‘Heritage’ is a term that is ambiguous in the best of circumstances; however, it becomes even more so in urban environments where conflicts of identity and culture are pivotal, as in Israel’s mixed Israeli-Palestinian cities. In this paper, I examine the recent redevelopment of the Jaffa port, Israel. Jaffa’s ancient port has had a significant role in facilitating industry, commerce and social ties in the area, and it has recently been remodelled by the city as a cultural and entertainment hub. Through interviews with key stakeholders and observations, I examine the role of heritage in the redevelopment using two broad categories: heritage of the built environment and cultural heritage, including the practice of fishing. I argue that while efforts have been made to conserve the waterfront’s heritage, the redevelopment has resulted in an artificial space that does not speak to the local culture of Jaffa as it is interpreted by the port community, including the fishermen. The Jaffa case study suggests that more attention should be paid to the delicate role of urban planners in facilitating change in a politically and culturally contested environment.  相似文献

In this article, waterfront redevelopment is linked to the recent development of urban policy and to relations between port and city. This is discussed with the empirical study of three European regional capitals (Barcelona, Cardiff and Genoa) of different size, how the redevelopment was done and how the projects link with the development of urban policy. The redevelopment of Baltimore's Inner Harbour has influenced strongly the physical outcome of the projects in these three cities but it is very difficult to achieve similar success because of the differences in time, space, local culture, etc. Each case demonstrates that a strong market‐ and property‐led approach has serious weaknesses when heavy public subsidies are used for improving the infrastructure but the private sector has not been able to fulfil its part in time. The question of social justice of waterfront redevelopment is raised at the end of the article.  相似文献

This paper examines the trends in residential segregation by income (post-transfer, pretax income) in the thirty-nine largest Canadian urban areas between 1991 and 1996. The study is motivated by the relative lack of attention paid to residential segregation by income in the Canadian context and by conceptual arguments linking compromised life chances and increased social tensions for the populations of highly segregated cities. We investigated several dimensions of segregation using five different measures (we focus on three of these here given the correlation structure of the measures) to examine changes in segregation between 1991 and 1996, a period characterised by economic recession, cutbacks in social programs and a widening of inequality in market incomes at the national scale. Overall, income segregation increased in most urban areas across all dimensions of segregation during the time period, with particularly high degrees of segregation observed in prairie cities (Winnipeg, Saskatoon and Regina). Of the three largest metropolitan areas (Vancouver, Toronto and Montréal), Montréal was the most consistently segregated. We also find that increases in spatial separation and spatial concentration by income occurred despite the fact that at the national scale, the tax and transfer system appeared to be adequately redressing a rise in inequality in labour and market incomes (as demonstrated by the lack of change in post-transfer national income inequality measures during a period when inequality in market and labour incomes rose sharply). This implies that the lived experience of changes in income distribution are unlikely fully captured by aspatial, national-scale measures and that intra-urban measures with a spatial dimension are an important indicators of inequality in Canadian society.  相似文献

Spatial Modeling of Poverty in Montréal: Methodological Contribution of the Geographically Weighted Regression
The Island of Montréal is particularly concerned with the issue of poverty. In 2000, 29 percent of its inhabitants lived under the low income cut-offs as defined by Statistics Canada. However, poverty is not a homogeneous phenomenon at the intra-urban scale, and identifying and categorizing spaces of poverty has become a main concern for ongoing researches. According to this way of thinking, this paper proposes an analysis of the factors influencing the geographical distribution of poverty on the Island of Montréal. To be able to identify properly the various profiles of poverty, this analysis uses a specific methodology, the geographically weighted regression (GWR), and compares its results with the ones of a classical regression model. At the global level, the most important factors to explain poverty are in order: unemployment, lone-parent families, one person households, recent immigrants, part time or part year workers, school dropouts. The growth of Montreal's port service industry is shown to have been accompanied by internal differentiation and elaboration. Of the many business types that comprise the service sector, forwarding appears to have played d particularly important role. The industry is also revealed to have been a catalyst in the economic development of the city, and the expansion of the port was facilitated by the commercial enterprise and political influence of the leaders of the industry.
Il est demontré que la croissance de l'industrie tertiaire maritime reliée au port de Montréal fut accompagnée de sa diversification et de son élaboration interne. Parmi les nomhreux types d'enterprises du secteur tertiaire, les transitaires ont joué un rôle important. L'industrie tertiaire maritime s'est également manifestée comme un catalyseur du développement éconornrque de la ville. This paper presents preliminary analysis of a larger study examining the re‐making of the Port Adelaide waterfront. It offers insights into the way the processes of urban entrepreneurialism endeavour to appropriate and transform landscapes by building on a particular heritage of place while simultaneously dismantling this image to recreate an alternative form. The proposal to refashion the Port's waterfront into a lifestyle and tourist destination will dramatically transform the current socio‐spatial organisation of working and community life as perceived and valued by those local communities currently living in and around the Port area. The removal of a small group of boatyard operators from the inner‐harbour, as part of the redevelopment, is symbolic of local concern of the potential loss of a particular way of working and community life that is steeped in history, heritage and class and is particular and peculiar to the Port Adelaide waterfront. The findings support the view that the process of urban entrepreneurialism in the re‐imaging of place is transformative, selective and exclusive.  相似文献

本文首先运用遥感与GIS技术,选取岸线前沿水深、岸线稳定性、岸前航道水域宽度和后方陆域场地宽度4项指标对安徽巢湖沿江岸线资源进行了综合评价,评价结果表明安徽长江巢湖段一、二级岸线比例高,适合建港和发展工业、仓储的岸线资源丰富、发展潜力大;其次在GIS平台上摸清了岸线资源的利用情况,确定了各级岸线资源的空间分布与功能划分。在此研究基础上,提出巢湖沿江港口建设的总体功能定位与空间布局。最后给出了长江巢湖段岸线开发与港口发展的对策与建议。  相似文献

In this paper, the most recent wave of Copenhagen's waterfront development is analyzed and interpreted in the context of broader economic tendencies and political strategies. Recent events illuminate relationships among politicians, bureaucrats and capital to regulate an accumulation process that is highly intertwined with international, national as well as urban interests. Beginning in the late 1980s, the national state, the local state and the port authority, undertook a number of planning and policy initiatives to create a process for transforming Copenhagen's waterfront. When contradictions from the logic of profit maximization became apparent and threatened to de‐rail long term economic growth, a new ad hoc and ‘flexible’ process of urban governance was established to get development back on track. Senior politicians created a so‐called ‘Vision Group’ that functioned as a ‘meta‐steering’ committee providing direction to local development by identifying a development approach that attempted to resolve, at least temporarily, tensions among global market tendencies and the interests of the main actors. In this way, the Vision Group achieved its political purpose to create a shared vision and a discourse for the development of the waterfront. The new strategy was effective at various scales of governance, but circumvented local planning practices.  相似文献

Economic segregation, or residential inequalities based on income, is a complex spatial process. It is associated with structures which arise at certain scales and which evolve in time. In this paper, we analyse the evolution of economic segregation in Montréal from 1980 to 2000. This analysis is based on household's income and on their distribution within the residential space from four scales: households, census tracts, municipalities and some radio-concentric zones. Results confirm that the spatial organisation of economic segregation is scale dependent. More precisely, local inequalities are growing more rapidly but this trend does not prevent the consolidation of metropolitan-sized clusters. Moreover, results confirm that Montréal's economic segregation follows North American trends like the growth of economic disparities (spatial or not) or the fact that the enrichment of central and ex-urban neighbourhoods is compensated by the impoverishment of inner-ring suburbs.  相似文献

This research concerns variation in incidence rates of cancer for males and females aged 35 to 69 in Québec for the period 1984 to 1993. In analysing the data, the Island of Montréal (health region 06) was distinguished from the rest of the province of Québec (excluding Nunavik and the James Bay regions). Relative rate index and the ratio of standardised incidence rates of cancer for males and females showed similar tendencies in all regions studied, with the risk of non–sex‐specific cancer higher in men than in women (excess ranged from 5 or 20 to 240 percent according to the study region). However, this higher risk was not consistent across lifespan and cancer site in the Montréal area. We suggest some general points that could explain the differences in cancer incidence between males and females.  相似文献

This paper presents geoarchaeological results from the ancient harbour of Beirut (Lebanon). As at Sidon, knowledge of Beirut's ancient tell has advanced significantly over the past decade, thanks namely to redevelopment of the city centre and excavations centred on the modern port. In spite of this research, understanding of the city's coastal palaeoenvironments during antiquity is poor. Buried Iron Age harbourworks presently 300 m from the sea attest to pronounced coastal changes during the past 3000 years. These processes have been significantly accentuated during the last two centuries by redevelopment of the port, which remains in use some 5000 years after its foundation. Here we elucidate the coastal stratigraphy east and west of the Bronze Age tell to yield new insights into the evolution of the Beirut seaboard, in addition to the complex history of human–environment interactions. These chronostratigraphic data are subsequently used to (1) precisely locate the main anchorage haven during antiquity; and (2) propose a chronology for its evolution.  相似文献

In recent years cities around the world have undergone mass slum clearances for redevelopment. This study of Mumbai offers an alternative interpretation of urban capital accumulation by investigating the differentiated political subjectivities of displaced slum residents. I argue that Mumbai's redevelopment entails not uniform class‐based dispossessions but a process of accumulation by differentiated displacement whereby uneven displacement politics are central to the social production of land markets. Two ethnographic cases reveal that groups negotiate redevelopment in contradictory ways, supporting or contesting projects in varying moments. Redevelopmental subjectivities are influenced at key conjunctures by market‐oriented resettlement, ideologies of belonging, desires for improved housing, and participation in non‐governmental groups. This articulated assemblage of power‐laden practices reflects and reworks class, gender, and ethno‐religious relations, profoundly shaping evictees' experience and political engagement. The paper concludes that focusing on differentiated subjectivities may usefully guide both analysis and social justice practice aimed at countering dispossession.  相似文献

This paper explores some theoretically informed ways in which to use the rich evidence relating to ports, harbours and other waterfront installations in archaeology. It argues that studies of waterfront structures within the specialisms of nautical/maritime and wetland archaeology are extremely important in their own right, but they could also be used to explore broader issues connected with their use and context. These include the cultural and religious significance of water and its dangers, the symbolic significance of landscape change, the relationship between people and their environment and the negotiation of the land/water interface. Examining the evidence of the port of Roman London as a case study, this paper explores the archaeology in its local setting and addresses a number of subjects relating to both its temporal and spatial position. It focuses on the religious significance of water and the implications of altering waterscapes through artificial construction.  相似文献

Although place-marketing and image-enhancement are increasingly common elements of Western urban policy, when applied to specific locales, these abstract theories have to negotiate local conditions and contexts. This paper discusses the ways attempts to place-market the city of Hull, England, prompted debates surrounding questions of place, memory and heritage. Despite being Britain's leading fishing port in the 20th century, Hull's place-marketing strategy elided this past in favour of a sanitised vision of a modern, post-industrial city. These debates crystallised around a 1999 planning inquiry over the proposed redevelopment of the erstwhile fishing dock. While the proposals contained some reference to the dock's role as a site of place-memory, this was deemed insufficient by local protest groups and politicians who argued for a more appropriate memorial to Hull's fishing community. Eventually, the redevelopment proposals were accepted, but not before attendant debates exposed both the depth of local sentiments over place-memories and fishing heritage, and also the difficulties of negotiating inclusive and plural heritage landscapes.  相似文献

The Enning Road redevelopment project has been controversial in Guangzhou as the site possesses many vernacular buildings that are not officially recognised by the authorities as significant but are nevertheless highly regarded by non-state stakeholders as important entities that embody the unique essence and culture of local neighbourhoods. This paper examines the positive role led by the press media, the New Express, in bringing about changes in the government-sanctioned Enning Road redevelopment project plan through the lens of the Advocacy Coalition Framework (ACF). The significance of this paper lies in detailing how the news group has helped shift the project priority from being property-led to conservation-led. Its reports have gained a wide audience in appreciating and recognising the conservation value of non-designated vernacular architecture in inner city areas. Nonetheless, this paper raises question about the sustainability of civil mobilisation in subsequent conservation efforts, due to a general lack of enthusiasm. Neither urban redevelopment strategies nor conservation agenda have been subject to a major overhaul due to the impact of this individual redevelopment project. Therefore, the promise of change is at best a tactical compromise adopted by the municipal authorities to nullify opposing public voices in Guangzhou.  相似文献

Evidence recovered on the site known from late ninth-century charters as Æthelred’s hithe illustrates successive phases in the early development of London as an international port. While two middle Anglo-Saxon female skeletons were found in foreshore deposits, coins and other metalwork, along with the remains of gangplank trestles, suggest the site was a trading shore from at least the later ninth century. Riverside construction followed by the late tenth century: several low waterfront embankments date to the late tenth and early eleventh century, the waterfront was divided into regular plots and timber buildings erected. Reused nautical and building timbers include fragments of a Frisian ship and an arcaded building.  相似文献

Abstract

This paper reports on the redevelopment of medical geography courses taught to both undergraduate and graduate students in a US university. The author participated in a curriculum development seminar that focused explicitly on the creation of new courses that incorporate perspectives from current research on women and other marginalised, ignored or forgotten groups. The experience and feedback from this seminar led to changes in undergraduate courses in medical geography and to the creation of a new and specific graduate seminar course that critiques medical geography for its gender and colour blindness. The paper includes a commentary on the institutional context that allowed such changes to occur and discussion of issues relating to introducing perspectives on women into the curriculum. Spin‐offs from course redevelopment included the creation of resource materials (a bibliographic database) and a reformulation of teaching strategies.  相似文献
