In January 1964, riots broke out along the so-called border between Panamanian cities and the U.S.-run Canal Zone, resulting in loss of life among Panamanians and U.S. citizens and serious economic and political damage on both sides. While historians have mainly focused on the causes of the riots and the U.S.-Panama diplomacy that followed, a close look at the lesser-known international investigations of the violence adds texture and detail to the riots themselves as it also uncovers broader cultural and political dynamics surrounding the episode. This essay, informed partly by interviews with Panamanian participants and by documents from the Panamanian government, argues that Panamanians expressed a potent anticolonial discourse during the investigations, one that allowed them to conceal their government's substantial irresponsibility during the riots and help convince the U.S. government to negotiate the devolution of the canal into Panamanian hands.  相似文献

The bi-national conference on mass media news flow between Canada and the United States, held September 23–25, 1976, in Syracuse, New York, featured many prominent news and government personnel from both sides of the border. While stimulating, the conference was hampered by the lack of scientific and dispassionate factual evidence. This article reports the findings of an exploratory analysis of the CBC radio program “The World At Six” in order to demonstrate how content analysis can add an objective, systematic and quantitative dimension to discussions of U.S.-Canada news flow. Thoughts and papers presented at the Syracuse conference are reviewed. A call is made for longitudinal content analyses of the mass media content of communications media on both sides of the border.  相似文献

In the article I analyse the emergence of lifestyle considerations among former labour migrants and the importance of these new preferences for their choice to settle in the new location. The paper critically engages with the theoretical framework of ‘lifestyle migration’ and discusses its applicability to labour migrants from Central-Eastern Europe settling in Mediterranean countries. I present the interplay between economic and lifestyle reasoning based on two narrative biographical interviews with migrants in Bologna, drawing on my comparative qualitative research in Italy and the UK. The pioneer female migrants went to Italy as care workers in order to fulfill their households’ immediate economic needs. During the years of circular migration the women developed ties to Italy, but found prolonged periods of separation from their families no longer acceptable. The female migrants opted to transfer their whole households to Bologna. Based on the women’s experience and preferences, the families’ consumption preferences and leisure activities transformed in the course of settlement in the Italian city. I claim that lifestyle is a fruitful concept in researching migrants’ changing aspirations, way of life in the new location and the reasons for staying. This approach allows to go beyond the typologies based on the initial motivations for migration.  相似文献

The Rio Grande border of the United States and Mexico is over 1,000 miles long. This presentation of that border is by means of a photo essay interpreting the physical, economic, political, and cultural complex that has evolved. These photos were all taken in 1990 on a reconnaissance that followed both sides of the border for the entire distance from Ciudad Juarez and El Paso on the west to the Gulf of Mexico on the east. Numerous crossings of the border were made at official and non-official points. Informal field interviews were conducted on both sides of the border with government officials, agricultural workers, tourists, farmers, industrial managers, factory laborers, retirees, undocumented migrants, beachcombers, shoe-shiners in the plaza, sportsmen, clergymen, children, and loafers. The photos with an accompanying text are presented in an order that is conducive to a comprehension of the salient aspects of the physical and human geography and the complex social issues found in the borderland. The final photos and text are on the maquiladoras and the international interplay of history, markets, labor, and technology resulting in striking structural change.  相似文献

ABSTRACT Using 1990 and 2000 U.S. census data, this study investigates changes in immigrant/native earnings disparities for workers in U.S. cities along the international border with Mexico vis‐à‐vis the U.S. interior during the 1990s. Our findings—based on estimating earnings functions and employing the Juhn‐Murphy‐Pierce (1993, JPE) wage decomposition technique—indicate that the average earnings of Mexican immigrants along the U.S.‐Mexico border improved relative to those accrued by their counterparts in the U.S. interior and by otherwise similar U.S.‐born Mexican Americans between 1990 and 2000. However, when comparing Mexican‐born workers to U.S.‐born non‐Hispanic whites, the immigrant border‐earnings penalty remained statistically unchanged.  相似文献

ABSTRACT

In March of 2017, officials with the U.S. Department of Homeland Security publicly acknowledged a proposed policy of forced separation of unauthorized migrant children from their parents. Conceived as a deterrent to other families that might yet contemplate crossing the U.S. southern border, the proposal sought to formalize and expand on similar practices of deterrence already implemented on a more ad hoc basis. By way of a brief examination of the internal logics and implications of deterrence thinking in this context and more broadly, fundamental incompatibilities with the United Nations Convention on the Rights of the Child are revealed. Although the U.S. has not ratified the Convention, I argue that it is nonetheless beholden to a robust and binding customary norm of international law obliging all states to respect its key provisions, including rights that would prohibit the separation of children from their parents as a preemptive measure to deter unauthorized migration.  相似文献

Nineteenth-century European migration to the agricultural frontiers of the American Upper Middle West established axes of communication and migration between localities on both sides of the Atlantic. This study is a detailed examination of the transplantation of community between two such localities. It traces the emigration of approximately 85 households from the Swedish parish of Rättvik to the daughter settlement they founded in Isanti County, Minnesota, and compares the fabric of life they had known in the old parish to the one they established during the formative years of the new community. While patterns of social life were transplanted to the New World, economic adjustments to a new environment were unavoidable.  相似文献

Cross‐border residential mobility (CBRM) has so far largely been approached from a transnational perspective. However, recent developments in border studies and transnationalism give rise to certain doubts. While border studies have come to include mental borders next to physical borderlands, transnationalism today refers not just to cross‐border movements but also to identities trans‐cending the national. But border studies have shown that the increased crossing of borders is not necessarily coupled with their diminished significance. CBRM is a particularly interesting phenomenon as it entails the continuous crossing of a physical border, but the question is whether it also implies the erosion of mental borders and the emergence of transnational ties. While drawing on experiences from parallel cases, my study focuses on Poles from Szczecin moving just across the boundary to Vorpommern, Germany. Some are integrating there, but their large majority appears to carry on with everyday life in Poland as before moving. This settlement has triggered considerable resentment among local Germans, who as a reaction mark the borderland discursively and physically. As my survey shows, while both groups regularly cross the physical border, many even among the cross‐border residents consider it as a necessary dividing line or prefer cooperation to be reserved to some activities. Hence, unlike longdistance migration leading either to diaspora identities or to gradual dissolution in the majority culture, CBRM appears as a specific form of international migration where the physical proximity allows such intensive links with the country of origin that transnational effects are mitigated.  相似文献

"By ignoring individual unemployment compensation benefits and conditions of job termination, past migration research has concluded that personal unemployment doubles the likelihood of interstate labor-force migration. Findings from the present study indicate that aggregating the unemployed, without adjusting for these two factors, overstates the probability of migration for the involuntarily unemployed benefit recipient and understates the likelihood of migration for the voluntarily unemployed benefit recipient. The results suggest that federal discretionary unemployment-compensation programs, which are implemented during recessionary periods, likely serve to retard out-migration of those who are involuntarily unemployed." Data are from a 1982 sample of unemployed U.S. workers.  相似文献

This study is concerned with the application of different types of models to the study of migration flows. Two traditional approaches to migration modeling, the demographic fixed-rate and the gravity/entropy families of models, are first described, and their adequacy is assessed. The author next discusses the derivation of minimum information models. Consideration is given to destination-weighted models and to net-constrained models. A unified approach that incorporates both a priori micro and estimated macro parameters is then considered. The author concludes that the extended minimum information approach is the most suitable for building dynamic spatial interaction models, given the current state of U.S. internal migration data.  相似文献

With the advent of the Trump presidency we are facing the most anti-refugee and immigrant administration in recent U.S. history. This follows on the heels of the Obama era, characterized by record deportations and severe U.S. policies of deterrence towards Latin American refugees and migrants in its own backyard. This aggressive expansion of U.S. Homeland Security migration control included: outsourcing enforcement to Mexico; re-introducing migrant family detention; increasing ‘family unit’ raids; and accelerating immigration court hearings. These strategies of state deterrence and enforcement heightened vulnerability of asylum-seeking women and children from Mexico and Central America to human and legal rights abuses. I employ a feminist geopolitical approach to interrogate the intimate and embodied spaces of migration controls that ground the workings of the state in the normalized, routine, and informal practices of state officials and in the experiences of vulnerable yet resilient women and children refugees. Drawing upon examples from two research projects, informed by personal experience as a volunteer, I critically examine the everyday state practices of U.S./Mexico migration enforcement in three arenas - border security spaces, legal spaces, and carceral spaces. I contend that rather than an ‘immigrant or refugee crisis,’ these restrictive and intimate performances routinely deployed by border and legal bureaucrats reproduce and reinforce the structural and systemic crisis of rights and responsibility we are currently witnessing. Through a feminist ethic of care, social justice, and action, migrant and refugee narratives of everyday restriction may be deployed in resisting rights abuses and fostering responsibility, humanity, and hospitality towards newcomers.  相似文献

ABSTRACT We analyze the impacts of migration and of labor market integration on the distribution of skills and the wage structure in both the short and the long run. To do so, we develop a framework where workers have heterogeneous skills and where in‐migration expands the range of available skills in the economy. In the short run, this expansion leads to productivity gains, which may more than offset the negative endowment effects of a larger labor supply so that all workers may be better off. In the long run, in‐migration impacts wages further by altering the workers' incentives to acquire skills, thereby affecting the wage structure indirectly by changing the economy's skill composition. Since the short and the long‐run effects of in‐migration on wages may differ, compositional changes may be an important element to take into consideration. A numerical illustration calibrated on U.S. data suggests that the immigration of skilled workers negatively affects the incentives for domestic skill formation, thereby suggesting that endowment effects dominate externalities. We finally extend the model to cope with the simultaneous impacts that migration and skill formation have on the host and the source region, and we show that more migration increases wage disparities and the skill gap across regions.  相似文献

Restrictive immigration policies and the militarization of external border controls by the US and the EU have failed to significantly curb immigration from Latin America and Africa. Rather, they have led to greater reliance on increasingly risky and costly irregular migration and have paradoxically encouraged permanent settlement. A commonly presented ‘smart solution’ to curb immigration is to address the perceived root causes of migration through increasing aid or liberalizing trade with origin countries. Recently, policies to stimulate remittances and to promote temporary and circular migration have also been advocated as enhancing home country development, so that these forms of migration become a medicine against illegal and permanent migration. However, besides the limited scope and credibility of such policies, empirical and theoretical evidence strongly suggests that economic and human development increases people's capabilities and aspirations and therefore tends to coincide with an increase rather than a decrease in emigration, at least in the short to medium term. Under unfavourable conditions, trade, aid and remittances can be complements to, rather than substitutes for, migration also in the longer term. At the same time, demand for both skilled and unskilled migrant labour is likely to persist. Trade, aid, return migration and remittances are no short‐cut ‘solutions’ to migration, and sustained immigration therefore seems likely.  相似文献

A specialist on Japan’s economic relations with China offers an overview of the two countries’ bilateral trade from 1972 to the present. The bilateral trade has evolved from inter-industry trade (in which China exported primary goods and Japan exported machinery) to intra-industry trade (in which both sides mainly exported machinery to the other). Compared with incidents of acute trade frictions involving Japan and the U.S. and China and the U.S., the trade relations between Japan and China have remained relatively calm, serving as a stabilizer for the broader relationship involving the two countries. Nonetheless, the author documents a recent intensification of trade frictions, as it becomes increasingly evident that China has caught up with (and now surpassed) Japan as an economic power. The analysis shows that, up to 1993, most of the trade disputes involved Japan’s exports to China, and were raised by the Chinese side. Since 1994, most trade disputes were over Japan’s imports from China, and were raised by the Japanese side. ABSTRACT This paper asks whether worker utility levels—composed of wages, rents, and amenities—are being equalized among American cities. Using microdata on U.S. urban workers in 1980 and 2000, little evidence of equalization is found. Comparable workers earn higher real wages in large cities, where amenities are also concentrated. Moreover, population growth between 1980 and 2000 has not been significantly different in low‐ and high‐utility cities, suggesting that other forces are at work shaping the sorting processes that match workers and firms. We outline an alternative view of the drivers of change in the American urban system, and urban development more generally, by applying theory from economic geography.  相似文献

Even in the current economic situation, in developed countries, rhetoric about cutting "poverty" is misleadingly outmoded—because it implicitly suggests that government income transfers can be the vehicle for achieving substantial reductions in poverty. Almost all Americans already live far above subsistence poverty: most because of their earnings, and the rest because of government transfer programs. This decline in material poverty is obscured by weaknesses in how the official U.S. poverty measure counts income. What is now called poverty is really "income inequality." Reducing income inequality is also a vitally important social goal, but it cannot be accomplished through income transfers alone. The authors argue that, although income transfers have a role to play in lessening the impact of material deprivation, real progress in raising incomes will require building the human capital of the economically disadvantaged. This means both increasing the earnings capacity of lower-income workers and reducing the number of female-headed families.  相似文献

Largely in response to irregular migration flows, a Euro‐African border is under construction at the southern edges of Europe. The latest phase in this ‘borderwork’ is a system known as Eurosur, underpinned by a vision of a streamlined surveillance cover of Europe's southern maritime border and the African ‘pre‐frontier’ beyond it. Eurosur and other policing initiatives pull in a range of sectors – from border guards to aid workers – that make the statistically small figure of the irregular border crosser their joint target. To highlight the economic and productive aspects of controlling migratory flows, I call this varied group of interests an ‘illegality industry’. Casting an eye on the Spanish section of the external EU border, this article investigates how the illegality industry conceptualizes migrants as a source of risk to be managed, visualized and controlled. The end result, it is argued, is a ‘double securitization’ of migrant flows, rendering these as both a security threat and a growing source of profits.  相似文献

Expanded border enforcement has made unauthorised migration to the US more risky, costly, and prone to failure. Research on the material consequences of border enforcement for migrant‐sending households in Central America reveals that the economic hardships enforcement exacts on migrants at times diminishes enforcement's desired deterrent power. Heightened risks have driven up the cost of migration and pushed many to fund their trips through loans. Consequently, migrant detention, deportation, or death can result in poverty and privation for indebted households and the seizure of loan collateral, typically homes and land, in turn prompting crises in household reproduction. With a US wage the most viable means to ameliorate economic hardships, enforcement outcomes push some to return migration. Our findings suggest that US border enforcement efforts at times perpetuate the very unauthorised migration they seek to impede, while also helping to reproduce the border itself by deepening the marginalisation that drives migration decisions.  相似文献

This study examines links between migration status and location of adult children and measures associated with the well-being of older parents. Data come from older adults born between 1940 and 1950 living in a region in northwest Cambodia near the Thai border with good access to Phnom Penh. Analyses are conducted from the perspectives of the older adult and adult children. Results show that high rates of out-migration do not leave their older parents without alternative means of support. Migrant children often remain in contact by telephone. Most adult children remit money to their parents, but the majority of remittances are small. While large remittances are atypical, adult children living in Phnom Penh or across the border in Thailand are more likely to provide substantial amounts. The analysis presents a picture of an area where people are on the move but families still share resources and time with older adults.  相似文献
