Socially disadvantaged people are more vulnerable and exposed to the effects of extreme natural events and the social disasters which follow. This article presents the coping strategies and cultural creativity of the most vulnerable (non‐conformist African American religious/spiritual) communities in New Orleans today and in the aftermath of Katrina. Rituals and religious practices play an important role in resilience‐building and for relief and recovery from disasters. Case studies are presented to demonstrate how these devotions, and the community‐building and mutual support that take place as a result (as well as individual practices), have assisted practitioners in their struggle for survival during Katrina and the yearly hurricane season. The article also examines how natural hazards are perceived and reflected in religious explanations and expressions, as well as in spiritual arts, and how they lead to change and adaptations. Here, affected people are not regarded as ‘passive victims’ but as creative and active agents.  相似文献

Abstract: In October of 2005 the Historic New Orleans Collectioninitiated an oral history project entitled "Through Hell andHigh Water: New Orleans, August 29–September 15, 2005."The intent of the project was to capture the stories of firstresponders who worked in the New Orleans metropolitan area duringthe storm and the weeks that followed. The interview processhas been linked with the after-action studies done by some ofthe local first-responding agencies and has provided a much-neededoutlet for first responders. To date over three hundred subjectshave been interviewed, and our work thus far has shown us thattop-down methods of documentation do not work with an eventlike Katrina. The almost total loss of communications made itimpossible for high-ranking members of the different agenciesto control or even know what lower-ranking members were doing.As a result it will be necessary to cast a wide net in our documentationeffort.  相似文献

Nurses provide essential health care labor, but their work, a mix of caregiving and clinical expertise, is often undervalued and unacknowledged by health care administrators and the policies and practices that govern health care more broadly. Based on interviews with nurses working in the New York metropolitan area and through pairing feminist political economy with literature on abstraction and politics of the possible, I show that the ways in which nurses’ work is measured creates a value hierarchy of tasks. Examining various tools of measurement, I argue that methods for measuring work are rooted in an historical and continuous hierarchy of what counts as work and what has value. For nurses, these processes obscure the essential care work they perform. I argue that bringing an explicit politics of social reproduction to the politics of measuring and accounting for work makes visible necessary and often‐obscured tasks, spaces, and social relations.  相似文献

Medellin and New Orleans were regularly presented as resilience flagships of the Rockefeller's 100 Resilient Cities (100RC) program. In this article, I will demonstrate how 100RC was embedded or abandoned in both cities' policies. The two case studies provide an opportunity to understand how the 100RC approach to resilience offered – or failed to offer – an appropriate space for the multiple deployments of resilience. 100RC initially promoted an integrative definition of resilience, aiming to address natural as well as social stresses and shocks. I argue that this holistic approach paradoxically contributed to limiting the multiplicity of resilience in both cities. In Medellin, the project came to a halt after political changes. New Orleans eventually developed a more reductionist and technical approach than that initially formulated, focusing on the effectiveness of infrastructures rather than social changes. Considering the importance of contextualizing resilience to local concerns, this analysis will thus demonstrate some of the challenges implied in the institutionalization of a global model of resilience. Moreover, it will also highlight the importance of contextualizing neoliberalism and question the widespread vision of resilient cities as being merely neoliberal.  相似文献

It is increasingly recognized that the work of (unpaid) informal caregivers constitutes an important contribution to care delivery in the United States and in many other societies. Accounting for the range of social, economic and political circumstances in which this care is produced has become the focus of a number of academics and others theorizing the ‘third sector’, or the ‘social economy’. However, some scholars are concerned that the increasing attention paid to the role of informal economic activity will either legitimate neoliberal state withdrawal from social reproduction or facilitate continued invasive commodification of relationships that were formerly part of social life. While these are possible dangers, J.K. Gibson-Graham's diverse economy framework and theory of community economy allow us to understand the social and economic conditions that support, rather than undermine, a caregiver's fidelity to the process of caring. Given the size of the informal caregiving sector, it would remain an important aspect of the care economy even if the United States developed a national health care system. It is important to understand informal caregivers as economic subjects, with their desires, motivations, hopes and anxieties. What emerges from my qualitative research is an understanding of informal caregivers as ethical subjects who operate best in a network of collective recognition and support. Informal caregivers are neither self-interested economic actors nor (necessarily) victims of failed social support. Rather, they are, potentially, agents of change in a new politics of health care reform.  相似文献

Recent work in anthropology proposes that the ethnographic study of infrastructure offers a productive way to think about how states and corporations, citizens and consumers, all define their relations and obligations to each other. This article considers the politics of media infrastructure in Papua New Guinea (PNG) by tracing the moral economy of mobile phones. It focuses on (1) how mobile phone users have taken to social media to express dissatisfaction with the dominant mobile network operator, Digicel, a privately owned foreign company; and (2) how the PNG state has attempted to regulate the use of mobile phones and social media through cybercrime legislation and registration of Subscriber Identity Modules (SIM cards). Consideration of these two issues – matters of concern that gather publics around them – enables an assessment of the promise of improved telecommunications and social media, in particular, to make government in PNG more accountable and transparent.  相似文献

China's economic reforms over the past three decades have dramatically changed the mechanisms for allocating goods and labour in both market and non-market spheres. This article examines the social and economic trends that intensify the pressure on the care economy, and on women in particular in playing their dual roles as care givers and income earners in post-reform China. The analysis sheds light on three critical but neglected issues. How does the reform process reshape the institutional arrangements of care for children and elders? How does the changing care economy affect women's choices between paid work and unpaid care responsibilities? And what are the implications of women's work–family conflicts for the well-being of women and their families? The authors call for a gendered approach to both social and labour market policies, with investments in support of social reproduction services so as to ease the pressures on women.  相似文献

Young people’s housing, economic and labour market circumstances have become increasingly insecure due to the combined effects of the 2007/2008 economic crisis, neoliberal welfare reforms, rising costs of higher education and the shortage of affordable housing. Discussions of young peoples’ experiences in these domains have largely neglected their spatial variability but evidence suggests that young people living in rural parts of the UK have distinctive experiences of housing, which are closely connected to labour markets and educational opportunities. By drawing on qualitative data from young people and housing professionals, this article explores some of these rural distinctions and frames them within theoretical debates about the ‘precariat’. It argues for a more theoretically informed and geographically nuanced understanding of contemporary housing issues as rural youth potentially face greater precarity than their urban peers.  相似文献

Rapid population growth means the addition of a billion more people in 11 years. The International Conference on Population and Development (ICPD), scheduled for September 5-13, 1994, will address the issue of population growth and design strategies for slower growth with economic development and environmental protection. This article summarizes Dr. Nafis Sadik's special preparatory message about the conference. The ICPD will address the issues of reproductive health, affordable family planning (FP), and informed choice. There will be an emphasis on better health care, housing, education, and other poverty alleviation measures. Empowerment of women through educational and economic opportunity and increased foreign aid are also themes. Improvements in the quality of life as well as demographic and social change are required. The key to slowing population growth is to meet the need for FP services to reduce fertility. Reexamination of the life-styles of the more affluent is also required. Needs and resources must be balanced. Sustainable development and resource use will depend upon slower population growth, more rational population distribution, alleviation of poverty, environmentally safer consumption patterns, and other measures. The 1994 draft plan of action has a broad mandate which recognizes the linkages between population and development. Target dates and reproductive rights language are bracketed and will be discussed during the conference. Quantitative goals are set for education, child and maternal mortality reduction, and universal access to FP and reproductive health services. The public should be made aware of the development and population links. Developing countries are asked to devote 20% of their government budget to social development. Countries by their action or inaction will choose a world population size in 2015 ranging from 7.27 to 7.92 billion. The difference of 660 million in 20 years is equal to the current population in Africa. The high projection for 2050 is 12.5 billion people. The ICPD will be the last global opportunity before the turn of the century to address the challenges of shared responsibility for the future of life on earth.  相似文献

Despite early attention being paid to the connections amongst ‘gender, work and gentrification’ in the urban geography literature, there have been few attempts to examine the experiences of women as workers in gentrifying neighbourhoods. This gap leaves open critical questions about the nature of the links between the production of gendered work practices and the production of gentrified urban landscapes. In this article, I explore how women working in a variety of differently precarious situations – as struggling small business owners, self-employed workers and part-time workers – manage the tensions and contradictions of struggling for economic survival while attempting to support community-building efforts and social reproduction needs in a gentrifying area. Using data drawn from interviews and urban ethnographic methods in Toronto's ‘Junction’ neighbourhood, I argue that precarious conditions of work in the context of gentrification engender a variety of diverse economic and social practices – developed through immaterial and affective labour – that, in turn, produce particular, and often contradictory, social and economic landscapes of gentrification. I will explore the ways in which gendered vulnerabilities and insecurities are ironically produced, in part, by the feminized consumption landscape, which primes neighbourhoods for widespread gentrification. Through examining these dynamics, we can begin to theorize the structural production of precarity, and in particular, gendered precarity, through urban processes such as gentrification.  相似文献

Laboring in low-paid jobs with poor conditions, migrant women are some of the most vulnerable workers in the US labor market. These women often carry a disproportionate burden at home, expected to care for children and elderly relatives and maintain a stable and loving family. Given the weight of work and family obligations, migrant women workers often turn to community-based organizations for assistance with securing work, negotiating an abusive workplace situation, and making ends meet on low wages. Increasingly, organizations are recognizing the social reproduction concerns of migrant women. In crafting responses to this reality, much work is undertaken by staff members, clients, and volunteers that is hidden from the organizations' funders, from the clients' employers, and from official statistics. The objective of this article is to reveal how and why nonprofit organizations can act as a space for the hidden labor of social reproduction, as well as for economic development experiments that account for the needs of social reproduction. Hidden labor is conceptualized as filling gaps in the social safety net created by a neoliberalizing society. In addition, it is the argument of this article that social reproduction is being reframed as a collective endeavor within organizations, where the ethic of care is potentially transforming an insidious political-economic context into a source of strength and resiliency for migrant women. Based on semi-structured interviews and participant observation in an organization in Chicago, this article provides a review of hidden labor within the space of nonprofit organizations.  相似文献

Political and economic debates over community living standards, poverty and economic inequality often pay little attention to the subjective and socially conditioned aspects which influence public perceptions of material wellbeing. An attempt to explore the latter involved asking a national sample of Australian voters in 1988 to estimate the minimum weekly income on which they could ‘just make ends meet’. The amounts nominated varied not only according to the financial and domestic circumstances of respondents, but also with their age, education, housing situation and political affiliation. The relationships between these variables and the ‘making ends meet’ income level are estimated statistically and their implications explored with the help of several illustrative examples. Some speculations are offered as to what these results say about the social meaning of income levels and possible implications for public policy.  相似文献

Abstract

This paper investigates the use of public–private non-financial compensation in urban planning, aimed at achieving social housing goals. In so doing, it aims: first, to explain the current situation of housing policy in Italy and how it relates to the planning system; second, to explore how non-financial compensatory tools can be included in urban plans and third, to investigate successes and failures of selected case studies, in order to clarify the opportunities and threats of these innovative public–private tools. Drawing from qualitative empirical analysis of three case studies, the paper concludes that public–private non-financial compensatory tools may help to achieve public benefits, including social housing goals; however, it is essential to incorporate them into the ordinary planning instruments, in order to provide them with the appropriate framework through which to control sustainability and urban design quality.  相似文献

ABSTRACT

Instead of the framework of influence–acceptance commonly used in previous studies, the author uses new sources to reexamine John Dewey’s visit to China from the perspective of interactive experience. This study presents Dewey’s lectures in China as the result of interrelationships among a variety of elements – Columbia University, different hosts and audiences, the media, all levels of the Chinese government, the domestic situation in the United States, the international situation, and Dewey’s expectations and work – against the general background of China’s New Culture Movement and new educational reforms. Dewey’s speeches on democracy, science, and new education were remarkably successful in the first year of his visit to China, but began to meet with resistance from some students beginning in June 1920. Because of the Red Scare in the United States, Dewey had to stay in China. In the second year of his visit, he gave warmly welcomed lectures on the same topics in Jiangxi, Fujian, and Guangdong Provinces. With a deeper understanding of China, Dewey not only identified himself with reform plans but also began to pay more attention to China’s economic problems. His inquiry into the problems confronting China is a good example of what he advocated in his lectures: seeing democracy, science, and new education as a way of thinking and carrying out actions and making intellectual choices while moving forward.  相似文献

We offer an analysis of public health governmentality and its constitutive elements during a moral panic around venereal disease in World-War II Seattle, Washington. Tracing how norms of sexuality, gender, race, age and class were instilled through urban public health practices, we highlight the importance of the local state’s spatial ontologies and imaginations in connecting in particular the elements of anatamo-politics and bio-politics. By doing this, we extend current work on governmentality in geography by suggesting that geographical imaginations and ontological framings by the local state – particularly urban public health authorities – are themselves important elements in the control of populations and identity.  相似文献

In this article, Louis F. Miron presents a case study of the effects of local ideology and culture on corporate-lead progrowth movements in New Orleans. Miron borrows from critical theory to illustrate how "hegemonic" ideologies such as economic growth may be resisted in local settings. The findings suggest that economic structural relations do not predetermine the course of human agency, and that the success of progrowth movements is contingent upon local cultural conditions and ethos. Through a document analysis of "fiscal reform," a pro-growth ideology advanced by corporate and political elites in New Orleans and throughout Louisiana, the author probes the connections among material conditions, ideology, and the politics of entrepreneurism.  相似文献

Abstract

Revolution at Point Zero: Housework, Reproduction, and Feminist Struggle is a collection of Federici’s essays, her theorizations and research on feminist struggles to reconfigure social reproduction in ways alternative to capitalist relations. In this intervention, I present reflections on three experiences – teaching Federici’s work, being a graduate student and precarious academic worker, and engaging in rich and meaningful friendships – in order to offer a consideration for how Federici’s centering of social reproduction can provide lessons for resisting the neoliberalization of the academy, taking care of each other, and cultivating alternative and more just social relations. Federici’s work gives principles for how to live and resist together, principally because of her centering of social reproduction and the possibility of crafting an alternative set of social relations. In this intervention, I question and advocate for relationships, accountability, and a critical politics of social reproductive labor as being essential to such a struggle.  相似文献

This article argues that the Office of Indian Affairs (OIA) field nursing program of the 1930s, which continued much of the same assimilation-style health care practices begun generations earlier by missionaries and field matrons, perpetuated the nineteenth-century link between religion and health care. Following in the footsteps of their female predecessors, field nurses targeted native women for health education, emphasizing personal hygiene and individual responsibility at the expense of socioeconomic causes of illness. Native women nonetheless appear to have maintained agency and power in negotiating health and health care. Peaking during the era of OIA Commissioner John Collier's Indian New Deal, the history of field nursing problematizes this period, particularly with regard to women's experiences. The article is significant for its exploration of field nursing as a contested site of cultural negotiation, revealing issues of power and difference in the lives of American women.  相似文献

A “new civic regionalism” – based on participatory, inclusive and partnership models of governance – has recently been rolled out in California to tackle the challenges of urban growth, planning and economic development across the State's diverse metropolitan and rural regions. Backed by non-profits and private foundations, California's New Regionalism has been packaged as a flexible and responsive grassroots governance initiative, which is designed to circumnavigate State and local government. Its proponents have been influenced by New Regionalist ideas and practices circulating nationally and internationally. Despite this, our explanation for the rise of the New Regionalism in California is not grounded in these wider theoretical and policy developments; nor do we see it as the outcome of a “new politics of scale” framed around the region. Instead, California's newest regionalism is part of a much longer-standing social movement spearheaded by large-scale business interests and directed at reorganizing local and State government powers particularly in urban regions. This regional reform movement has sought to rationalize land use and environmental planning, coordinate infrastructure, and make government more fiscally efficient and responsive to growth. Over the longer term, its efforts have been undermined by the fiscal fallout of the property tax revolt, Proposition 13. Our analysis calls into question some of the claims in the literature on state rescaling and suggests the value of collapsing the conceptual distinction made between new spaces of political regionalism and regional economic spaces.  相似文献

ABSTRACT

This inquiry into the history of boarding schools for indigenous and quasi-indigenous, tundra-connected children in the Soviet part of Lapland tries to answer why children were sent to a boarding school despite their parents living in the same village, and also why an additional school for mentally disabled children, a school half as big as the boarding school for “regular” children, was opened. Data from oral history interviews among former pupils and teachers, both indigenous and incomers, are combined with archival materials. Using the concepts of cynical knowledge as well as the Bourdieuan notions of social exclusion and reproduction, concealed functions of the boarding school system are identified, among which are the attenuation of housing shortage and the operation of the school out of economic interests, alongside with ethnocentric and paternalist patterns. The stigmatization of mostly Sámi children from relocated families as mentally disabled is set in a frame of individualization of the negative, which sought to present failures of the state’s social engineering as personal fallibility.  相似文献
