Who and what influences the issues that policymakers attend to is central to the question of how power is exercised in politics. This study builds upon research by Soroka that proposes an expanded model of agenda setting as a means to examine how the media influences issue salience for the public and policymakers. It expands on Soroka's model by investigating the hypothesis that photographic attention to environmental issues in the news media influences issue salience for the mass public and governmental decision makers. There is little research that substantiates the idea, but it is widely believed that photographs have influence on the policy agenda. I use a dynamic, multidirectional model to estimate whether the volume of news photographs, in addition to news stories, influences issue salience among the mass public and policymakers. Data are longitudinal and measures of attention are operationalized as the number of congressional committee meetings, concern for the environment as a “most important problem” in public opinion polls, environmental news stories in The New York Times, and environmental news photographs in Time magazine. Results suggest that photographic attention does influence environmental policy agenda dynamics in some counterintuitive ways that are distinct from the effects of the news stories. While news stories appear to increase public attention toward the environment, they have little influence on policymaker attention. News photographs, on the other hand, appear to drive congressional committee attention but elicit an ambivalent public response.  相似文献

The European Council is the highest political body of the European Union and the main venue for setting the agenda on high politics. Using a new dataset of all content‐coded European Council Conclusions issued between 1975 and 2010, we analyze the policy agenda of the European Council and test hypotheses on agenda change and diversity over time. We find that the theory of punctuated equilibrium applies to the agenda of the European Council, which exhibits a degree of kurtosis similar to that found in policy agendas of other institutions located at the juncture between input and output of the policy process. Throughout the 36‐year period, agenda‐setting dynamics involved both small changes and major shifts but also more frequent medium‐sized negative changes than found elsewhere. Given capacity limits to the agenda, large expansions of attention to topics involved large cuts in attention. Cuts were more often medium in size in order to maintain some level of attention to the topics affected, even though issue disappearance from the European Council agenda has been frequent too. This relates to the functions of the European Council as venue for high politics, with expectations about issue attendance rising with increasing policy jurisdictions throughout the European integration process. Studying dynamics over time, we measured entropy to show how the agenda became more diverse but also displayed episodic concentration in an oscillating pattern. This can be accounted for by the nature of the European Council as a policy venue: increasing complexity of this institution pushed the members to produce a more diverse agenda, but capacity limits and the need to be responsive to incoming information led to concentration at specific time‐points.  相似文献

Policies governing the sale of raw milk—making the sales of raw milk more permissive—are gaining traction on the legislative agendas of dozens of states. This paper examines one contributor to this movement on the policy agenda: the role of competitive framing. By combining theoretical approaches from policy studies and political psychology theories of competitive framing, we offer evidence supporting the recent relative success of raw milk activists in several state legislatures. Using an Internet survey‐based experiment with a sample size of 1,630 respondents from seven Midwestern states, we show that a frame emphasizing consumer choice and food freedom is more effective than the frame that dominates among the policy establishment, that emphasizing public health risks. This is true in both one‐sided and competitive framing contexts. We further show that those previously aware of this issue were less influenced by the public health frame than those naïve to the issue. Our results suggest that the pro‐raw milk movement may be making strides on the state policy agenda because their frames are more resonant among the public. We also highlight the advantages gained from considering psychological and policy processes simultaneously to understand policy change.  相似文献

Tuvalu, a place whose image in the ‘West’ is as a small island state, insignificant and remote on the world stage, is becoming remarkably prominent in connection with the contemporary issue of climate change‐related sea‐level rise. My aim in this paper is to advance understanding of the linkages between climate change and island places, by exploring the discursive negotiation of the identity of geographically distant islands and island peoples in the Australian news media. Specifically, I use discourse analytic methods to critically explore how, and to what effects, various representations of the Tuvaluan islands and people in an Australian broadsheet, the Sydney Morning Herald, emphasize difference between Australia and Tuvalu. My hypothesis is that implicating climate change in the identity of people and place can constitute Tuvaluans as .tragic victims. of environmental displacement, marginalizing discourses of adaptation for Tuvaluans and other inhabitants of low‐lying islands, and silencing alternative constructions of Tuvaluan identity that could emphasize resilience and resourcefulness. By drawing attention to the problematic ways that island identities are constituted in climate change discourse in the news media, I advocate a more critical approach to the production and consumption of representations of climate change.  相似文献

Issue redefinition and venue shopping have been identified as key strategies for enacting agenda and policy change, but much work remains to be done in elaborating these processes. I argue that an important aspect of issue redefinition involves shifting not only the image of an issue but also the bases for considering those issues—what I call policy principles. Policy principles are the core values, beliefs, or guidelines attached to policies that help direct decision making. The emergence and acceptance of new principles by the public and policymakers can be a vital source of policy change, at times having far greater consequences for policy than redefining an issue. Venue shopping is also a multifaceted undertaking involving efforts by policy entrepreneurs and advocacy groups to keep issues out of venues they would rather not participate in as well as move decision making to new arenas. Moreover, while the literature suggests that shifting venues is usually a sensible strategy, sometimes venue shopping can backfire. A case study of the municipal movement to restrict the nonessential use of lawn and garden pesticides in Canada illustrates these theoretical points and shows the applicability of agenda setting models to contexts outside the United States.  相似文献

Building on the conceptual framework developed by the Civic Capacity and Urban Education Project, we investigate why sustained reform is so difficult in urban school systems. Our study addresses two questions: How does the concept of civic capacity relate to the policy change process and how do its various components relate to each other? And to what extent does civic capacity foster agenda consensus in the context of urban education reform? To address these questions we focus on the connection between problems and solutions and deal directly with the question of how mayoral leadership impacts this process. Using the Project's survey of key stakeholders and independent indicators of agenda setting and stakeholder support/opposition culled from media coverage in 11 large U.S. cities, we find considerable variation in levels of civic capacity, particularly low levels of stakeholder agreement on reform solutions, but also convincing evidence that strong mayoral leadership may indeed play an important role in fostering greater agenda consensus.  相似文献

The article explores how political tensions developed around the issue of Canadian water export, how policy solutions and alternatives to the problem were offered, and how finally it came to be recognized by the national government. The water export issue reached the formal agenda after a lengthy period of being denied serious consideration. However, it is arguable that agendas are set if an issue receives attention from policy decision makers. This is because an issue's ascension to agenda status is not an indication of how it is actually going to be decided upon. The case of water export demonstrates that the government adopted a policy solution consistent with assumptions prevalent at the time and acceptable among elected decision makers. Yet, the solution was contrary to the expectations of those who demanded a complete water export ban in Canada.  相似文献

How and when issues are elevated onto the political agenda is a perennial question in the study of public policy. This article considers how moral panics contribute to punctuated equilibrium in public policy by drawing together broader societal anxieties or fears and thereby precipitating or accelerating changes in the dominant set of issue frames. In so doing they create opportunities for policy entrepreneurs to disrupt the existing policy consensus. In a test of this theory, we assess the factors behind the rise of crime on the policy agenda in Britain between 1960 and 2010. We adopt an integrative mixed-methods approach, drawing upon a combination of qualitative and quantitative data. This enables us to analyze the rise of crime as a policy problem, the breakdown of the political-institutional consensus on crime, the moral panic that followed the murder of the toddler James Bulger in 1993, the emergence of new issue frames around crime and social/moral decay more broadly, and how—in combination—these contributed to an escalation of political rhetoric and action on crime, led by policy entrepreneurs in the Labour and Conservative parties.  相似文献

The environmental movement in the global North is in a state of impasse. It appears that despite the renewed international focus on climate change, and the actions of innumerable social movements, a “solution” to the problem appears as one, without a viable solution. It is the contention of this paper that climate change has no clearly viable solution as it is a seemingly impossible problem. This paper investigates how the problem of climate change is constructed as a global object of political action and how it functions to render politics into a matter of calculative action, one that seeks—but fails—to take hold of a slippery carbon infrastructure. It concludes by suggesting one possible solution to this dilemma is to turn away from the global scalar logic of climate change and towards a situated focus on questions of infrastructure, or what Dimitris Papadopoulos calls “thick justice”.  相似文献

After a series of COVID-19 outbreaks among employees in the German meat-processing industry, the Work Safety Control Act protecting these workers made it on the government's agenda in July 2020. From a Multiple Streams perspective, local corona hotspots may be understood as policy windows for introducing respective measures. However, this alone is not sufficient to explain agenda setting. This study investigates the coupling of streams within policy windows. Introducing the notion of relational coupling to the MSF research agenda, discourse network analysis provides a new methodology to reveal entrepreneurial activities. Studying the German mass media discourse on the issue identifies two stages: (1) An initial problem brokerage without coupling of core policies, followed by (2) a coupling across all streams based on a focusing event. We argue that relational coupling allows for an enhanced understanding of agenda setting.  相似文献

Employing Kingdon's model of agenda setting (1984) and Stone's notion of causal stories (1989), this article examines how public concerns about radon and asbestos reached the congressional agenda. Several conclusions about agenda setting and causal stories are offered: First, scientific consensus about health risks was a necessary, but not sufficient, condition for radon and asbestos to achieve agenda status. Second, media involvement and the presence of policy entrepreneurs were critical factors in the agenda setting process. Third, differing incentives within the policy stream (for radon) and the political stream (for asbestos) affected the speed by which agenda setting occurred, as well as the shaping of formal policy.  相似文献

In this paper, we investigate the agenda leadership capability of two American political institutions, Congress and the presidency, in an array of issue areas that include both domestic and foreign policy. The president has long been considered to have the most significant role in setting the policymaking agenda, but there is limited empirical research to support that claim. Examining the issue areas of defense, environment, health care, international affairs, law and crime, and macroeconomics from 1956 to 2005, we find statistically significant positive influence by the president on the congressional agenda in all six of the policy areas under examination, providing compelling evidence of presidential agenda leadership and a reactive Congress. Additionally, we find that the agenda relationship between the president and Congress is issue dependent, in that presidential attention has the largest substantive effect on the congressional agenda in the area of international affairs.  相似文献

The Adani mine controversy is a significant new space of contestation in conflicts over coal mining and climate change in Australia. Proposed as one of the largest new coal mines in the world, the Adani (or “Carmichael”) mine has become a flashpoint between two broad coalitions—the pro‐mine coalition, consisting of governments, elements of the media, and mining interests, and the anti‐mine coalition, consisting of community groups, environmental non‐government organisations, activists, Indigenous communities, and farmers. Based on thematic analysis of news media articles and interviews with environmental actors in the Adani mine controversy, this article demonstrates how each coalition employs discursive scale frames and counter‐scale frames to represent and contest the controversy. We find that the pro‐mine coalition remains situated within a topographical spatiality, with a backwards oriented temporality, that obscures emergent topologies from their view. In contrast, while retaining capacity for operating within traditional scalar topographies, the anti‐mine coalition is more adept at negotiating topologies that increasingly define our social worlds. It is oriented towards a deep future horizon in which the Adani mine controversy represents an opportunity to reshape existing social and political orders. The sorts of scalar tactics documented here are likely at work in other resource extraction controversies, highlighting the need to attend to how scale may be being used to obscure irrationalities and injustices in extraction projects, and the potential for counter‐scale frames to help destabilise fossil fuel regimes.  相似文献

Studies of political attention often focus on attention to a single issue, such as front‐page coverage of the economy. However, examining attention to a single issue without accounting for the agenda as a whole can lead to faulty assumptions. One solution is to consider the diversity of attention; that is, how narrowly or widely attention is distributed across items (e.g., issues on an agenda or, at a lower level, frames in an issue debate). Attention diversity is an important variable in its own right, offering insight into how agendas vary in their accessibility to policy problems and perspectives. Yet despite the importance of attention diversity, we lack a standard for how best to measure it. This paper focuses on the four most commonly used measures: the inverse Herfindahl Index, Shannon's H, and their normalized versions. We discuss the purposes of these measures and compare them through simulations and using three real‐world datasets. We conclude that both Shannon's H and its normalized form are better measures, minimizing the danger of spurious findings that could result from the less sensitive Herfindahl measures. The choice between the Shannon's H measures should be made based on whether variance in the total number of possible items (e.g., issues) is meaningful.  相似文献

Carbon markets have provided fertile ground for research on the changing nature of political contestation. MacKenzie locates a “techno‐politics” of carbon markets that creates new possibilities for a “politics of market design”. In contrast, Swyngedouw argues carbon markets are part of a “post‐political” shift that narrows potential pathways through “depoliticisation”. This article engages with these debates by examining three recent attempts to reform the ailing European Union Emissions Trading System: restricting industrial gas offsets, backloading allowance auctions and the 2030 climate and energy package. It conceptualises the respective episodes as contests over the reach, force and priority of value determinations in climate policy, emphasising the contradictory imperatives facing states on each issue. The outcomes of contestation between industry groups and environmental organisations—real but limited reforms and a consolidation of the carbon market over alternatives—demonstrate the constraints facing technocratic campaigning and the ongoing politicisation of climate change.  相似文献

When compared to studies of media effects, relatively few studies of the media focus on factors that influence the behavior of media organizations. Specifically, there are few empirical studies of the attributes and incentives of news organizations that might lead to slanted coverage of particular policy issues. In this study, we identify factors that lead to negatively slanted coverage of a specific policy issue: immigration. Using content analysis, geographic information systems (GIS) data, and contextual data, we find that newspaper ownership and proximity to the U.S.–Mexico border are related to slant in news articles and opinion pieces regarding immigration.  相似文献

Abstract

Despite the uncertainties associated with forecasts of the possible negative effects of climate change on natural environments, such research is often widely reported in the news media. Here we review the presentation in the UK news media and on the internet of an academic study published in Nature, forecasting future global extinctions as a result of climate change. The results and conclusions of the study were widely misrepresented, especially in the news media, to make the consequences seem more catastrophic and the timescale shorter. Representations of the original article on the internet were more variable, with several sites ranked highly on popular search engines being overtly critical of the underlying science. We suggest that such polarised representations of environmental science are indicative of a 'struggle for legitimacy' between environmentalist and anti-environmentalist groups, with potential negative consequences for public trust in science.  相似文献

Policy entrepreneurs are thought to be instrumental in agenda change, yet we lack knowledge of how legislators perceive their role in the agenda formation process. Using data from a national survey of state legislators, we examine whether entrepreneurs shape the legislative agenda on disaster preparedness and relief, which types of entrepreneurs are most influential, and what strategies they use in their interactions with legislators. The results indicate that legislators who report contact with policy entrepreneurs are more likely to have introduced related legislation, evidence of the important link between entrepreneurs and policy change. While entrepreneurs utilize a variety of different strategies, the analysis reveals policymakers are particularly receptive to entrepreneurs who provide new and reliable information. This finding suggests the influence of entrepreneurs lies not only in their ability to define problems and build coalitions, but also in their distinctive ability to provide information to elected officials, an important role that has largely been overlooked by existing literature.  相似文献
