Abstract

This article examines the US Army’s role in the post-war refugee crisis in American-occupied Germany. American policy placed all responsibility for ethnic German expellees in the hands of German authorities. However, as the example of the Bavarian city of Würzburg illustrates, the expellee issue played a prominent role in relations between Americans, Germans, and refugees during the post-war and early Cold War periods. By outlining the synergistic relationship between these groups, this article proposes to integrate the social history of West Germany within the speci?c context of the changing security situation in Europe and American Cold War planning.  相似文献

This article explores a hitherto unexamined chapter of German Cold War politics: West Germany’s relations with Indonesia between 1955 and 1965. Indonesia was a peculiar case, as in the late 1950s and early 1960s, President Sukarno turned his country into a radical champion of ‘anti-imperialism’. This included actions directed against the Netherlands, Britain, Malaysia, and the United States. As part of a comprehensive strategy to isolate East Germany in the ‘Third World’, West German diplomacy nevertheless tried to maintain solid relations with Sukarno’s increasingly unpredictable Indonesia, even if that meant undermining the position of Western allies.  相似文献

Considering the relations of two neighbouring countries with a difficult past and separated by ideological barriers, this article takes a look at the relations between Italy and Yugoslavia in a long perspective during the Cold War. The aim is to portray the development of relations from enmity after the Second World War to good neighbourly relations in Cold War Europe. Including new archival sources of Yugoslav origin, the article shows how mutual relations between Italy and Yugoslavia developed, considering the importance of economic factors, political ambitions, but also the impact of diplomatic agents and political leaders for cooperation on the Adriatic. Taking the international environment into account, the article shows that many developments leading to détente in Europe had indeed their precursors on the Adriatic. This makes the development of relations between Italy and Yugoslavia a success story during the Cold War which has hitherto not been thoroughly acknowledged in historiography.  相似文献

This essay reviews the burgeoning literature on Latin America’s distinctive variant of the Cold War since about 2000. First, it examines a watershed of recent collaborations between Latin American area specialists and foreign relations scholars, which has dramatically transformed Latin American Cold War Studies. Then, it focuses on two of the more fertile veins in that scholarship: first, the notion that the region’s Cold War should be placed in a broader historical context, which scholars are increasingly referring to as Latin America’s “long Cold War,” and second, the long Cold War’s multivalent cultural dimension. If study of the Latin American Cold War has become something of a growth industry in the last 15 years, its leading edge may well be efforts to tease out the complex, power-laden cultural processes, relationships, exchanges, and institutional forms that antedated and shaped Latin America’s Cold War proper (c. 1947 to the early 1990s), and had consequences beyond the conflict’s denouement.  相似文献

This article sheds new light on the interrelation between Western European integration and the Cold War by unveiling and bringing under scrutiny the active role of the EEC in East–West relations. It argues that the EEC's pro-active Eastern policy was pivotal in loosening Cold War constraints in Europe and engendering instead a new kind of intra-European relations. Relations between the EEC and socialist bloc countries grew more intense and diversified, irrespective of the renewed superpower confrontation. Not only were détente and integration compatible, they actually reinforced each other, and the EEC proved to be a major and successful promoter of the overcoming of the Cold War in Europe.  相似文献

In the early years of the Cold War, the American historical community fought vigorously over the reputation of Charles Beard. Midwestern progressives defended his legacy, while postwar liberals denounced Beard as an isolationist whose scholarship had not prepared the United States to fight either German fascism or Soviet communism. How is the Cold War understood in an expanding and diversifying historiographical field? Conceptual precision and specificity seem to be giving way to a looser understanding of the Cold War as an era that encompassed different although interconnected conflicts and transformations. Some scholars ask for specificity and consistency while current centrifugal trends point to multiple approaches and centres of interest. Diversity is galvanising the field, but historians need to (re)define their object of inquiry and strive for at least a minimum of conceptual clarity. In particular, we should aim at a broad cultural understanding of the Cold War, contextualise it in larger processes of historical change without confusing the two dimensions, and reassess relations between Europe and other Cold War contexts.  相似文献

In the early days of the Cold War, Syria was the first Arab country where former officers of the German Wehrmacht played an active role as military advisors. This was due, in part, to the fact that Germany was not burdened by its past political relations to Arab states for, in contrast to the Western powers, Germany which had never had territorial ambitions in the Near East. Even in the very early stages, German advisors contributed considerably to the development of Syria's armed forces and military intelligence. The advisory activities of German experts became even more intensive as a result of increased trade between the two countries; however, in 1956 the political situation in Syria worsened and the country began moving towards the Eastern Bloc putting an end to the non-official activities of German military advisors.  相似文献

Abstract

World War II has played a significant role in using “memory” in all kind of “memory politics” in Europe as well as in the USA. Using examples from Norway and the Soviet Union, later the Russian Republic, this article shows how successfully, but also how contradictorily, historical events can be used as memory politics. We will also see what “memory culture” and “memory policy” is predominant in circumpolar Norway and the Soviet Union/Russia after World War II. We are introduced to the concept of “memory agents”, the producers and directors of “memory politics”. The case is first and foremost the battle of Narvik in Norway in the spring of 1940. We also take a look at the circumpolar borderland between Norway and the Soviet Union during World War II, where the German “Gebirgsjäger” from the Narvik front regrouped and continued their assault on Soviet Union in Murmansk County from the summer of 1941. In what way were the war events useful in the post war era, and how could they directly affect Soviet–Norwegian relations during the Cold War? In addition we ask how memories contributed to the justification of different approaches to the foreign policy in both countries. Besides, the article demonstrates how the memory policy of World War II was affected after the end of the Cold War and the fall of the Soviet Union in Norway and Russia, respectively.  相似文献

The Soviet-sponsored World Festival of Youth and Students brought an exceptional number of US citizens to Helsinki in the summer of 1962. The event was made important by the fact that it took place in neutral territory. Furthermore, this event briefly made Helsinki a centre of extensive Cold War operations. This article examines the background and impact of this festival in the larger context of the Cold War and international relations. The timing of the festival is especially intriguing, between two major Cold War confrontations, the Berlin crisis of 1961 and the Cuban missile crisis of October 1962. However, instead of being an open conflict between warring parties, the festival reminds us of other conflicts of the cultural Cold War: it was waged through front organizations. Both the KGB and CIA were involved behind the scenes deploying their representatives and trying to impact the Finns' – but also the other festival delegates' – thinking, and win them over to their respective causes. This article exploits both Finnish and American archival sources, mostly intelligence reports from the festival. Apart from the festival in Helsinki, therefore, this article illustrates the way in which Finland was subjected to political and cultural influencing by the superpowers during the height of the Cold War.  相似文献

In the 1960s, French president de Gaulle's ambition to create a ‘European Europe’ depended heavily on German support. This article illustrates and reinterprets the crucial attitude of Ludwig Erhard by focusing on his role after the signing of the Elysée treaty in January 1963, and his reaction to a secret (and since forgotten) French proposal for monetary union in March 1964. The evidence shows that Erhard, fundamentally a moderate Atlanticist, was profoundly affected by the pressure of the Kennedy administration not to harbour Gaullist ideas. Indeed, as German chancellor Erhard feared that America might cease to defend Europe if de Gaulle's idea of a more independent Europe were to gain ground in Germany. Hence Erhard simply ignored any French move perceived to be contradictory to US policy. The article adds an element to the complexity of Franco-German relations in the 1960s while providing an example of how American power was exercised during the Cold War.  相似文献

This article examines the impact of the Cold War on the Italian political system. It compares the relations of the two main Italian parties - the DC and the PCI - with their external interlocutors and allies - the USA and the USSR - during the first decade of the Cold War. By doing so, the article rejects traditional interpretations of how post-Second World War international constraints limited Italy's sovereignty. It argues instead that the main Italian pro-western party, the Christian Democrats, deliberately opted for a policy of containment of American pressures. Such a policy was functional to the twin objectives of consolidating DC hegemony, and safeguarding Italy's new republican constitution.  相似文献

During the central decades of the Cold War, China was Albania’s only ally. The aim of this article is to analyse how the Chinese Cultural Revolution affected Sino-Albanian relations. This article argues that the events in China threatened to undermine the Sino-Albanian alliance, because Albania did not endorse most of the Cultural Revolution’s policies, but supported it only for the sake of relations with China and the benefits received from this alliance. In a time when the Cultural Revolution caused enormous difficulties to the Chinese economy, Albania nonetheless received an increasing amount of aid. Based on recently released archives, this case study sheds light on this underexplored Cold War alliance and adds to our understanding of how the Cultural Revolution had implications beyond China’s borders.  相似文献

This paper looks at an ungulate irruption of wild boars that occurred in the German Democratic Republic (GDR) in the 1970s and 1980s. It argues that this hybrid phenomenon resulted from the confluence of three historically specific, intertwined factors in late 20th century Europe: first, East Germany's embrace of development ideology to remake their farms and forests; second, the simultaneous introduction of a specifically East German conservation program; and third, a new era in the longue durée of human–pig relationships. This ungulate irruption was particular to the GDR and the central European landscape of the Cold War, and only becomes visible through careful attention to the historical context and the materiality of pigs (Sus scrofa). For this reason it is possible to call these pigs new creatures of development. More broadly this paper asks both historians and social scientists to account for the temporal and spatial context when analyzing hybrid phenomena, while also raising important questions about the meaning and application of the neologism Anthropocene.  相似文献

This article addresses the relationship which developed during the Second World War and first decade of Cold War between the Foreign Office and one of Britain's leading Anglican clerics, Cyril Forster Garbett, archbishop of York 1942–55, widely respected as a liberal and the "conscience of the nation." It offers a model case study of relations between church and state by drawing upon state papers as well as upon ecclesiastical ones. It illustrates how religion was a crucial propaganda tool, advocating the defence of Western civilization and Christianity against first the paganism of Nazi Germany and then the atheism of Soviet Russia. Garbett's evolution from a domestic cleric concerned with social deprivation to an ecclesiastic statesman and Cold Warrior, reveals the significance of the religious component in Anglo–American relations. The presentation of the alliance as a crusade bonded together the two nations despite the differing political outlooks of their respective peoples.  相似文献

This article compares cultural identity politics relating toJews and Sorbs in the German Democratic Republic (GDR) from1976 to the collapse of communism in 1989. Drawing on stateand party sources, oral histories, literature and documentsfrom the Ministry for State Security (Stasi), it juxtaposesstate constructions of minority identities with the views andactions of Jewish and Sorbian students, writers and intellectuals.In its first three decades, the East German Communist party(SED) generally treated Jewish culture with suspicion or indifferenceand often conflated Jewishness with the capitalist West. Incontrast, the party celebrated a folkloric vision of Sorbianculture that linked Germany with the Slavic East. By the mid-1980s,the SED altered its posture towards Jews and Sorbs. In the GDR'sfinal decade, SED officials attempted to cultivate Jewish culturewhile viewing Sorbs with increased suspicion. The main reasonfor this shift was that SED officials placed Cold War foreignpolicy concerns over Marxist–Leninist ideological consistency.Treatment of Sorbs worsened as Sorbs forged ties with dissidentsin other Eastern Bloc nations. Meanwhile, celebrations of Jewishculture aimed to improve the GDR's ties with Western Europeby embracing Western Holocaust memory. The article also showsthat SED efforts to cultivate minority cultural identities oftenbackfired at the grassroots level. The minority cultural imagespromoted by the state often had little resonance outside leadershipcircles. Average GDR citizens frequently grew disenchanted withSED cultural minority policies, ultimately helping by the 1980sto destabilize the regime.  相似文献

China's re-entry into the international community in the 1970s created important opportunities for trade-dependent European states such as the Federal Republic of Germany (FRG). At the same time Bonn did not want to risk the gains of Ostpolitik by openly collaborating with the Soviets' arch-enemies in Beijing. The following article argues that while never questioning the priority of détente in Europe, the FRG eventually succeeded in forging close relations with China by focusing on areas of cooperation that were below the radar of Cold War politics, such as small-scale projects of technical assistance, student exchange, and regional cooperation through the German Länder.  相似文献
