Welfare Theory,Public Goods,and Public Facility Location

The paper discusses a number of issues that are important to the development of a useful normative “welfare theory” of the public space economy. Attention is specifically focused on theoretical welfare economic models of public goods provided at facilities to which consumers must travel for consumption. The recent analysis of Bigman and ReVelle [2] is subjected to critical scrutiny and found wanting. An alternative, more complex but still very simple, analysis is provided.     

Flexibility and Public Accountability in Public Land Development Projects in Progress

Abstract

Local authorities have moved many entrepreneurial activities outside the direct control of the municipal council. This includes land development activities relating to planning policies which involve both private development and public infrastructure. Many studies have shown that positioning activities outside the control of elected bodies undermines public accountability. Less is known, however, about public accountability in contexts where entrepreneurial activities are still run by the local authority. This issue may be particularly relevant when it comes to projects that are already underway because entrepreneurial activities imply flexibility and the choices made as part of this flexibility also need to be justified. This paper is based on a study of five key projects in a single municipality, Midden-Delfland in the Rotterdam/The Hague metropolitan region in the Netherlands, and analyses how land development projects are organized within a local authority. It shows that while they are structured to allow for flexibility in the process, the level of public accountability is not ideal. The quality of arguments used and the way in which decisions are justified leave room for improvement, which might be promising because they are organized within the local authority.     

Visioning with the Public: Incorporating Public Values in Landscape Planning

This article focuses on the incorporation of values in visioning, an early stage of landscape planning from a social learning perspective. After an introduction of social learning in planning and visioning directed at expert knowledge and public values, two visioning cases are evaluated. The authors assess methods of making public values manifest and ways to include them in the visioning process. The cases show that surveys, semi-structured interviews and the emphasis on values during the visioning exercise itself were suitable methods to acquaint civilians with both their own values and those of others. The explicit values made communication more effective and enhanced social learning. In both cases, the civilians proved to be capable of expressing their values and visioning in conjunction with experts. The article concludes with the impact of integrating values in landscape planning, the learning process that emerged between the stakeholders and the implication of the findings for visioning practices elsewhere.     

A Popular Public Theology

Abstract

The article begins by exploring what is meant by a popular public theology drawing on the work of the missiologist Werner Ustorf. A popular public theology refers to the informal and unofficial theological speech of society, distinct from the more formal theology of the Church and academy. Such popular public theology is found in contemporary culture, albeit often in diffuse and incoherent form. It is then argued that a popular public theology has an inbuilt relevance to the concerns of society, avoids problems associated with public theologians needing to be fluent in more than one academic discourse, and is not in danger of being reliant on the social sciences. Finally, it is suggested that by discussing the implications of cultural theological statements, public theologians are able to contribute critically to social and political debates.     

In the Public Interest

In today's economic and political climate, there is a growing trend toward less governmental intervention in the economy and more reliance on the private sector for the delivery of a variety of services. Deficit politics, airline deregulation, and the prospect of a windfall of cash has prompted many local units of government that own and operate airports to consider selling or leasing these facilities to private investors. Airport privatization has emerged as a contentious issue, with weighty arguments on both sides of the debate. This article examines these arguments and presents several models of airport privatization. The authors suggest that the most aggressive form of privatization–full divestiture–is unlikely to produce the benefits advertised by its proponents. However, less radical forms of privatization serve as useful models for future airport ownership and operation. The authors conclude that, given the great variation in the types of airports in the United States system, no single model is sufficient.     

Agents of Change: The Role of Public Managers in Public Policy

Our article outlines a number of ways that theories of public management can contribute to the work of public policy scholars. We first outline some of the ways in which public managers have been incorporated into previous work on public policy, and the limitations faced by previous treatments. We then discuss the role that public management plays in the policy process, with a specific focus on managerial quality, networking, and performance evaluation.

Abstract

In the figure of Judge Holden, Cormac McCarthy has crafted perhaps the most haunting character in all of American literature. The antagonist of McCarthy's Blood Meridian, Holden is a richly composed portrait of human evil responsible for a litany of wicked deeds. This essay attempts to expound the character of judge Holden, to the end of clarifying McCarthy's definition of evil. It argues that McCarthy, with the judge, lays bare the contours of soul of the evil man, focusing especially on the tension between his ambitious repudiation of justice, on the one hand, and his steadfast, if unwitting, adherence to it, on the other. It is the evil man's conception of the purpose of knowledge, together with his desire to acquire boundless knowledge, that is the key to this tension in his soul.
