This study explores how a scientist's location in science‐based policy networks can affect her policy‐oriented behaviors. In particular, we hypothesize that those scientists who fill structural holes in their networks will be more likely than others to engage in policy‐oriented behaviors. The network data are defined by scientists' coauthorship on policy documents regarding climate change in the Great Lakes. We employ a two‐mode network analysis to identify clusters of scientists who coauthored similar documents, and relative to those clusters, we identify those who fill structural holes by bridging between clusters. We find that those scientists who bridged between clusters were more likely to engage in policy‐oriented behaviors of policy advocacy and advising than were others in the network. This is an example of a link between network location and policy‐oriented behavior indicative of the broader phenomenon of how individuals exert agency, given structural constraints.  相似文献

ABSTRACT

This paper investigates the positioning of actors characterized by different natures in a regional innovation network and explores how these actors improve their innovation capabilities by assuming prominence or brokering positions. Innovation capability is widely seen to be the driving force in building regional competitive advantage, therefore investigating how the positioning of actors improves their innovation-related activities is relevant in terms of regional competitiveness. This paper builds on a survey conducted on the Sicilian regional area in Italy. A questionnaire was used to collect data concerning the relationships established between actors and the extent to which these relationships impact actors’ innovation capability. Results suggest that regional actors cannot be considered as a homogeneous group regarding their positioning in a regional network and that the innovation benefits of assuming different network positions depend on their nature. This paper offers some theoretical implications to the literature on regional innovation network and practical suggestions to organizations and regional policy makers.  相似文献

Debates concerning the development of the green economy necessarily focus on “upstream” issues that underpin the re‐structuring of national and regional economies through the lenses of financial, institutional and regulatory change. However, the growing interest in the cultural green economy requires a re‐scaling of debates surrounding the links that occur in complex socio‐technical systems, notably between individual consumers, social units and the architectures of the developing green economy. This necessitates a research and policy agenda that is attentive to both the complexities of such interactions (between structures, processes and practices) and the imperative to foster change in practices within wider society. This article explores the ways in which environmental social scientists have examined and evidenced these issues, arguing that two major barriers still exist for creating adequate understandings and opportunities for change. First, the overt focus on the individual consumer as a unit of measurement and political attention has stifled debate concerning the ways in which environmentally related social practices have developed in association with wider economic contexts. In this way, environmental social scientists have often failed to make the connections between individuals, practices and the economic system. Second, in adopting a largely individualistic perspective, environmental social scientists have tended to focus their attention on incrementalist and narrowly defined views of what ecological citizenship might look like and constitute in the green economy. The article therefore argues that environmental social scientists need to constructively engage in a new inter‐disciplinary dialogue about the role, purpose and ethics of citizen participation in developing and sustaining the green economy in an age of climate change and potential resource scarcity.  相似文献

The achievement of past international treaties prohibiting anti‐personnel mines and cluster munitions showed that unpropitious political situations for dealing with the effects of problematic weapons could be transformed into concrete, legally binding actions through humanitarian‐inspired initiatives. Although there is now renewed concern about the humanitarian consequences of nuclear weapons, some policy makers dispute the relevance of these past processes. This article examines how and why cluster munitions became widely reframed as unacceptable weapons, and the nature and significance of functional similarities with contemporary efforts of civil society activists to instigate humanitarian reframing of nuclear weapons and promote the logic of a ban treaty in view of its norm‐setting value among states. In the case of cluster munitions, the weapon in question was signified as unacceptable in moral and humanitarian law terms because of its pattern of harm to civilians with reference to demonstrable evidence of the consequences of use. Ideational reframing was instigated by civil society actors, and introduced doubts into the minds of some policy‐makers about weapons they had previously considered as unproblematic. This is relevant to the current discourse on managing and eliminating nuclear weapons in the Nuclear Non‐Proliferation Treaty, in which there is dissonance between the rhetoric of those states claiming to be responsible humanitarian powers and their continued dependence on nuclear weapons despite questions about the utility or acceptability of these arms.  相似文献

Despite being a major site of recent population growth and, arguably, a key arena for sustainability concerns, the rural‐urban fringe has received relatively little attention in the literature concerning Australian cities and urban policy. To address this shortcoming the authors review post‐World War II efforts to plan the rural‐urban fringes of Sydney and Adelaide and find a number of issues for contemporary policy‐makers. First, the fringe is becoming increasingly complex due to multi‐faceted demographic change, a broadening economic base and demands for better environmental management, all within the context of an evolving understanding of sustainability. Second, water resource management, partly under the auspices of integrated natural resource management, is assuming a much higher priority than in early fringe planning endeavours, which emphasised urban containment, agricultural land protection and landscape conservation. Third, and partly as a consequence of this shift of priorities, there is also evidence of changes to the nature and focus of policy tools used in the fringe, with land management concerns now cutting across traditional land use planning. Finally, and fundamentally, these observations raise questions about how future governance of the fringe should be organised. Together these four themes pose an enthralling series of challenges for policy‐makers for which much more research and discussion are needed.  相似文献

Many economists believe that in the long run, the aggregate performance of open economies is better than that of closed ones, and that open policies contribute significantly to economic development. At the same time, many political scientists and policy makers fear that, in the short run, one of the steps towards openness — trade liberalization — may harm government revenues. However, in the 1990s, China successfully navigated the dilemma of trade liberalization and government revenues. In this period, China decreased tariff and non‐tariff barriers for WTO accession, but has achieved dramatically increased tariff revenues since 1999. This study explores how China implemented trade liberalization and simultaneously increased tariff revenues in the 1990s. It demonstrates that a series of institutional arrangements, including a reform of Criminal Law, rigorous anti‐smuggling activities and a de facto tax imposed on the export sector, successfully curbed smuggling activities through the processing trade, and made foreign‐invested manufacturing enterprises the major contributors to the stability of customs revenue. China's case shows that a prosperous, export‐oriented and foreign‐invested manufacturing sector could potentially provide a developing country with a source of customs revenue.  相似文献

Donor‐funded development NGOs are sometimes portrayed as co‐opting, privatizing or depoliticizing citizen action or social movements. This much is implied by the term ‘NGOization’. Alternatively, NGOs can be seen as bearers of rights‐based work increasingly threatened by tighter regulation or substitution by corporate social responsibility models of development. This article engages critically with both perspectives. It traces the role of NGOs and their funders in agenda setting, specifically in bringing the previously excluded issue of caste discrimination into development policy discourse in the form of a Dalit‐rights approach in Tamil Nadu, south India. The authors explore the institutional processes of policy making and NGO networking involved, the alliances, entanglements of NGOs and social movements, and the performativity of NGO Dalit rights. But at the same time, the article illustrates how NGO institutional systems have constrained or failed to sustain such identity‐based claims to entitlement. In Nancy Fraser's terms, the article explores success and failure in addressing ‘first‐order’ issues of justice, that is rights to resources (in this case, land), and in tackling ‘second‐order’ injustices concerning the framing of who counts (who can make a claim as a rights holder) and how (by what procedures are claims and contests staged and resolved). This draws attention to the important but fragile achievements of NGOs’ discursive framings that give Dalits the ‘right to have rights’.  相似文献

Today, science and scientists as experts no longer hold sway as unquestioned authoritative sources of objective information in many policy debates. This has led to growing frustration on the part of government officials and scientists over their inability to have science exert as meaningful a role as they think appropriate in the consideration and selection of policy alternatives. Given this development, what can be done to restore or otherwise ensure that the appropriate science and scientists are integrated into the policy process so that they matter to policy outcomes? There is general agreement that traditional top‐down, one‐way (from scientists to others), linear models for conceptualizing the role of science and scientists in the policy process are not capable of capturing the changed political, social, and “scientific” realities of the contemporary policymaking context. Many have gravitated to the concept of civic science/scientists as a new and improved model. Yet, despite clear progress in reconceptualizing the role of science in the policy process, there are gaps in the literature when it comes to actual applications of civic science. As McNie correctly notes: “it is essential that we develop a more robust understanding of experience and practical experiments regarding how relationships [and institutions] are constructed and managed across the science‐society boundary” (p. 29). This research develops lessons for civic science in the policy process by exploring an innovative collaborative governance effort by the National Oceanic and Atmospheric Administration Fisheries and the Shared Strategy for Salmon Recovery in Puget Sound (Washington). The integration of science into the salmon recovery process in this case relied on a series of actions that the Technical Recovery Team (TRT) took to bridge the traditionally separate science and policy spheres in order to increase the certainty of science impact, specific steps taken to establish and maintain the TRTs role as an authoritative, credible source of science, and the embrace of a results‐oriented, adaptive learning approach.  相似文献

The rise of think‐tanks in the United States, in Europe and around the world has generated considerable scholarly attention in recent years. Much of this interest has been fuelled by the widespread belief that these institutions have come to play an increasingly influential role in shaping both public opinion and the domestic and foreign policy preferences and choices of high‐level decision‐makers. This perception was reinforced when several think‐tanks with close ties to the administrations of President George W. Bush and Prime Minister Tony Blair advocated a far more muscular posture towards Iraq in the months and years following the events of 9/1ya. As think‐tanks on both sides of the Atlantic continue their efforts to become more entrenched in the policy‐making process, scholars are beginning to pay closer attention to how these institutions, established ostensibly to engage in policy research, have become even more adept at political advocacy. Not surprisingly, as think‐tanks have devoted more resources to affecting policy change, speculation about how much or little influence they wield has become more intense. The purpose of this article is to explore the evolution and transformation of foreign affairs think‐tanks in North America and Europe since the late nineteenth and early twentieth centuries and to highlight, by relying on specific foreign and defence policy issues, the extent to which a handful of think‐tanks have been able to become important fixtures in the policy‐making community.  相似文献

It is often claimed that policy makers and scholars inhabit different worlds and have little for each other. We challenge this perception and claim that there is a strong symbiotic relationship between the two. This relationship is particularly strong in the field of conflict where policy makers may be in desperate need of guidelines, advice and analysis on how to transform complex conflict situations into more peaceful ones. We suggest that policy makers may think in terms of macro and micro-level theories and ideas if they wish to embrace better strategies of conflict resolution.  相似文献

The article explores how political tensions developed around the issue of Canadian water export, how policy solutions and alternatives to the problem were offered, and how finally it came to be recognized by the national government. The water export issue reached the formal agenda after a lengthy period of being denied serious consideration. However, it is arguable that agendas are set if an issue receives attention from policy decision makers. This is because an issue's ascension to agenda status is not an indication of how it is actually going to be decided upon. The case of water export demonstrates that the government adopted a policy solution consistent with assumptions prevalent at the time and acceptable among elected decision makers. Yet, the solution was contrary to the expectations of those who demanded a complete water export ban in Canada.  相似文献

This article explores attempts to construct ‘regulatory capacity’ in developing countries, focusing on the work of the Organisation for Economic Co‐operation and Development (OECD) and its role as an international standard‐setting institution in regulatory governance. The article explores how the construction of specific forms of regulatory capacity, and attempts to orchestrate the adoption of regulatory reform agendas in emerging economies, reflect broader processes of political‐policy transfer that impact state capacity and the ability of developing states to manage economic development. By analysing the OECD's engagement practices with third party organizations such as APEC (Asia‐Pacific Economic Cooperation organization) and ASEAN (the Association of Southeast Asian Nations) and its specific engagement with emerging economies through country ‘reviews’ and ‘audits’, the author explores the implications for state capacity in terms of the adoption of regulatory systems of governance.  相似文献

Western geopolitical discourse misrepresents and constructs Central Asia as an inherently and essentially dangerous place. This pervasive ‘discourse of danger’ obscures knowledge of the region, deforms scholarship and, because it has policy implications, actually endangers Central Asia. This article identifies how the region is made knowable to a US–UK audience through three mutually reinforcing dimensions of endangerment: Central Asia as obscure, oriental, and fractious. This is evidenced in the writings of conflict resolution and security analysts, the practices of governments, the activities of international aid agencies and numerous lurid films, documentaries and novels. The article first establishes the tradition of inscribing danger to Central Asia, in both academic and policy discourse, from the colonial experience of the nineteenth century through to the post‐Soviet transition and subsequent considerations of the region in terms of the war on terror. It considers several examples of this discourse of danger including the popular US TV drama about presidential politics, The West Wing, the policy texts of ‘Washingtonian security analysis’ and accounts of danger, insecurity and urban violence in the Ferghana Valley. It is argued that popular policy and academic texts are relatively consistent across the three dimensions of endangerment. This argument is demonstrated through a discussion of how policy‐making and practice is informed by this discourse of danger and of how the discourse of danger is contested within the region. The example of urban violence in Osh, Kyrgyzstan and Jalalabad, Afghanistan in 2010 demonstrates how opportunities to mitigate conflict may have been lost due to the distortions of this discourse of danger. It concludes by raising the challenge to policy‐makers, journalists and academics to contest this western geopolitical discourse and provide better accounts of how danger is experienced by Central Asians.  相似文献

Abstract

The term political correctness identifies a controversy that has gained wide coverage in the press over the last several years concerning academic policy in higher education in the United States. In an effort to obtain some preliminary indication of how widespread perceptions of political correctness are among political scientists, a survey of political scientists in New York State was conducted in December 1991. The survey revealed that at least in New York, political scientists are likely to perceive political correctness as an issue on their college campus and in the discipline but generally not in their departments.  相似文献

The southern African food crisis of 2002 led to one of the most significant controversies over the use of genetically modified (GM) crops in the developing world to date. Zambia's staunch opposition to GM food aid during the crisis is still frequently used as a reference point in debates over GM seed technology in agricultural development, and the morality of advanced biotechnology. This article re‐examines the controversy and its contemporary relevance using oral history interviews with key scientists, policy makers and development practitioners engaged in debates and decision‐making processes in Zambia in 2002, alongside a review of discourses in the Zambian press. The author argues that, rather than different perceptions of health and environmental risks derived from GM crops, it was questions of sovereign regulatory control of technology in a context of diminished state capacity — and the decline in the Zambian state's capacity for agricultural science research in particular — that played a central role in shaping anti‐GM attitudes. In addition, trust in the arguments of GM advocates was diminished by communication efforts which treated Zambian scientists and policy elites as a lay rather than an expert audience.  相似文献

This paper argues that suasion should receive direct attention from political scientists who study public policy. Building on the work of Theodore Lowi and others, it is suggested that understanding politics as the result of the applicability of coercion misses important aspects of governmental activities. Suasion, unlike coercion, brings about certain forms of politics that are unique, quite unlike coercively based policies. Specifically, the author explores the advent of public health to discover how suasive policies affect politics.
Above this race of men stands an immense and tutelary power, which takes upon itself alone to secure their gratifications, and to watch over their fate. That power is absolute, minute, regular, provident and mild.  相似文献

Well‐resourced and well‐connected individuals, or “policy entrepreneurs,” often play an important role in advocating and securing the adoption of policies. There is a striking lack of inquiry into the ways that social networks shape the ability of these actors to achieve their aims, including the ways in which network ties may channel policy conflict. To address these gaps, we analyze data from an original survey and an original database of policies to assess the success of policy entrepreneurs (PEs) active in a highly contentious arena: municipal policymaking concerning high‐volume hydraulic fracturing (HVHF) in New York. We use text‐mining to collect social network data from local newspaper archives, then use those data to construct municipal HVHF policy networks. Municipal anti‐HVHF PEs appear more successful when they operate in less cohesive networks, act as bridges to relative newcomers to the governance network, and have a larger number of network connections. Pro‐HVHF PEs appear more successful when they can forge high‐value connections to key decision makers. Policy entrepreneurs on both sides of the issue are more successful when they have a greater number of sympathetic coalition partners.  相似文献

German strategic decision‐makers have to reconsider their approach to the use of force. In Afghanistan, the Bundeswehr is faced with the challenge of a growing insurgency. This situation requires a willingness to provide combat forces for the NATO‐led International Security Assistance Force. Hence, the conviction in German domestic politics that the Bundeswehr should only be employed for the purposes of stabilization and reconstruction is increasingly challenged by a changing operational reality in Afghanistan, and allies’ reluctance to continue to accept German policy. In essence, the issue is about German participation in counterinsurgency operations. To continue current policy undermines Germany's military credibility among allied partners and restrains Germany's ability to utilize fully military power as an instrument of policy. This article argues that while military force in recent years has become an integral part of German foreign policy to pursue national interests, political decision‐makers in Berlin and the broader German public will still have to come to terms with the reality of a new security environment in Afghanistan. For the German government the ‘small war’ in northern Afghanistan is a very politically exhausting undertaking. Both politically and militarily Germany seems ill‐prepared to sustain such an operation. Its political and strategic culture still promotes an aversion to involvement in war‐fighting. In addition, the government and the Bundeswehr lack vital strategy‐making capabilities. Still, there are indicators that the changing operational reality in Afghanistan might lead to a significant evolution of the German approach to the use of force.  相似文献
