荀子是战国末期儒学的传承,但他基于封建政权已经稳固的现实,提出了君民“舟水”关系说。其说弱化了传统儒家民本思想的力度,强化了君主专制的权威,从而从根本上构筑了儒学君本主义体系。孔孟儒学中的民本主义思想则被荀子削去锋芒,塞入君本主义框架中。于是,在牺牲了“民贵君轻”精神的前提下,儒学实现了与封建专制政治的并轨改造,并在理论上为后世封建政治提供了完备而切实可行的方案。  相似文献

Soaring oil prices since the early 2000s have led to a historic transformation of wealth from consuming regions to major oil exporters. In recent years many of these exporters have set up oil funds to utilize their massive and growing oil revenues. These funds are divided into two categories—stabilizing and saving. Their large investments in western markets have raised concerns that they might be driven by political and strategic interests rather than commercial ones. This article examines oil funds in the Persian Gulf, Norway and Russia. It discusses US and European proposals to regulate oil funds' investments. The article examines the International Monetary Fund's efforts to forge a consensus on a ‘code of conduct’ that would guide the relationship between oil funds and the recipient markets. The analysis argues against excessive regulation.  相似文献

One of the most striking financial developments in recent years is the emergence of sovereign wealth funds (SWFs)—large publicly owned investment portfolios, which are growing rapidly in both number and size. In a global environment already roiled by a prolonged credit crisis, SWFs raise tricky and potentially controversial new questions for international financial regulation. One issue of concern to many in host countries is the possibility that some SWFs might be used for overt or tacit political purposes, posing a challenge for global monetary governance: a Great Tradeoff between the world community's collective interest in sustaining the openness of capital markets and the legitimate national security concerns of individual host countries. Can some balance between the two be found that will be both stable and acceptable to all concerned? Individually as well as collectively, recipient countries have begun to address the regulatory challenge directly. To date, however, accomplishments have been slight and have failed to stem a noticeable drift towards financial protectionism. A review of some recent proposals suggests that there is no foolproof solution to the Great Tradeoff. But the potential for controversy could be significantly reduced by a negotiated agreement among host governments addressing three key issues: definitions, risk assessment and dispute resolution. The most logical venue for such an exercise would be the OECD, building on its already extensive experience with international investment issues.  相似文献

The worship of dead Inca kings, because it aimed at preserving the deceased's bodily integrity, reveals constituent aspects of royal personhood. Underpinning these practices was the conception that the dead's agency was conveyed through corporeal substances, which therefore required constant acts of sustenance. This paper examines the bodily practices and material substances that shaped the king's physical person during his lifetime, as well as after his death. These data show that the royal body was made conspicuous through a series of ritual and symbolic actions devised to display the king's faculty to infuse vital force to all living creatures under his rule he thus stood as the source of prosperity for his subjects with which he was engaged in reciprocal obligations of life sustenance. I argue that these “embodied technologies of power” shaped a system of representations that legitimated the king's appropriation of state resources.  相似文献

This paper argues that the mature form of the political doctrine of the Ayatollah Khomeini (1902–89), Iranian Shiite religious authority and architect of the Islamic Republic of Iran, grew out of an encounter with the modern understanding of the state and the concept of sovereignty. Khomeini’s political doctrine, called the Absolute Guardianship of the Islamic Jurist, although based on a religious foundation, should be studied as a break with the traditional understanding of political power in Shiism. It will be argued that such a political doctrine can play the same role as the Christian rhetoric of the early modern political thinkers played, pave the way for modernization of Shiite political thought, and prepare the ground for a modern temporal conception of politics.  相似文献

Why at this particular historical moment has there emerged a rousing interest in the potential contribution of diasporas to the development of migrant sending states and why is this diaspora turn so pervasive throughout the global South? The central premise of this paper is that the rapid ascent of diaspora‐centred development cannot be understood apart from historical developments in the West's approach to governing international spaces. Once predicated upon sovereign power, rule over distant others is increasingly coming to depend upon biopolitical projects which conspire to discipline and normalize the conduct of others at a distance so as to create self‐reliant and resilient market actors. We argue that an age of diaspora‐centred development has emerged as a consequence of this shift and is partly constitutive of it. We develop our argument with reference to Giorgio Agamben's “Homo Sacer” project and in particular the theological genealogy of Western political constructs he presents in his book The Kingdom and the Glory (2011). We provide for illustration profiles of three projects which have played a significant role in birthing and conditioning the current diaspora option: the World Bank's Knowledge for Development Programme (K4D); the US‐based International Diaspora Engagement Alliance (IdEA); and the EU/UN Joint Migration and Development Initiative Migration4Development project (JMDI‐M4D). Drawing upon economic theology, we make a case for construing these projects as elements of the West's emerging Oikonomia after the age of empire.  相似文献
