In 1999, the Australian government privatised the statutory Australian Wheat Board and created AWB Limited, transferring the Board's assets and its export monopoly to a grower-controlled company. In 2000, allegations surfaced that AWB Limited had made payments to Saddam Hussein's Iraqi regime in order to secure lucrative wheat exports worth $500 million per annum. Such actions violated the terms of the United Nations' Oil-for-Food Programme and became one of the biggest corporate scandals in Australian history. It also placed considerable pressure on senior ministers in John Howard's coalition government who were vulnerable on a number of issues, including the existence of numerous warning signs and the extent of ministerial awareness. The purpose of this article is to outline and examine the federal government's role in managing the ensuing blame game. It utilises literature on policy fiascos and blame management to create a conceptual framework that is then applied to the unfolding dynamics of the AWB Limited case. It examines issues such as the roles played by the Cole Inquiry and the political language of ministers in steering blame away from ministers and towards AWB Limited and the UN.  相似文献

Political contestation within liberal democratic states is an important, albeit limited, guide in defining how these states domestically implement their international human rights obligations. While often ritualistically endorsing human rights standards, political actors allow themselves a limited policy space with their domestic political contest circumscribed by more pervasive influences, often at odds with the state's international commitments. This article examines recent health and housing policy initiatives by Australia's two major political parties and assesses them against its international commitments. Applying a social constructivist approach, this article argues that the dominant neoliberal political discourse and the state's institutional structure set contextual boundaries to the parties’ policy contestation and reveal the limited influence of domestic political contestation in determining Australia's rights implementation.  相似文献

This article deconstructs United Nations Security Council (UNSC) Resolution 2094 through the preambulatory statements, objectives, obligations, and implementation and enforcement provisions of UNSC Resolution 2094. The article proceeds in three parts. First, it reviews the academic literature on UNSC sanctions and their application in the North Korean case. Second, it deconstructs UNSC Resolution 2094 according to the common structural components of international legal instruments to assess the level of congruence between the objectives of UNSC Resolution 2094, its enforcement mechanisms and outcomes. Third, it explores the weaknesses of UNSC Resolution 2094, focusing on the gap between the objectives and enforcement mechanisms found in the resolution. The inability of the UNSC sanctions regime to prevent North Korea reaching the cusp of becoming a nuclear weapons power is evidence of the international community's weak leverage over Pyongyang, a situation arising from the vulnerability of South Korea to a North Korean attack and the cross-cutting strategic priorities of China; the absence of economic linkages between the Democratic People's Republic of Korea and the primary sanctions-sender state in the USA; and North Korea's commitment to a nuclear weapons capability as the foundation of its medium-term economic development strategy, its institutional governance structure and associated ideological commitments.  相似文献

Abstract

The use of economic sanctions steadily increased during the twentieth century. Politically, sanctions seem to offer a safe alternative to armed conflict. International chastisement on a nation's unacceptable behaviour is often dealt with by imposing sanctions, the late twentieth-century version of ‘gun boat diplomacy’. However, little account appears to be taken of the devastating humanitarian impact that sanctions can have on the innocent victims of their Government's policies. This article considers the ethical implications of sanctions, using as an example the United Nations' sanctions against Iraq. The possibility of Just Sanctions is discussed against the background of Just War criteria, and questions the assumption that sanctions are a safe and reasonable alternative to conflict.  相似文献

Abstract

When the Rhodesian Front Party under Prime Minister lan Smith declared unilateral independence (UDI) from Britain on November 11 1965, the international community responded by imposing economic sanctions against the rebel regime. At the time, the British prime minister, Harold Wilson was convinced that given the smallness and the fragility of the Rhodesian economy, international economic sanctions would quickly bring Rhodesia to its knees. Sanctions did not succeed, in the short run, in bringing the Rhodesian economy to its knees, however, partly because South Africa and Portugal refused to participate in sanctions and helped Rhodesia circumvent sanctions. This study examines South Africa's economic support for Rhodesia in the early years of Rhodesia's unilateral declaration of independence. It argues that South Africans defied international opinion over the Rhodesian question partly because of the widespread sympathy for their kith and kin across the border that were fighting the same battle against black nationalism as the South African ruling party, but also because of South Africa's need to protect and promote national interests through a demonstration of the inefficacy of international sanctions and boycotts at a time when it was, itself, a possible target for international sanctions because of its apartheid system.  相似文献

This study examines the effect of economic sanctions on the severity of ongoing instances of genocide or politicide. Research suggests that sanctions exacerbate human rights conditions, yet influential policymakers, human rights advocates and some scholars continue to call for economic sanctions to mitigate ongoing atrocities. Ordered logit analyses of genocides and politicides from 1976 to 2008 reveal that sanctions neither aggravate atrocities, as some of the academic literature expects, nor alleviate them, as assumed by many policymakers and advocates (and some researchers). These findings hold regardless of whether they are measured as the number or presence of sanctions, cost, level of comprehensiveness, duration or whether imposed or administered by an international organization. Threats of sanctions also have no effect on atrocity severity, either on their own or combined with other policy options.  相似文献

ABSTRACT My primary concern is with tracing how the police force has been transformed from a secular institution into an overtly religious one. Drawing from scholarly work on charismatic leadership and its routinization in institutional forms, much of it inspired by Max Weber's early work on these themes, my overarching aim is to grapple with the significance of Commissioner Teleni's reforms not only for the Fiji police force but more broadly for the shape of the Fijian state. While recognizing the acute importance of international relations in establishing and supporting Fiji's various political regimes, my focus here is firmly on the domain of the nation‐state as I wish to assess how politicians, military leaders, and now the Commissioner of Police attempt to constitute mass public support through their use of Christian rhetoric.  相似文献

In this two‐part article, explored are the many funded programmes by which security agencies and private companies mine ‘big data’ and attempt to measure the sociocultural and psychological states of whole populations. How is failure or success measured? What kinds of new institutions/practices might these give rise to? Part 1 ‘The Pentagon's quest for a “social radar”’, published in this issue, comes to terms with today's many sociocultural modelling and forecasting efforts, looks in detail at one company in particular, and ends up reviewing the role of anthropologists in their development and critique. Part 2 ‘“Big data”, algorithms, and computational counterinsurgency’, to be published in a future issue, will analyze the rise of ‘predictive policing’ and its Pentagon connections, reviews two programmes, and poses these in the context of scientists' concerns over artificial intelligence and long‐term human survival.  相似文献

Academic and political debates about international sanctions tend to focus on the instrumental purposes of these measures—their ability to hurt a target state sufficiently to cause it to change its behaviour. By contrast, the symbolic purposes of sanctions are commonly assumed not to be as important. Such assumptions are appropriate for states which have the capabilities necessary to achieve these ends—great powers or regional powers targetting very weak neighbours, for example. But are these assumptions useful in explaining the sanctions policies of non‐great powers, particularly those which impose sanctions against great powers? This paper explores the case of Australian and Canadian sanctions against the USSR after the invasion of Afghanistan and demonstrates the fallacy of such assumptions, and argues that symbolic purposes were much more important than the instrumental utilities normally associated with sanctions theory.  相似文献

How do we explain the behavior of states when they appear to be engaged in normative international actions that carry some cost in terms of their material interests? This essay examines the relevance of reputation and prestige for Canadian foreign policy and, in particular, the role of these concepts in relation to Canada's leadership over the creation of the International Criminal Court (ICC). It argues that Canadians and Canadian policymakers care about their country's international reputation and are motivated by the desire to gain prestige. Ottawa's decision to support enthusiastically the creation of an international criminal court demonstrates how the interaction of the Canadian self-identity as a good international citizen and the desire to be recognized as such translates into foreign policy.  相似文献

In this paper I examine the extent to which preferential trade agreements (PTAs) limit the Australian government's ability to use public procurement for local industry development ends. I do so not only by examining Australia's PTA obligations, but also by examining how other governments with similar obligations—such as Korea—are using public purchasing policies to promote local industrial advancement. I find that the PTA obligations of the Australian and Korean governments leave them both significant scope to use public purchasing strategically. Interestingly, however, Australian policymakers have been standing still in the room that remains, and even abandoning PTA-compliant procurement-linked development policies. South Korean policymakers on the other hand have been capitalising on every inch of space left open to them—and even experimenting with new forms of strategic public purchasing that nonetheless comply with their international obligations. I conclude by offering some suggestions as to how we might explain these countries’ radically different approaches to procurement policy, despite their very similar international obligations.  相似文献

The McCormick Harvesting Machine Co. displayed its harvesting machinery at world fairs and agricultural fairs, using these events to build respectability for its machines and in support of sales and advertising claims. Records of the company reveal the firm's competitive behaviour at these fairs and their associated field trials for agricultural machinery. Analysis of company advertisements, catalogues, and correspondence on fairs and field trials reveals the way McCormick used these events, the extent and nature of international competition, and the nature of the world stage for industrial competition. Cyrus Hall McCormick, founder of the company, learning from his Crystal Palace success of 1851 and his even earlier experience with fairs in the USA, represented his reaper as a global product, made in America and internationally successful. Indeed, at the fairs McCormick's machines were embroiled in internecine warfare among an international brotherhood of manufacturers in pursuit of common goals and using a common repertoire of tactics, if not identical machines. This is because ‘American harvesting machines’ were a trans-national phenomenon. The paper concludes that globalisation was occurring in harvesting machinery and suggests that problems emerge from considering international competition in this industry as a contest among distinct national economies.  相似文献

Calls in 2007 for new UN sanctions on Iran and Burma reflect a current swing back in favour of using sanctions as a way of putting pressure on a regime without resorting to direct military engagement. This article assesses the effectiveness of UN sanctions in Africa and in particular of the most commonly imposed form of sanctions—the arms embargo. The article argues for an analysis of what sanctions achieve and suggests that for the most part UN embargoes have not stopped weapons reaching Africa not only because of the lack of capacity to implement them in some states, but also because of the lack of political will in others. In some post‐conflict situations such as Liberia, UN sanctions have been adapted to support economic reconstruction and security sector reform effectively. However, in the future there is likely to be a decrease in the use of UN sanctions in Africa but an increase in their use by the Africa Union and some of Africa's Regional Economic Communities.  相似文献

This article focuses on the export of environmental technology by publicly owned companies. The export of such technologies has the potential to contribute to economic competitiveness and environmental sustainability. However, research on this emerging topic has so far largely focused on privately owned SMEs compared to publicly owned companies. Using interviews with 12 Swedish municipally owned companies which develop such systems and a survey with 36 others, we analyse their approaches, drivers for and obstacles to export. These companies use a combination of different approaches such as subsidiaries, independent projects, licensing and private-public partnerships to engage in export. However, in contrast to private companies which are often driven by internal factors such as extra sales, these municipally owned companies are largely motivated by external factors such as customer requests and opportunities to contribute to environmental sustainability. Furthermore, their main export barriers relate to differences between the business culture and political systems in their home and target markets. Their export experiences are influenced by their municipal ownership, the types of technologies they develop and the institutional contexts within which they operate. This study reveals an actor type struggling to find a balance between domestic obligations and commercialization in international markets.  相似文献

Geopolitics and geoeconomics are often addressed together, with the latter seen as a sub‐variant of the former. This article shows the usefulness of differentiating them at a conceptual level. By juxtaposing traditional geopolitics and geoeconomics, we suggest that they have remarkably different qualities and implications for their targets, on both national and international levels. Importantly, these include the formation of alliances, and whether they are driven by balancing, bandwagoning or underbalancing dynamics. An analysis of Russia's shifting geostrategy towards Europe shows these differences in practice. Russian geoeconomics has long been successful as a ‘wedge strategy’, dividing the EU. As a result, the EU has underbalanced and its Russia policies have been incoherent. The observable tendencies in 2014–15 towards a more coherent European approach can be explained by the changing emphasis in Russia's geostrategy. Russia's turn to geopolitics works as a centripetal force, causing a relative increase in EU unity. Centripetal tendencies due to heightened threat perception can be observed in the economic sanctions, emerging German leadership in EU foreign policy, and discussion on energy union. The analysis calls for more attention to the way strategic choices—geopolitics versus geoeconomics—affect the coherence of threatened states and alliance patterns.  相似文献

This article examines and compares Adam Ferguson's and Guillaume-Thomas Raynal's analyses of modern commercial states by reconstructing their accounts of the history and politics of the Dutch Republic. For both writers, the Dutch case stood as a clear instance of the political dangers implicit in a particular type of commercial polity, and both sought to apply its lessons to an understanding of the future of their own states. Although Ferguson's and Raynal's arguments about the decline of the Dutch trading state overlapped, their analyses reflected different evaluations of the relationship between modern states and modern economic institutions (trading companies and public debts). The broader purpose of the article is to shed light on the distinctive theories of commerce and models of European development that informed the major works of Enlightenment historiography and political thought produced by Ferguson and Raynal in the 1760s and 1770s.  相似文献

This paper compares the Philips Research Department and the Research Laboratory of the American company General Electric (GE). 1 It argues that it is, above all, the issue of the organization of industrial research, appropriate leadership and the embeddedness of a research department in the company as a whole that is important for an historical analysis of an industrial research department. The complex structures that Gilles Holst (the first Philips research director) and Willis Whitney (the GE research director during the first decades of the twentieth century) set up in their organizations enabled scientists to keep in touch with the resources provided by the universities, and made it possible for them to come up with articles, patents and devices for their respective companies. It enabled them also to strengthen their contacts inside and outside the laboratory's walls. However, more than his colleague Whitney at GE, Holst at Philips intended to integrate the research laboratory into the company as a whole. Holst's policy as a research director will be illustrated using the case of Philips' radio research. A comparative discussion of industrial research in the 1930s within both companies shows that the "successful" integration of research activities is context-dependent.  相似文献

The creation and exploitation of intellectual property is of central importance to Australia's economic security and cultural identity. However, the protection of intellectual property rights can have undesirable consequences including the protection of anti-competitive business environments; the privileging of private over public interest; and the erosion of the state's policy autonomy. In a case study of the recent conflict over the import of compact discs into Australia, this article demonstrates how the Commonwealth Government's attempt to curb the oligopolistic behaviour of the major foreign-owned record companies has been undermined by its desire to demonstrate its commitment to intellectual property rights, especially in the context of the Uruguay Round of GATT negotiations and the new agreement on Trade Related Aspects of Intellectual Property TRIPS.  相似文献

Abstract

Despite the growing use of sanctions as a post-Cold War foreign policy instrument, there is limited research on sanctions in a tourism context despite their substantial impact on destinations and tourist flows. Although there is significant research on sanctions in political science, international relations, economics, and public policy, very few studies explicitly examine the effect of sanctions on tourism. This study therefore examines the intricate geopolitical relationship between sanctions and tourism via a scoping review of relevant literature. Each of the four main types of sanctions that were identified: financial, sectoral, diplomatic and individual, have different implications for tourism at various scales. The findings show that tourism is profoundly affected by sanctions impacting tourism and hospitality businesses and destination image, severely restricting international travel, and disrupting financial investment and supply chains. More comprehensive sanctions may lead to substantial economic and personal hardship in destinations as well as indirect effects including decline in the value of currency and inflationary pressures. Nevertheless, despite the development of smart and targeted sanctions they rarely affect the coercive capacity of the targeted government and induce political behavioural change. Resistive economies can develop in response to sanctions in which domestic tourism assumes greater significance as a result of reductions in international mobility. Some destinations facing sanctions also focus on specific international markets from non-sanctioning countries as well as a country’s diaspora. Overall, the study of sanctions deepens knowledge of the interrelationships between geopolitics, foreign policy and tourism and its ramifications for destinations. Significant gaps in knowledge for future research include the role of domestic politics in influencing sanctions policy, the selection of tourism as a specific target for sanctions, and the development of destination adaptation strategies to sanctions.  相似文献

ABSTRACT. In extension of Billig's (1995) and Edensor's (2002) contribution to the literature, this paper examines an often overlooked element in ‘mundane’ nationalism, company advertising. Through the development of a typology of advertising strategies, it examines the role of companies as nationalist actors, and highlights how advertisements can engage with and impact on wider national discourses. Nationalist company advertising is classified into types, depending on how associated the company is with nationalism in popular discourse, and whether the advertising campaign involves the company's participation in broader nationalistic political projects. The types developed in this typology include (1) ‘ordinary marketing/achieving nationalist credentials’, (2) ‘ordinary marketing/established nationalist credentials’ and (3) ‘activist marketing/achieving nationalist credentials’. Case studies from the Australian context are used to illustrate these types, how the different types use nationalism, and their varying impact on shaping wider nationalistic discourses.  相似文献
