Quiet urban areas are places with low noise levels that can help people to support physical and mental wellness. This paper has two objectives: to identify quiet urban areas in Montreal and to check for the presence of environmental inequities in access to such areas for vulnerable groups (children, older people, low‐income individuals, and visible minorities). Using a GIS‐based methodology, 2,282 quiet urban areas were identified in Montreal. The results of a mixed effects logistic regression model analysis showed that there are no major inequities in access to quiet urban areas for the population groups studied. The analysis did, however, revealed substantial spatial disparities in terms of the distribution of quiet urban areas across the boroughs and municipalities examined.  相似文献

Based on the case of the Mohawk territory of Akwesasne, wedged between Ontario, Quebec, and New York state, this paper provides an analysis of the links between the affirmation of indigenous culture and the implementation of security policies on borderlands. The focus extends beyond political conflicts over border issues to encompass the ways in which Aboriginal sovereignty is affirmed within processes of negotiation and cooperation in the matters of identification requirements, border agents’ cultural sensitivity, and law enforcement. We find that the enhancement of border security can paradoxically be a political opportunity for local leaders to reaffirm indigenous sovereignty, and that this reaffirmation through cooperation is, at the same time, emerging as a key factor in the implementation of border security policies.  相似文献

ABSTRACT. Between 1996 and 2001 the ‘Métis population’ of Canada skyrocketed from 204,000 to 292,000, an astonishing and demographically improbable increase of 43 per cent. Most puzzling about this ‘increase’ is not so much the unpersuasive explanations offered by statisticians and others but, more fundamentally, the underlying assumption that such a thing as a ‘Métis population’ exists at all. In contrast, I argue that such an idea constitutes an artifact of Canada's racial/colonial episteme in which ‘the Métis’– formerly an indigenous nation invaded and displaced in the Canadian nation‐state's westward expansion – have been reduced in public and administrative discourse to include any indigenous individual who identifies as Métis: reduced, in other words, to (part of) a race. The paper argues further that the authority of the Canadian census as a privileged forum of contemporary meaning‐making in Canadian society is such that the lack of explicit Census categories to distinguish Métis Nation allegiance further naturalises a racialised construction of Métis at the expense of an indigenously national one.  相似文献

Starting from an econometric model of local employment growth, applied to Canada (1971–2001), residuals—relative to model predictions—are analyzed over time and over space, in turn allowing us to draw a distinction between general explanatory variables and factors of a more local, cyclical or accidental nature. The model's explanatory power grows over time, founded on variables such as urban size, market access and industrial structure, allowing us to conclude that local employment growth in Canada follows an increasingly geographically predictable pattern. However, an examination of the residuals reveals more localized processes. Growth volatility is most manifest in Alberta and British Columbia, home to the most erratic local economies. Emerging patterns are visible in the last period, most notably the underperformance of Northern Ontario and of non‐metropolitan communities between Windsor and Québec City, lying along the Great Lakes and the Saint Lawrence. The over‐performance—compared to model predictions — of small and mid‐sized towns in south‐eastern Québec can, on the other hand, be interpreted as a sign of truly local social processes, generally associated with a particularly dynamic local entrepreneurial class.  相似文献

Community‐based conservation is experiencing a crisis of identity and purpose as a result of a disappointing track record and unresolved deficiencies. The latter include over‐simplified assumptions and misconceptions of “community,” the imposition of externally designed and driven projects at the community level, a focus on conservation outcomes at the expense of community empowerment and social justice, and limited attention to participatory processes. New approaches are urgently needed to address these weaknesses and to counter a rising trend towards environmental protectionism and a preference for conservation approaches at an eco‐regional scale that threaten the interests of local and Indigenous communities. We propose that three core principles of community‐based participatory research (CBPR)—(1) community‐defined research agenda; (2) collaborative research process; and (3) meaningful research outcomes—hold much promise. Drawing on the experience of a research partnership involving the James Bay Cree community of Wemindji, northern Quebec, and academic researchers from four Canadian universities, we document the process of applying these principles to a community‐based conservation project that uses protected areas as a political strategy to redefine relations with governments in terms of a shared responsibility to care for land and sea. We suggest that basic assumptions of CBPR, including collaborative, equitable partnerships in all phases of the research, promotion of co‐learning and capacity building among all partners, emphasis on local relevance, and commitment to long‐term engagement, can provide the basis for a revamped phase of community‐based conservation that supports environmental protection while strengthening local institutions, building capacity, and contributing to cultural survival.  相似文献

The paper analyses the emergence of the Artificial Intelligence (AI) cluster in Montreal and investigates two questions: (1) What are the different theoretical interpretations related to the emergence of industrial cluster? And (2) What are the factors underlying the emergence of the AI cluster in Montreal and to what extent have local and global factors been decisive in this respect? The AI cluster emerges through a process that brings into play the interaction between the local initial conditions and the birth of a new industry. Moreover, it also involves an interaction between the local and the global, which is supported by interactions with foreign actors located in different parts of the world.  相似文献

The geography of the Canadian economy has long been dominated by heartland‐hinterland contrasts, with manufacturing identified as the dominant function of most heartland cities in analyses of the 1961 and 1971 census data. However, the proportion of employment in manufacturing has been declining in the heartland provinces of Ontario and Quebec over the past fifty years and some geographers argue that the heartland‐hinterland dimension of the regional economy is being overridden by city‐regions that are integrated into global networks of production and trade. The heartland‐hinterland trends are examined using multifactor partitioning (MFP), an advanced shift‐share methodology, for the period of 2001–2006. This is the first intercensal period in which Canadian business has faced the full impact of the removal of North American tariff protection and the increased globalization of the Canadian economy. The data covers employment by eighteen industry sectors for the seventy‐three economic regions defined by Statistics Canada. MFP measures the region and industry‐mix effects, which are interpreted as in the traditional shift‐share model (though they are derived more accurately) and, in addition, an interaction effect. The results demonstrate that the broad heartland‐hinterland differences in the distribution of population and employment growth are increasing not decreasing and that the hinterland is in fact falling further behind the heartland in employment growth. However the Calgary‐Edmonton corridor and the Lower Mainland of British Columbia are emerging as a western heartland. The population size of cities does affect their rates of employment growth, but so too does their location: the growth of heartland cities is outpacing those in the hinterland. A tale of two cities: 9 Comparative analysis of urban conflicts of Montreal and Valencia, 1995–2010 Metropolization processes at work in contemporary societies produce social and spatial change, which can raise strong opposition from a variety of urban actors, leading to acts of dissent. While such urban conflict has been examined in the past, geographical analysis of urban conflicts as sociospatial processes is more recent. Systematic quantitative research on urban conflict is virtually nonexistent in terms of comparative analysis conducted with an international perspective. Systematic comparative analysis sheds light on the existing relationship between urban conflicts and the socio‐territorial contexts in which conflicts emerge and evolve. This article presents a comparative analysis of urban conflict that occurred in a selection of boroughs in two cities characterized by different geographical realities, Valencia (Spain) and Montreal (Canada), between 1995 and 2010. Spatial autocorrelation techniques applied to a conflict database show a significant relationship between the emergence of urban conflict and the spatial distribution of some contextual variables. Indeed, for Montreal as for Valencia, the concentration of urban conflict is the greatest in the most deprived neighbourhoods. Also, regarding the management and regulation of urban conflict, results shed light on important differences between Montreal and Valencia. These differences include the outcome of urban conflicts, repertoire of action of actors involved in conflict activity, and the type of contestation faced by actors who promote the challenged urban projects.  相似文献

ABSTRACT

Arctic Quebec is one piece of the puzzle comprising the Circumpolar World. In fact, almost one-third of Quebec’s territory lies within the Canadian Arctic. This geographic fact places Nunavik and its people squarely in economic and political affairs swirling around the Circumpolar World, but so far their political involvement has been minimal. This article explores three main themes: the Arctic nature of Nunavik; Nunavik’s place in the political corridors of the Arctic Council, Canada, and the Circumpolar World; and global warming as a link between these topics, because of its impact on the Arctic environment and peoples and because of the growing interest of non-Arctic nations in the Arctic.  相似文献

The reception by the media of Indigenous peoples' political actions raises the issues of the discourses and representations at work in the public space. This paper examines how the Atikamekw Nehirowisiw Nation, their territorialities and political actions are represented by French‐speaking written media in Quebec. What are the discourses mobilized to apprehend the issues related to their land claims and contestation? By mobilizing a corpus of newspapers' articles published between 2000 and 2015, this study underlines the coexistence of opposed discourses. On the one hand, a colonial conception remains, reinterpreting the legal and historical legitimacy of the Atikamekw occupation and claims on the territory. On the other hand, the presence and reproduction, particularly through the words of Indigenous leaders, of an accommodating discourse towards Atikamekw's political actions cannot be ignored. The cohabitation between these two discourses highlights different sets of representations, emphasizing the ongoing colonial imaginaries in Quebec.  相似文献

This paper examines the role of the Ottawa Local Immigration Partnership in the Syrian refugee resettlement in Canada's national capital following the federal government's 2015–2016 resettlement plan. Based on the findings of qualitative data collection—including semi‐structured interviews with representatives from community organizations, settlement agencies, and the City of Ottawa—two main arguments are advanced. First, while the current literature tends to portray the Canadian settlement sector as a passive victim in the face of neoliberal restructuring and austerity measures, this paper offers a more nuanced perspective by reflecting on the sector's ability to exert agency by developing initiatives and devising strategies that are rooted in the local context. Second, the case of the Ottawa Local Immigration Partnership sheds light on the significance of intersectoral networks and partnerships that extend beyond the settlement sector to build a sound approach for welcoming refugees and newcomers more generally. These findings serve to demonstrate the potential of partnerships as a place‐based settlement model that is responsive to context‐specific needs and enhances local community strengths, thus providing important lessons that can inform future immigrant and refugee (re)settlement and integration in other Canadian cities and regions.  相似文献

Beyond the material forms that constitute public space, it is subject to representations or images that shape the types of use, forms of appropriation, and general perception that people have of it. Following a centre‐periphery gradient that allows us to compare three zones of the Montreal region (pericentral, periurban, and the northern ring), we analyzed photographs available within cyberspace (from different municipalities and boroughs, local newspapers, and social media) to draw out representations of public space. What can photographs available online tell us about how space is perceived? We have established a typology of images of public space (idyllic nature, urban scene, festive space, empty space, family portrait) that are representative of the overall corpus studied. We have compared these results with a correspondence analysis to clarify the structure of interaction between the variables. The analysis demonstrates that the representations are more differentiated between neighbourhoods than between regions, and that while newspapers and municipalities represent more themes of sociability and family life, social media shows more empty spaces, whether they be monumental spaces, or spaces of daily life.  相似文献

Given the importance of contextual factors—physical, social and institutional environments—for understanding health landscapes, this article examines the situation in the province of Québec and suggests a spatial typology at the scale of the health and social services centres (CSSS). These CSSS provide services for 95 areas which are the finest territorial delineation in terms of health policies since a reform instituted in 2003. While delivery of primary health and social services is defined at this local scale, overall health policy is decided at the provincial scale. The challenge for stakeholders is to supplement their local knowledge with that of the broader context. In this article, we use principal components analysis and hierarchical cluster analysis to identify eight profiles of CSSS. The final results of the cluster analysis demonstrate that two‐thirds of the health and social services centres correspond with two marginally differentiated profiles and the remaining third shows specificities that are highly spatially anchored.  相似文献

The francophone and anglophone minorities of Gatineau‐Ottawa appear to benefit from a privileged location. Living very close to their respective majorities, they simply have to cross the border in order to access resources to live in their own language and share their culture. However, a qualitative analysis of the discourse by Anglo‐Quebeckers and Franco‐Ontarians about their everyday life in the Nation's Capital Region shows that the border has more complex and often contradictory effects. In this article, we focus our attention on four particular manifestations of the border: (1) the border is transparent so that one can cross the Ottawa River without hindrance in certain contexts yet rather opaque in others; (2) one may transcend minority status through the strategic use of the border; (3) it creates a multi‐topic imaginary geography in which the border itself often becomes mobile; and (4) finally, the border can act as a mirror when the cross‐cultural intermixing it allows causes the Anglo‐Quebeckers and Franco‐Ontarians to question their identities, a questioning which would not be as intense in the absence of the border. The comparison of these two minorities makes it possible to highlight the asymmetrical nature of the effects of the border on their everyday life, identities, and sense of belonging.  相似文献

ABSTRACT

During the first half of the twentieth century, northern Quebec was under federal jurisdiction. Tired of English Canadian supremacy and increasingly aware of northern Quebec’s considerable natural resources, which could provide a solid basis for future moves toward independence, the Quebec government began to take over responsibility for its northern territories in the 1960s. It established a regional administration to take charge of its northern affairs and sent officers to northern Quebec’s remote communities. For two decades, both governments administered the region and imposed two political systems on the local Inuit. This article is based on lengthy fieldwork and archival research. The historical background is described to show how Nunavik has developed as a political and social entity through its relationships with the Quebec and Canadian governments. This conflictual situation has created tensions in the Inuit community, resulting in political dissensions over the goal of self-government. Finally, this article details how the Inuit have exploited federal–provincial tensions to further their own interests.  相似文献

Considering recent formulations of geopolitical culture in combination with concerns that environmental change be included in contemporary geopolitical analysis, this paper examines the implicit geopolitical formulations in recent Canadian federal political discourse both in Stephen Harper's Conservative government and the subsequent Liberal administration. Contrasting earth system science ideas about global transformations with Canadian nationalist rhetoric concerning petroleum production and notions of unlimited resource extraction as parts of national identity sharply highlights the contours of Canadian identity. If sustainability is to be taken seriously, the official nationalist formulation will have to be drastically changed, but as the widespread rejection of the LEAP manifesto suggests, such ideas of a sustainable mode of globalization have yet to substantially influence Canadian political discourse, despite the rhetorical support offered to the Paris Agreement on Climate Change by the Liberal government of Justin Trudeau.  相似文献

“New Woman” and “Modern Girl” discourse prevailed in China in the early twentieth century. The left-wing cinema of the 1930s engaged in this discourse and created a filmic space in which to negotiate gender and modernity. Focusing on three films directed by Sun Yu (1900–90): Wild Rose, Little Toys and The Highway, this paper compares Sun Yu’s new women with those in two other films: Lessons for Girls, a lesser known but interesting caricature of “new” women, and the New Woman, the best known of the “new woman” genre, both of which depict how urban, petty bourgeois women failed in their struggles for independence. In sharp contrast, Sun Yu used poetic realism to create a series of refreshingly independent working class women characters that successfully combined traditional moral values and modern patriotism and resisted the radical anti-traditionalism of the new woman discourse. This paper offers a differentiated analysis of the diverse and complex ways in which China’s left-wing cinema negotiated gender and modernity in the 1930s.  相似文献

How is inner city space represented and by whom? Drawing from an extensive framing analysis of print media portrayals of Vancouver's Downtown Eastside between 1996 and 2008, we offer a detailed assessment of the predominately negative portrayal of the neighbourhood, and the centrality of three frames: medicalization, criminalization, and socialization. Certain social actors are given a privileged position in the media in the representation of the inner city. Outsiders are privileged over insiders, with the neighbourhood constituted as a problematic space and its residents as passive victims. The effect is to further the stigmatization of an already marginalized neighbourhood, and to accentuate the disempowerment of its residents.  相似文献

Since 2009, Innu members of the community of Ekuanitshit have faced a major hydroelectric project on the Romaine River, an integral part of the Nitassinan, their ancestral territory. In this paper, we study the project's impacts on the material and ideational relationship the Innu have with the river. We explore the idea that the project transforms the traditional relationship to territory into a more pragmatic one, marked by economic and political interests. Our analysis reveals that the Innu's territorialities, though partly transformed by increased contact—and sometimes conflict—with hegemonic non‐indigenous society, remain anchored in a strong cultural heritage and a deep identification with territory. We argue that these seemingly differentiated conceptualizations, of traditions on the one hand and development on the other, are not incompatible. These conceptualizations comprise dynamic cultural, social, and political territorialities which are thus internal and external, ancestral and contemporary.  相似文献

This paper overviews the emergence of medical/health geography in Canada. The paper discusses the key questions that Canadian health geographers have explored in the past two decades, how these enquiries have featured in the field and how they contribute to the wider discourse of human geography. It also addresses questions on emerging themes and where Canadian health geography will go in the years ahead. With shifting health landscapes in terms of changes in social, political and physical environments, and changes in health care restructuring, Canadian health geographers are entering a new phase of research, teaching and policy. The complexity of the questions that health geographers seek to address means it is necessary to continue to highlight the policy implications of their findings. Health geographers need to emphasize the public agenda through interdisciplinary research and by continuing to work with geographers in other subfields.  相似文献
