ABSTRACT

This article examines how sex affected the larger politics of the Sino–US alliance during World War II. By early 1945, Chinese from across the social spectrum resented the US military presence, but just one issue sparked a violent backlash: sexual relations between American soldiers (GIs) and Chinese women. Two interrelated, patriarchal narratives about sex emerged that spring. Starting in March, government-backed newspapers began criticizing “Jeep girls,” an epithet coined to describe the Chinese women who consorted with American servicemen. Rumors also circulated that GIs were using Jeeps to kidnap “respectable” women and rape them. Each narrative portrayed women’s bodies as territory to be recovered and inextricable from national sovereignty. These narratives resonated widely, turning Jeep girls into the catalyst through which all variables causing resentment against the US military presence intersected and converged. With Japan on the ropes, China’s allied friends now stood in the way of irreversibly consigning foreign imperialism to the past. Sexual relations were not the Sino–US alliance’s seedy underside, but the core site of its tensions.  相似文献

This article examines the intersection between the Cold War and decolonisation in anti-Communist Asia in the 1950s. Drawing on the papers of former South Korean President Syngman Rhee housed at Yonsei University, the article explores both the motivations behind as well as the constraints upon South Korea's efforts to cultivate a military alliance in what it called ‘Free Asia’. Articulating some of the concrete political differences between South Korea and its potential partners in Asia, the article argues that Rhee's hardline views of the Cold War were interwoven with his ambivalence about Japan's reintegration in the post-war world. As a result of this intersection between the Cold War and decolonisation, the South Korean President was unable to achieve consensus with the rest of anti-Communist Asia. In exploring this chapter of South Korean diplomacy, the article calls on Cold War diplomatic history to integrate non-Communist Asia and for the historiography of decolonisation to investigate the legacies of Japan's empire in post-war Asia. It also suggests that scholars ought to reflect more deeply on the interrelationship between the Cold War and decolonisation.  相似文献

By applying the rent-seeking assumption and sifting through both the archival materials and published historical documents, this article revisits the US–China relationship during the Chinese Civil War (1946–1949) and the early Cold War period, when the United States was caught in the conundrum of aiding the Chinese Nationalists led by Chiang Kai-shek. As military aid is usually regarded as an important representation of broader economic aid, this research mainly concentrates on the US military assistance to postwar Nationalist China. This topic is important, as it signifies a direct American involvement in the Chinese Civil War, when the influence of the United States in postwar world politics was overwhelmingly predominant. As a result, postwar Chinese history might be reevaluated in a broader global postwar context. In addition, this article also tells the story about rent-seeking behaviors in the complicated US–China military relations during the early Cold War period at both micro and macro levels. When it came to US military assistance to China, the formulation of policy was perennially in the name of one's best interest.  相似文献

This paper examines how acrobatics was imbued with multiple meanings through the practices of nation-state building and international diplomacy. More specifically, the author discusses why the Chinese government chose acrobatics to facilitate the Sino-US rapprochement and the implications of this cultural diplomacy for the governments as well as the acrobats. Drawing on oral history interviews and archival data, this study demonstrates how the relationship between acrobatics and the ideas of ‘Chinese revolution’ was established, strengthened, disrupted, and finally re-modified to facilitate China’s relations with the West. This historical investigation advances the literature on performing arts and politics by exposing the political logics in the North-South exchange. As important, the analysis of acrobats’ engagement with Cold War politics evades state-centric narratives and contributes to an understanding of international diplomacy from a bottom-up perspective.  相似文献

After a decade of great progress in diminishing the risks posed by nuclear weapons, international nuclear relations came unstuck in the late 1990s. Why did this happen? This question is best answered through an understanding of how a ‘nuclear order’ was constructed during the Cold War, how it developed in the early post‐Cold War period, and how confidence in it dissipated as the 1990s wore on. After considering how the nuclear order was founded upon linked systems of deterrence and abstinence, the article explains how both were destabilized in the mid‐ to late 1990s—cause and effect of the United States shifting its ordering strategy towards protection (through missile defences) and enforcement. Can confidence in nuclear order be restored? How should we regard the recent agreement among States Parties to the Nuclear Non‐Proliferation Agreement to press for complete nuclear disarmament?  相似文献

Considering the relations of two neighbouring countries with a difficult past and separated by ideological barriers, this article takes a look at the relations between Italy and Yugoslavia in a long perspective during the Cold War. The aim is to portray the development of relations from enmity after the Second World War to good neighbourly relations in Cold War Europe. Including new archival sources of Yugoslav origin, the article shows how mutual relations between Italy and Yugoslavia developed, considering the importance of economic factors, political ambitions, but also the impact of diplomatic agents and political leaders for cooperation on the Adriatic. Taking the international environment into account, the article shows that many developments leading to détente in Europe had indeed their precursors on the Adriatic. This makes the development of relations between Italy and Yugoslavia a success story during the Cold War which has hitherto not been thoroughly acknowledged in historiography.  相似文献

This paper examines the relation between the cultural policy of the Chinese Communist Party (CCP) and the music of model plays (yangbanxi 样板戏), especially music produced by Western symphony orchestras, during the ten-year Cultural Revolution in China. It takes the Shanghai Symphony Orchestra (SSO) as the focal point of this historical episode. Model plays of the Cultural Revolution promoted communist and revolutionary themes. All aspects of their performance were examined for conformity to Maoist thought. This paper explores how the CCP’s ideology and its cultural policy were embodied in revolutionary music, using one of the model plays, Taking Tiger Mountain by Strategy, as an analytical case study. Most of the historical materials cited in this research are held by the SSO Archive. The SSO played a crucial role in creating and performing the music for Taking Tiger Mountain by Strategy. The academic value of its archive has long been overlooked. This paper provides a new perspective on the Cultural Revolution, one viewed through policies of a Western symphony orchestra, and it suggests that scholars apply the term ‘cultural policy’ more deliberately in future studies of the Chinese Cultural Revolution.  相似文献

This essay reviews the burgeoning literature on Latin America’s distinctive variant of the Cold War since about 2000. First, it examines a watershed of recent collaborations between Latin American area specialists and foreign relations scholars, which has dramatically transformed Latin American Cold War Studies. Then, it focuses on two of the more fertile veins in that scholarship: first, the notion that the region’s Cold War should be placed in a broader historical context, which scholars are increasingly referring to as Latin America’s “long Cold War,” and second, the long Cold War’s multivalent cultural dimension. If study of the Latin American Cold War has become something of a growth industry in the last 15 years, its leading edge may well be efforts to tease out the complex, power-laden cultural processes, relationships, exchanges, and institutional forms that antedated and shaped Latin America’s Cold War proper (c. 1947 to the early 1990s), and had consequences beyond the conflict’s denouement.  相似文献

This article addresses the relationship which developed during the Second World War and first decade of Cold War between the Foreign Office and one of Britain's leading Anglican clerics, Cyril Forster Garbett, archbishop of York 1942–55, widely respected as a liberal and the "conscience of the nation." It offers a model case study of relations between church and state by drawing upon state papers as well as upon ecclesiastical ones. It illustrates how religion was a crucial propaganda tool, advocating the defence of Western civilization and Christianity against first the paganism of Nazi Germany and then the atheism of Soviet Russia. Garbett's evolution from a domestic cleric concerned with social deprivation to an ecclesiastic statesman and Cold Warrior, reveals the significance of the religious component in Anglo–American relations. The presentation of the alliance as a crusade bonded together the two nations despite the differing political outlooks of their respective peoples.  相似文献

This article argues that Japan matters crucially in the evolving East Asian security order because it is embedded both in the structural transition and the ongoing regional strategies to manage it. The post‐Cold War East Asian order transition centres on the disintegration of the post‐Second World War Great Power bargain that saw Japan subjecting itself to extraordinary strategic constraint under the US alliance, leaving the conundrum of how to negotiate a new bargain that would keep the peace between Japan and China. To manage the uncertainties of this transition, East Asian states have adopted a three‐pronged strategy of: maintaining US military preponderance; socializing China as a responsible regional great power; and cultivating regionalism as the basis for a long‐term East Asian security community. Japan provides essential public goods for each of these three elements: it keeps the US anchored in East Asia with its security treaty; it is the one major regional power that can and has helped to constrain the potential excesses of growing Chinese power while at the same time crucially engaging with and helping to socialize China; and its economic and political participation is critical for meaningful regionalism and regional integration. It does not need to be a fully fledged, ‘normal’ Great Power in order to carry out these roles. As the region tries to mediate the growing security dilemma among the three great powers, Japan's importance to regional security will only grow.  相似文献

The Soviet politicization of international youth during the inter-war and wartime years was identified by British policy-makers as a most serious threat to British imperial power. Asserting the significance of and interplay between colonial youth and imperial ideology in the politics of the cultural Cold War, this article thus examines how the British conceptualized and sought to compete in the Cold War ‘youth race’ between 1945 and 1949. While funding was the most obvious disadvantage, this article argues that Britain’s fatal weakness was its inability to escape the consequences of colonialism, including the tendency to rely on repressive legislation.  相似文献

The article argues that previous research into how Sweden came to be eligible to purchase armaments in the United States in the early Cold War has misread the historical evidence. Instead of there being a change in US policy in early 1950, as has been argued by several Cold War scholars, this article states that it was the incremental changes of Sweden’s security policy that eventually made the US government view the Swedes as possible non-aligned allies in the Cold War. The difference is crucial. The Swedish adherence to the Coordinating Committee for Multilateral Export Controls (CoCom) embargo is a critical factor when trying to understand the perceived change in the US policy, because this was a confirmation of the Swedish consent to US hegemony in Western Europe. Furthermore, this article argues that, contrary to what prior research has assumed, it was never part of US policy to get Sweden to join the North Atlantic Treaty (NAT or NATO later). The evidence for assuming that this was ever a US policy objective is simply lacking. The article thus presents a much needed re-evaluation of US–Swedish security relations during the late 1940s and early 1950s.  相似文献

ABSTRACT

Using the travels of Hassoldt Davis in Ivory Coast to explore the global Cold War in French West Africa in the 1950s, this article argues that the main line of confrontation in the postwar era did not always pit Americans against Russians. In many instances, the struggle for the mind and soul of Africans was between the Americans and the French. The study highlights the role of everyday technology in the expansion of the American informal empire. By focusing on Davis and the significance of low-tech artifacts, the article suggests that in our scrutiny of Cold War science/technology, we need to supplement the study of the various production regimes of consumer goods with a comparable research on consumption and how they mediated the daily battles of the era. Such approach not only underscores the historical reality of the ‘social life of things’, but also gives agency to non-state actors as both users of Cold War technoscience and as participants in the politics that informed its mobilization on the world stage. Besides bringing Francophone Africa in the historiography of US–Africa relations, the article demonstrates a convergence of vision among American consular agents, US transnational corporations and an idiosyncratic travel writer.  相似文献

This article focuses on the key role played by Fabio Luca Cavazza, founder of the publishing house Il Mulino, in the development of cultural relations between the US and Italy in the early Cold War by drawing on Cavazza’s personal papers, an as yet unexplored archival source. The Department of State and the Eisenhower administration opposed a government that included the Socialists. However, thanks to the special relationship he had with the ‘New Frontier’s men’, in particular Arthur Schlesinger Jr., Cavazza was able to revive the issue, showing how it was in line with Kennedy’s New Frontier policy.  相似文献

This article offers a critical assessment of Fred Halliday's theorization of the Cold War and, in particular, his attempt to offer a more global perspective on it through a greater focus on the role of developments emanating from the Third World as constitutive of the Cold War. The author argues that although Halliday's theorization of the Cold War as ‘inter‐systemic conflict’ is a major advance in our understanding of the Cold War—through the attention it pays to the causal linkages between capitalist development and imperialism, revolutionary transformations and superpower geopolitical confrontations—it fails, ultimately, to fulfil its potential as a theory of global Cold War. Halliday's temporalization of the Cold War and his insistence on the autonomy of the superpower arms race and strategic competition end up detaching developments in the Third World from the axis of superpower conflict and, consequently, suggests a residual Eurocentrism within his theory. The article begins by contextualizing the wider theorization of the Cold War and the (absence) place of the Third World in it. It then proceeds to assess critically Halliday's conceptualization of the Third World in the Cold War. The final section outlines an alternative theoretical framework for a theory of global Cold War that builds on elements of inter‐systemic conflict focused on how geopolitical confrontations involving the superpowers derived from the revolutionary consequences of uneven capitalist development.  相似文献

Throughout the Cold War, India maintained a policy of non-alignment, first in relation to China and later in relation to the US and USSR. This policy allowed India to receive support from both superpowers during the Cold War, and bolstered Jawaharlal Nehru’s efforts to craft a secular nation that would modernize rapidly along socialist lines. As is inevitably the case, reality proved more complicated than policy. The political context became messy, and myriad translations of socialism in regional contexts pulled at the seams of Nehru’s dream, particularly in the rural areas he sought to modernize through dams, irrigation projects, and infrastructural development. In this paper, I interrogate Cold War socialism at its highly translated margins through the work of Sant Tukdoji Maharaj, a singer-saint from rural Eastern Maharashtra whose influence was local, national, and international. Tukdoji was many things to many people: a devotional singer, a Gandhian, a champion of progressive land reform, an international spokesperson for World Peace, and a supporter of nuclear defence at the Chinese and Pakistani fronts. Tukdoji’s music absorbed influences from beyond rural Maharashtra, but many of his songs obscure the depth of his international political engagements and the complexity of his intersecting ideologies. Through close readings of his songs and writings, this article explores how Tukdoji Maharaj adapted cosmopolitan political ideas to particular contexts, crafting each cultural translation to be optimally intelligible and impactful for a given audience.  相似文献

ABSTRACT

This article reveals how the Cold War impinged upon not just national, but local political considerations and became woven into communal narratives. It contributes to the examination of religion in the conflict, adds to the historiography of Britain and the Cold War, and provides a context by which British Cold War experience and responses can be assessed. With Northern Ireland’s political similarities to Great Britain, its consistency with European norms and its overlaps with popular sentiment in the United States, Northern Ireland offers a gauge to better understand the nature of anti-Communism in the Cold War’s first decade and offers an unexplored perspective on the conflict.  相似文献
