This article addresses conceptual and measurement challenges that complicate the study of state immigrant policies. First, given the multiple facets of immigrant‐related policy, policy‐specific effects may be obscured by highly aggregated outcomes variables. Second, variables of interest often capture both time‐varying and time‐invariant effects, potentially producing coefficients that are uninterpretable averages of both processes. This article presents a research design that addresses both of these obstacles and applies it to an original dataset of both integrative and punitive policies adopted over the period 2005–16. The findings suggest that the causal roles of growing immigrant populations, partisanship, and wealth vary across different clusters of immigrant policies and that average, cross‐state effects often differ from within‐state effects. Future research would do well to clearly link theoretical expectations to specific types of policy outcomes and test hypotheses over both integrative and restrictive outcomes.  相似文献

Faced with long intervals between federal minimum wage increases in recent years, state legislatures are increasingly likely to take action. Motivated by the relative dearth of empirical work on minimum wages in the American states, this article considered various explanations to determine which factors are associated with legislative efforts to pass wage increases. Taking seriously the view that disagreements over the effects of minimum wage increases enhances the influence of political factors, we drew on the policy adoption and diffusion literature to examine how internal determinants (political and economic variables) and regional diffusion pressures relate to both the introduction and adoption of minimum wage legislation in the American states in the years between the last two federal minimum wage increases (1997–2006). Employing negative binomial regression to analyze annual bill introductions, we found that a number of political variables are related to the consideration of minimum wage increases. However, using event history analysis to examine annual adoptions of minimum wage increases, we found few of the same variables matter. We concluded with a discussion of the empirical results within the context of the broader policy literature and cautioned future scholars to consider seriously whether political factors exert distinct influences at different stages of the policy process.  相似文献

Diffusion research often characterizes the role of the federal government in innovation adoption as a supportive one, either increasing the likelihood of adoption or its speed. We examine the adoption of medical marijuana laws (MMLs) from 1996 to 2014 to shed light on what motivates states to adopt innovations that are in explicit defiance of federal law. Furthermore, we examine whether federal signals have any influence on the likelihood of adoption. In doing so, we utilize implementation theory to expand our understanding of how the federal government's position impacts state policy innovation adoption. We find mixed evidence for the influence of federal signals on the adoption of MMLs. The results suggest that medical marijuana policies are much more likely to be adopted in states when proponents have the political or institutional capital, rather than a medical or fiscal need. Moreover, this political capital is sufficient independent of the federal government's real or perceived position.  相似文献

States have increasingly taken leading roles in U.S. environmental policymaking over the past two decades. As laboratories of democracy, states have developed different levels and mixes of policies to address climate change, nonpoint source pollution, alternative energy, and other challenging environmental issues. Policy scholars have sought to explain variation in state environmental policy through two primary theoretical lenses: internal determinants and regional diffusion. While our understanding of state environmental policy adoption has grown to identify which variables are most important, less is known about how these variables interact in particular states to influence policy adoption. This study examines the interactions of variables from both theories to explain how state policies for small‐scale wind energy promotion were adopted in three U.S. states. Our results highlight the nuanced role of citizen ideology, which may be important in contexts at either end of the ideological spectrum but less important in the middle—where economic development is more critical. Results also indicate that interstate competition may be over environmental as well as economic leadership. Interestingly, strength of the wind resource is not necessarily correlated with policy adoption for small‐scale wind energy promotion.  相似文献

This paper investigates the competing forces driving the development of renewable energy in the American states. We formulate a framework of state renewable energy politics and develop a set of hypotheses regarding the role of politics, policies, and prices in renewable energy development. We test these hypotheses with a fixed effect vector decomposition model using a panel data set for the U.S. states from 1990 to 2008. The results indicate that renewable energy development is influenced by regulatory institutions, the party affiliations of the governor and legislators, and the professionalism of the legislature, accompanied by the effects of various policy instruments.  相似文献

Having been adopted by legislatures in over a dozen states, postsecondary merit aid programs are largely concentrated in the southeastern United States. The observed clustering pattern seems to support previous evidence that policies spread between proximate states, a phenomenon referred to by political scientists as policy diffusion. Often, however, policy diffusion is not complete, and one or more states in a region fail to adopt. By interviewing policymakers throughout the southeastern United States—including actors in the three states in the region without merit aid—the study addresses the following question: Why do diffusion pressures lead to adoption in some states but not in others? Studying state “hold‐outs” promises not only to uncover the reasons for failed legislation in specific state contexts but also to better our understanding of the limits of diffusion theory.  相似文献

Using an original and unique database of state charter school laws that we have developed, we analyze how state policymakers have incorporated two key values into state charter school laws: flexibility and accountability. We supplement this database with other state‐level measures to answer two specific questions: What factors influence the degree of flexibility and accountability in state charter school laws? How does the content of state charter school laws, and the different values those laws embrace, affect the formation of charter schools in the United States? Overall, we show that state political and contextual factors help account for the degree of flexibility, but not accountability, in state charter school laws. Further, we show that the degree of flexibility, accountability, and political and contextual factors influence the number of charter schools that form in the states.  相似文献

Public policy toward the poor has shifted from an initial optimism during the War on Poverty to an ever‐increasing pessimism. Media discussion of poverty has shifted from arguments that focus on the structural causes of poverty or the social costs of having large numbers of poor to portrayals of the poor as cheaters and chiselers and of welfare programs doing more harm than good. As the frames have shifted, policies have followed. We demonstrate these trends with new indicators of the depth of poverty, the generosity of the government response, and media framing of the poor for the period of 1960–2008. We present a simple statistical model that explains poverty spending by the severity of the problem, gross domestic product, and media coverage. We then create a new measure of the relative generosity of U.S. government policy toward the poor and show that it is highly related to the content of newspaper stories. The portrayal of the poor as either deserving or lazy drives public policy.  相似文献

This paper examines women's place in sportsmen's magazines and their role in the creation of sport hunting's image in the post‐war United States. It argues that sport‐hunting women were not challenging post‐war constructions of femininity or domesticity. Nevertheless, sportsmen attacked women's attempts to construe hunting as heterosocial recreation, fearing that they would undermine hunting's cultural significance. Instead, the dominant, male‐authored discourse connected authentic hunting to a new post‐war formulation of masculinity that revolved around militarism and the emotional bonds between men developed through battlefield experiences. This analysis takes seriously both men's and women's interpretations of a cultural practice historically associated with one sex, in order to reveal how gender identities are constructed and contested.  相似文献

Despite a decline in crime rates, the 1990s witnessed extensive media coverage of several high‐profile stranger abductions and murders of children. State legislators' swift response to the public's growing fear of sex offenders with the adoption of sex offender registration and notification (SORN) laws raises questions about the role of politics. Punctuated equilibrium theory and the diffusion of innovation jointly provide a context to conduct an event history analysis to assess the extent to which politics enhanced legislative responsiveness to public opinion in SORN policymaking. Contrary to the commonly held belief that attributes legislative interest in SORN to salient crimes against children, the results suggest that factors such as the percentage of a conservative population, district‐level competition, and state innovativeness accelerated the diffusion of innovation of the laws.  相似文献

Punctuated equilibrium theory (PET) has reoriented the study of public policy and American politics in particular. In this study, we documented how a policy punctuation that appears to take hold at the macro level of the polity in the form of a policy regime has difficulty penetrating subsystem politics. We drew on subsystems theory, PET, and the latest work on policy regimes to document the resistance of the agriculture subsystem to efforts to add a civil rights dimension to agriculture policy between 1935 and 2006. We concluded that the issue evolution of agricultural support programs, and their insulation from civil rights policy, is a prime example of how subsystems use negative feedback to resist change.  相似文献

This paper examines the dynamics behind the selling of a federally owned World War II factory in Tell City, Indiana in 1946 and 1947. The federal agency charged with disposing of wartime plant, the War Assets Administration, reversed its decision to sell the factory to a small innovative company, Electra-Voice, selling it instead to the giant electrical equipment manufacturer, General Electric. What would make federal administrators who were part of a powerful liberal state apparatus committed to economic competition and anti-monopoly change their mind? The answer lies in what I call place-based corporate hegemony. Probing the material consequences of everyday action, place-based corporate hegemony revolves around the formation of alliances based on axiomatic values, the continued appeal of these values, the redistribution of symbolic and material resources, and the incorporation of threatening elements. Deploying a range of archival materials I show how the concerted efforts of the community, business organizations, politicians and unions as well as General Electric to question the initial decision forced the state to rethink and change its decision.  相似文献

The article explores how political tensions developed around the issue of Canadian water export, how policy solutions and alternatives to the problem were offered, and how finally it came to be recognized by the national government. The water export issue reached the formal agenda after a lengthy period of being denied serious consideration. However, it is arguable that agendas are set if an issue receives attention from policy decision makers. This is because an issue's ascension to agenda status is not an indication of how it is actually going to be decided upon. The case of water export demonstrates that the government adopted a policy solution consistent with assumptions prevalent at the time and acceptable among elected decision makers. Yet, the solution was contrary to the expectations of those who demanded a complete water export ban in Canada.  相似文献

The annual festival of Saint Catherine of Siena is now the focus of a self‐conscious internationalism which celebrates Catherine as both Patron Saint of Italy and Co‐Patron Saint of Europe. When Catherine of Siena was proclaimed Patron Saint of Italy in 1939, however, the annual festival in her honour was quite different in ethos, being a highly patriotic, nationalistic, and even militaristic celebration of Catherine's significance in and for Fascist Italy. The article examines the campaign for Catherine to be proclaimed a “national saint” and “patron of Italy” during the 1920s and 1930s, locating it within the context of the relationship between Catholicism and Fascism in Mussolini's Italy. It also examines the celebration of her annual festival between 1940 and 1943 in the context of Italian participation in the Second World War, until the fall of Mussolini and his regime.  相似文献

The growing evidence of policy change patterns characterized as punctuated equilibrium has increasingly directed the attention of policy scholars to the question of what factors cause them. The present study attempts to address this emerging question by developing a comprehensive, multifactorial model and testing it with state budget data. Specifically, based on theories of information processing and agenda setting, it develops a conceptual framework that models punctuated policy change as a function of two main factors: institutional friction (consisting of institutional constraints, legislative streamlining mechanisms, information‐processing capacity, and bureaucratization) and policy windows (consisting of revenue volatility, change in party control, and budget cycle). In doing so, the study pays special attention to cyclical revenue fluctuations whose effect has never been subject to empirical test. Regression analyses reveal that policy window factors including revenue volatility, changes in party control of the governorship and the House, and a budget cycle play an important role in creating policy punctuations.  相似文献

Iceland's centuries-long history of epidemics with its unusually complete disease records has attracted study from several disciplines. But detailed spatial data of particular interest to historical geographers date only from 1895 and were consistently maintained for about a century thereafter. Within this period, this paper concentrates on morbidity records of reported cases of infectious diseases for an 87-year window which was open between 1902 and 1988. In this time slice, spatially detailed data for seven demographically important infectious diseases allow the geography of 131 discrete epidemic waves with a recorded total of 529,000 cases to be tracked. Changes in the behaviour of the seven diseases over the period are analyzed and related to both epidemiological theory and to the changing historical geography of the island. The paper complements earlier Icelandic work by the authors on the historical geography of single diseases (measles, influenza and poliomyelitis) by extending the range of diseases, and by considering their common spatial behaviour and their interrelationships.  相似文献
