Abstract. In the recent Yugoslav crisis, the decisions of the international community sparked off a sharp debate on the recognition of self‐determination claims, reminiscent of the debates in the aftermath of the First World War. This article compares and contrasts the principles and practices of the international community in these two periods. It draws a parallel between the simultaneous strengthening of self‐determination norms and minority protection norms, first at Versailles and then in the midst of the recent Balkan crisis. Though the processes showed many similarities, there was one crucial difference: by the time of the Balkan crisis, the international community had come to regard minority autonomies as the most appropriate form of protection for compact minorities in new nation‐states born of ethnic separatism. While in the Versailles system minority protection norms were meant as compensations for the denial of self‐determination, in the Balkan crisis the autonomies were regarded as the highest form of minority protection, which in turn increased the perceived risk of minority separatism in new states. It is in this context that the article presents the debate over the traditional and more recent approaches to the ‘unit question’, which has haunted scholars and policy‐makers ever since the concept of self‐determination emerged as an international norm.  相似文献

In this article we seek to interrogate the cultural, political and economic conditions that generate the crisis of sanitation in India, with its severe implications for the poor and the marginalized. The key question we ask is how to interpret and explain the spectre of ‘open defecation’ in India's countryside and its booming urban centres. The discussion is divided into three parts. Part one examines the cultural interpretation of ‘shitting’ as symbolic action underpinned by ideas of purity, pollution and ‘the body politic’. Part two takes the political economic approach to gain further insights into contemporary discourse, performance and cultural politics surrounding toilets and open defecation in India. Part three examines civil society activities, state campaigns and media accounts of open defecation to explore the disruptive potency of everyday toilet activities, and how these interplay with issues of class, caste, and gender. Drawing on interviews and a review of ethnographic work, we seek to interrogate the idiom of modern sanitation, with its emphasis on cleanliness, progress and dreams of technology, as a constitutive idea and an explanatory force in Indian modernity.  相似文献

Chinese historiography of modern China in the 1980s and 1990s underwent a paradigmatic transition: in place of the traditional revolutionary historiography that bases its analyses on Marxist methodologies and highlights rebellions and revolutions as the overarching themes in modern Chinese history, the emerging modernization paradigm builds its conceptual framework on borrowed modernization theory and foregrounds top‐down, incremental reforms as the main force propelling China's evolution to modernity. This article scrutinizes the origins of the new paradigm in the context of a burgeoning modernization discourse in reform‐era China. It further examines the fundamental divides between the two types of historiography in their respective constructions of master narratives and their different approaches to representing historical events in modern China. Behind the prevalence of the modernization paradigm in Chinese historiography is Chinese historians' unchanged commitment to serving present political needs by interpreting the past.  相似文献

This article examines the travels and appearances of Canadian Mohawk writers, lecturers, and performers E. Pauline Johnson and John Brant‐Sero, who appeared in Britain as self‐identified Mohawks, Canadians, and members of the British Empire during the late‐Victorian and Edwardian years of heightened imperial sentiment. The article draws upon feminist scholarship on performance, imperialism, and culture and consumption for the late‐Victorian and Edwardian period. It argues that, while Johnson and Brant‐Sero challenged stereotypes of Mohawk gender relations, they also were part of imperialist modernity; their gendered ‘performances’– on and off‐stage – must be analysed within the context of the gendered cultures of consumption and performance of late‐Victorian and Edwardian British society.  相似文献

This article considers the specific deployment of gender and sexuality in interwar Egypt against the general backdrop of a universalising colonial modernity, which since around the middle of the nineteenth century aimed at producing a repeatable subject everywhere. It examines the magazine Physical Culture as an artefact of that colonial modernity and as a watermark of an ineffable style of performing gender and sexuality – a culmination of nearly five decades of historicising Egypt and of exercising Egyptians. That the cultivation of healthy and desirable bodies was constrained by Egypt's asymmetrical location in a global economic and political order constituted by colonialism was a well‐established fact of social life by the end of the 1920s; consequently, the problem of the modern subject in Egypt was posed in terms that were not exclusively nationalist and examined in terms that were keenly attuned to circulations of global cultural forms and discursive practices. In the resulting process of subject formation, a gendered and sexualised other was also produced, as a de‐formation, wherein the terms of its prior being would no longer be intelligible.  相似文献

This article examines the contending redefinitions of national identity in contemporary Germany's memorial culture, focusing particularly on the ensemble of monuments and parade fields known as the former Nazi Party rally grounds in Nuremberg. In a detailed case study, I analyse the recent conversion of one of the physical remnants of National Socialism – Albert Speer's transformer station – into a fast‐food restaurant and interpret this conversion as a novel contribution to the discourse on German nationhood. I argue that the provocative commercial reutilisation of the former Nazi monument gives expression to a renewed self‐confidence that Germany has gained from displaying a willingness to face up to its past as perpetrator nation. While the intervention thus deviates from the self‐indicting spirit that had been characteristic for Germany's memorial culture after World War II, an ironic note is conspicuous in this act of commemorative politics that indicates a way of dealing with the fascist legacy that is, surprisingly in some respects, superior to more conventional memory strategies.  相似文献

The aim of this article is to analyse the theoretical origins and character of Giuseppe Mazzini's idea of the nation and the wider tensions within nationalist thinking. In particular I will ground Mazzini's idea of national self‐determination on his distinction between rights and duties and finally his republican (and in this sense political, not ethnic) view of the nation‐people. It will emerge that, even if Mazzini shared a voluntaristic idea of the nation, he none the less had a clear perception that the argument of popular consensus needed to be limited (and legitimated) by normative principles, which for him were true democratic principles. Mazzini's originality and modernity lay in his capacity to avoid being a universalist in the old cosmopolitan sense without becoming a relativist. He faced the tension between universality and national identity by making the former concrete and inclusive: universality meant humanity which revealed itself through and within each nation, and was synonymous with democracy. Democracy at home is the premise for democracy abroad: this is Mazzini's legacy.  相似文献

This paper examines the 1994 Declaration of Principles (DoP) for the resolution of the Sudanese civil war, adopted by the Inter‐Governmental Authority on Development (IGAD). This was the only occasion on which an African inter‐state organization included separation as an option for resolving a civil war. It was the basis for South Sudan's independence in 2011. The DoP was drafted by the Ethiopian government, and imposed on belligerent parties, both of which were, at the time, unionist. The paper identifies two concepts of self‐determination within the DoP— independence for colonial territories and the Marxist‐Leninist idea of self‐determination for national groups. The rationale for including both arose from Ethiopian leadership within IGAD. The paper also examines the diverse Sudanese debates on self‐determination, including several strands of nationalism, Islamism, and the ‘New Sudan’ of the Sudan People's Liberation Movement (SPLM). There was radical disagreement among Sudanese on national identity and self‐determination, creating ambiguities that ironically facilitated the exercise in southern self‐determination in 2011. Drawing on documentation of Sudanese negotiations, the paper examines how the DoP unlocked the Sudanese debate on the issue, and how the different concepts fared up to the time of the independence of South Sudan.  相似文献

This paper seeks to chart a concept of historical experience that French Romantic writers first developed to describe their own relationship to historical time: the notion of the “transitional period.” At first, the term related strictly to the evolving periodic conception of history, one that required breaks, spaces, or zones of indeterminacy to bracket off periods imagined as organic wholes. These transitions, necessary devices in the new grammar of history, also began to attract interest on their own, conceived either as chaotic but creative times of transformation, or, more often, as slack periods of decadence that possessed no proper style but exhibited hybrid traits. Their real interest, however, lies in their reflexive application to the nineteenth century itself, by writers and historians such as Alfred de Musset, Chateaubriand, Michelet, and Renan, who in their effort to define their own period envisioned the “transitional period” as a passage between more coherent and stable historical formations. This prospective self‐definition of the “age of history” from a future standpoint is very revealing; it shows not just the tension between its organic way of apprehending the past and its own self‐perception, but it also opens a window on a new and paradoxical experience of time, one in which change is ceaseless and an end in itself. The paper also presents a critique of the way the term “modernity” has functioned, from Baudelaire's initial use to the present, to occlude the experience of transition that the Romantics highlighted. By imposing on the nineteenth‐century sense of the transitory a heroic period designation, the term “modernity” denies precisely the reality it describes, and sublimates a widespread temporal malaise into its contrary. The paper concludes that the peculiarly “modern” mania for naming one's period is a function of transitional time, and that the concept coined by the Romantics still governs our contemporary experience.  相似文献

This paper examines some of the emerging critical civil society debates in relation to the one‐state solution being the most appropriate geo‐political arrangement for the articulation of freedom, justice and equality in Palestine‐Israel. This is done with reference to the Israeli Committee Against House Demolitions’ 2012 statement in support of a bi‐national state and the ensuing critiques it attracted from Palestinian supporters of the one‐state position. Drawing on these debates which have largely revolved around Jewish Israeli rights to political self‐determination in Palestine‐Israel, this paper proposes that alternative versions of self‐determination as cultural rights for the established Hebrew‐speaking national community represent a more inclusive form of self‐determination in the eventuality of decolonisation.  相似文献

Martin Jay's sweeping account of reason in Western philosophy provides the context for understanding the crisis that the Frankfurt School thinkers faced when they spoke of the “eclipse of reason.” In the background of the thinking of the first generation of Frankfurt thinkers such as Max Horkheimer, Theodor Adorno, and Herbert Marcuse is a hankering for a more substantive conception of reason that bears affinities with what Hegel called Vernunft (reason), which he contrasted with Verstand (understanding). According to Jay, the first generation of Frankfurt thinkers never quite succeeded in elaborating this substantive concept of reason and grew increasingly pessimistic in the face of the self‐destruction of reason. Habermas sought to elaborate a communicative theory of rationality that did not fall into the misleading promises of Hegelian Vernunft but could nevertheless provide a normative basis for the critique of instrumental, strategic, and systems rationality—a normative basis for critical theory. Jay presents an extremely lucid account of Jürgen Habermas's theory of communicative rationality. He concludes by reviewing some of the outstanding problems and questions that have been raised about the adequacy and success of Habermas's project. I seek to do justice to the strengths and weaknesses of Jay's narrative, and I focus on a number of deep, unresolved issues that confront the future of critical theory in its attempt to develop an adequate conception of rationality. I also raise concerns about what precisely is distinctive about critical theory today.  相似文献

The southern African food crisis of 2002 led to one of the most significant controversies over the use of genetically modified (GM) crops in the developing world to date. Zambia's staunch opposition to GM food aid during the crisis is still frequently used as a reference point in debates over GM seed technology in agricultural development, and the morality of advanced biotechnology. This article re‐examines the controversy and its contemporary relevance using oral history interviews with key scientists, policy makers and development practitioners engaged in debates and decision‐making processes in Zambia in 2002, alongside a review of discourses in the Zambian press. The author argues that, rather than different perceptions of health and environmental risks derived from GM crops, it was questions of sovereign regulatory control of technology in a context of diminished state capacity — and the decline in the Zambian state's capacity for agricultural science research in particular — that played a central role in shaping anti‐GM attitudes. In addition, trust in the arguments of GM advocates was diminished by communication efforts which treated Zambian scientists and policy elites as a lay rather than an expert audience.  相似文献

This paper approaches its central theme of women's groupings in Melanesia via critique of several longstanding shibboleths, including examples of their strategic appropriation by indigenous people. These stereotypes include the romantic image of rural dwellers as pre‐modern traditionalists on whom Christianity is an imposed foreign veneer; the hoary rhetorical opposition of ‘West’ and ‘non‐West’/modernity and tradition/individual and community; and the pervasive essentialization of Melanesian women as ‘naturally’ family‐oriented, communitarian, and less individualistic and competitive than men. Seeking patterns in regional diversity and fragmentation, the paper examines cultural, historical, and structural correlates of a wide range of women's groupings, including National Councils of Women, church women's organizations, and the largely self‐financed local church fellowship groups which are growing steadily in number and significance in the virtual absence of effective state institutions. Increasingly, women's groupings are complementing their traditional Christian spiritual, domestic, and welfare concerns with attention to global feminist, human rights, and ecological issues which are often reworked locally into scarcely recognizable shapes. Eschewing romanticization, the paper considers the potential and the problems of women's groupings in male‐dominated Melanesia, including women's own divisions and their typical aversion to assuming public responsibilities.  相似文献

Despite its title and stated objectives this edited volume does not provide a broad and inclusive survey of post‐apartheid South African historiographical developments. Its main topic is the unexpected demise in the post‐apartheid context of the radical or revisionist approach that had invigorated and transformed the humanities and social studies during the 1970s and 1980s. In the context of the anti‐apartheid struggle the radical historians had developed a plausible model of praxis for progressive scholarship, yet in the new post‐apartheid democratic South Africa radical historical scholarship itself encountered a crisis of survival. This should not be confused with a general “crisis” of historical scholarship in South Africa, as some of the uneven contributions to this volume contend, as that remains an active and diversely productive field due also to substantial contributions by historians not based in South Africa. If the dramatic and ironic fate of radical historical scholarship in the context of the transition to a post‐apartheid democracy is the volume's primary topic, then it unfortunately fails to provide serious and sustained critical reflection on the origins and possible explanations for that crisis. A marked feature of the accounts of “history making” provided in this volume is the (former) radical historians' lack of self‐reflexivity and the scant interest shown in the underlying history of their own intellectual trajectories.  相似文献

In this essay I discuss Koselleck's thesis on the dissolution of historia magistra vitae in modernity with a view to exploring how the modern historiographical engagement with Thucydides entails qualifications of this argument. Focusing on Barthold Georg Niebuhr's contextualization of Thucydides in a new temporality of “ancient and modern history,” I examine how modernity is caught between conflicting notions of its own prehistory, and that this conflict suggests that the forward‐leaping qualities of Neuzeit were co‐articulated with other temporal notions, and particularly an idea of historical exemplarity associated with historia magistra vitae. This plurality of times highlights an agonistic temporality linking antiquity and modernity: a model of conflicting times inscribed in a dialogue through which modern historiography interrupted the “useful” history of antiquity, while simultaneously being itself interrupted by it. By following this dialogue, I seek to test two interrelated hypotheses: a) that modernity produced a multitemporal scheme in which the ideas of differential time and the future were intertwined with a notion of historia magistra vitae as meaningful and sense‐bearing time; and b) that contradictions in this scheme arising from the modern confrontation with Thucydides's poetics challenges the opposition between historia magistra vitae and modern historical sense and configures a temporality that is self‐agonistic in the sense that it confronts historical actors before and beyond the terms through which they may be able to give it meaning. Formulated as a poetics of the possible, this notion is approached as a corrective alternative to the modern consideration of the future as distanced from the space of experience, but nonetheless as grounded in actuality and therefore largely mastered by human knowledge and action.  相似文献

This article explores two inter‐related themes. One addresses fundamental questions of human nature, arguing that conventional theories of behaviour lack a credible appreciation of the interaction between cognition and context (or what is often termed as the ‘environment’). The second considers decision‐making under risk and uncertainty, focusing upon customary behaviour and the significance or otherwise of conscious deliberation. My argument is intended to be both critical and constructive, exploring the claims of the emerging school of behaviouralism associated with Kahneman and Tversky now sweeping the social sciences. Most importantly, it is argued that economic geography should take more seriously the nature and scope of behaviour recognizing its attributes including related social and cultural aspirations. These ideas are illustrated by a set of recent studies dealing with financial decision‐making and individuals' attitudes towards risk in personal and occupational pension plans. The importance of this project lies in the urgent need to understand the diversity of behaviour of men and women in, and through, the communities in which they live without being reduced to yet another version of environmental determinism. In the final section, implications are drawn for understanding the global financial crisis.  相似文献

The article discusses the apocalyptic beliefs of the nineteenth‐century English Oratorian and devotional writer, Frederick Faber, though initially providing a context among earlier and contemporary English Catholic apocalyptic writers. It proceeds, by means of a consideration of Faber's conscious de‐secularisation of language, to give an account of his identification of the elements of a transvalued contemporary popular concept of modernity as the signs of apocalyptic crisis. The article as a whole is intended to provide an aid to the perception and understanding of a pervasive apocalypticism in nineteenth‐century English‐speaking Catholicism.  相似文献
