At the end of the Second World War, 1,003 Banaban and Gilbertese from Banaba Island in the central Pacific were relocated to northern Fiji. Colonial authorities had realised early on that, because of extensive and continued phosphate mining, Banaba Island would soon become uninhabitable. The community was forcibly and reluctantly moved 2,000 miles across the Pacific. This article assesses the post-war relocation of the Banabans; original colonial documents and correspondence are examined, interviews with elderly survivors of the relocation conducted and a study-team visit undertaken in Rabi Island, Fiji. Prior to relocation, the colonial authorities drew up a resettlement plan, and the successes and failures of this plan are also analysed. The Banabans suffered intensely from physical separation from Banaba Island and from a lack of familiarity with their new environment. They were also disadvantaged by conflicting views of opposing colonial jurisdictions and from a lack of long-term support after their initial resettlement phase. Today, elderly Banabans still yearn after Banaba Island, and the young are curious to visit their degraded ancestral home.  相似文献

Abstract

Interpretation proved to be a key to the successful outcome of three overseas aid projects in Asia and the Pacific. In Vanuatu, interpretation games were used to interest and involve local villagers in writing a management plan to protected a recently protected Pacific Kauri (Agathis macrophylla.) forest. The rapid establishment of national parks in Indonesia required staff to be trained in a variety of disciplines including interpretation. Park interpretation manuals were also written. Small scale tourism ventures in Fiji, where locals are the interpreters, are part of a management plan to protect a private forest park forest from logging.  相似文献

ABSTRACT

Low coral island societies in the Pacific have always lived in a precarious environment. Consequently, some writers have stated that people living on atolls and table reefs must have devised effective conservation strategies. Predictions from three optimal foraging models in ethnographic contexts (patch choice, patch sampling, and risk) applied to shellfish gathering in Kiribati, Micronesia, do not support the assumption that human foragers are motivated by a desire to conserve resources. While historical ecology data are sparse, there is little to indicate that coral islanders in the past needed to practice conservation of marine resources, including shellfish.  相似文献

ABSTRACT

This paper analyses impressions of Fiji in 1961, recorded by two well-known Japanese travel writers: travel journalist Kanetaka Kaoru and writer Kita Morio. Their comments on ethnic Fijians' attitudes to work and on encounters with a variety of Indigenous Fijians, including ratu (hereditary chiefs), made the observed people ‘others' informing the travellers' views on post-war colonial Fiji in an era when little was known about Fiji in Japan. Differing views on colonialism underpinned the two authors' views. At the time, Kita and Kanetaka revised but replicated the assumptions of pre-war Japanese writing about Nanyō (the South Seas) and of Western travelogues on the Pacific Islands. While Kita passed blunt and prejudiced judgements, he demonstrated an awareness of colonialism's adverse effects and of concerns also felt by the colonial administration about the place of Indigenous Fijians in the modern world. Kanetaka, seemingly without awareness of her latent prejudice, praised Fiji as a near-perfect colony that benefitted from colonialism.  相似文献

ABSTRACT

This article explores the historical events relating to the competing claims over the Minerva Reefs by Tonga and Fiji. Tonga’s sovereign claim over the Minerva Reefs was prompted by a private group’s laying claim to a 'Republic of Minerva' in 1972. At that time, Fiji, as well as the South Pacific Forum, recognized Tonga as the only possible owner of the Minerva Reefs, but did not explicitly recognize Tonga's claimed sovereign title. Such a position reflected the legal uncertainty in relation to Tonga's claim in 1972. The establishment of the 200?nm Exclusive Economic Zone legal regime in the late 1970s gave rise to Fiji's claim to the Minerva Reefs, whereas subsequent developments in international law have significantly reduced the legal uncertainty in relation to Tonga's claim.  相似文献

Abstract

William Pritchard, Fiji's first British consul, quickly became a pivotal figure after his arrival in 1858, negotiating an offer of cession, establishing a court, stabilising relations among the resident populations, and resisting Tongan threats to the power of Cakobau, the leading chief. In 1859 the Fijian chiefs gave him ‘supreme authority to govern Fiji’. His resistance to the Tongan faction put him at odds with Wesleyan missionaries, who influenced Col. William Smythe, who was sent by the British government to investigate the offer of cession. Smythe recommended against cession and campaigned for the government to send a commission to investigate Pritchard's conduct, charging him with financial irregularities and interfering in Fijian native affairs. Pritchard was dismissed from office, but records reveal the commission to have been a travesty. Pritchard influenced events in Fiji at a crucial time, and his reputation and career deserve reassessment.  相似文献

Abstract

When colonial administrators decided to encourage a sense of unity among the members of the emergent élite of their Pacific Island territories in the late 1940s, they regarded their project as novel. Rather than a sense of tapping a pre‐existing affinity, it seemed that what was being attempted was social engineering on a grand scale. The first South Pacific Conference of Pacific Island representatives held at Nasinu, Fiji, in April‐May 1950, was seen by European officials and observers as an ‘experiment’.

The attempt to forge a sense of regional unity was seen as pushing against the perceived gulf between Melanesian and Polynesian cultures and as expecting too much in the way of conference skills from ‘undeveloped’ societies. But the ‘experiment’ was considered necessary for other important post‐war goals. Although the Nasinu conference is to be seen broadly as an experiment in the promotion of trusteeship, or ‘native welfare’, principles, there was by no means agreement on its ultimate purposes. For some it offered the best (if risky) chance of minimising United Nations interference in the continuation of colonial control, for others a way of ensuring the demise of empire by serving the needs of self‐determination. Finally, the promotion of a sense of region among Pacific Islanders was seen by some as part of an experiment in keeping the region from Communist influence.  相似文献

ABSTRACT

General Paralysis of the Insane (GPI) was a deadly disease, once common in Fiji’s lunatic asylum and, by the early 20th century, thought to be caused by syphilis. The conundrum is that the majority of GPI sufferers in the asylum were Indigenous Fijians, considered to have immunity to syphilis. This immunity was probably through the prevalence of yaws amongst Indigenous Fijians. Yaws had symptoms similar to GPI and syphilis with which it was easily confused. Yaws and syphilis also invoked divergent scientific and moral discourses, with implications for how medical and scientific knowledge about the aetiology of GPI and associated moral discourses were transferred to Fiji. This paper discusses European nosology and diagnosis of GPI, yaws and syphilis, asking if GPI was misdiagnosed in Fiji, or if reports of GPI among Fijians and the effects of yaws on the nervous system are missing from tropical medicine orthodoxy.  相似文献

Abstract

The railway navvy is an elusive and rather obscure figure for the family and community historian. He is traditionally regarded as a single, hard-working, hard-drinking, hard-fighting Irishman who was a perpetual outsider, isolated from the communities in his working neighbourhood. This article examines these stereotypes through a study of the navvy community engaged in building the Dore and Chinley railway line, linking Sheffield and Manchester, between 1888 and 1894. In addition to reviewing the composition of the navvy workforce, the relationship between the navvies and the resident communities is also examined. The analysis rests primarily on data from the 1891 census but also uses evidence from several other sources, including newspaper reports, parish registers, school records and local authority records.  相似文献

Enormous distances across the vast South Pacific hinder student access to the main Fiji campus of the regional tertiary education provider, the University of the South Pacific (USP). Fortunately, USP has been a pioneer in distance education (DE) and promotes multi-modal delivery of programmes. Geography has embraced DE, but doubts remain about comparability of various modes of study. This paper offers a diachronic examination of final grade performance of undergraduate physical geography students learning via three different modes. Data collected over 10 years on the pass rates of >1300 students are analysed. Various influences on student achievement are highlighted.  相似文献

Abstract

China’s emergence as a global development actor has implications for developing countries and “traditional” donor agencies. Its current provision of foreign aid and other forms of development assistance to developing countries throughout the world presents both opportunities and challenges for all actors. At the same time, China’s growing need for natural resources and its policy of securing access through state-led “resource diplomacy” are causing concern. While most scholars and commentators are focused on the “China in Africa” dimension, China’s engagement in the South Pacific region has also been growing rapidly over the past decade and offers some interesting and unique insights. This article examines the dynamics of China’s provision of foreign aid and its quest for natural resources in the South Pacific region, with comparative references to other regions. Drawing particularly upon interviews and site visits in Fiji and Papua New Guinea, it argues that although major commercial resource contracts do appear to be supported by Chinese Government assistance, resources deals are not explicitly part of Chinese foreign aid in the region.  相似文献

Abstract

The administration of criminal justice in the period 1875–1900 had very different effects on men and women in three separate arenas: colonial towns, plantations and areas subject to chiefly control. In the towns of Levuka and Suva, men were the main concern of the courts; women rarely came before the courts and were almost never imprisoned. On the plantations, British magistrates dealt mainly with alleged breaches of the labour ordinances, with the result that women were prosecuted on an equal basis with men. The gender balance of criminal prosecutions was also closer to equal in the Fijian Provincial Courts, but the nature of the crimes charged against women was totally different from that in the other two spheres of colonial administration, the main concern being breaches of the traditional moral code. Understanding the segmented nature of the judicial system sheds further light on the workings of indirect rule in Fiji and suggests comparisons with colonial administrations in Africa.  相似文献

Abstract

Several studies on the North American Pacific Coast have demonstrated the importance of household and community archaeology for documenting hunter-gatherer sociocultural dynamics. Household archaeology in coastal southern California is limited, leaving a significant gap in our understanding of a fundamental aspect of ancient human social life on the Pacific Coast. The Chumash village of Niaqla (CA-SRI-2), located on Santa Rosa Island, California, is one of the few island sites where several houses have been excavated. Cemeteries and parts of at least 10 houses were excavated in the 1940s–1960s, but only limited details have been published. Analysis of field notes, artifacts, photographs, and maps from these excavations, supplemented by additional testing, mapping, and radiocarbon dating at the site, demonstrate that Niaqla was a vibrant community, with over 20 houses, occupied for more than 2000 years. Unlike houses along the northwest coast of North America, Island Chumash houses required substantially less labor and planning, but were important locations of craft production, subsistence practices, and other activities, illustrating variability in the structure and function of houses and communities among complex hunter-gatherers.  相似文献

ABSTRACT

The expansion of Chinese influence in the Pacific has aroused growing attention from academics and policymakers. Although China has established six main Pacific research centres, there has been little investigation into what motivates this increasing interest. Building on the author's recent interviews with 39 Chinese mainstream scholars on the subject of Pacific Studies, this paper aims to fill this gap by providing an in-depth analysis of Pacific Studies in China, especially how centres are structured and what motivated their establishment. It is argued that the initiation, structure and scholarly focus of academic research on the Pacific in China has been largely driven by government policies, but also that government interest has fluctuated under President Xi Jinping. Government policy dependence is a double-edged sword that both promotes and hinders Pacific scholarship.  相似文献

The 137Cs (caesium‐137) method was used to investigate medium‐term rates of sediment deposition on the floodplain of the Labasa River, on Vanua Levu island in northern Fiji. The Labasa basin is commercially important for sugarcane farming, which provides much revenue and sustains the economy in the greater Labasa area. Alluvium was sampled at three riverbank sites in vertical increments of 30 mm. Measured net vertical accretion rates, based on analysis of depth‐profiles of 137Cs activity, ranged from 10 mm yr?1 at a low‐lying site near a tributary confluence with the main river, to 60 mm yr?1 on a levée that was elevated slightly above the adjacent floodplain. These rates of accretion are high, but in general agreement with rates recorded using similar methods in other tropical Pacific island river systems. Soil erosion under sugarcane on hilly parts of the lower Labasa basin is an important factor in rapid floodplain development. Observations made during Cyclone Ami, which traversed Vanua Levu island in early 2003, illustrate the major contribution of severe storm events to floodplain sediment supply, by triggering numerous landslides on catchment slopes and in‐channel debris floods, and by generating large‐magnitude overbank floods.  相似文献

The images of Fiji (and the Pacific generally) that were both employed and consumed at the international exhibitions of the late-19th and early-20th centuries — together with the stereotypes associated with such representations — exhibited a continuity that can be traced back to earlier accounts and displays of Pacific Island peoples. While attempts were made at later exhibitions to shift the focus of displays away from tales of ‘savagery’ and ‘cannibalism’ to those of ‘progress’, ‘civilisation’ and even ‘modernity’, the apparent popularity of Fiji's displays — as evidenced in contemporary accounts — remained firmly located in the appeal of the already existing ‘idea’ of Fiji. This article focuses on the representation of Fiji at two British imperial exhibitions: the 1886 Colonial and Indian Exhibition, and the 1924 British Empire Exhibition, and demonstrates that the ‘idea’ or ‘knowledge’ of Fiji that audiences brought to the exhibitions, and despite the best efforts of display organisers — usually representatives of the colonial administration — to reposition Fiji within the minds of the metropolitan audience, visitors — as always — saw what they wanted to and in so doing reconfirmed their ‘knowledge’ of Fiji.  相似文献

ABSTRACT

Historians of politics in colonial Fiji highlight the contrast between Indian leaders' challenge to European dominance and Fijian chiefs' alignment with European political leaders in defence of colonial rule and against a perceived ‘Indian threat’. While this was the major political divide, its emphasis has neglected a moment of disaffection on the part of the leading chiefs that perhaps had the potential to provoke a challenge to the colonial order. The upset of the established pattern of political relations between Fijian leaders and the colonial government on the eve of the Pacific War, involving some unity with Indian leaders in the Legislative Council, influenced a Fijian policy change that shaped the development of Indigenous Fijian leadership and its quest for state power as British rule drew to an end. This paper suggests that Ratu Sukuna's Fijian Administration, established at the end of the war, be understood not simply as the last, and paradoxically the strongest, stage of colonial indirect rule, but more significantly as both an institutionalised expression and containment of a Fijian nationalist potential, initially energised by a tension in government – Fijian relations that, in part, reflected a white racialism in both official and unofficial attitudes and practices.  相似文献

By integrating osteological, taphonomic, archaeological and stable isotopic data, we test for cannibalism in the Lau Group, Fiji and discuss the potential underlying cause(s) and context(s) of this behaviour. First, we compare taphonomic and element representations of human skeletal material from two contexts in Fiji, examining human bone fragments from archaeological sites, including middens and burials in the Lau Island Group. Fourteen sites produced human remains. Only two of those sites included distinct human burial contexts, but in the remaining 12 sites, the human bone was recovered from middens or contexts where midden was mixed with possible secondary burials. A total of 262 number of identified specimens per species, representing an estimated 15 minimum number of individuals make up the Lau human assemblage. Second, we analysed bones contained in 20 individual human burials from four different sites that are housed at the Fiji Museum for comparative purposes. Third, we examine previously published stable isotopic (δ13C, δ15N) analysis of bone collagen to gauge protein consumption of likely cannibalised humans in midden contexts and potential cannibals from primary burials. We model a cannibalistic diet category within the context of isotopically measured Pacific Islands food groups and apply an isotopic mixing model to gauge plausible dietary contributions from six sources including human flesh. Isotopic mixing models of the Lauan samples illustrate a high diversity in reconstructed diets. The percent contribution of human flesh is low for all individual Lauans. We conclude that mortuary rituals evidenced by sharp‐force trauma may suggest non‐nutritive and non‐violent practices that may have included the consumption of small amounts of human flesh. From 1939, under wartime regulations, land was resumed for military purposes in Fiji. Among the lands taken were plots leased by Indian tenant farmers from Fijians, mainly in western Viti Levu. In some cases this caused loss of livelihood and even destitution, as Indo-Fijian historian Brij V. Lal has shown in his book Broken Waves . Unlike Lal, this author argues that in spite of individual cases of suffering, Indians received adequate government compensation, comparable to other displaced occupiers. The real loss for some was that the resumption of cultivated land still with long unexpired terms was in part an opportunity, if not a pretext, for transferring these to the new Native Land Trust Board to be reserved exclusively for Fijians. This was in contravention of Colonial Office policy on the type of land suitable for reservation. Many Indians saw their former lands reserved, but remaining uncultivated for years.  相似文献
