Abstract

Researchers from many disciplines have identified new forms of health and welfare services emerging in the late 19th and early 20th centuries. Attention has focused on the growth of direct provision by the local and national state, and new relationships between the statutory and voluntary sectors. The literature describes an important transition from the general workhouse to more specialist institutions, and the rise of community care. It also suggests that the increasing number of women employed by statutory and voluntary sector organizations forged new relationships with clients, but to date this research has been limited by a lack of sources and an emphasis on controlling practices. This new research on the work of female sanitary inspectors parallels this interpretation in the sense it was often intrusive, and certainly created new routes into institutional care. However, it also supports the idea that the inspectors were welcomed by some sections of the community and thereby made a distinctive contribution to the evolution of health and welfare services.  相似文献

Abstract:  In recent decades, welfare reform in the USA has increasingly been based on a political imperative to reduce the number of people on welfare. This has in large part taken place through the establishment of a "workfare" state, in which the receipt of state benefits requires a paid labor input. Designed to reduce expenditure on civil social services, welfare-to-work programs have been introduced. At the same time, the restructuring of US defense provision has seen the "military–industrial complex" emerge as a key beneficiary of state expenditure. Both of these trends can be characterized, this paper argues, as manifestations of neoliberal thinking—whether in the form of the "workfarism" that is undertaken to bolster the US economy, or the "defense transformation" that has been intended to enhance US war-making capacity. While these two aspects have been analyzed in detail independently, the aim of this paper is to probe the similarities, connections and overlaps between the workfare state and the recent American emphasis on high-technology warfare—the so-called "Revolution in Military Affairs"—and "defense transformation". There are, the paper argues, strong homologies to be drawn between the restructuring of the American defense and welfare infrastructures. Furthermore there are also instances where warfare and welfare are being melded together into a hybrid form "workfare–warfare", in which military service is increasingly positioned as a means of gaining welfare and, conversely, traditionally military industries are becoming involved in the area of welfare provision. The result, it is argued, is an emergent form of workfare–warfare state in the USA.  相似文献

Abstract

The article examines the relationship between mental health, mental health promotion, religious communities and general issues of public health. It begins with an exploration of what is meant by mental health drawing a distinction between it, mental illness and mental health promotion, and argues that mental health can have a profound impact on physical health. The relationship between religious communities and the mentally ill is analysed next. Despite the attitudes of many in mental health provision, religious communities can offer a supportive environment for the mentally ill. The article avoids a ‘faith communities—good’, ‘mental health services—bad’ dichotomy, recognizing that religious communities can be excluding and discriminatory. The ambiguity of some experiences is recognized: are they forms of religious experience or symptoms of psychosis? The article highlights the inceasing advocacy of the user/survivor movement. In the final section, the relationship between mental health and public health is explored. It is suggested that religious communities can be places for the promotion of mental health. Mental health promotion is understood as aiming to strengthen both individuals and communities; its value is explored in relation to public health issues. It is suggested that those who are socially excluded are at a greater risk of some form of mental illness and that this may well impact on their physical health. Related to this are the beneficial effects of opportunities for participation in decision making, be it in the workplace or the local community. The article ends by arguing that service providers and service users need to be involved in decisions and planning. Further, some elements of mental health promotion will need to involve those outside the statutory sector.  相似文献

Abstract

The doctrine of church shapes Christian practice around community, producing a Christian worldview that privileges communal life. Authoritarian and/or sectarian conceptions of church will by definition undermine the practice and sustainability of democracy. Democratic practices are needed to avoid authoritarianism within the church and to promote dialogue between the church and the larger community. Resulting, qualified understandings of community may allow for helpful reformation of the doctrine of church and create space for a communitarian corrective to the overly secular and individualistic conceptions of democracy that are currently dominant.  相似文献

Abstract

This article is based on the examination of wills made by residents of the parish of Selston over the period 1550–1699. The major features examined here include inheritance custom and practice, providing clues to relationships within the family; the type and pattern of bequests made to kin and non-kin, giving some indication of the respective importance of family and community; and through analysis of the individuals appointed as witnesses and supervisors, the roles played by the wider community, particularly the leading figures of clergy and gentry. Findings suggest a significant change in community relationships after the end of the sixteenth century with a greater emphasis on the nuclear family together with a more detached attitude towards church, clergy, and the wider communal responsibilities such as provision for the poor.  相似文献

Abstract

The infant welfare movement in Britain has received considerable scholarly attention but continues to generate controversy and debate. Many of the services began with nineteenth-century voluntary initiative but were later developed by local authorities. Critics have drawn attention to the limitations of such provision; arguing that it was predicated on unattractive assumptions about class and gender roles. Under this interpretation working-class mothers were viewed with suspicion and targeted for advice aimed at inculcating middle-class standards of childcare and housekeeping. This paper accepts that there was an authoritarian character to much of the early welfare work but suggests that over time this gave way to more inclusive approaches that sought to provide clients with the services that met their real rather than assumed needs. This paper reviews the recent historiography, develops an overview of national trends, and then takes a detailed look at the Bridgwater Infant Welfare Centre. The case study benefi ts from unusually comprehensive records and, by drawing on evidence from a small Somerset town, adds to our understanding of infant welfare work that has previously been developed from research on major urban centres.  相似文献

The failures of the Australian welfare state are often implicitly argued to derive in large part from the conservatism of the Australian public. This research uses public opinion poll data from 1940 to 1985 to question some of the claims made about public opinion and Australian welfare. These data indicate that post‐World War Two governments were not the captives of public opposition to expanded welfare provision. The public favoured generous, universal and contributory welfare provision in specific areas where the policies of successive Australian governments favoured selective, illiberal welfare measures funded by taxation. Moreover, public support for government health schemes suggests that welfare programmes generate public support rather than result from it.

This evidence suggests that explanations for the conservatism of the Australian welfare state lie elsewhere.  相似文献

In a nation where governments and churches have collaborated in the delivery of welfare services since 1788, such faith‐based welfare was seen as normative rather than problematic. Indeed most Australians would struggle to imagine a welfare system that was not built on such an arrangement. However, by the late twentieth century, the world views and ideologies of church leaders and politicians were no longer in alignment, creating tensions in the relationship. This article explores the origins and development of church–state collaboration in the delivery of welfare, and examines the impact this has had on both the shape of charity and the mission of the churches as faith‐based agencies are increasingly challenged in an environment in which government funding is tied to policies that potentially transgress the principles of the gospels, and victims of past welfare practices demand reparation.  相似文献

ABSTRACT

Roman Catholicism is most often imagined as an element of continuity in Poland’s turbulent history: even when a Polish state was absent from the map of Europe from the late eighteenth through early twentieth centuries, a recognizably ‘Polish’ church has been presumed to provide a robust institutional anchor for the Polish nation. This article, however, argues that the creation of a ‘Polish’ Roman Catholic church was a belated and protracted process, one that was only getting started in the years following the achievement of Polish independence in 1918. The church’s ‘Polonization’ was only partially a matter of emancipation from imperial-era restrictions. It often also involved the defence and attempted extrapolation of laws, practices and institutions that had developed under the auspices of the German, Austrian or Russian states and that the Catholic hierarchy viewed as healthy and desirable building blocks for a future Polish church. These imperial precedents continued to provide crucial points of reference in ongoing debates about what ‘Polish’ Catholicism was and what it should become.  相似文献

Abstract

The excavation of the only Cistercian abbey firmly established on the Isle of Man produced clear evidence of its church plan, its various modifications and its modest architectural pretensions. The burials contained some grave goods and displayed early methods of burial. An unexpected feature was a chapel attached to the east end of the north transept north chapel.  相似文献

In the context of increasing academic and policy‐related attention to hybrid forms of security provision which combine state and non‐state institutions, in Africa and elsewhere, this article explores the implementation of community‐based or participatory policing (ulinzi shirikishi) in Tanzania. Through ulinzi shirikishi citizens are encouraged to form local security committees, organize neighbourhood patrols and investigate reported crime. In contrast to earlier forms of state‐sponsored sungusungu vigilantism in Tanzania, community police are expected to cooperate with the Tanzania Police Force and to adhere to state law. Based on 11 months’ fieldwork in three sub‐wards of the city of Mwanza, this article argues that community policing has been fairly effective in improving residents’ perceptions of local safety. However, two important concerns emerge that may compromise the sustainability and legitimacy of community policing in the future. Firstly, organizing local policing entails considerable costs for communities, which disproportionately disadvantage the relatively poor. Secondly, controlling local service provision can enable individuals to pursue private gains, at the expense of the production of public goods. It is thus important to consider the development of hybridity over time towards models that may look less like community‐based policing and more like commercial security provision.  相似文献

Important changes are underway in the management and provision of welfare service activities in advanced capitalist societies as governments scale back their responsibilities and commitments to social security and health care. In order to understand the processes by which the reform imperatives of the central state are implemented at the local level, it is necessary to account for particular organizational and place-based contingencies which influence decision making and strategic response. This paper presents a framework for understanding the context of executive decision making in the human services sector and uses the framework to illustrate issues of locally designed hospital restructuring in smaller urban centres in the province of Ontario, Canada. Specific experiences of the Chief Executive Officers of two non-metropolitan hospital settings are examined to explore the unwritten rules of hospital conduct and the relations of uncertainty that characterize efforts to restructure hospital services through formal arrangements with other independently governed hospitals and health care delivery organizations.  相似文献

Abstract

Workhouses were no doubt the first old people’s homes. Sick old people without social or financial resources had no alternative other than admission to one of these state institutions . These institutions instilled fear in local communities and admission represented a failure in society. Due to medical advances and improved social conditions, people lived for longer and during the 20th century the majority of the inmates were old people. After the inception of the welfare state institutional care for older people was mainly in buildings inherited from the poor law. Consequently, even after I948, for many old people admission to an institution still carried a stigma. By using oral histories of relatives and professionals who cared for old people during this time, alongside documentary sources, this article examines how the process of transition from poor law to welfare state affected families in Oxford. This first-hand perspective, missing from most studies on the history of ageing, explores how caring for old people at a time of great social change was influenced by the local workhouse.  相似文献

For over a century the church that the Greek monks of Dayr Mar Saba are known to have possessed inside the walls of Jerusalem in the twelfth century has usually been associated with a chapel surviving inside the Disy family house opposite the police barracks south of the Citadel, while the Zāwiyyat al-Shaykh Ya?qūb (Ya?qūbiyya), on the east side of Christ Church, has been identified as having originally been built in the twelfth century, possibly by Monophysites, as a church dedicated to St James the Persian, or the ‘Cut-up’ (Intercisus). New documentary research, however, now makes it appear more likely that Mujīr al-Dīn was correct in attributing the building of the Ya?qūbiyya to the Greeks and that it was also the church referred to by pilgrims in the twelfth century as that of St Sabas. This means that the identity of the church in Dār Disy, if indeed it was a church, remains to be determined.  相似文献

Abstract

Christian Socialism rose to prominence in the 1990s, particularly through the leadership of the Labour Party by John Smith and Tony Blair. Both recognized publicly that their Christian faith had influenced their political ideas and both claimed an indebtedness to the English ethical socialist tradition that had developed in the early part of the twentieth century. R. H. Tawney and William Temple were two major exponents of English ethical socialism. Through their writings, and their relationships with significant political, church and academic figures, they developed a very particular critique of English society. They sought to make society more moral by promoting fellowship, freedom, service and equality. Underlying their work was the highly significant concept of acquisitiveness. This involved the rejection of the functionless ownership of wealth, and proposed that each citizen should be rewarded according to the purposeful function or service that they offered to the community as a whole. In the present day, this concept is largely neglected and requires re-evaluation. Developing a contemporary response to their ideas offers an alternative to many assumptions of the free market system and provides a framework for active citizenship.  相似文献

Abstract

In the sixty years that followed the end of the Napoleonic Wars, the Royal Navy underwent the transition from wood and sail to steam and iron. The impact that this had on the health of workers in the Royal Dockyards has been neglected by historians. In this article, records from the medical department at Portsmouth Royal Dockyard are used to demonstrate that the nature and causes of physical injuries sustained by dockworkers changed as a result of this transition. It is also shown that the environment of the dockyards became more hazardous to health. More broadly, this study suggests that the Royal Dockyards warrant inclusion in historical debates about industrialisation and the formation of welfare states; and in analyses concerned with the development of local healthcare provision in the nineteenth century.  相似文献

ABSTRACT

This paper presents the results of a study investigating power relations between the local community and the state in the rural tourism development process in Botswana. The study was carried out in Mmatshumu and Letlhakane villages of the Boteti sub-district in Botswana. These villages act as the administrative centres of a community-based culture and heritage tourism project at Lekhubu Island. The Island is, itself, located about 45 kilometres to the north east of these villages. A qualitative research approach, utilising seven focus group discussions with members of the community and 17 individual interviews with key informants was adopted. To understand the power relations between the state (through the TAC) and the local community, the study focused on; the extent to which members of the local community feel they control tourism development process in Lekhubu Island; perceived level of power yielded by the state in the tourism development process at Lekhubu Island as well as; the implications of power differentials between the state and community for tourism development at Lekhubu Island. The results show that, contrary to the popular narrative about devolution of power in community-based tourism, the state remains a very powerful player in the overall decision-making process. Furthermore, the formation of local management structures (i.e. Trust) appears to simply create new power nodes which in turn continues the same legacy of community disempowerment.  相似文献

Abstract

The Sami have articulated two kinds of counter-narratives of their treatment by the state of Finland: the state failing to provide welfare services and as a colonizer of the Sami. The Sami counter-narratives are discussed in light of their evolution and their perception in the interactional context of the Finnish state. The colonization narrative, which replaced the welfare narrative, has proven to be hard to legitimize in a Finnish context. Even though it lacks both external and full internal legitimacy, it is still used because of the international conventions building on the self-imagery of a colonized people. In addition, the most radical post-colonial researchers have chosen to use it, partly for ethno-political reasons. Numerous elements in the master narrative of Finland delegitimize the idea of Finnish colonialism: amongst other things, the idea of natural borders, the idea of being colonized by neighbouring empires, the long history of industrial nationalism and the economic growth and myth-building of the state of Finland as an anti-imperialist “good state”. A critique is advanced concerning the least nuanced academic practices and narratives.  相似文献

With its hilly terrain and fast-paced growth, Nogales, Sonora, located on the US-Mexico border, is an extremely challenging place for sanitation and potable water provision wherein access to basic services is highly uneven. The labor demands of maquiladoras (typically, foreign-owned assembly plants) draw a steady influx of newcomers to the city, many of whom must turn to land “invasion” to create spaces for affordable housing. With tacit government approval, invasions occur on inexpensive, often topographically precarious land. Officials tend to frame these spaces as “illegal,” and, by extension, those who inhabit them, as existing outside the realm of formal governance. Despite such views, in this paper we understand the distinctions drawn between so-called formal and informal urban governance to unfold along two key axes: regularization of informal land titles and piped water and sanitation. We show how colonia residents feel caught in a state of suspended animation between hope for full urban service provision and trepidation that it will ever reach them. This ambiguity is visible in residents' and government officials' interactions with each other and the public services landscape, and in the unevenness of services provision. We critique the claim that such ambiguousness reflects an instrumental approach within official planning. Instead, we draw from state theory within political geography and political ecology to show how ‘the state’ is an emergent effect of the processes of inclusion and exclusion, an effect constantly destabilized by Nogales's precarious physical geography and uneven urban services grid. Reconceptualizing authority and ambiguity holds quite different implications for the struggle for urban services provision.  相似文献
