ABSTRACT

Natural environments and the human interactions that occur within, are continuously changing and evolving. However, increasingly, the impacts of climate change, natural and man-made disasters, economic instability, and other macro-environmental factors, have profound implications on local and global economies, fragile ecosystems, and human cultures and livelihoods. In response, tourism within these natural environments is also changing and evolving rapidly in both developed and developing regions. While at times this is spurred by new opportunities, it is often also the result of resource and user-conflicts and changing environmental circumstances. The articles in this special issue examine the numerous ways in which changes in the natural environment impact tourism, and how the tourism industry is responding and adapting to such changes. Detailed case study examination of human interactions within what are often fragile ecosystems can provide us with important insight on social and ecosystem resiliency, innovation and adaptation, and factors that drive tourism success. This was the focus of a session at the inaugural Tourism Naturally Conference, held in Alghero, Italy, 2–5 October 2016, and formed the basis for this collection of articles. From these contributions, what is evident is that while adaptation can be passive in nature, it can, and should ideally be much more proactive, with individuals and organizations seeking improved knowledge and learning. Such actions will contribute to greater resilience within the tourism industry, whether in response to climate change and its subsequent impacts, or an increasing scarcity of the natural resources upon which tourism relies.  相似文献

Pride in Australia's extreme climate has long been a part of Australia's national identity. Today, climate continues to be enrolled in a range of nationalistic projects, including the (re)development of climate science and other responses to climate change. In this paper, we outline some of the contours of the ‘Australian national climate’, claims to know it, and four idealised responses to it: bounce back, dismissal, endurance, and migration. We argue that the deeply cultural framing of climate in Australia—in particular, Australians' emphasis on the climate's inherent variability and unknowability, and their own historical adaptability—is being exploited by the federal government and hampering climate change mitigation nationally.  相似文献

Abstract

This article identifies the current state of knowledge in the literature regarding the possible impacts of future climatic change on archaeological sites and ensembles. Drawing on the literature review a matrix of potential impacts is collated to provide a simplified overview. This theoretical ‘menu’ is then tested by applying it to a vulnerability assessment of the World Heritage site of Skellig Michael in Ireland. The case study results reveal some knowledge gaps, particularly in regard to the impacts of climate change on buried archaeological remains.  相似文献

The focus of the articles in this special issue of Tourism Geographies is global change. Global change incorporates social and economic globalization, which is arguably the most important process to have shaped the development of modern tourism since the nineteenth century, and climate change, which is likely to be the most significant factor influencing human behavior and livelihood in the coming decades. The organization of these articles reflects a traditional geography approach, emphasizing the physical geography foundation of the human condition, especially through the issue of climate change. This is broadened by a series of insightful comparative studies of how communities relate to their changing natural and social environments through tourism.  相似文献

Emerging and future climatic change across the Australian continent has been identified as a significant threat to the successful sustainable management of the nation's water resources. However, the impacts of climate change must be viewed within the context of past, present and future climatic variability and human agency. A qualitative screening‐level risk assessment was undertaken for Australia's 325 surface water management areas by aggregating a suite of six relevant risk indicators. Four indicators addressed the antecedent conditions upon which future climate change will act. These included 50‐year trends in rainfall, the status of surface and groundwater development, and catchment condition. Two indicators addressed future drivers of supply and demand; specifically, projected changes in runoff and population. The results indicate that the management challenges currently experienced in Australia's population centres and key agricultural areas such as the Murray‐Darling Basin are likely to increase in future decades. Furthermore, the geographic distribution of net risk, inclusive of multiple biophysical and socioeconomic drivers, is more extensive than is suggested by consideration of surface water development and availability alone. Comparison of at‐risk catchments with the spatial distribution of various social and environmental assets identified a high degree of overlap among catchment risk and human populations, water storages, irrigated agricultural land, and wetlands of international significance. This suggests that the catchments of the greatest value are also those judged to be at greatest risk. Though considerable work remains in evaluating the security of Australia's water resources to climatic and other stressors, this study provides a first‐order scheme for prioritising the risks to which catchments are exposed and an assessment of how some key drivers are likely to interact to drive risk.  相似文献

Evidence since at least the 1990s suggests that global climate patterns have undergone dramatic changes, often resulting in weather-induced natural disasters that have caused widespread environmental damage. Such conditions raise serious threats to communities that are dependent on natural resources and ecosystem services for tourism development. Communities located in high-risk disaster regions face greater challenges in developing a tourism economy that is both resilient and sustainable. Residents in these communities live with a constant awareness of external threats and try to build a degree of resilience that includes traditional disaster prevention measures and a long history of post-disaster reconstruction. It is necessary to understanding the relationships between tourism and community resilience to address planning and development goals in an era of increasing climate uncertainty.

Three communities are examined that are regularly exposed to the threats of typhoons and flooding and are located within National Scenic Areas in Taiwan. In-depth interviews with community leaders and surveys of residents were undertaken. Residents with high potential to experience natural disasters generally have high degrees of awareness of various forms of tourism impacts. Their perceptions of tourism impacts are positively correlated with community resilience. The strongest relationships are between a perception of the positive economic impacts from tourism and the local capacity for undertaking adaptive responses; and between an awareness of the environmental impacts of tourism and the perceived fragility of their environment. Empowering community resilience usually requires long-term capacity building and is correlated with all three types of perceived tourism impacts. Deconstruction of the special experiences of disaster-prone tourism destinations provides a more nuanced insight into the relationships between community knowledge and awareness of resilience needs and the role and impacts of tourism. This, in turn, facilitates understanding of community tourism development in the face of contemporary changes in weather and climate.  相似文献

The developing nations of southern Africa have previously been identified as vulnerable to the vagaries of global change, particularly in terms of future climate change. This paper explores recent climate change scenarios for the region in terms of some representative sectors of the environment‐society interface, namely biodiversity, agriculture and related land uses, water resources and health issues. It is concluded that the impacts of predicted climate changes over the next century are likely to be very marked indeed. Biome distribution, agriculture, rangelands and water resources are highlighted as being negatively impacted in ways that will increase the vulnerability of the great majority of the region's population to natural hazards. The potential impact of these changes on the prolific biodiversity of southern Africa is clear. Holistic policy responses, incorporating both environmental and human development concerns, are required in the near future if a crisis is to be averted.  相似文献

As a major contributor to local economies, the tourism industry has been greatly impacted by natural disasters. This study demonstrates the association between tourism economies and impacts of hurricanes in the southeastern United States containing coastal national parks, known for attracting a large number of tourists and having experienced hurricanes. In keeping with two longitudinal data methods (i.e. panel logit model and autoregressive integrated moving average), this study focused on the relationship between the (1) duration, intensity, and damage of hurricanes; (2) existing climate conditions; and (3) tourism demand on park visitation during hurricane and tourism seasons. As a whole, the impacts of hurricanes and climate conditions (precipitation, temperature) were found to have a negative effect on tourism demands (park visitation). With regard to the response of tourism economies to natural disaster damage, parks that experienced stronger natural disasters may be closed for a longer period in order to reconstruct facilities or natural/cultural resources damaged by storms. In an attempt to improve tourism-based regional economies, overcome the challenge of natural disasters on tourism economies, and increase opportunities for establishing disaster management, it is necessary to make an effort to allay unexpected damage to tourism-based areas through proactive plans for disaster mitigation activities.  相似文献

Over the last decade, Africa's natural resources have seen another rapid rise in political‐economic importance. The continent's abundant biodiversity underpins the fast‐growing (eco)tourism industry, while its rich energy resources have seen renewed attention from global powers. Obviously, these boom‐and‐bust cycles of interest in African natural resources have signified the continent's place in the capitalist world order for a long time. Yet, and despite the intense ambiguities and manifold negative consequences of this history, the conservation of Africa's biodiversity riches and the exploitation of its energy resources continue to be promoted in win‐win terms: beneficial to the continent and outsiders ‘consuming’ the resources. The paper reviews this ‘boom‐and bust’ cycle of interest in Africa's resources in the light of the recent ‘Great Financial Crisis’. It argues that an initial review of mainstream responses to the crisis shows a global ‘reflex’ that falls back on and so reinstates Africa's ‘natural place’ in the global order.  相似文献

Canada’s climate change strategy faces an uncertain future since the country’s withdrawal from the Kyoto Protocol in 2011, making domestic public debate and awareness critical in the search for effective mitigation policies. This article presents a spatio-temporal analysis of newspaper reporting across Canada on climate change and carbon reduction approaches, ranging from renewable energies (solar, wind, hydro power) to carbon management (e.g., carbon capture and storage [CCS]) and economic approaches (e.g., carbon trade, ecological fiscal reform). The findings of a news article keyword analysis show that the overall growth of the Canadian news coverage during this time period was significantly fragmented into isolated peaks of activity rather than continuous growth of the topic of climate change. Furthermore, the study finds a strong news emphasis on technology- and growth-oriented solutions as opposed to a comprehensive ecological modernization that would encourage a deeper structural discussion about Canada’s much-criticized carbon-intensive energy economy.  相似文献

Megacities situated on flood plains face escalating risks of waterlogging and inundation. Tianjin is one of these megacities in China where residents are exposed to these risks and not well prepared for their consequences. Government policies should support the most vulnerable and less resilient groups. This study can inform policy‐making by identifying the socio‐economic characteristics of those who are financially better prepared for the consequences of catastrophic rainstorms and flooding. A structured questionnaire survey was administered to 332 Tianjin residents. Results confirm that financial conditions crucially determine household resilience to these natural hazards. Lower‐income and less educated urban residents have lower resilient capacity. Weak engagement in the community, including residential committees and other organisations, is related to lower capacity to cope with the economic consequences of extreme weather events. Less resilient groups are therefore those who are subject to urban poverty and have limited social capital. Tianjin and other cities in the developing world require resilience strategies that attend to this segment of urban population.  相似文献

This paper reflects on two decades' scholarship in geography on cultural economy, assessing strides made against some of the expectations of early proponents. Cultural economy continues to be a polysemic term. In some quarters, it refers to a type of economic geography into which matters of ‘culture’ are absorbed. This work frequently focuses on the empirics of the so‐called ‘cultural and creative industries’. Others see cultural economic research as an opportunity to move beyond the epistemological constraints of ‘culture’ and ‘economy’, questioning their status as foundational categories. This latter approach has been used in a broader set of empirical projects encompassing technology, knowledge, and society. Contrasting threads of cultural economic research have helpfully moved geographical scholarship beyond paradigmatic limitations, but jostle somewhat uncomfortably within existing (and increasingly specialised) disciplinary and subdisciplinary fields. The risk is that by questioning the categorical underpinnings of much specialised research, cultural economy struggles to ‘belong’ in the increasingly coded and compartmentalised university setting. I conclude with a discussion of future prospects. Some measure of vitality could be achieved through incorporation of a cultural economy perspective into the pressing issues of climate change, human sustenance, and urban infrastructure planning. These are issues for which the polysemy of cultural economy could prove constructive, transcending technocentric market ‘fixes’ and bland assumptions about how best to ‘green’ our cities – promoting instead ethnographic interrogations of how humans access, use, exchange, and value financial and material resources as moral and social beings.  相似文献

In a companion paper to the essays comparing China's and India's economic rise (Prime, 2009) as well as India's energy security (Dadwal, 2009), two specialists on China's energy industries review the country's challenges posed by the need to dramatically increase energy use in order to support economic growth while coping with pressures to reduce environmental impacts from emissions of greenhouse gases. After reviewing the current mix of fuels in the economy and discussing each major energy resource (in terms of proven reserves, production, consumption, and foreign import requirements), the authors focus on measures undertaken by the Chinese government and corporations to improve access to vital supplies. The paper covers efforts to enhance the country's energy security, which include diversifying sources of oil supply, purchasing oil and gas concessions and financing of energy infrastructure development in African and Central Asian countries, instituting reforms to encourage more efficient energy use, and developing alternative energy sources. A key challenge for contemporary democratic societies is how to respond to disasters in ways that foster just and sustainable outcomes that build resilience, respect human rights, and foster economic, social, and cultural well‐being in reasonable timeframes and at reasonable costs. In many places experiencing rapid environmental change, indigenous people continue to exercise some level of self‐governance and autonomy, but they also face the burden of rapid social change and hostile or ambiguous policy settings. Drawing largely on experience in northern Australia, this paper argues that state policies can compound and contribute to vulnerability of indigenous groups to both natural and policy‐driven disasters in many places. State‐sponsored programmes that fail to respect indigenous rights and fail to acknowledge the relevance of indigenous knowledge to both social and environmental recovery entrench patterns of racialised disadvantage and marginalisation and set in train future vulnerabilities and disasters. The paper advocates an approach to risk assessment, preparation, and recovery that prioritises partnerships based on recognition, respect, and explicit commitment to justice. The alternatives are to continue prioritising short‐term expediencies and opportunistic pursuit of integration, or subverting indigenous rights and the knowledge systems that underpin them. This paper argues such alternatives are not only unethical, but also ineffective.  相似文献

L’adaptation aux changements climatiques dans les réseaux d’aires protégées du Canada : état des lieux La Commission mondiale des aires protégées a récemment laissé entendre que les actions en faveur de la conservation sont vouées à l’échec, à moins que ces dernières tiennent compte des changements climatiques. Pour ce faire, les organismes chargés des aires protégées doivent dès maintenant s’assurer de l’intégration des changements climatiques dans les politiques, les cadres de planification et les modes de gestion. Le présent article rend compte des résultats d’une enquête réalisée conjointement par l’Université de Waterloo et le Conseil canadien des aires écologiques. Celle‐ci vise à dresser un état des lieux sur l’adaptation aux changements climatiques dans tout le réseau d’aires protégées du Canada qui relève du palier fédéral, provincial ou territorial. Il se dégage de l’analyse plusieurs constats importants. Tout d’abord, sur l’ensemble des organismes chargés des aires protégées que nous avons interrogés, les trois quarts ont déclaré que les changements climatiques ont déjà des effets visibles sur leur réseau d’aires protégées. Ensuite, 94 pour cent des participants à l’enquête estiment qu’au cours des vingt‐cinq prochaines années, l’enjeu des changements climatiques sera au c?ur de la politique et de la planification des aires protégées. Finalement, malgré la perception voulant que les changements climatiques exercent une pression croissante, la portée des mesures politiques, de planification, de gestion ou de recherche mises de l’avant par la plupart des organismes jusqu’à maintenant demeure limitée. Si 91 pour cent des organismes indiquent ne pas disposer des capacités nécessaires en ce moment pour réagir de façon optimale aux changements climatiques, l’enquête a permis de mettre en évidence un écart significatif entre la perception de la gravité des changements climatiques et la capacité des organismes chargés des aires protégées de s’adapter. La faiblesse du financement, une capacité d’action limitée, et un manque de compréhension des changements climatiques et de leurs répercussions réelles ou potentielles comptent parmi les difficultés auxquelles sont confrontés les organismes canadiens chargés des aires protégées. Il est impératif de les surmonter afin que ces organismes puissent exercer leurs mandats et être en mesure d’assumer leurs responsabilités concernant la protection et la biodiversité des aires, par exemple, la protection de l’intégrité du patrimoine naturel au Canada dans un contexte de changements climatiques accélérés.  相似文献

A prominent American geographer and specialist on energy and environmental policies in developing countries assesses the challenge to sustainable development posed by Asia's rapid economic growth and the concurrent need to reduce the environmental impacts of energy production and use. A particular focus is on China and India, as rapidly growing energy consumers and greenhouse gas emitters, and on Russia as a potentially important supplier of natural gas and liquid alternatives to coal use. The author suggests some elements of a strategy to resolve the dilemma of reducing global environmental impacts without penalizing Asia's economic development, although a significant energy transition over the next several decades appears quite difficult.  相似文献

When faced with natural disasters, communities respond in diverse ways, with processes that reflect the extent of damage experienced by the community, their resource availability, and stakeholder needs. Local‐level processes drive decisions about mitigating future flood risks, such as if, how, and where to rebuild, as well as changes in zoning practices and public outreach programs. Because of their potentially recurring nature, floods offer an opportunity for communities to learn from and adapt to these experiences with the goal of increasing resiliency through deliberation, modification of former policies, and adoption of new policies. By following the response to the September 2013 floods in seven Colorado communities, this study investigates if, how, and why communities successfully learn from extreme events and change their local government policies to increase resilience and decrease vulnerability to future floods. We find that greater openness of post‐flood decision process is associated with more in‐depth deliberation, learning, and more substantive and frequent policy change.  相似文献
