ABSTRACT

This article argues that gender justice becomes a politicised issue in counterproductive ways in conflict zones. Despite claims of following democratic principles, cultural norms have often taken precedence over ensuring gender-sensitive security practices on the ground. The rightness of the ‘war on terror’ justified by evoking fear and enforced through colonial methods of surveillance, torture, and repression in counter-terrorism measures, reproduces colonial strategies of governance. In the current context, the postcolonial sovereign state with its colonial memories and structures of violence attempts to control women’s identities. This article analyses some of these debates within the context of Pakistan’s and Afghanistan’s security dynamics. It begins with the premise that a deliberate focus on the exclusion and limitation of women in Muslim and traditional societies sustains and reinforces the stereotypes of women as silent and silenced actors only. However, while the control of women within and beyond the nexus of patriarchal family'society'state is central to extremist ideologies and institutionalisation practices, women’s vulnerabilities and insecurities increase in times of conflict not only because of the action of religious forces, but also because of ‘progressive’, ‘secular’, ‘humanitarian’ interventions.  相似文献

Abstract

This essay offers a critical analysis of the ‘culture and sustainable development’ discourse, notably among cultural activists and in actually existing cultural policy. It interrogates the utility of the narrative, seeks to uncover the semantic manoeuvres it employs and challenges the conventional wisdom it represents. The essay first explores the itinerary of the ductile notion of ‘sustainability’, the ways in which it has been stretched far beyond the original intent of those who coined the term, and identifies the conceptual discontents that this semantic multiplication has entailed. It hypothesizes that precisely because the term ‘sustainable’ and its derivatives are so acceptable and malleable at the same time, they have been easy to yoke to the bandwagon of the many-faceted and totalizing process that is ‘development’, allowing many different actors to project their interests, hopes, and aspirations under this composite banner. The essay then analyses the campaign to make culture ‘the fourth pillar of sustainability’ under the banner of the movement called ‘Agenda 21 for Culture’. It concludes with a plea for a return to the original ecological focus of the term ‘sustainability’ – notably as regards climate change – and outlines some cultural policy responses such a focus can and should generate.  相似文献

ABSTRACT

In the seventeenth century, John Kerrigan reminds us, “models of empire did not always turn on monarchy”. In this essay, I trace a vision of “Neptune’s empire” shared by royalists and republicans, binding English national interest to British overseas expansion. I take as my text a poem entitled “Neptune to the Common-wealth of England”, prefixed to Marchamont Nedham’s 1652 English translation of Mare Clausum (1635), John Selden’s response to Mare Liberum (1609) by Hugo Grotius. This minor work is read alongside some equally obscure and more familiar texts in order to point up the ways in which it speaks to persistent cultural and political interests. I trace the afterlife of this verse, its critical reception and its unique status as a fragment that exemplifies the crossover between colonial republic and imperial monarchy at a crucial moment in British history, a moment that, with Brexit, remains resonant.  相似文献

ABSTRACT

From the beginning of the twentieth century, Japanese roboticists have observed specific features in the physical designs of humanoid robots that cause users to react with either fear or affection. Analyzing the sources of these reactions, robotics egineers eliminated from robots those features that might trigger negative associations, and instead embedded their designs with cues to norms, theories, and cultural references valued by their society. By analyzing Nishimura Makoto’s building of an affable artificial human named Gakutensoku, Mori Masahiro’s discovery of the phenomenon of the ‘uncanny valley’, and Ishiguro Hiroshi’s current employment of cognitive, social, and psychological sciences to overcome the ‘uncanny’ impression of his robots, this essay claims that the development of the field of humanoid robotics in Japan was driven by concern with human emotion and cognition, and shaped by Japanese roboticists’ own associations with the social and intellectual environments of their time.  相似文献

The earliest art collections of Finland’s National Gallery came into being when, as the Grand Duchy of Finland, it was an autonomous part of imperial Russia (1809–1917). The prevailing view of Finnish museum studies, however, sees the Finnish Art Society, the precursor of the Finnish National Gallery, as being modelled on exclusively European cultural institutions. The history of the Society and its collections have thus been seen as resistant to any alien eastern influences, and as an attempt to differentiate Finnish culture from Russian art collecting practices. Drawing on the theoretical shift in cultural studies from the conception of stable, clearly demarcated cultural identities of nation states toward less rigidly defined identities, the aim of this essay is to reconstruct the hidden Russian presence in Finnish museum historiography. Based on original unpublished sources, my study shows that the earliest support of Finland’s cultural infrastructure was given by the Romanov patrons Nicholas I, Alexander II, and Alexander III. By exposing the absence and physical erasure of “imperial identity” in the official Finnish museum narrative, I reveal how museums can at once elevate particular discourses and practices while marginalizing other historical processes in a nation’s cultural past.  相似文献

This essay is a transnational and comparative study of how gendered national stereotypes structured the experience of American women who studied in France in the 1920s and 1930s and how this cross‐cultural exchange contributed to cultural internationalism. In both the French and American popular imaginations, American girls and French jeunes filles connoted opposite modern and traditional notions of femininity. In the process of negotiating these two competing identities in popular consciousness and in daily life, some American women students came to appreciate the limitations of the stereotypes, as well as more complex underlying cultural differences, notably in their encounters with French youth's heterosocial practices and with French women students. I argue that the outcome of this process included women's construction of alternative identities for themselves and a new tolerance and appreciation for cultural difference that represents a distinctive development toward cultural internationalism. This study challenges the cultural asymmetry of United States and European relations between the wars and locates gender and women at their centre.  相似文献

This essay uses retranslation studies to trace the defanging and domestication of Samad Behrangi’s The Little Black Fish, a children’s story once hailed as a major revolutionary and literary text. Behrangi’s book is the only modern Iranian prose work to have been translated multiple times both before and after the Islamic Revolution of 1979. The study compares the texts from several of these retranslations, by considering whether they have been domesticated for their English readers, as well as their context, by looking at the cultural impact of such factors as the Islamic Revolution and US?Iran relations. It looks at how various translators and publishers have interpreted the story and how their perspectives reflect Iranian history, the influence of Middle East studies, and the interests of the Iranian diaspora. The result sheds light on translation norms, as well as on the circulation and interpretation of Iranian literature in the global context.  相似文献

In 2005, Harry G. Frankfurt, a retired professor of moral philosophy at Princeton University, made it into the best‐sellers chart with his book On Bullshit. Taking his essay as its starting point, this article explores the analysis of bullshit and the prevalence of bullshitting in the contemporary public sphere. Frankfurt’s short essay indeed provides an intellectual framework to interpret and understand contemporary rhetoric and practice in the cultural policy field, as well as recent trends in cultural policy research. Through a discussion of selected New Labour’s cultural policy documents in Britain, the article aims to show that many of the key actors in the cultural policy debate indeed display the ‘indifference to how things really are’ and the cultivation of vested interests which Frankfurt attributes to the activity of bullshitting. The final part of the text discusses the implications of the present status quo for ‘critical’ cultural policy research.  相似文献

ABSTRACT

This paper introduces a new teaching method, poetry, into the geography classroom, accompanied by an out-of-class discussion on a blog, and finds that its effects are rather different from those of traditional teaching methods, as it allows new perspectives on instructional content related to migrant workers’ lives and identities in China. The method enables students to analyse content from the perspective of cultural geography, in which poetry acts as an art form that connects people’s identities and social spaces. On the basis of this, we also provide some suggestions to engage students in critical analysis of poetry, from the perspective of cultural geography, through interactive online platforms such as blogs.  相似文献

Abstract

The article aims to show a relationship between biblical law, or Torah, and human formation or spiritual growth. In a sympathetically critical dialogue with Burnside’s God, Justice and Society, and biblical theologians such as G. von Rad, H. H. Schmid, E. Otto and F. Crusemann, it considers the proper human response to law in terms of a vocation to understand the divine ordering of reality. Specific topics addressed include the relationship between “revealed” law and universal knowledge, law and wisdom, biblical law’s capacity to critique cultural norms, and the mandate implicit within biblical law for ongoing reinterpretation, across cultural boundaries.  相似文献

Abstract

In this short review, we explain the need for a multidimensional analytical framework for exploring how the construction of men and masculinities has shaped Hong Kong’s social and political development, and how politics both enable and constrain men in their lived experiences and practices in various life spheres at the city’s current political juncture. We observe that the majority of the extant research on men and masculinities in Hong Kong is depoliticized, whereas studies on current Hong Kong politics are largely gender-blind. However, the ever-tightening grip of the Chinese Communist Party and the instances of political resistance in response, namely, the Umbrella Movement of 2014 and Fishball Revolution of 2016, suggest that the influence of the wider political situation has penetrated every dimension of life, which has considerable implications for masculine identities and practices. Rather than continuing to conduct the depoliticized masculinity studies and genderless political studies we have seen to date, it is time for a thorough investigation of the dynamic intersection of men’s practices and the political context of Hong Kong.  相似文献

Abstract

In the Sustainable Development Goals adopted by the United Nations in 2015, the role of culture is limited. We argue that culture’s absence is rooted in the longue durée of interplay among theoretical and policy debates on culture in sustainable development and on cultural policy since the mid-twentieth century. In response to variations in concepts and frameworks used in advocacy, policy, and academia, we propose four roles cultural policy can play towards sustainable development: first, to safeguard and sustain cultural practices and rights; second, to ‘green’ the operations and impacts of cultural organizations and industries; third, to raise awareness and catalyse actions about sustainability and climate change; and fourth, to foster ‘ecological citizenship’. The challenge for cultural policy is to help forge and guide actions along these co-existing and overlapping strategic paths towards sustainable development.  相似文献

Abstract

This paper analyses how the government of Qatar has over the last years used practices of cultural diplomacy to enhance its standing abroad, and consolidate its legitimacy at home. Looking in particular at key initiatives of international collaboration of the Qatar Foundation and Qatar Museums, I argue that the Qatari government strategically uses cultural diplomacy to first produce and then disseminate an elite identity narrative of Qatar being a cohesive, future-oriented and rightfully engaged player in international affairs both inside and outside the state. To develop this argument, the analysis builds on observation during fieldwork in Doha between 2015 and 2016, and is enriched by a textual analysis of primary and secondary sources. As a timely contribution, the paper moreover shows that even in the light of considerable economic downturn, where budgets are cut and state-projects downsized, official narratives about Qatar’s global cultural ambitions have so far remained largely unchanged.  相似文献

Opération Amérique refers to the coordinated efforts of René Lévesque’s Parti Québécois government beginning late 1970s to promote Québec’s interests in the United States. The general goals and strategies of Opération Amérique suggest that it presents a case of soft power. However, the specific actions implemented as well as their effects have barely been explored. An analysis of original documents pertaining to Opération Amérique indicates that specific groups in the United States—namely, French professors—were targeted with the hope that they would improve perceptions of Québec in the United States. An examination of French textbooks used in the United States in the 1970s and 1980s shows an increase in Canada/Québec content, which may reflect the influence of Opération Amérique on French teaching practices.  相似文献

I argue that transnational ways of seeing help us apprehend the histories of globalization, immigration and imperialism that frame and make legible cultural productions. Focusing on John Cameron Mitchell's 2001 film Hedwig and the Angry Inch, which has been almost universally received as being about transsexuality, this essay argues that the film is equally about transnationality and specifically about how queer identifications and identities are produced in relation to the nation-state. Hedwig explores the limits of national belonging and the pleasures of US popular culture through the lens of sexual and gender identity, with the ambiguity of the Hedwig's body embodying confusion about legal, political and cultural citizenship. The film identifies and critiques the violences of heteronormative national belonging, yet by reading Hedwig alongside the political and legal histories that make its narrative legible, it becomes apparent that the film's popular reception frequently erases the transnational and imperial histories that undergird and produce sexual identities and identification. I argue that cultural practices do not simply reflect national or queer identifications but also produce them. The fissures between the cultural work of the film itself and of its circulation illustrate how despite the mutual imbrication of sexuality and nationality, transsexuality is sometimes more readily apprehended than is transnationality.  相似文献

ABSTRACT

The historiography on Canadian–Latin American relations states that economic incentives, along with geopolitical concerns during the Second World War, have always been the chief reason behind Canadian interests in the region. This article argues that social groups from Quebec had other incentives to establish connections with Latin America. Quebec’s civil society became well connected with Latin American groups before the North American Free Trade Agreement facilitated economic and political cooperation, thanks mostly to the intensive Catholic missionary effort in the region, and positive representations of Latino culture in French Canadian sociopolitical circles in the 1940s and 1950s. As a result, Francophones’ interests diverged from Canada’s main objectives in the region; Quebec’s civil society’s engagement was distinctly more cultural and social in nature. Because of the difference of objectives, this article shows that social groups from Quebec attempted to influence Canadian–Latin American relations to suit their interests.  相似文献

Abstract

This essay presents a brief introduction to and an edition of Nicholas of Ockham’s Leccio at Oxford, which begins with the biblical verse, O altitudo diviciarum sapiencie et sciencie Dei (Romans 11. 33). This leccio may have been Nicholas’s inaugural sermon as a Master of Theology at Oxford and therefore dates to 1286. Whatever the precise genre of Nicholas’s leccio, the text is also important because much of it copies entire sections of St Bonaventure’s (d. 1274) Collationes in Hexaëmeron. Nicholas’s text is therefore a witness to Oxford University practices of the late thirteenth-century and to the late thirteenth-century reception of Bonaventure.  相似文献

Immigrant women's vulnerability to mental distress has been recognized in the literature and yet the socio-cultural causes of their distress have rarely been explored. On the basis of a case study of Taiwanese immigrants residing in Chicago, this article illustrates the dynamic contexts within which Taiwanese immigrant women's distress is produced at home and explains the social and cultural factors that engender the women's distress. In this article I argue that Taiwanese immigrant women frequently shift back and forth between Taiwanese and American cultural norms in an effort to apply effective behavioral guidance and justifications to interactions with their spouses, children and in-laws. The term ‘emotional transnationalism’ is used to describe the psychological experience associated with transnational cultural practices. Distress is often generated as these women struggle with feelings of ambivalence and contradictions that confront them in their search for cultural identities. The severity of distress is largely determined by the power hierarchies between women and those with whom they interact. Married women's status as subordinate to their in-laws creates more negative experiences than any other status.  相似文献
