit or economic growth are the key motives underlying development ( Mitchell and Vanderwerf 2010 ). This article questions whether a dominant ideology of preservation can prevent this scenario. We studied Salt Spring Island, British Columbia: (i) to determine if the island displays the characteristics of a heritage‐scape, (ii) to discover if a preservationist ideology has contributed to its current state, and (iii) to ponder if this state can be maintained, in light of recent regional and provincial discourse. Our analysis reveals that the creation, and maintenance, of this heritage‐scape has been guided largely by public discourse underlain by a preservationist ideology. This prolonged state, however, may be drawing to an end. Recent provincial directives to double tourist revenues suggest that local (and regional) discourse soon may be overshadowed by the province's mandate to promote economic growth. The response of local stakeholders will ultimately dictate the Island's ability to maintain its present state as a post‐productivist heritage‐scape.  相似文献

Abstract

This article discusses the literacy trend in modern Italy in the light of recent literature on history of reading and, more generally, cultural history. The focus is on two subjects: (1) the essential features of Italian literacy in the modern age, highlighting elements such as heavy censorship, hostility to compulsory education from the ruling classes, training essentially based on voice and memorizing, etc., and (2) the uses of literacy, that is the access to and the comprehension of written texts, especially regarding people with minimal skills or cut off from college training (i.e. children, women and peasants).  相似文献
