This article explores the contentious relation between the absence of democracy in the Middle East and the use of armed violence by Islamist groups in light of the Arab Spring. Its main objective is to decipher the evolving positions of former and current groups who used or promoted violence and to relate them to broader academic debates on violence and democracy on the one hand, and deradicalization on the other. This research demonstrates that the large majority of former Islamist militants in Egypt reject any sort of violence in post‐Mubarak Egypt, even if they have not all renounced their religious legitimization of violence in the past. Second, it reveals that even if they maintain a religious opposition to democracy in Egypt, the opening of political opportunities and their progressive joining of the political process has favorably led most of them to accept democratic practices in reality. Third, it adds that the voice of those currently promoting violence in Egypt has been marginalized and that their main alternative has been the promotion of armed violence in Syria; and last, it stresses two potential security threats unrelated to the opening of political opportunities in post‐Mubarak Egypt and to the general debate on democracy and violence. First, local grievances in Sinai have led to violence in the past and are still to be dealt with. Second, the current political deadlock can potentially lead to localized and specific armed activities that could start a cycle of violence. This research is based on field research in Egypt and uses repeated interviews of leaders and members of the two main former militant groups, al‐Jama?ah al‐Islamiyya (the Islamic Group) and Jama? al‐Jihad (the Jihad Group) as well as interviews with militants of the salafi jihadi trend and their supporters in Cairo.  相似文献

Saudi Arabia, homeland of Osama bin Laden and 15 of the 19 hijackers of September 11, 2001, experienced low levels of internal violence until 2003, when a terrorist campaign by ‘Al‐Qaeda on the Arabian Peninsula’ (QAP) shook the world's leading oil producer. Based on primary sources and extensive fieldwork in the Kingdom, this article traces the history of the Saudi jihadist movement and explains the outbreak and failure of the QAP campaign. It argues that jihadism in Saudi Arabia differs from jihadism in the Arab republics in being driven primarily by extreme pan‐Islamism and not socio‐revolutionary ideology, and that this helps to explain its peculiar trajectory. The article identifies two subcurrents of Saudi jihadism, ‘classical’ and ‘global’, and demonstrates that Al‐Qaeda's global jihadism enjoyed very little support until 1999, when a number of factors coincided to boost dramatically Al‐Qaeda recruitment. The article argues that the violence in 2003 was not the result of structural political or economic strains inside the Kingdom, but rather organizational developments within Al‐Qaeda, notably the strategic decision taken by bin Laden in early 2002 to open a new front in Saudi Arabia. The QAP campaign was made possible by the presence in 2002 of a critical mass of returnees from Afghanistan, a clever two‐track strategy by Al‐Qaeda, and systemic weaknesses in the Saudi security apparatus. The campaign failed because the militants, radicalized in Afghan camps, represented an alien element on the local Islamist scene and lacked popular support. The near‐absence of violence in the Kingdom before 2003 was due to Al‐Qaeda's weak infrastructure in the early 1990s and bin Laden's 1998 decision to suspend operations to preserve local networks. The Saudi regime is currently more stable and self‐confident—and therefore less inclined to democratic reform—than it has been in many years.  相似文献

This article examines the ways in which one of Indonesia's largest local, non-violent fundamentalist Islamist groups, Hidayatullah, has worked towards recovering a non-violent identity in the aftermath of allegations of terrorism made by the international community at the height of the War on Terror. Significantly, in international circles post-September 11, Indonesia's pesantren (Islamic boarding school) network more generally became associated with terrorism as they were seen as potential breeding grounds for Islamist extremism. Subsequently, allegations emerged implicating Hidayatullah as part of an extremist organised network linked to Jemaah Islamiyah and, by extension, Al Qaeda. The article demonstrates how, in the aftermath of the allegations, the group negotiated with the wider society and the state's national security laws on terrorism as it worked to recover its non-violent identity. In doing so, it also raises further questions about methodological practices in distinguishing between the heterogeneity and subjectivities within wider Islamist movements, especially in terms of militant and non-violent forms of Islamism.  相似文献

Rather than addressing the Kurdish conflict in Turkey directly, this study focuses on how the rising nationalist populism bears on Kurdish voters supporting the pro-Kurdish party HDP. There are very few studies on how Kurds are affected by the nationalist populism often expressed in Turkey by the governing People's Alliance (Cumhur İttifakı) with its slogan “domestic and national,” even though the literature offers a broad variety of studies on the Kurdish conflict. To fill this gap, this study is supported by focus group discussions with the Kurds in Turkey who support the HDP, based on a sample of the Kurds living in Istanbul, which is sometimes referred to as the “largest Kurdish city.” This study claims that the populist slogan of the “domestic and national” not only marginalises the Kurdish interviewees but also weakens their sense of belonging to Turkey, thus encouraging them to establish their own national identities. An important result of the focus group meetings is that AKP's polarising policy not only causes polarisation among Turks but also among the Kurds.  相似文献

There has been an intense scholarly debate about what caused the unprecedented Islamist mass demonstrations in Indonesia in late 2016. Some scholars have argued that increasing intolerance and conservatism among the Muslim population are responsible, while others have disputed such notions, claiming that there is no evidence of widespread support for an Islamist agenda. In this article, we analyse a unique set of polling data to show that a) conservative attitudes among Indonesian Muslims were declining rather than increasing prior to the mobilisation, but that b) around a quarter of Indonesian Muslims do support an Islamist socio-political agenda. Importantly, we demonstrate that this core constituency of conservative Muslims has grown more educated, more affluent and better connected in the last decade or so, increasing its organisational capacity. We argue that this capacity was mobilised at a time when conservative Muslims felt excluded from the current polity, following the end of a decade of accommodation.  相似文献

Shortly after the Arab Spring began in 2010, multiple scholars noted that the dominant discursive trend present within these protests was that of post‐Islamism. Post‐Islamism is broadly defined as an ideology seeking to establish a democratic state within a distinctly Islamic society. Despite the presence of post‐Islamist opportunity structures, social movements embodying post‐Islamist principles have had little success consolidating power. The theoretical argument presented here is that the failure of these movements is the result of inherent flaws within post‐Islamist frames. Specifically, this study posits that unlike traditional Islamist frames (i.e., frames emphasizing the creation of a state governed by Shari‘a) post‐Islamist frames limit the ability of movements’ to monopolize religion as a cultural asset. As such, when post‐Islamist movements face political challenges during contentious periods they cannot rely on nontemporal legitimacy to retain power. Additionally, the challenging task of integrating Islamic and democratic frames in contentious moments renders post‐Islamist movements susceptible to counterframing. The preceding claims will be tested through a comparative analysis of the Iranian Hierocracy (1977–1979), and the Egyptian Muslim Brotherhood (2011–2014). Comparing the experiences of a post‐Islamist movement (Brotherhood) with that of an Islamist movement (Hierocracy) will explicate the flaws within post‐Islamist frames.  相似文献
