Kernel‐based, smoothed estimates of spatial variables are useful in exploratory analyses because they yield a clear visual image of geographic variability in the underlying variable. In this paper I suggest an approach for assessing the significance of peaks in the surface that result from the application of the smoothing kernel. The approach may also be thought of as a method for assessing the maximum among a set of suitably defined local statistics. Local statistics for data on a regular grid of cells are first defined by using a Gaussian kernel. Results from integral geometry are then used to find the probability that the maximum local statistic (M) exceeds a given critical value (M). Approximations are provided that make implementation of the approach straightforward. Future work will address several other issues associated with local statistics that have been defined in this way, including edge effects, and the effects of global spatial autocorrelation on the choice of critical value.  相似文献

Indigenous movements face what Stuart Kirsch has called the ‘risks of counterglobalization’, which can distort their objectives into an all‐or‐nothing position with respect to development. In this contribution, I explore a case from the Philippines, where a movement originally conceived in terms of indigenous rights grew to include a more diverse mix of constituents and claims. This trajectory has made the movement vulnerable to charges of inauthenticity, particularly since the corporation it opposes has sponsored a parallel indigenous group and fashioned itself as the noble custodian of a threatened marine ecosystem. Nevertheless, the movement's constituents do not evaluate their activities exclusively in terms of its formal objectives or identity politics. For them, organized protest is entangled with the ‘serious games’ of everyday life, including, for example, local elections, struggles to achieve upward social mobility and efforts to redefine ethnic identity. As a result, some constituents see their involvement primarily as a claim to socioeconomic parity and others as a pursuit of the exceptional rights that indigeneity confers. Without attention to such local‐level variation, we risk obscuring some of the most important motives and outcomes of indigenous movements — and, as a result, we may overlook the alternative visions of socio‐environmental justice that emerge from their day‐to‐day struggles for livelihood, dignity and empowerment.  相似文献

The practice of drinking alcoholic beverages has several characteristic important social roles in traditional small-scale societies, particularly in terms of political economy. Cross-cultural survey of ethnographic data reveals that drink is very frequently a fundamental social artifact which plays an integral role in implementing the social relations expressed and created through hospitality. This intimate association with the institution of hospitality, and its frequent ritual and symbolic significance, imbue drinking with a potent social value which is important in its many economic and political roles. It is widely employed in the work-party feast as a mechanism of labor mobilization, and in the implementation of both institutionalized political authority and the informal power associated with leadership in societies without specialized political roles. Moreover, drinking can have a profound influence in producing changes in social relations, and consideration of drinking patterns can be very informative about society and culture in general. The relevance of this anthropological perspective on drinking to the analysis of archaeological data is demonstrated through a model which offers fresh insights for the interpretation of a specific archaeological problem: the process of trade and culture contact between the Greek and Etruscan states and the indigenous peoples of Early Iron Age France.  相似文献

Much of what has been written on the topic of Australian rural youth migration trends and processes has often proceeded from data‐free, or data‐poor grounds. In this context, this paper analyses recent trends in youth (15 to 24 years of age) migration for a temporally‐consistent set of Statistical Divisions (SDs) in inland rural Australia, and for local government areas within the Northern Tablelands and Slopes and Ranges of northern New South Wales and the Western Australian Central Wheatbelt. The paper finds that rates of youth loss from rural regions have increased over the past twenty years. Yet the patterns, processes, causes and impacts of rural youth migration are distributed in a spatially‐uneven fashion. Some remote areas are receiving net migration gains while booming ‘sea change’ coastal regions have experienced heavy losses. While the ‘flight to the bright city lights’ syndrome is evident, relatively high proportions of young people in the Northern SD of NSW move within their immediate region. Nevertheless, some common understandings concerning youth mobility were also confirmed. Gender differentials in migration propensity between women and men are evident even at quite local scales. Young people are also more likely to search out capital cities than the rest of the population. Most inland areas still continue to experience heavy losses of local youth. A more precise understanding of rural youth migration trends is an important stepping stone in the establishment of a reinvigorated research effort into young rural people's perspectives of their changing life chances in their home communities.  相似文献

Chronic kidney disease (CKD) is important in the fields of public health and health geography because of its heavy burden on the health system and high cost of treatment in its advanced stages. The causes of CKD are associated with diabetes and hypertension, but in some parts of the world, the disease occurs in the absence of these factors. Researchers identify this condition as CKD of “unknown” causes (CKDu). CKDu is a multi‐factored health problem and one suspected causal factor is contaminated drinking water. The disease occurs globally but is found in particularly high concentrations among people of certain ethnic and disadvantaged social groups living in very different locations around the world. CKD has become endemic in Western Australia where hospital admissions for Aboriginal people requiring renal dialysis or treatment for diabetes are much higher than for the general population. The possible proportions of CKDu cases among the CKD patients are unknown. This study examines the drinking water quality among communities such as these. Water chemistry analysis in these areas indicates that the nitrate and uranium content greatly exceed officially recommended levels. Most of these communities rely on raw groundwater to supply their domestic needs, and it is very likely that the people are unwittingly ingesting high levels of nitrates and uranium, probably including uranyl nitrates. Very few such remote communities have access to treated drinking water, and cost‐effective water treatment systems are required to provide potable water at the local scale.  相似文献

This paper contributes to our understandings of the geographies of science through an analysis of nineteenth–century natural history and, in particular, of the provincial natural history society. Focusing on nineteenth–century Cornwall and one of the main natural history societies operating in the county at that time – the Penzance Natural History and Antiquarian Society – it is argued that a set of key spaces were integral to the operations and outputs of such societies. The paper details the significance of the Penzance Society's museum, field sites and lecture hall as sites for communal work of local natural historians. They were also important, it is argued, in their construction of West Cornwall as a site of national natural scientific importance. Lastly, these spaces defined an agenda for regional scientific study. In particular, they promoted a taxonomic method that would transform local people into rigorous scientists and the local region into a 'book of nature'.  相似文献

ABSTRACT This is the second part of a paper that explores a range of magico‐religious experiences such as immaterial voices and visions, in terms of local cultural, moral and socio‐political circumstances in an Aboriginal town in rural Queensland. This part of the paper explores the political and cultural symbolism and meaning of suicide. It charts the saliency of suicide amongst two groups of kin and cohorts and the social meaningfulness and problematic of the voices and visions in relation to suicide, to identity and family forms and to funerals and a heavily drinking lifestyle. I argue that voices and visions are used to reinterpret social experience and to establish meaning and that tragically suicide evokes connectivity rather than anomie and here cannot be understood merely as an individualistic act or evidence of individual pathology. Rather it is about transformation and crossing a threshold to join an enduring domain of Aboriginality. In this life world, where family is the highest social value and where a relational view of persons holds sway, the individualistic practice of psychiatric and other helping professions, is a considerable problem.  相似文献

‘Peace’ has not lent itself easily to emblematic or mnemonic forms of representation. In Europe’s furnished urban landscapes of the 19th century peace was often personified in female allegorical form. She can be seen in many of the sculpted memorials that commemorate distant battles fought on the edges of Empire. Invariably, however, the figure of ‘Peace’ had a more modest role in the allegory of commemoration than that of ‘Victory’ or ‘Triumph’. As an ideal, peace and pacifism is more often regarded as a process, a long‐term goal that cannot be captured in single static form. To this end, the promotion of peace has most often been realised through intervention, occupation, and fluid, temporal forms such as campaigns, marches, songs, dances and other extended programmes. Peace has also been promoted through slow, evolutionary forms such as designed landscapes, parks and gardens. Drawing on international parallels, this paper examines in detail two community gardens in central London. Each owes its origins to radical local agendas set within the political climate of the Cold War of the 1980s, but both were born out of grand visions for world peace, multilateral disarmament, and global accord. Twenty years after their creation, the author explores their current condition and examines their value as sites of political value and heritage.  相似文献

Based on a close examination of the 1870 government famine relief efforts in Zhili, this study reassesses some significant changes in Qing state power in the nineteenth century. Most previous research has sought to explain receding state power as a response to mounting pressures from an activist society. The famine relief efforts of 1870 demonstrate a less well‐known but equally important aspect of the problem. While social pressures had undoubtedly worn away at the 200‐year‐old state machine, they also stimulated responses from it. While local activism had indeed taken over the levers that had slipped from the imperial government's hands, the challenges it presented jump‐started the state machine, tightened its screws and set it on the path to restoration. In 1870, Imperial Commissioner Li Xingrui, under orders from his superior, Governor‐General Zeng Guofan, executed a textbook operation of famine relief in Zhili. Challenges arose as wealthy locals wrestled with Li for control of the relief operation; government officials, too, sought private gain. Nevertheless, the commissioner and his superior conscientiously followed the Qing statutes, warded off these various challenges and completed the relief work. The display of state power during the operation was impressive, and was sweetened by a bureaucratic culture that condoned semi‐legitimate personal gain in public affairs. The pairing of “stick and carrot” redirected the challenges to the operation from wealthy locals into a channel unique to China: an activist elite who sought to fulfill their ambitions by working within the existing system rather than by breaking away from it. Thus, Qing state power not only proved reasonably resilient in times of crisis, but also offered some hope for the successful building of a modern state.  相似文献

This article revisits the complex intersections of identity and meaning in the context of a world in which cosmopolitanism is increasingly questioned. The role of the artist with regard to activism and cosmopolitan flows becomes difficult to navigate but important to probe. Findings drawn from fieldwork indicate that the artist is highly conflicted; often ephemerally aligned with various social movements that may or may not be related; and in a constant state of self‐negotiation and identity formation that are highly dependent on local context. Intersectionality may be a useful frame to reconceptualize the artist as a relationally connected set of constantly shifting identities rather than an assumed category, as sometimes portrayed. Key to this is an appreciation of the role of the observer in this process. Singapore is envisioned as a place of intersecting identity; so, too, are the artists within it, caught between local context and global currents.  相似文献

Based on comparative research on the mechanisms and representations of petty corruption in West Africa, this article analyses the principal figures of administrative brokerage within the justice system, the customs and the local Senegalese fiscal services. Contractual, voluntary or informal staff mitigate the difficulties of access to bureaucratic institutions, while at the same time being used as a conduit for corrupt transactions. In the context of an opaque, under‐equipped administration, barely‐controlled and with disproportionate discretionary powers, these auxiliary staff contribute both to the daily functioning of the Senegalese post‐adjustment state, and to its circumvention. Through an ethnography of the relationships between the public services and their users, this article describes the important operational logics of the local government, which lay the foundation for the practices of intermediation and brokerage. It also evokes the emergence of new forms of informal privatization and the progressive institutionalization of the ‘informal’ as a management mode of the state in everyday life.  相似文献

The paper focuses on the role of arbitrariness and violence and their relation to law‐in‐practice. The locus is the semi‐feudal society of North Lebanon and more widely the Lebanon as a whole. Weber and others have suggested that the arbitrary is an important element in the characterisation of specific political types of domination such as patrimonialism. There are ambiguities in this kind of treatment which are explored for the case of the beys of the Akkar region of the north. A system of status honour, founded originally on military control and taxation, identified personal might and personal right Modern social changes in the Ottoman and French Mandate periods and up to the present have combined to produce a social world in which violence has become more systematically important in local power. A fragmented and weak state formation has reinforced such processes and the use of law as a visible instrument of individual and group domination enshrining arbitrariness at the heart of society.  相似文献

This paper evaluates some of the key arguments underlying what is called here the local production network paradigm (LPNP). These are presented as three interlinked hypotheses that turn on the idea that firms competing in world markets need to accommodate continuous change by fostering product or process innovation. The definition of innovation used in this study is “the commercially successful exploitation of new technologies, ideas or methods through the introduction of new products or processes, or through the improvement of existing ones” (EC DG XIII, 1996, p. 54).

One conventionally described organizational response to this requirement to accommodate continuous innovation is to dis‐integrate firms and set up local production networks. Local production networks are defined in this study as “collaborative linkages between local firms and local factors of production”. Such networks are said to rely on local resources of various kinds to enable them to innovate on a continuous and incremental basis. As a result of such dependencies on local factors, and their interconnectedness with each other, the local production network (LPN) firms then become ‘embedded’ in their localities. Such networked economies have been variously described as new industrial districts, areas of flexible specialization, and innovative milieux.

The evidence presented to test these hypotheses is based on a case study of innovative, award‐winning firms in Hertfordshire. The findings show that although these firms do compete successfully in fast‐moving international markets, they do not rely much on local production networks, as defined here, to enable them to do so. The findings call into question the general applicability of the LPNP. Questions are raised particularly with respect to innovation in the important minority of highly innovative core metropolitan regions.

Innovation is argued to be an interactive process that is both driven by a steady supply of technological advances and stimulated by different types of consumer demand. In the case of the firms interviewed in Hertfordshire, most of their innovative projects were developed by the firms working individually, and in isolation, from other local businesses using high quality, knowledge, information, human resources and venture capital. At the same time, these firms were also pulled by demands from military, health and company consumers. Only in the case of the minority of innovations that were purchased in the first instance by private final consumers were local production networks of some significance.  相似文献

The chemical composition of 61 copper alloy vessels was studied non‐invasively by energy‐dispersive micro‐X‐ray fluorescence (EDμXRF) spectrometry. The vessels were found in five tombs (A, B, D, Z and H) at Derveni in central Macedonia, Greece, which belong to the cemetery of the ancient city of Lete. The tombs are dated to the last quarter of the fourth century bce . The opulence of the numerous grave offerings denotes the high social status of the deceased within Macedonian society. The material under study was divided into two main groups according to their appearance and use. The first group included 44 vessels with a golden appearance for use in banquets; the second group consisted of 17 dark vessels for domestic use. The aim of this research was to study the vessels' technology according to their chemical composition. Both golden and dark vessels consisted of a binary Cu‐Sn alloy and a slight amount of impurities (Fe, Ni, Zn, Pb, As, Co, Sb, Ag, Ti). It is probable that during construction the ancient metalsmiths were taking into account criteria such as the desired appearance, cost of metals, future use and physical properties such as resistance to corrosion. Banquet vessels had a consistent chemical composition in all their different parts compared with those for domestic use. The only chemical element used systemically for alloying purposes, except Sn, was Pb in order to improve the castability of the bases and handles of the vessels. The study provides additional information about the metalworking of bronzes in central Macedonia in the fourth century bce, as well as about the access Macedonian metalworkers had at the time to the raw materials for such use.  相似文献

Well‐resourced and well‐connected individuals, or “policy entrepreneurs,” often play an important role in advocating and securing the adoption of policies. There is a striking lack of inquiry into the ways that social networks shape the ability of these actors to achieve their aims, including the ways in which network ties may channel policy conflict. To address these gaps, we analyze data from an original survey and an original database of policies to assess the success of policy entrepreneurs (PEs) active in a highly contentious arena: municipal policymaking concerning high‐volume hydraulic fracturing (HVHF) in New York. We use text‐mining to collect social network data from local newspaper archives, then use those data to construct municipal HVHF policy networks. Municipal anti‐HVHF PEs appear more successful when they operate in less cohesive networks, act as bridges to relative newcomers to the governance network, and have a larger number of network connections. Pro‐HVHF PEs appear more successful when they can forge high‐value connections to key decision makers. Policy entrepreneurs on both sides of the issue are more successful when they have a greater number of sympathetic coalition partners.  相似文献

In practice, the care of historic urban space is dominated by planning professionals whose bias is towards the broad remit of the conservation of the built heritage; it remains the exception for other professions to take an active role in the protection of spatial elements of the historic townscape. Neither do these areas enjoy the same degree of statutory protection as their built counterpart, even though they may have played an equally important role in the evolution of our towns and are an integral part of the urban form. This study is the first stage of the author's on‐going research into the value of historic space within the modern urban environment and the level of protection afforded it by the planning system. The results of this pilot study are used to suggest a professional and statutory framework, based upon inter‐disciplinary co‐operation, from which the full value of townscapes may be safeguarded in the future.  相似文献

Shanghai is located on the world's third largest river (by volume). Yet it faces the risk of shortages of drinking water. Many decisions and environmental characteristics have contributed to this threat. First, Shanghai has become dependent on water brought into the municipality by rivers. Second, it has become increasingly reliant on water from the Changjiang (Yangzi River), principally in order to control the levels of pollution in the water that enters its treatment plants. Third, for reasons associated with inter‐provincial administrative arrangements, the city's water intakes are located within the municipality, within the estuary zone and subject to tidal intrusions of salt water. Fourth, at high tide and when the Changjiang's discharge is low, salt intrudes far into the estuary, beyond the current water intakes. If sea levels rise, these intrusions will become more pronounced. Fifth, large‐scale central government infrastructure projects (such as dams and the South‐North Transfer) are altering the hydrological characteristics of the river. Such projects raise the probability of salt water intrusions into the water intake zone. The Shanghai and central governments have thus made a series of decisions that, taken together, have led the municipality to rely on a source of drinking water that is increasingly unreliable and subject to the risk of shortages due to salt water intrusions. Why these decisions have been made – independently – is an important problem for those who would understand the provision of water for cities and the practical efficacy of Chinese governance systems.  相似文献

Current approaches to rural community development in Australia provide for limited government intervention. Such intervention is usually housed within programmes that seek to build the internal capacity of communities to achieve long term socio‐economic sustainability. A fundamental implementation strategy for capacity building has been developing local leadership. The underlying assumption of this approach is that good leadership will result in existing resources being mobilised for a more sustainable function and new resources attracted. What though is good leadership in terms of building the capacity of rural communities to develop sustainable socio‐economic futures? This paper compares the conceptualisation of leadership within rural development policies and leadership training programmes with the nature of local leadership as it exists in on‐ground community building projects. From an in‐depth review of the role and nature of local leadership within six Australian rural communities it was found that local leadership could result in improved adaptive capacity if the leadership is similar in nature to Burn's (1978 ) transformational model of leadership. Within policy, local leadership was most often conceptualised as being similar to this transformational model. However, rural leadership training programmes tended to conceptualise leadership as a top‐down process, similar to Burn's (1978 ) transactional model. While this study of leadership within rural communities revealed that transactional skills, as taught in leadership training programmes, were important for successful project management, such skills did not necessarily result in improved community adaptive capacity. It is suggested that, while transactional leadership can have an important role in influencing the development of rural communities, greater attention needs to be given to developing strategies to support transformational leadership.  相似文献

This contribution introduces an exercise in epistemic justice to the study of everyday nationalism in post‐conflict, transnational (local and international) encounters. It explores how everyday nationalism, in often unexpected and hidden ways, underpinned a cocreational, educational project involving several local (Albanian) and international (British based) university students and staff collaborating on the theme of post‐war memory and reconciliation in Kosovo. The set‐up resembled a microcosm of transnational social encounters in project collaborations in which the problem of nationalism, typically, is associated with one side only: here, the Kosovars. Guided by Goffman's (1982) social interactionist framework, the study employs selected participants' paraethnographic and auto‐ethnographic reflections of their project experiences and practices after the event in order to trace the everyday workings of mutual assumptions and constructions of a national self and other for all sides involved. In this, it explores how the project participants' asymmetric positioning within a wider, global context of unequal power relations shaped their vernacular epistemologies of belonging and identity. It thereby excavated what otherwise taken‐for‐granted criteria can become relevant in such local/international social encounters as reflected upon and how the enduring power imbalances underpinning these might best be redressed.  相似文献
