As non-governmental organizations (NGOs) accumulate experience at implementing development projects, they sometimes attempt to increase their influence by engaging in policy advocacy. This article analyses the organizational conditions under which national NGOs in Africa have been able to influence the formulation of agricultural and rural development policies. Case studies are presented of three African NGOs that have sought, with varying degrees of success, to represent the ‘voice’ of the rural poor to policy-makers. Comparative analysis of these cases leads to the conclusion that policy advocacy is most likely to be effective in organizations that have several key characteristics: an homogeneous membership, a federated structure, a focused programme, informal ties with political leaders, and a domestic funding base.  相似文献

Since the second half of the 1990s the Italian economy has experienced a significant slowdown in the rate of economic growth. The “dwarfism” of its manufacturing firms, their specialization in traditional sectors and their organization in industrial districts have been identified by many scholars as major structural weaknesses in the Italian industrial system. Nevertheless, there is a vast and flourishing empirical literature showing that many industrial districts are actually changing in terms of sector specialization, international and innovation strategies and emergence of new forms of enterprise organization. In this paper, we provide a critical survey of the new and different patterns of industrial organization emerging in industrial districts.  相似文献

In this study, Dutch and Australian planning regimes are examined to determine whether they are ready to face climate extremes. Five different “cultural” facets of spatial planning determine the differences between the two regimes. These planning characteristics are first confronted with current climate change. The Dutch planning regime performs better under these conditions than the Australian. Secondly, a suite of spatial scenarios is confronted with both current change and a changed risk landscape, in which climate extremes are introduced. Again, the performance of planning characteristics to deal with these new vulnerabilities is tested. For type-1 impacts, exaggerating current change, a limited number of Dutch planning characteristics still hold, where the majority of Australian planning properties is likely to lose functionality. Under type-2 impacts, surprising climate events, the Dutch approach is no longer sufficient, while some Australian characteristics suddenly imply opportunities. The sectored planning approach, together with culturally determined individual responses, might prove to offer solace, under the condition that dealing with extreme events is made priority. Overall, current regimes face difficulties in dealing with surprising climate events and a fundamentally different planning approach is required. Swarm Planning, which dynamically deals with uncertainty, is proposed as a beneficial new planning method.  相似文献

Abstract

Thailand has seen considerable progress in the rule of law since the seminal 1997 constitution. Yet persistent political instability suggests that as yet the country does not think of the rule of law as binding. What is likely to happen in Thailand with the rule of law, and with governance generally? The argument advanced here is that rule of law principles must contend with the realisation that the traditional Thai trinity – nation, religion and king – has become an inviolable state ideology. Political actors, often aligned with the monarchy, have been using each element of the trinity to undermine both rule of law principles and democratic institutions. Now that long-serving monarch King Bhumibol (Rama IX) has been succeeded by his son King Varijalongkorn, it seems an appropriate time to examine current battles about the meaning of the rule of law and broader struggles for control between elites and popular groups based on competing visions for the state – a problem not only in Thailand but in the region as a whole.  相似文献

Abstract

The re-conquest of southern Scotland by the army of the Emperor Antoninus Pius was a political act intended to secure his position on the throne. For this event, he took the acclamation ‘Conqueror’. His soldiers erected large stone slabs to mark their construction of the new frontier and decorated several with triumphal scenes. In these sculptures the soldiers portrayed themselves not only as victorious conquerors but also engineers and builders, celebrating not only the success of their emperor but their own community of soldiers.  相似文献

There is a small literature tackling migration and mental health, but less is said about the migration of people with mental health problems (incipient or diagnosed). The present paper considers what might be claimed about such migration, particularly when entailing movement into rural and remote areas where lack of anonymity, high social visibility and certain differences in how ‘locals’ and ‘incomers’ are treated may have serious consequences for those displaying psychological and behavioural differences. Drawing upon qualitative evidence from in‐depth interviewing of in‐migrants with mental health problems living in the Scottish Highlands, light is thrown on the connections between their problems and the decision to relocate to this predominantly rural region. Attention also focuses on dissonances between expectations regarding their new situation and their actual experiences of it in terms of both natural landscapes and, more importantly here, social milieux. There are further implications for changing regional attitudes towards mental health, suggesting certain impacts that arise not just from the in‐migration of people themselves who have mental health problems, but also from the ideas and practices that they often carry with them.  相似文献

At a time when the shortcomings of neoliberal development are well known, China's Belt and Road Initiative offers both an opportunity and a requirement to revisit the question of a more inclusive, equitable approach to infrastructure development. This article examines the case of the Northern Economic Corridor, a highway-centered regional trade corridor constructed through northwestern Laos in the early-mid 2000s that was co-financed by the Asian Development Bank and the governments of China and Thailand, and that has been subsequently included in the BRI as one of a group of regional corridors following the historical trajectories of the Silk Road. By examining the discursive politics of infrastructure's formal geography – and focusing on the practices that manage how publicly funded projects address predictable, negative impacts – this paper engages with emerging research on the BRI, wider scholarship on infrastructure, and the political geography of transnational development cooperation and financing at multiple scales. Specifically, I show how vulnerable populations were excluded from the protections of infrastructure mitigation along an early BRI project, and use this to argue that scholars, community advocates, infrastructure planners, financiers, regulators and others engaged with the BRI and other new infrastructure initiatives should rethink established conventions that demote the attention paid to “indirect” impacts. I highlight the arena of formal-geographic mitigation planning as a key field of engagement in the struggle to make new infrastructure live up to expectations about inclusive and equitable development.  相似文献

Grave vaulting, a vernacular burial form common in nineteenth and early twentieth century America, consists of a simple primary grave shaft at the bottom of which is dug a smaller secondary shaft or niche within which the body or coffin is placed. Typically loose boards are then placed over the secondary shaft to offer protection from the soil coming into direct contact with the body or burial container. This tradition is documented through historical accounts and hundreds of excavated graves through a survey of 86 historic cemetery investigations. Although its cultural origins have been previously unknown, this study argues that the vaulted burial form in the United States is likely of African origin. An extensive ethnological survey of historical and modern cultures throughout the continent of Africa, from 1602 to the mid twentieth century, documents both the vaulted grave form and its variations. Correlating this African cultural practice to its use in the United States demonstrates a hitherto unrecognized creolization of Euroamerican mortuary tradition with African roots, and its corollary, the retention of an African mortuary tradition by those of African descent.  相似文献

The US arms embargo during the Spanish Civil War (1936–1939) can play a key role in our understanding of the transformation of American strategic thought in the late 1930s. The embargo's most well-documented causes are isolationist sentiment, the influence of the Catholic vote in the New Deal coalition and the forceful diplomatic leadership of Britain's Foreign Office in European affairs. Less well known is the importance of Latin America, which was considered throughout the conflict in the debates about lifting the Spanish embargo. This article examines the Spanish embargo and the reasons behind it. It also analyzes the Latin American dimension of Roosevelt's Spanish policy. By doing so it reveals how the perceived threat of Fascist penetration in Latin America influenced US diplomacy regarding Spain. Since that threat was first perceived, Washington began to fear the consequences of a Francoist military victory. It considered that the success of German and Italian military interventions in Spain could encourage similar initiatives in Latin America. The lessons learned in Spain reinforced Roosevelt's Good Neighbor policy in Latin America and, at the same time, also provided a subtle reasoning for abandoning continental isolationism.  相似文献

Salt contamination in heritage stone affects handheld moisture meter measurements on-site. This poses a problem when the readings indicate erroneously higher levels of moisture than actually present. For decision making with regards to moisture prevention treatment it is therefore crucial to distinguish between actual dampness and the hygroscopic action of salts. This study investigated the effect on moisture meter readings of both increased conductivity of pore water and the increased water retention caused by the presence of sodium chloride (NaCl) in artificially contaminated Portland limestone samples. The influence of NaCl contamination on selected handheld moisture meters was quantified. As a result, this article proposes that under certain circumstances moisture meters could be used to diagnose, reliably, both moisture and salt problems in heritage stone.  相似文献

Abstract

The Israeli settlements in Sinai could have been a fatal obstacle to Egyptian–Israeli peace, but the Jimmy Carter administration overcame it. The established narrative of how Israel ceded the Sinai settlements focuses on the Camp David summit. However, the real battle over the fate of the settlements was fought previously. In February–April 1978, the Carter administration attempted to turn pro-Israeli supporters in the United States against the Israeli position, according to which the Sinai settlements should remain in place. The Menachem Begin government mobilized to counter that push but lost the battle. Contrary to his image as an awkward political operator, Carter won over supporters of Israel effectively. The case raises questions regarding the oft-mentioned role of the ‘Israel lobby’ in preventing peace.  相似文献

The Irish Revolution of 1916-1923 posed a huge challenge to Marxist organizations in Britain. Although Marx and Engels themselves had supported Irish independence, later British socialists were not able to frame a consistent response to the Irish national question. Few organizations supported the Easter Rising in 1916 and although attitudes changed markedly during the Irish War of Independence, most British Marxists, with some notable exceptions, did not seem to view the Irish struggle against British imperialism to be connected to their own struggle for revolutionary change in Britain.  相似文献

In this paper, we explore the participation of disabled children, young people and their families in leisure activities. Drawing on the accounts of disabled children, young people, and their parents and careers, we reflect on the leisure spaces that they access and record some of their experiences within them. Using the concept of ‘ableism’ [Campbell, F. K. 2009. Contours of Ableism. Basingstoke: Palgrave Macmillan] we interrogate the data gathered as part of a two-year project funded by the Economic and Social Research Council Does Every Child Matter, post-Blair? The interconnections of disabled childhoods' (RES-062-23-1138). By doing so we identify some of the inherent and embedded discriminations in favour of those children and young people who are perceived to be ‘able’ that simultaneously work to exclude the young ‘kinds of people’ [Hacking, I. 2007. “Kinds of People: Moving Targets.” Proceedings of the British Academy 151: 285–318] categorised as ‘disabled’ and their families from leisure facilities and opportunities. We suggest that currently, disabled families and children occupy a mix of ‘mainstream’, ‘segregated’ and ‘separate’ leisure spaces. We discuss the impact of occupying these spaces and ask what the experiences of accessing leisure by disabled children, young people and their families reveal about the processes and practices of ableism.  相似文献

The New Labour Respect Agenda fuses anti-social behaviour policies, Third Way active citizenship, and a theory of community-based support and regulation. The Respect Agenda itself has a specific focus on, and direct implications for, children and young people, as well as for children living in vulnerable families. This paper argues that the theoretical basis for New Labour's ‘Respect’ is limited and ultimately flawed. Whilst New Labour policy demands respect from young people, young people's lived citizenship is too often experienced in terms of disrespect and even shame of the self. Young people respond to these feelings of disrespect by seeking out other ways through which respect can be acted out and negotiated. Respect, as conceptualised through the New Labour lens will criminalise vulnerable young people, thereby further stripping them of self-respect, inter-personal respect and societal respect. The paper concludes that respect should be an outcome of policy and a philosophy of a social justice led politics, rather than a conditionally led policy.  相似文献

Following the August 1953 coup d'etat, the government of Mohammed Reza Pahlavi in Iran embarked upon an economic development program. While financial backing for the program came from the Anglo-American oil companies running Iran's oil industry, Iran's semi-independent Plan Organization and its administrator Abu'l-?asan Ebtehāj turned to American non-governmental organizations for administrative expertise, in order to turn Iran's oil power into economic improvements and a basis for the regime's lasting stability. The work of these organizations was hampered by internal disagreements and divisions, discontent among Iranians over the foreign infiltration of their development program, and skepticism from the US government regarding the capacity of Iran to accomplish an integrated development effort on such a scale. Such feelings were influenced by cultural prejudices and perceptions of Iranians as corrupt and incompetent. Ultimately American non-government organizations were pushed out by the shah who seized control over Iran's development during the 1963 White Revolution. The course of Iran's Second Seven Year Plan illustrate how Western technical and administrative ‘know-how’ were tied to the efforts harnessing new oil wealth, and how the relationship between American and Iranian developmentalists was undone by politics, prejudice and opposing view of how progress could come from petroleum.  相似文献
