Abstract

This article offers an analysis of the main tenets of Catholic social teaching as they relate to the politics of asylum in a UK context. Addressing the multilayered and complex crisis of confidence and asylum seekers with regard the moral performance of the UK system, this article proposes that the significance of CST's contribution to public discourse has been heightened by three key shifts in state practice. While the constructive contours of this teaching are explored, to be of service to forced migrants CST itself requires a deeper understanding of and engagement with the political cultures that shape practices of democratic exclusion. To this end the conclusion proposes two areas for further dialogue between CST and asylum experience.  相似文献

Abstract

The tradition of official Catholic Social Teaching, which emerged within the context of the European social question, has since expanded to incorporate developmental issues of the Two-Thirds World. This is shown in the social encyclicals of Pope John XXIII, but more significantly in the Vatican II Pastoral Constitution, Gaudium et spes, and the social documents of Popes Paul VI and John Paul II. In these writings, the principle of solidarity is a significant feature—both for discussions of the European social question, and in engaging with the problems of poverty and underdevelopment in the Two-Thirds World. This paper accepts that the principle of solidarity occupies a central position in Catholic social thought. It argues, however, that the ever-increasing poverty, exploitation and despair in the Two-Thirds World challenges our ethical and theological conceptualizations of solidarity. This paper intends to examine the use of the solidarity principle both in Gaudium et spes and in the social encyclicals of John Paul II. It will also raise the question whether their formulations and insights are adequate in confronting the ever-expanding challenges of international poverty and underdevelopment.  相似文献

Abstract

As the Roman Catholic Church's hierarchy ventures more frequently into the sphere of environmental ethics and makes pronouncements on large-scale environmental problems, its effectiveness will consistently be undercut by its commitment to what is traditionally called "Catholic act analysis," which when used to evaluate a host of commonplace actions leads Catholics to believe that they are morally unproblematic. Yet when these same actions are performed day after day and year after year, they contribute to many large-scale environmental problems that are unquestionably harmful—and are often viewed negatively by the Catholic hierarchy. At some point, this pattern of approving morally of certain actions the cumulative, corporate side effects of which cause pernicious environmental problems will strain the Catholic Church's credibility on environmental matters—and until the hierarchy reexamines its commitment to Catholic act analysis, this dilemma will be unavoidable.  相似文献

Notwithstanding the recent change of government, UK educational policy continues to stress school performance tables, parental choice and competition – reflecting an acceptance by New Labour of Tory notions concerning the role that market mechanisms play in improving school performance. In view of the 1997 Education White Paper's insistence that the new government's goal was to 'overcome the spiral of disadvantage … passed from one generation to the next', this implies that the DfEE remains unimpressed by long-standing arguments concerning the socially-divisive consequences of market forces in education.
This paper seeks to add empirical weight to this debate. Arguing that recent analyses of aggregate levels of social stratification have masked polarization occurring at the local level, our analysis places schools in the context of the local markets within which they operate. This yields clear evidence that educational markets tend to exacerbate existing differences between schools in terms of both their performance and social status.  相似文献

In recent years, historical geography has been at the forefront of new scholarship on the spatiality of colonial power and its complex relations with indigenous communities. This literature shows that imperial policies – emerging through state and scientific institutions, cultural practices, and capitalist ventures – required particular ways of conceptualizing, mapping, and organizing spaces and territories which transformed the geographies of indigenous communities, livelihoods, and identities. Through a close reading of archival texts from the late 19th and early 20th century, this paper examines the spatial and political relations between three groups: the Catholic Church, the British colonial state, and the Maya communities of southern British Honduras. Differences between the Catholic Church and the British colonial state – in their aims and approach to winning hegemony over the Q'eqchi' and Mopan Maya – were accommodated and assuaged by a tacit agreement: that the Maya must be settled in permanent communities. Colonial power, in both its spiritual and statist modalities, was imminently geographical, and this geography comprised the common ground between Church and state in their approach to the Maya.  相似文献

ABSTRACT. This paper differentiates between centrifugal and centripetal aspects of ethno‐nationalism to help account for the ascendancy of communism in the immediate aftermath of World War II in Poland. It argues that the directing of social antipathy to defined out‐groups allowed the Polish Workers' Party (PPR) to manage social anger and that the Roman Catholic Church's ethno‐religious agenda was aligned with the PPR's ethno‐nationalist policy. Furthermore, it is contended that the Church's toleration of hostile actions directed at minority communities supported the PPR's management of social anger. The paper concludes that the Church, despite its manifest intentions and contrary to contemporary perceptions, played a role in the PPR's achievement of hegemony.  相似文献

Many geographers benefit from the support of unheralded teachers whose inspiration leaves important marks on their thinking. This paper considers the legacy of Jan Monk's professional contribution in terms of her fostering of wider structures that support the development of a disciplinary capacity for and commitment to good educational practice, her work in researching and bringing to light the hidden disciplinary roles of women in the development of the discipline, particularly in the USA, and the place and significance of her early work in Australia at the intersection of geography and indigenous studies. It concludes that her insistence on the importance of place and context, her attention to people's own sense of place in shaping their relations with each other and their wider worlds, continues to provide a powerful starting point for benchmarking our work as teachers, mentors and researchers.  相似文献

Abstract

In this article, I investigate how incorporating virtue ethics into the process of interpreting and responding to conflict re-shapes the understanding and application of just war theory. More specifically, I analyze James Turner Johnson's idea of just war and the implications of Thomistic virtue ethics. My argument in this article is that Johnson's rule-based idea of just war theory lacks the more integrated virtue ethic, which we find in Thomas and in the re-appropriation of Thomistic virtue ethics in contemporary Catholic Social Teaching's discourse on just war. This contributes to Johnson's idea of just war being inconsistent with the direction of contemporary Catholic Social Teaching on just war theory, particularly regarding the presumption against war. His lack of a virtue ethic also contributes to an inadequate understanding, development, and application of basic just war criteria, particularly from a Catholic perspective.  相似文献

Clerical ‘non-negotiable values’ were actively promoted by right-wing governments in the 2000s, the Monti government that replaced them was strongly supported by the Vatican and the Italian bishops, and the current left-wing government is led by a former member of the Catholic popolari who attends Mass every Sunday. But this article argues that, rather than a new golden age of political Catholicism, the return of Catholicism to Italian politics has taken a ‘low intensity’ form which lacks the robust combination of ideas, leaders, organizations, and interests that informed earlier, genuinely political forms of Catholic engagement. The article demonstrates this by focusing on the ‘Todi movement’, which played a crucial role in the Monti government, and on Matteo Renzi’s current leadership of the Partito democratico and the national government. It also proposes a theoretical framework to explain the apparent contradiction between the high visibility and the low political relevance of Catholicism in Italian politics.  相似文献

A government official outlines some of the Soviet problems of settlement to which answers are expected from population geographers. They include: restrictions on excessive growth of large cities; promotion of industrial plant location in small and medium-size cities suffering from underemployment; prediction of ultimate population of large cities; determination of the optimal size and type of rural population centers. Population geographers are called upon to study large cities with a view to determining where further concentration of industry should be prohibited, and to select small cities suitable for plant location.  相似文献

In the final decades of the twentieth century, the Blessed Padre Pio da Pietrelcina (1887-1968) became a 'saint' of global stature. It is most exceptional for the cult of a saint to acquire such dimensions in so short a time. Further, this is the story not of someone with a modern profile of sanctity,but someone who on the contrary answers to the traditional model of sanctity, and whose cult is moreover characterized by an instrumental devotional repertoire. Despite this 'classic' model, his person and cult are extremely ambiguous. This article describes and analyses the processes which have brought and continue to bring this about, and the recent development of the cult in Italy. By these processes a controversial cult, often associated with anti-ecclesiastical devotional activities and of limited scope, has become one of the most important and irreproachable in Italy. In part through the personal support of Pope John Paul II, in about a decade Padre Pio has grown from a friar in a controversial fundamentalist context to an almost invulnerable national saint, who is beginning to become a part of the Italian identity. The power of his cult is so strong - a devotional avalanche - that it has sidelined other cults, and to an increasingly large degree defines the Italian sacred landscape. The Pio cult encroaches on other devotions, and moreover is becoming its own competitor: to an increasing degree Pio's central pilgrimage site at San Giovanni Rotondo is losing pilgrims to the secondary pilgrimage site at Pietrelcina and to the hundreds of chapels and local shrines that have sprung up the length of Italy.  相似文献

City councils are significant, though seldom central, actors in local policy networks providing public assistance to disadvantaged residents. Mayors and council members in 12 American cities more often support than oppose public assistance initiatives. They claim that their own normative judgments are more important to their preferences and voting behavior on such matters than are public opinion, group demands, or economic considerations. While such elected officials hold a variety of justice principles, the most important of these affecting their positions on public assistance issues is the “floors” principle. A broad ethical commitment to providing social minimums enhances support for living‐wage ordinances, for linking subsidies for economic development to assistance to less advantaged citizens, and for exempting spending on social services from budget cuts. We discuss the implications of these findings for major theories of urban politics and policies—collective‐action theory, regime theory, and pluralism—and for advocates on behalf of the urban poor.  相似文献

Anthropological research on Southeast Asian states has contributed to understanding how local communities engage with states in their everyday lives. Two approaches drawing out the complexities of state‐society entanglement stand out. First is Foucault's idea that states possess the art‐of‐government. Through techniques such as mapping, census data, biometrics and so on, states are believed to achieve new levels of control over people, who are thus rendered as individual citizens. Second is Scott's idea that societies possess the art‐of‐not‐being‐governed. People, particularly in peripheral areas, seek to escape state control, for instance by sheltering in the hills and forests of Asia. In this article, we seek to identify and expand upon a literature which we see as emerging from the space opened between Foucault and Scott's work, to demonstrate the many creative and diverse ways that peripheral societies seek out states. In doing this we present a synthesis of diverse forms of entanglement to provide new insights into understanding relations between societies and states.  相似文献

This paper investigates reactions to a proposed municipal solid waste facility in Southern Ontario supposed to be a low-level, low probability risk using the risk society framework, developed independently by Beck (1992a, 1992b) and Giddens (1990, 1991). Residents often view risk from environmental hazards as high despite expert assurances that risks are low. The appeal of risk society as a general framework is that it connects quantitative risk assessment (QRA) and the social construction of risk (SCR) to show how individuals and social structures reflexively alter and are altered by conflicts over (actual/potential) technological hazards. The analysis involves 30 in-depth face-to-face interviews with residents in Caledon, Ontario, contextualized by interviews with proponent experts (n=4) from the government organization responsible for conducting the siting process. The risk society framework, although developed primarily to describe the effects of high-consequence global hazards, seems well suited to describing local level, low-consequence hazards. The siting process involved a series of fateful moments which upset people's security in particular ways of life. The proposed landfill and the process itself threatened the very nature of what people valued and expected from their community. However, this study raises a concern that the risk society played out at the local/regional level may exacerbate inequalities in the distribution of risks relative to benefits from technological environmental hazards. This stands in contrast with Beck's (1992a) notion that the risks from hazards are equitably distributed within the risk society.  相似文献
