Abstract: In the last three decades in the advanced capitalist world, the idea of revolution has largely slipped from political view. The neoliberal moment seemed to smother any political possibility other than capitalism, but with that historical phase now itself fading, it may be a good time to revive the idea of revolution if for no other reason than that revolutions do happen. Certainly, the political right is concerned about the possibility of revolts resulting from the social privation resulting, in turn, from the global economic crisis. This essay attempts to explore and reanimate the notion of revolution, both historically and in the present context.  相似文献

This short paper discusses Barry Morris's account of the ‘riot’ at Brewarrina, New South Wales, in 1987 and its legal aftermath, which continued for some years. An iconic event in Australian race relations, much can be learnt from its various dimensions, a fact that Morris amply demonstrates. Notwithstanding, this discussion questions a related narrative in his book, which interprets capitalism's impact on self‐determination simply in terms of neoliberalism's ‘political effects’. The paper seeks to broaden the discussion of the relations between the state and self‐determination, and between capitalism and race.  相似文献

In this paper, we discuss the screen media businesses and production milieu that has developed in the predominantly rural region of the Northern Rivers, Australia, over the past 20 years. Spread across a number of towns and small cities each at some distance from each other, this screen milieu would seem to go against the prevailing logic for screen media to concentrate in globally connected cities. Taking up Allen J. Scott’s suggestion that the new capitalism of the twenty-first century is producing restructuring effects in many of the interstitial spaces between large cities, this article examines the spatial assemblages of the screen media and related creative industries sectors in one such space. We demonstrate how screen media actors in this rural region are participating in the wider cultural economy and explore its cultural policy implications.  相似文献

Abstract: The starting point for this paper is the observation that a reshaping of global capitalism is underway, centred on the rise of dynamic centres of accumulation in Asia. It is argued that a critical understanding of this process (supported without reservation by such organizations as the IMF, the OECD and the World Bank) requires a questioning of the imagined link between “capitalism” and the “West”, and a recognition that the international organizations are committed to a universal project aimed at empowering capital and promoting competitiveness on a global scale. A case study is provided of the recently adopted plan for the creation of an ASEAN Economic Community as a “single market and productive space” by 2015. The regional context in which it is placed is contrasted with that of the European Union, and the need for further study of varieties of capitalism in emerging economies is noted.  相似文献

Abstract

Multilateral development agencies have increasingly focused attention on underdeveloped countries in Asia as potential new sites for financial capital. Often referred to as “emerging markets”, these economies are seen as ripe for private sector investment and, at the same time, in need of foreign capital to support rapid industrialisation, modernisation and poverty reduction. For development agencies, this confluence of interests suggests a means for quickly closing the “development gap”, primarily through mobilising techno-managerial modalities designed to reduce barriers to capital entry and other institutional inefficiencies seen as inimical to investment. Thus development agencies now encourage the construction of “enabling environments” to support “market driven development” through processes of “financialisation”. Development, in this sense, is no longer state-led or state-centred, but rather financially driven and privately procured.

As we highlight in this special issue, however, financialised modes of development are highly contested and problematic. Indeed, the diffusion into the underdeveloped world of essentially developed world financialisation agendas that seek to instil a broad-based market rationalism that downloads new costs and risks to populations is of significant concern. This Introduction sets in context and introduces a much needed set of articles that bring clarity to financialisation in developing Asia and its implications for development as a process of substantively improving material conditions.  相似文献

Digital technologies that allow large numbers of laypeople to contribute to humanitarian action facilitate the deepening adoption and adaptation of private‐sector logics and rationalities in humanitarianism. This is increasingly taking place through philanthro‐capitalism, a process in which philanthropy and humanitarianism are made central to business models. Key to this transformation is the way private businesses find supporting “digital humanitarian” organisations such as Standby Task Force to be amenable to their capital accumulation imperatives. Private‐sector institutions channel feelings of closeness to aid recipients that digital humanitarian technologies enable, in order to legitimise their claims to “help” the recipients. This has ultimately led to humanitarian and state institutions re‐articulating capitalist logics in ways that reflect the new digital humanitarian avenues of entry. In this article, I characterise this process by drawing out three capitalist logics that humanitarian and state institutions re‐articulate in the context of digital humanitarianism, in an emergent form of philanthro‐capitalism. Specifically, I argue that branding, efficiency, and bottom lines take altered forms in this context, in part being de‐politicised as a necessary condition for their adoption. This de‐politicisation involves normalising these logics by framing social and political problems as technical in nature and thus both beyond critique and amenable to digital humanitarian “solutions”. I take this line of argumentation to then re‐politicise each of these logics and the capitalist relations that they entail.  相似文献

The relationships between neoliberalism and environmental governance have been the topic of much scholarly and policy debate. The recent, and ongoing, economic crisis brings new questions and urgency to these debates. This paper examines whether and how the economic crisis might be understood as a crisis of neoliberalism and what the implications might be for environmental quality and the dominance of ‘neoliberal’ approaches to environmental governance. The paper attempts to delineate some of the major potential relationships between neoliberalism and environmental governance through this crisis. It argues that although such relationships are contingent and subject to political action, in the US context at least the ongoing economic crisis has resulted in a weakening of support for environmental protections, in a manner that does not fit with current claims of the ‘post‐political’ condition. The paper concludes by outlining several positive contributions critical geographers and other analysts of nature‐society relations could make to challenging the current dominance of neoliberal policies in environmental management.  相似文献

Occupy has been criticised for a lack of organisation and ideological direction, its persistent failure to articulate practical reforms and its anarchism. Occupy's extensive influence calls for scholarly analysis of its underlying ideas and its praxis. This article develops a conceptual understanding of the movement and argues that the criticisms above overlook both how the movement's participants rationalise its praxis and the consistently anarchist forms of this praxis. The article draws on recent scholarship that distinguishes between ideological anarchism and anarchical forms of praxis inspired by anarchist principles. It argues that Occupy's praxis is anarchical. Though not ideologically anarchist, Occupy expresses a commitment to anarchist ideals. The article develops a particular conception of anarchism and in this context, discusses Occupy's anti-capitalist position, reflected in its catchcry ‘we are the 99 per cent’. It concludes by explicating the anarchical elements of Occupy's praxis.

Abstract: The simultaneous proliferation of protected areas for biodiversity conservation and neoliberal market expansion has sparked a growing body of work, which suggests that these are mutually reinforcing processes that reflect alliances between conservationist and capitalist agendas. Because this alliance is so counter intuitive to the ways in which biodiversity conservation is popularly understood, theoretical perspectives concerning these relationships have been slow in emerging. Drawing from Gramsci's ideas of hegemony and historic bloc, we propose a theoretical framework systematically to inform understandings and investigations of these transformations. We suggest that they are driven by the convergence of networks of interests, which work to resolve the apparent contradictions between demands for continued economic growth and growing concerns about what it portends for the future of our planet. These in turn rely on spectacular presentations of conservation interventions, conservation success stories, and their putative linkages to ecosystems and the global economy.  相似文献

Abstract: Credit card debt is a ubiquitous feature of neoliberal capitalism. To explain the notable growth of credit card usage in the US, I adopt a historical materialist approach that employs two key analytical concepts—cannibalistic capitalism and the debtfare state—to capture the material, institutional and ideological dimensions of this process. Viewed within the bounds of cannibalistic capitalism, a mode of accumulation primarily based on the expansion of fictitious capital and secondary forms of exploitation, the debtfare state enhances the social power of money by allowing major credit card issuers (banks) to generate high levels of income from uncapped interest rates and policies that ensure the extension of plastic money to those who fall within Marx's category of the surplus population. While the expansion of debt subjects surplus workers to the disciplinary requirements of the market, it is unable to suspend the main tensions of cannibalistic capitalism, prompting ongoing reconstructions of the debtfare state.  相似文献

The beautiful, well-known, but highly problematical, illuminated Carolingian MS. of the classical astronomical work called the Aratea or the Syntagma Arateorum, once owned by Isaac Vossius, has long been a prized possession of Leiden's University Library. Aratos of Soli, the Greek poet (about 315-270/23;9 B.C), was the author of the earliest version of this work, which he called the Phaenomena; Germanicus Caesar, Cicero and Festus Rufus Avienus produced Latin translations of it. Over the years an extensive literature has developed concerning the many problems raised by this MS. This literature is reviewed in detail in what follows and an attempt made, as it were, to clear the air ready for the further research which is shown to be necessary.  相似文献

Antarctica was the last continent to be discovered in the early nineteenth century. In order to become acquainted with the process of incorporation of Antarctica to the scope of the capitalist system we have focused on particularity: i.e., specific economic and technological and ideological aspects of everyday life in sealer camps spread along the coastline of the South Shetland Islands. Archaeological research in Byers Peninsula–Livingston Island provides an approach to the mechanisms implemented to organize the first resource exploitation in these lands.  相似文献

Abstract

This article examines the economic and socio-cultural impact of Italian investments and business in the United Stated from the 1980s onwards. It investigates flows, networks and ideas that have cut national boundaries and politically-defined spaces. The article argues that the last three decades of Italian investments and business in the USA have re-defined the symbolic space held by Italy and Italians in the American imagination. It also argues that the distinctive Italian contribution to the American business environment lies in the so-called ‘fourth capitalism’ and in the family business aspects of Italian Capitalism.  相似文献

ABSTRACT. This article examines how the Mexican state drew upon nationalist discourse for legitimacy following the 1982 debt crisis. The analytical framework situates Mexico within the context of Latin American nationalism and explores the structural and conjunctural factors that contributed to the endurance and effectiveness of Mexican revolutionary nationalism as a hegemonic nationalist discourse. Historical commemorations during the Miguel de la Madrid administration (1982–88) are then examined to show how the state evoked nationalist motifs as it dealt with economic crisis, pressure from the USA, domestic political opposition and the implementation of neoliberal reforms. The relative effectiveness of sometimes counterintuitive appeals to nationalist legitimacy is found to be neither wholly ‘rational’ nor ‘irrational’, in this case having its basis in a history of elite and popular negotiation through the revolutionary nationalist framework, the continuity of the post‐revolutionary Partido de la Revolución Institutional (PRI) state model and the lack of a viable competing paradigm.  相似文献

For various reasons, John D. Caputo is one of my favorite philosophers. However, one may identify two basic weaknesses or contradictions when it comes to his thoughts on political economy: (1) Caputo insists on capitalism—even if it be a significantly transformed capitalism (what I will be calling here “Caputolism”)—but he does not question whether capitalism can accommodate the required reforms; and (2) Caputo’s refusal to entertain the possibility of communism as a good/better alternative to capitalism, even though he has referred to an earthly “Kingdom of God” composed of a “radical community of equals”—which (strongly) resembles communism, thus rendering his refusal of communism all the more perplexing.  相似文献

This essay argues that to understand Foucault's attraction to neoliberalism, we must understand the elective theoretical affinities that he perceived between this current in economic thought and one of the central elements of his own philosophical project: the critique of humanism or “anthropologism” (that is, the tendency in modern thought to sift all knowledge through human knowledge). Specifically, the essay examines moments in Foucault's 1978 and 1979 lectures when Foucault clearly refers to the arguments of his earlier work, The Order of Things, the locus classicus of his philosophical antihumanism. In particular, Foucault claimed that economists of the Chicago School developed a theory of labor that escaped the limitations of the “anthropological” theory of labor associated with Adam Smith, David Ricardo, and Karl Marx. He also interpreted the notion of homo oeconomicus and Smith's idea of the market's “invisible hand” as critiques of the characteristically modern attempt to make transcendental claims on the basis of human nature. The essay concludes by asking if Foucault's philosophical antihumanism provides an adequate vantage point from which to critique contemporary capitalism.  相似文献

Abstract: In the UK there has been a proliferation of agencies at differing regulatory scales as part of the rescaling and restructuring of the state by New Labour, following the neoliberal policies of previous Conservative governments. This raises questions concerning the extent to which New Labour's urban state restructuring is embedded within neoliberalism, and the local tensions and contradictions arising from emergent New Labour urban state restructuring. This paper examines these questions through the analysis of key policy features of New Labour, and the in‐depth exploration of two programmes that are reshaping urban governance arrangements, namely Local Strategic Partnerships (LSPs) and New Deal for Communities (NDC) programmes. We conclude that New Labour's restructuring is best understood in terms of the extended reproduction (roll‐out) of neoliberalism. While these “new institutional fixes” are only weakly established and exhibit internal contradictions and tensions, these have not led to a broader contestation of neoliberalism.  相似文献

Using the methods of textual analysis and in conversation with both Latin American cultural studies and queer studies, the essay examines the ways that Pedro Lemebel’s diverse body of work – ranging from live performances, fiction, non-fictional crónicas, and interviews – engages the limits of subversion in neoliberal times. On the one hand, Lemebel’s work has been routinely framed in terms of its subversion of gendered, sexual, and political norms. On the other hand, scholars and commentators have not deeply engaged the many ways that Lemebel’s own work comments on and represents the challenges of producing subversive cultural productions in a globalized, late capitalist environment in which subversion, including his own, can be undone precisely when it is most celebrated, valued, and commodified. Reading Lemebel’s commentaries and interviews as producing cultural criticism that complements his better-known crónicas’ and performances’ ideological narratives, the essay argues that Lemebel’s oeuvre repeatedly addresses the challenges of performing a delicate dance between resistance and co-optation, given his acknowledged inseparability from the market. Taking Lemebel as a model for this balancing act, the essay ultimately aims to reveal and critique some of the ways that we academics tend to read sexual dissidence as successful subversion without recognizing its complications and limits.  相似文献

Canadian identity is threatened. Canada is first and foremost a state, an institution before being a socio-cultural reality. The country needs the state to survive. Its viability is based both on a healthy economy which ensures prosperity and on the critical role that such prosperity allows the state to assume by redistributing wealth. In the future, the ability of the state to pursue these ends may be seriously reduced and the unique character of Canadian society thus diminished. The dilemma associated with the Canadian-American, free-trade agreement issue is revealing in this light. While free trade seems to be the only solution to maintain a strong Canadian economy, it could at the same time, threaten the very existence of Canada.  相似文献
