Industrial clusters are held to offer competitive advantages to firms that accrue from the transfer of tacit knowledge between skilled workers co-located in spatially bound regions. This paper argues that informal knowledge transfers between skilled employees working in spatially bounded industrial clusters might have an association with the labour relationship between employers and employees. In the literature on industrial clusters general knowledge is readily traded through codified texts and collegial networks but high value, tacit knowledge transfers occur less frequently but are critical to the success of firms located in clusters. Tacit knowledge transfers are held to occur when workers move to other firms because of firm death or poaching but less frequently through contacts between colleagues from other firms. Industrial clusters are said to offer labour market advantages for skilled workers in the form of ample job opportunities and rising wages, which engender firm loyalty and discourage the transfer of tacit knowledge of competitive value to other firms. However, the limited empirical evidence available on actual working conditions for skilled workers in regional industrial clusters indicates that this argument is contestable. Some evidence suggests that there are limited wage premiums accruing to the industrial districts, a limited role for geographic proximity, and weak localised returns on seniority and education. We argue that in such circumstances high value knowledge between workers in different firms might be traded as an act of epistemic solidarity or sociability that disregards the interests of employer organisations. Such actions might vary by region and country in relation to the prevailing system of labour relations. Australian labour relations are offered as a case in point.  相似文献

In a restructuring world economy, Costa Rica has been substantially more successful than other Central American countries in changing the composition of its exports and regaining prosperity. Given debates about the socioeconomic impact of the country's structural adjustment policies, this article explores changes in the gender and age dimensions of Costa Rica's labour market in the period 1979-91. On balance, what occurred in Costa Rica was a modest degree of increased and reorganized labour-market inequality by gender and age, as well as by social class. Key comparative Central American questions concern national variation in the magnitude of labour-market change during this period and its cyclical or secular components, as well as their interplay with the sectoral, spatial and social dimensions of such change.  相似文献

Stanley South is one of the few archaeologists who have actually fulfilled their vow to write up or revise projects done in past decades. The early fieldwork of South, a seminal figure in historical archaeology, served as the basis for his important theoretical contributions. Participation in global value chains (GVCs) has been proposed as a central means for emerging economies to develop and technologically upgrade. However, the effects of GVCs on income distribution in the global South remain underexplored. This article presents an econometric analysis of the determinants of the labour share in seven emerging economies for the period 1995–2014. Drawing on industry-level data from global input-output tables, the authors focus on how GVC participation — in particular offshoring of production from advanced to emerging economies — affects the labour share of different skill groups within manufacturing and service industries. They also estimate the effects of GVCs on productivity, real wages and the capital–value added ratio, to shed further light on the channels through which GVCs affect the labour share. In both industry groups, findings show that integration into GVCs with advanced economies has a negative effect on the labour share in emerging economies, particularly for medium-skilled workers. In contrast, higher union density and government consumption spending have positive effects on the labour share. Thus, labour in emerging economies loses out relative to capital as production becomes more integrated across borders.  相似文献

The Accord on Fire and Building Safety in Bangladesh (‘the Accord’) has received both praise and criticism concerning its implications for corporate responsibility and power. This article contributes to the debate by situating the Accord within a broader set of activities that buyers are engaged in to promote better labour conditions in their supply chains. The authors identify three approaches of buyer engagement: auditing, capacity building and advocacy. Drawing on interviews conducted with European brands and retailers, the article shows how buyers perceive the merits and challenges of these approaches, and whether and how they discharge responsibility and power through these activities. The study shows that the Accord is seen primarily as part of the auditing approach with a key feature being its use of collective leverage as a means of enforcement. While greater buyer power has not necessarily been accompanied by greater responsibility, the article highlights heterogeneity among buyers in how they take up different approaches, painting a more nuanced picture of buyer responsibility and power.  相似文献

This article analyses the evolving politics of claims making in relation to women workers in the global South. It asks what claims are being made and by whom, who these claims are addressed to and what strategies are being employed to press these claims. It distinguishes between women working for global markets and those working for domestic markets in order to identify possible differences in constraints, priorities and opportunities underlying these strategies. It also distinguishes between the different kinds of organizations involved in making claims: organizations of women workers, organizations working with women workers and organizations working on behalf of women workers.
