The ‘Troubles’ is a euphemism associated with sectarian conflict in Northern Ireland from the late 1960s until the late 1990s. Similarly, that term also is used to depict turmoil in all of Ireland between 1916 through 1924. During both eras, political imprisonment coupled with various forms of political violence (e.g. bombings, executions, and prisoner abuse) marred Irish society in ways that invoke socio-religious meaning. In particular, the sanctity of death captures the intense semiotics of those events and points to further theorising along lines of the Durkheimian tradition. As we shall examine herein, violations of the sanctity of death compound social conflict and the resistance it creates. Fieldwork was undertaken in Dublin and Belfast where official landmarks were explored in-depth: Kilmainham Gaol and the Crumlin Road Prison, respectively. Additionally in Belfast, other – unofficial – cultural sites provide further evidence of socio-religious symbolism, most notably the Irish Republican History Museum, Roddy McCorley’s Club in West Belfast, and murals in both Loyalist and Republican communities. Whereas Durkeimian theory remains at the forefront of the analysis, insights also are informed by heritage studies, in particular notions of cultural performance in contested societies.  相似文献

This paper examines the central role of the camp in the early Israeli state period and its spatial and geopolitical evolution. Unlike official Israeli history, which presents the immigrant camps as an inevitable improvised response to the unexpected problem of mass immigration, I examine the camp as a strategic modern biopolitical instrument that allowed for the state's profound geopolitical changes and was itself altered according to them. The paper analyses the ways in which the camp facilitated the creation of Israel as a state formed by two seemingly contradictory, but in fact complementary, conditions: on one hand, a product of a chaotic ‘state of emergency’ and a form of ‘ordered disorder’ created by mass immigration, and on the other hand, a product of a comprehensive, tightly controlled modernist project combining physical planning and social engineering. This duality reveals the role of these immigrant camps, which were created both in Israel and abroad, as spatial ‘black holes’ which swallowed the contradiction between the radical geopolitical transformation and the rational self-image of the Israeli state-building project. The evolving and hybrid typologies of the camp in Israel's pre-state and early-state periods expose it as a versatile instrument, highlighting the need for informed spatial and geographical genealogies of the camp in order to illuminate its various transformations.  相似文献

Natural resource extraction has been the base of Peruvian economic growth, notably since the neoliberalization of the economy in recent decades. Academic and media accounts portray Peru as an absent state – one of weak institutions to exert environmental control and guarantee citizens' rights – particularly in remote resource extraction areas. This article scrutinizes this idea of absence in the context of neoliberal extractivist governance, via the case of a mining conflict surrounding the creation of the Ichigkat Muja National Park (PNIM) in the Cordillera del Cóndor, in the northwest Peruvian Amazon. We argue that the state is not absent: it is the outcome of contested and re-negotiated relations, institutions, and ideologies. We posit that the goal of guaranteeing private investment shapes state agents' attitudes and interventions to address conflicts. Based on key informant interviews and the review of official social conflict reports, we examine two roles of the state: as a protector of rights and a provider of basic services. We find that, in this case, the regional government's recognition of citizens' rights appears ambiguous, and in general, the state's role as a provider of basic services is deployed to mitigate conflicts that affect significant extractive projects or involve intense social protest. Thus, the neoliberal project of the Peruvian state is mediated in complex relations, constituting a particular and evolving form of neo-extractivism, where social investment is functional to guarantee mining.  相似文献

Abstract

This is a study of fascist police personnel under Mussolini's dictatorship. Based on an examination of the personal files of the Interior Ministry police, the article questions how far the recruitment and/or promotion during the mid-to-late 1920s of fascist police officers and officials, several of whom had been involved in the black-shirt movement before the March on Rome, represented an effective ‘fascistization’ strategy. If their presence led to a ‘fascistization’ of the police of sorts, they generally distinguished themselves neither as ‘good’ policemen nor as ‘good’ fascists. The professional attitudes and ideological outlooks of fascist policemen should be considered in the broader context of clientelism and factionalism which characterized public life in Italy and which played a key role in career advancement in the state.  相似文献

This article examines the gender undertone of China's nationalist discourses, especially in familial metaphors of nationalism, and how such an undertone shapes people's understandings of state authority and state-citizen relations. Conventional nationalist discourse of the ‘motherland’ evokes the image of an insulted and raped mother as the symbol of national humiliation and calls for actions from patriots (masculinised in the discourse). In recent years, however, we have seen the emergence of a new discourse that depicts the nation-state as a rich, powerful and masculine ‘daddy’. Using discourse analysis and Foucauldian genealogical methods, this article argues that the discursive development has to be analysed against China's historical backgrounds, especially considering new standards of masculinity and femininity in the era of economic reform. Capital is equated to masculinity and righteousness, whereas femininity is shaped by the middle-class values of consumerism and political disengagement. The ‘daddy state’ discourse conjures strong paternalistic power from China's economic capacity that can be projected onto challengers of state authority, while also constructing the nationalist public as feminised consumers whose consumerist enjoyment relies on patriarchal state protection.  相似文献

Within the field of children's geographies several calls have been made to develop ‘teenagers’ geographies’ as a complementary field of research and practice. It has been stated that teenagers remain ‘invisible’ or ‘marginalised’ in public debates as well as in research and practice, even within childhood studies and children's geographies. Further explorations in teenagers’ geographies could contribute to the research on ‘diverse childhoods’. This article explores the spatial worlds of teenagers (approximately 12–16 years) in Flanders (Belgium), a region characterised by a dense network of smaller cities and ‘urban sprawl’. Based on street interviews and observations in a small city several mental maps and patterns of teenagers’ use of public space were identified. Starting from a case study in the city of Mechelen, this article suggests how these perspectives can be integrated into urban planning by identifying and tying together relevant planning layers, thus creating a more closely knit ‘teenage space network’. The recent polymorphism of state intervention and attendant political geographies have been interpreted as a return of state capitalism. While commentators across the social sciences have offered competing characterizations of the new state capitalism, little attention has been dedicated to how narratives and geographical imaginaries of the new state capitalism operate as a form of geopolitical knowledge and practice. Drawing upon critical geopolitics, we make three main arguments. First, we examine the context of wider geopolitical and geo-economic shifts in which the social construction of the geo-category has happened. We contend that the emerging new spatiality of the global economy has prompted the need for new discursive frames and geopolitical lines of reasoning. Second, we argue that this need is fulfilled by the geo-category state capitalism, which acts as a powerful tool in categorizing and hierarchizing the spaces of world politics. It does so by reinstituting a simple narrative of competition between two easily identifiable protagonists – (Western) democratic free-market capitalism and its deviant ‘other’, (Eastern) authoritarian state capitalism – and by reactivating older geopolitical grand narratives. Third, the geo-category state capitalism discursively enables Western business and state actors to justify tougher policy stances in three areas: foreign policy; trade, technology, and investment regulation; and international development.  相似文献

After two decades of scholarship on ‘critical geopolitics’, the question of whether it is largely a discursive critique of prevailing knowledge production and geopolitical texts or critique with an implicit, normative politics of its own remains open. These positions are not incommensurate, and much scholarship on critical geopolitics does both. This paper analyzes critical geopoliticians' concern with this question in the present historical moment and probes the possibility of a post-foundational ethic as the basis for ‘the political’ in critical geopolitics and beyond. Empirically, this paper explores these theoretical tensions within ‘critical geopolitics’ by tracing the disparate fates of two young men, both child soldiers at the time of their capture. ‘Child soldier’ is an unstable category subject to geopolitical valence and stigma during the ‘war on terror’. The deployment of extra-legal tactics and spaces of violence, such as those faced by detainees at Guantanamo Bay, point to the rise of biopolitics combined with geopolitics, illustrating the intersection of sovereignty and governmentality as important political fodder for critical geopolitics two decades after its inception. The stories of Canadian Omar Khadr, one of the youngest prisoners at Guantanamo and the only citizen of a Western state still held there, and Ismael Beah, a rehabilitated soldier who fought as a boy from Sierra Leone, illustrate too how geographical imagination strongly shapes access to provisions of international law and the victimized status of ‘child soldier’ in particular.  相似文献

Abstract

The traditional focus regarding the Angolan Civil War, 1974–1976, has been on the nature of Soviet and Cuban involvement, the American response to communist activities, and South Africa's invasion. A point often mentioned, but rarely elaborated upon in the literature, is the degree to which the United States of America (USA) encouraged South Africa to intervene in the Angolan conflict. This paper investigates the extent and nature of American collusion with South Africa in the civil war, and the degree of complicity of senior American officials. The paper argues that on balance, the evidence suggests that senior elements of the United States executive branch, covertly and informally, colluded with South Africa. South African politicians overestimated the depth and extent of American support for its intervention, and when the USA ceased its assistance, they felt betrayed by Kissinger.  相似文献

This essay examines the relationship between language, desire, and reality found in J.M. Synge's The Playboy of the Western World. In this play, Synge suggests that language which is too infused with desire has the potential to outrace events, and will always fail to describe a reality that can actually form itself. With this, Synge is asserting that Revivalist myths are hopelessly out of step with Irish life and impede the formation of a sustainable political and cultural unit. Troublingly, however, Synge does not accurately gauge his own complicity in this process.  相似文献

This article focuses on the idea that intervention in the labour market through the suspension of labour rights and freedoms, fear and a fall in purchasing power all played a key role in achieving political and economic objectives in the regimes of Mussolini, Hitler and Stalin. However, in each of these cases, the success of this policy was not as had been expected. These European experiences were essential for the configuration of the labour framework in the Franco dictatorship. The iron-fisted control of the labour market came to Spain through legal texts and institutions that were in many cases a blatant copy of those applied in Italy and Germany. In spite of the ideological distance between them, we can also find some common traits with Stalin's labour policies. The results obtained were even worse for Spain, and the negative effects on the economy were more serious, due to the greater longevity of the Spanish dictatorship.  相似文献

This article critiques the shift towards valorizing indigeneity in western thought and contemporary practice. This shift in approach to indigenous ways of knowing and being, historically derided under conditions of colonialism, is a reflection of the “ontological turn” in anthropology. Rather than seeing indigenous peoples as having an inferior or different understanding of the world to a modernist one, the ontological turn suggests that their importance lies in the fact that they constitute different worlds and “world” in a performatively different way. The radical promise this view holds is that a different world already exists in potentia, the access to which is a question of ontology—of being differently: ‘being in being’ rather than thinking, acting and world-making as if we were transcendent or “possessive” modern subjects. We argue that the ontopolitical arguments for the superiority of indigenous ways of being should not be seen as radical or emancipatory resistances to modernist or colonial epistemological and ontological legacies but rather as a new form of neoliberal governmentality, cynically manipulating critical, postcolonial and ecological sensibilities for its own ends. Thus, rather than “provincializing” dominant western hegemonic practices, such discourses of indigeneity extend them, instituting new forms of governing through calls for adaptation and resilience.  相似文献

The ‘geographies of dying and death’ denotes an area of academic inquiry interested in the spatialities of mortality and extending into themes of bereavement and loss. Such a lens has permitted exploration of various spaces and their interlinking economic, cultural and political contexts (Maddrell, A. & Sidaway, J. This paper argues that pregnancy losses – a rubric term for a range of medical events and social experiences, which can be legally recognised and/or personally regarded as deaths – should be given further consideration in the ‘geographies of dying and death’. Such a suggestion invites further reflection on the ways in which notions of ‘normative’ death have hitherto been mobilised in the sub-discipline. My focus in this paper will be on ultrasonography and related spaces to illustrate various spatial and temporal aspects involved in some experiences of pregnancy losses. The narratives of four participants from my doctorate research (McNiven, A. (2014) (Re)collections: Engaging feminist geography with embodied and relational experiences of pregnancy losses (Unpublished doctoral thesis). Durham University, UK) will be drawn upon in relation to encounters in/with: ultrasonography rooms, their related waiting spaces, disrupted expectations, and ultrasound imagery and audio recordings. This paper argues that, when in dialogue with ‘feminist reproductive politics’, attendance to pregnancy losses can thus contribute productively to the burgeoning ‘geographies of dying and death’.  相似文献

This article argues that the failed-state phenomenon is not unique to the post-cold war era, nor is it uniquely threatening in comparison with other historical periods. The article contends that state failure is not primarily a failure of formal institutions of governance but a subjective condition defined by the great powers. ‘Bringing international politics back in’ is essential to a clear understanding of the issue for an emerging multipolar international system of the twenty-first century. The article draws on classical realist and critical constructivist perspectives to define state failure before developing a theoretical framework to reconceptualise the issue in a historical and international systemic context. Interpretations of state failure are based on the interplay of contingent transnational threats with the distribution of capabilities in the international system, the pattern of order in the international society, and the sensitivity of the domestic polities of leading actors to risk. The article draws some implications of this for the coming decades of the twenty-first century.  相似文献

Mechanisms to exclude people seen as ‘other’ which were once considered exceptional have now become normal. Global patterns of increased state security lead to people on the move or seeking protection being detained, dispersed and deported, their lives treated as ‘waste’ or ‘reject’. The Irish ‘Direct Provision’ system is part of an increasing network of liminal, or threshold, spaces, situated between and within borders, in which such people are detained or forced to wait in often inhumane conditions and often for years at a time. Based on ethnographic participatory photographic research, this article explores the ways in which imposed liminality plays out in people’s everyday lives in ‘Direct Provision’. The article looks at how liminality is lived in spatial and temporal terms and develops the idea of ‘ontological liminality’, a means of expressing the ways in which a chronic sense of fear, insecurity, invisibility and a highly controlled existence are lived and internalized; it also shows the ways in which people negotiate this imposed liminality through everyday practices, creating various forms of attachment, engagement and belonging. Exploring the concept of liminality in this context holds broader implications not only for understanding experiences of people waiting or held in the increasing number of refugee camps, border zones and detention centres in and beyond Europe, but also provides insight into the architectures of exclusion created by states to contain or exclude the ‘other’.  相似文献

Turkey’s regional policies are inspired by the new regionalism theory. During past two decades, key concepts of new regionalism, including knowledge economies, specialization, networked cities and innovation, have been incorporated in policy documents. At the same time, Turkey comes from a strong central state tradition that controls local and regional development. At first insight, new regionalism and strong central state control do not fit in the same frame. This research analyses the trajectory of regional policies in Turkey with the aim of explaining how these seemingly incompatible policies can coexist. It argues that regional policies developed at the central state level utilized new regionalism as a part of the strategy to maintain power in the course of transformation of the nation state.  相似文献
